Jeffrey Small expects the Fed's hawkish tone to continue and says “there's nothing to guarantee” we get a rate cut despite high odds in the market. He says Powell could be the “Christmas Grinch” for the third time in a row, bringing up that Fed announcements in the last few years hit December rallies. “I don't think a quarter point cut is going to do much for the markets anyway,” he adds.
