His specialties included devising and integrating best practices in failed bank data collection, preservation, authentication, processing, review, analytics, and production. Ray has provided technical expert testimony in civil and criminal court hearings across the United States; filed declarations and affidavits as an expert in numerous federal courts; participated in meet & confer conferences with opposing parties in failed bank litigation matters; and revised and modified ESI protocols, protective orders, and joint discovery plans. Prior to joining the federal government, Ray spent nearly two decades handling large litigation matters for several D.C.-based law firms, including Jones Day, Wilmer, Mayer Brown, and DLA Piper.

Send us a Text Message.Geneva is the home of international law, the rules that are supposed to stop the worst violations in war. But does anyone respect it anymore? Andrew Clapham, Professor of International Law at the Geneva Graduate Institute, says: “It's quite blatant that when we like what the International Criminal Court is doing we will support it, but as soon as it steps out of line we will call it a ridiculous institution. So, it is a bit of a crossroads for international law.” The Geneva Conventions are 75 years old – are young people even aware of them? “We have the law, and at least my generation or younger generations tolerate much less those types of violations, and we are reporting more,” says Cristina Figueira Shah, international law student and co-President of the Human Rights, Conflict and Peace Initiative. Are there any rules of war that work? Laurent Gisel, Head of the Arms and Conduct of Hostilities Unit at the Legal Division of the International Committee of the Red Cross (ICRC), explains that “far fewer people know about the prohibition of blinding laser weapons than the mine ban treaty. Why? Because it has been prohibited before they were developed. And it was prohibited 50 years ago.” Does indicting a political leader achieve more than headlines? “Naming somebody as a potential war criminal has a huge effect because if the leader is named as a war criminal, like President Putin or Prime Minister Benjamin Netanyahu, that means that assisting them to do what they are doing means that you are aiding and assisting, potentially, in a war crime,” says Clapham. How can we encourage more respect? “I think we should go back and understand all the reasons why we got to this point in the first place. How we wrote all the international treaties and understand from that what our generation can do to improve it,” says Shah.“Violation of international humanitarian law creates even more hatred. Riverside County Department of Child Support Services (RivCoDCSS) provides an update on how the Coronavirus has affected daily lives. Bruce Wagner, Chief Attorney, goes over how RivCoDCSS does business during COVID-19 as well as how the courts are doing business (0:38). Bruce goes over the information of value to our customers during this time since we can understand many have questions (0:55). What RivCoDCSS is doing around the issues related to COVID-19 and how we are handling court closures are also mentioned in this episode (1:18). The number one thing RivCoDCSS is doing is accepting requests for case modifications. During this time, modifications are critical since many have had an impact on their income from the pandemic. Anyone with a request for a modification is encouraged to call or email their circumstances to their caseworker (2:30). If you have an upcoming court date, our Legal Division team will contact you by phone (3:30). If a case is not resolved over the phone, our staff will wait for a later date in time. RivCoDCSS is currently on a priority system and is filing motions as quickly as possible. Anyone who has not seen any impact on income from the pandemic is encouraged to hold off on modification requests in order to help those who have truly seen an impact (5:58). The department is working diligently to assist parents being affected by COVID-19, we are here to help with your child support needs. We also encourage the public to check the Riverside County Superior Court website for any updates related to court closures. In his Fintech role at the FRBSF, Mr. Tsai leads a team of analysts that focus on better understanding the opportunities and regulatory questions posed by the Fintech industry, as well as related impacts on the banking sector.  In his applications capacity, he oversees a team that reviews and acts on regulatory applications by banking institutions to engage in mergers, acquisitions, and other expansionary activities.
