At the start of the 21st century, several groups began efforts aiming not just to control nuclear weapons but to eliminate them altogether. The so-called Gang of Four, William Perry, George Shultz, Sam Nunn and Henry Kissinger, wrote numerous powerful op-eds, urging us to work towards a world without nuclear weapons. Bruce Blair turned from academics to founding Global Zero, dedicated to the same goal. And a coalition of activist groups formed the International Campaign to Abolish Nuclear Weapons, ICAN. In 2017, the United Nations adopted the Treaty on the Prohibition of Nuclear Weapons, and ICAN was awarded the Nobel Peace Prize.

Dr. Reuwer has been studying, practicing, and teaching alternatives to violence for over 40 years. As retired emergency physician, and adjunct professor of conflict resolution at St. Michael's College in Vermont, he taught courses on conflict resolution, nonviolent communication and nonviolent action. He currently serves on the Board of Directors of World BEYOND War, and on the Committee to Abolish Nuclear Weapons for Physicians for Social Responsibility. Dr. Reuwer has served on volunteer unarmed peace teams in Haiti, Guatemala, Colombia, Palestine/Israel, and several U.S. inner cities. He deployed in South Sudan for four months in 2019 as an International Protection Officer with the Nonviolent Peaceforce. He was present with the DC Peace Team on January 6, 2021, the day the U.S. Capitol was stormed in an insurrection. While in Ukraine he was inspired by the unarmed International Atomic Energy Agency inspectors at the Zaporizhzhya nuclear power plant on the front line of the war to support their call for a safety zone around the plant. He now chairs the steering committee of the Zaporizhzhya Protection Project.

This is my attempt to give an overview of debates and arguments relevant to the question of how to mitigate nuclear risks effectively. I list a number of crucial questions that I think need to be answered by anyone (individual or group) seeking to find their role as a contributor to nuclear risk mitigation efforts. I give a high-level overview of the cruxes in Figure 1: These questions are based on my moderately extensive engagement with the nuclear risk field; they are likely not exhaustive and might well be phrased in a less-than-optimal way — I thus welcome any feedback for how to improve the list found below. I hope that this list can help people (and groups) reflect on the cause of nuclear risk reduction by highlighting relevant considerations and structuring the large amount of thinking that has gone into the topic already. I do not provide definitive answers to the questions listed, but try to outline competing responses to each question and flesh out my own current position on some of them in separate posts/write-ups (linked to below). The post consists of the following sections: Setting the stage: some background on my CERI research project Outline of my work on nuclear issues prior to the summer fellowship Summary of work by others with some similarity to mine A defense of the value of my project and the output presented here Main body: list of cruxes in the nuclear risk debate Substantive cruxes: questions to determine which nuclear risks to work on and how to do so Sub-cruxes: questions to help tackle the cruxes above Meta-level cruxes: methodological and epistemological questions Links and references Setting the stage For a couple of months, I have been engaged in an effort to disentangle the nuclear risk cause area, i.e., to figure out which specific risks it encompasses and to get a sense for what can and should be done about these risks. I took several stabs at the problem, and this is my latest attempt to make progress on this disentanglement goal. My previous attempts to disentangle nuclear risk While I had some exposure to nuclear affairs during my studies of global politics at uni (i.e., at least since 2018) and have been reading about the topic throughout the last few years, I've been engaging with the topic more seriously only since the beginning of this year (2022), when I did a part-time research fellowship in which I decided to focus on nuclear risks. For that fellowship, I started by brainstorming my thoughts and uncertainties about nuclear risk as a problem area that I might want to work on (resulting in a list of questions and my preliminary thoughts on them), did a limited survey of the academic literature on different intellectual approaches to the topic of nuclear weapons, and conducted a small-scale empirical investigation into how three different non-profits in the nuclear risk field (the Nuclear Threat Initiative, the International Campaign to Abolish Nuclear Weapons, and the RAND Corporation) conceptualize and justify their work on nuclear risk (resulting in a sketch of the theory of change. of each organization, constructed based on the information they provide on their websites). During ten weeks over this summer (Jul-Sep 2022), my participation in the Cambridge Existential Risk Initiative — a full-time, paid and mentored research fellowship — has allowed me to dedicate more time to this project and to test out a few more approaches to understanding the nuclear risk field. I spent around three weeks with the goal of compiling a list of organizations working on nuclear risk issues, collecting information on their self-described theory of change, and categorizing the organizations in a broad typolog...

Australia will attend, as an observer, a UN meeting of countries that have outlawed nuclear weapons. It comes as a group of 55 former Australian diplomats have written an open letter to the Prime Minister urging the government to sign up to a treaty banning nuclear weapons.

Sim Chi Yin walks us through her ongoing project "One Day We'll Remember": uncovering family secrets, visiting ancestral villages, collecting artefacts and archival materials, and making counter archives with family members and locals from her grandfather's neighborhood in Gaoshang after he was deported from British Malaya for his anti-colonial resistance against the British occupying forces. She raises major topics such as what are the things we choose to remember and things we choose to forget in relation to trauma and malu, and the different ways wars have been documented in Southeast Asia. She also talks to us about her artistic drive and artistic direction. *In our first in-person episode, Alexandra had a chance to visit and interview Chiyin at her studio in Brooklyn, New York. Sim Chi Yin is an artist from Singapore, currently based between Brooklyn and Berlin. For the first decade of her multi-faceted career, she was a print journalist, foreign correspondent, and photographer. She was commissioned as the Nobel Peace Prize photographer in 2017 to make work about its winner, the International Campaign to Abolish Nuclear Weapons. After quitting her job as foreign correspondent, she became an independent visual practitioner. She combines rigorous research with intimate storytelling, she pursues self-directed projects in Asia. Her work explores history, memory, and migration and its consequences. In particular, she dove into a lesser-known part of her own family history in "One Day We'll Understand," a project that revolves around her grandfather, Shen Huansheng, who was a left-wing journalist involved in the anti-colonial resistance movement in British Malaya. Through her careful documentation, in both film and photography, Sim considers the processes of remembrance and forgetting as well as the fragility of the notion of truth. Her work has been exhibited in the Istanbul Biennale (2017), at the Institute of Contemporary Arts Singapore, the Annenberg Space For Photography in Los Angeles, Gyeonggi Museum of Modern Art in South Korea, and other galleries and institutions in Europe, the United States and Asia. Her film and multimedia work have also been screened at Les rencontres d'Arles and Visa pour l'Image festivals in France, and the Singapore International Film Festival. She has worked on assignments for global publications, such as The New York Times Magazine, Time Magazine, National Geographic, The New Yorker and Harper's Bazaar. Chi Yin won the Chris Hondros Fund award in 2018. A finalist for the 2013 W. Eugene Smith Grant in Humanistic Photography, she was an inaugural Magnum Foundation Photography and Social Justice fellow in 2010 in New York. She is now a tutor and mentor on the fellowship.
