La Cour suprême des États-Unis qui pourrait infliger un revers au gouvernement de Donald Trump en ce qui concerne l'établissement des barrières tarifaires. «Ce qui se passe à la Cour suprême est quand même important. Les juges ont écouté les arguments du gouvernement, tout en défiant le statut des tarifs imposés par Donald Trump depuis avril. Le tribunal pourrait décider que le gouvernement a excédé ses droits en imposant des tarifs douaniers», explique Nicolas Vaugeois, gestionnaire de portefeuille à Fiera Capital. Ce dernier ajoute qu’il existe une possibilité que le plus haut tribunal du pays renverse les tarifs imposés par le gouvernement Trump. «Ça pourrait forcer le gouvernement à rembourser les tarifs que les entreprises américaines ont payés depuis le début, ce qui aurait un effet sur le budget», dit-il. Si jamais la Cour suprême infligeait un revers au gouvernement américain, Donald Trump pourrait malgré tout utiliser d’autres mécanismes pour imposer des tarifs douaniers. «Il pourrait encore appliquer peut-être un 15% de tarifs pour une période de 150 jours pour protéger les balances commerciales, puis un autre tarif de jusqu'à 50% s'il est capable de démontrer que les pays ciblés sont en train d'abuser des Américains», raconte Nicolas Vaugeois. Il ajoute qu’un revers du gouvernement Trump devant la Cour suprême pourrait bénéficier aux entreprises cotées en Bourse qui recevraient des montants pour compenser les tarifs payés depuis avril. «Toutefois, à quel point ça va vraiment générer un effet positif sur les marchés boursiers, ça reste à voir, puisque beaucoup de bonnes nouvelles sont déjà anticipées, notamment du côté de l’intelligence artificielle», juge-t-il. Hausses des taux obligataires Nicolas Vaugeois soutient que le marché obligataire ressentirait aussi les effets d’une décision de la Cour suprême contre les tarifs douaniers, puisque le remboursement des tarifs ferait grimper l’endettement du gouvernement américain. «L’effet sur le marché obligataire serait ce qu’on appelle une pentification de la courbe, ce qui signifie que les taux des obligations à long terme grimperaient davantage que ceux à plus court terme», dit-il. Paralysie gouvernementale record Nicolas Vaugeois parle aussi de la paralysie du gouvernement américain qui a atteint sa 36e journée cette semaine. On parle donc d'un record de longévité absolu. Le gestionnaire de portefeuille affirme que la paralysie du gouvernement a un effet négatif de 15 milliards de dollars par jour sur l’économie du pays. «Des entreprises comme Microsoft (MSFT, 497,10$US) et Alphabet (GOOGL, 284,75$US), société mère de Google, ne seront pas affectées nécessairement, mais toutes celles qui ont des contrats directs avec le gouvernement vont en ressentir les effets. Plus la fermeture du gouvernement dure longtemps, plus les effets seront négatifs», juge-t-il.
