Oliver Tate Brooks, M.D. received his undergraduate degree in biology from Morehouse College in Atlanta, Georgia in 1977, graduating in three years. While at Morehouse, he received the Frederick E. Mapp Prize in Biology for excellence in biology. Dr. Brooks received his medical degree in 1981 from Howard University College of Medicine, where he was a summer instructor in biochemistry. He completed a residency in Pediatrics at Children's Hospital-Oakland, where he practiced for four years before accepting a position at Watts Healthcare Corporation. Dr. Brooks is Chief Medical Officer and past Chief of Pediatric and Adolescent Medicine at Watts Healthcare Corporation in Los Angeles, California (CA) where he also serves as the Medical Director of the Jordan and Locke High School Wellness Centers. He is a Medical Director for L.A. Care Health Plan, one of the nation's largest Medicaid managed care plans whose mission is “to provide access to quality health care for Los Angeles County's vulnerable and low-income communities and residents”. He holds staff appointments at Centinela Hospital in Inglewood, CA and at Martin Luther King Community Hospital in South Los Angeles, CA. Dr. Brooks is Immediate Past-Chairman of the Community Clinic Association of Los Angeles County, a consortium of 43 community health centers in the southern California area. Dr. Brooks is the immediate Past President of the National Medical Association (NMA), and has held several leadership positions within the NMA, including at the state and local level, as Past President of the Golden State (CA) Medical Association and Past President of the Miller-Lawrence Medical and Dental (local) Society. Dr. Brooks is a present Board member and Past President of the California Immunization Coalition and Chairman of the Immunize LA Families Coalition. He is a member of the national Leadership Panel for the Adolescent Immunization Initiative (AII), which advocated successfully for adding a column on the Advisory Committee on Immunization Practice's Center for Disease Prevention and Prevention (CDC) yearly vaccine recommendations in 2017. Dr. Brooks is often requested to speak to the media on issues related to immunizations and is a vocal and passionate advocate for reduced disparities in immunization rates among disadvantaged communities. He also is frequently asked to present to physicians and other medical groups on the science and the implementation perspective of vaccine utilization. In June 2020, Dr. Brooks asked to, and joined the ACIP COVID-19 Work Group discussing and making recommendations to the ACIP regarding (potential) COVID-19 vaccine prioritization. Dr. Brooks is a member of the Best Practices Leadership, of the Right Care University of Best Practices, a group dedicated to reducing heart disease in CA and nationally. His community service extends beyond health and wellness and includes serving as Past President of the Long Beach Museum of Art's Board of Trustees. Dr. Brooks has received numerous honors and awards; he was honored by the National Council of Negro Women, Long Beach CA for Outstanding Service to the Community and in 2017, he was the Wall of Excellence for Medicine awardee for Long Beach 2016 Black History Month. In the final week of Hispanic Heritage Month, Jayzen is pleased to welcome Dr. Ilan Shapiro to the show. Throughout his career, Dr. Shapiro has been an outspoken health advocate for the Hisapnic community and has worked tirelessly to create health policy that is both accurate and accessible. During and before the COVID-19 pandemic, he's been a featured commentator on CNN, NBC, Univision, Telemundo and EstrellaTV and other international channels to share critical evidence based information for the community. Currently, Dr. Shapiro serves as AltaMed's Medical Director of Health Education and Wellness, helping to create and implement programs and services that expand access to care and improve outcomes for the community. Early in his career, after graduating as Honorary Valedictorian with his medical degree, he worked for the Mexican Secretary of Health as the liaison between Mexico and the World Health Organization (WHO). Dr. Shapiro was recently recognized by the City of Los Angeles, the California State Assembly and the Los Angeles Times en Español as a one of the Héroes de la Pandemia. Guest Bio Ilan Shapiro, MD Medical Director, Health Education and Wellness, AltaMed Dr. Shapiro is a tireless advocate for health care equality, with a deep affinity for innovation and public health policy, especially relating to the Latino population. Currently, Dr. Shapiro serves as AltaMed's Medical Director of Health Education and Wellness, helping to create and implement programs and services that expand access to care and improve outcomes for the community. One of his biggest accomplishments at AltaMed has been the development of a dedicated AltaMed health and wellness facility. The center uses the latest technology, as well as traditional evidence-based principles and a hands-on approach, to teach members healthy habits relating to nutrition, fitness, and chronic condition management, a reflection of the combination of technology and innovation efforts to bridge new offerings for underserved communities. As part of his educational efforts, he has been featured on CNN, NBC, Univision, Telemundo and EstrellaTV and other international channels to share critical evidence based information for the community. Mr. Ahmed is a true innovator and pioneer in healthcare information systems. He has unparalleled experience in all aspects of using computer technology and web-based applications to deliver the best quality of medical care to patients, facilitate collaboration among multiple and diverse medical care providers and systems, and increase the efficiency of healthcare environments. He is also a highly respected consultant on innovation, and frequently lectures about entrepreneurism and information technology for healthcare environments. Mr. Ahmed was formerly the director of health information technology and innovation for L.A. Care Health Plan, the nation's largest public plan serving more than one million Los Angeles County residents through free or low-cost health insurance programs. He was responsible for coordinating, managing and integrating healthcare information technology and eHealth initiatives among multiple users and partners. This includes all medical care providers, community organizations, government agencies, vendors and other health information technologies. He served as vice chair of the organization's Technical Advisory Committee. One of his most significant contributions to L.A. Care is the creation of HITEC-LA (Health Information Technology Regional Extension Center for Los Angeles County) for electronic health record adoption and implementation for providers throughout L.A. County. Before leaving L.A. Care, Mr. Ahmed created and launched eConsult in partnership with the Los Angeles County Department of Health Services. eConsult is an innovative telehealth system that allows for virtual consultations and collaboration with specialists. As eConsult expands throughout California and accumulates thousands of end users, it is becoming a national model for the standard for care coordination and access to specialty care in the U.S. Prior to eConsult, Mr. Ahmed was the visionary behind SelfMD™; developed the ELICIT™ concept (emulating logical inferences of cognition and intuition theory), and was instrumental in getting the U.S. Military Medical Command to adopt advanced diagnostic technologies and electronic health records systems. He also served as co-chair on health IT committees for California's Health and Human Services Agency, helping to draft the state's $38.8 million Health Information Technology strategic plan. Mr. Ahmed has lectured at the University of California, Los Angeles (UCLA) Fielding School of Public Health, and as a guest lecturer at the California Institute of Technology (CalTech), University of Southern California (USC) and CalState LA. He was honored for his teaching at the USC Lloyd Greif Center for Entrepreneurial Studies, and also was a finalist for the Advanced Business League (ABL) Innovative Leadership Award on Healthcare. Currently he is an advisory board member of the California Health eQuality Initiative based at the University of California, Davis.
