On today's show, Alex and Calvin continue our discussion about the ongoing war in Iran, focusing on the literal use of artificial intelligence in the imperialist campaign being waged by the US and Israeli militaries. We analyze statements from major AI companies regarding their military contracts, unpacking the conflict between the “Department of War” and Anthropic, and contrasting this with the increasingly cozy relationship between OpenAI and the military. We argue, based on a close look at the language of both companies' statements, that despite all the hype there isn't much ideological gap between these two companies. While each claims to draw moral red lines against mass domestic surveillance and fully autonomous weapons, they both rely heavily on technical jargon to justify their ongoing military partnerships and affirm numerous arbitrary assumptions about US nationalism and the non-universality of human rights. We explore how these corporate statements might function to protect the companies' progressive brand identities, showing how they still accommodate US imperial objectives.Later in the episode, we shift our focus to Palantir and its Project Maven Smart System. We explore how the military's Chief Digital and Artificial Intelligence Officer, Cameron Stanley, presents the Maven system's “targeting workflow” as an AI-based platform for detecting targets and suggesting convenient and efficient options for killing them. We talk about how this kind of interface gamifies the battlefield, and we argue that it severely dehumanizes the victims of military violence. We go on to discuss these AI-based systems in relation to the recent US military strike on the Minab girls school in Iran, in which at least 175 people were killed, including dozens of children. While the media and the military might refer to this tragic event as an error, we suggest that this specific language is a framing device that treats a moral failure as a simple technical glitch. We close by reporting on the results of an experiment in which we tested to what extent Anthropic's Claude (which is integrated into the Maven Smart System) will acknowledge its own culpability in the Minab school strike when prompted. Spoiler alert: it will do so, but we are dubious about the ultimate significance of this given all chatbots' tendency towards sycophancy. Defense Secretary Hegseth moves to reshape DOD's AI and tech hubs

Defense Secretary Pete Hegseth shared his team's long-awaited new plans to outpace U.S. adversaries by rapidly advancing the military's arsenal of AI, drones, hypersonics and other disruptive technologies — and drastically reshaping the Pentagon's approaches for safely deploying them. Speaking onstage at SpaceX's Starbase launch site in Texas, during a tour hosted by its billionaire CEO Elon Musk, Hegseth said: “In short, when it comes to our current threat environment, we are playing a dangerous game with potentially fatal consequences. We need innovation to come from anywhere and evolve with speed and purpose.” Hegseth's speech and three accompanying memorandums released Monday reveal the Trump administration's latest, fast-moving and multifaceted vision to overhaul the Defense Department's technology enterprise and dismantle perpetual barriers that have historically slowed the military's commercial capability adoption. Hegseth said that old era ends today, and that the department is done running what he called a peacetime science fair while our potential adversaries are running a wartime arms race. The revamped structure notably aims to anchor a “unified innovation ecosystem built around six execution organizations” that will now collectively operate under the purview of DOD Chief Technology Officer and Undersecretary for Research and Engineering Emil Michael. Those newer and more legacy entities include: the Pentagon's Chief Digital and Artificial Intelligence Office (CDAO); Defense Advanced Research Projects Agency (DARPA); Defense Innovation Unit (DIU); Office of Strategic Capital (OSC); Strategic Capabilities Office (SCO); and Test Resource Management Center (TRMC). Senate and House appropriators are eyeing White House work on IT, artificial intelligence and cloud infrastructure — and a continued presence for DOGE — as part of their fiscal year 2026 bill to fund Financial Services and General Government. On the executive branch funding released Sunday for the fiscal year ending Sept. 30, lawmakers agreed on $124.3 million for salaries and expenses in the White House's Office of Administration, with up to $12.8 million used for IT modernization. No more than $10 million of that IT pie should be spent for security and continuity of operations improvements. The Information Technology Oversight and Reform (ITOR) bucket, which historically has supported the Office of the Federal CIO and the now-defunct U.S. Digital Service, would receive $8 million under the new budget. House Appropriations Republicans said in their press release that that money would be used to fund the so-called Department of Government Efficiency, which has replaced USDS as the U.S. DOGE Service. That $8 million figure is a fraction of the Trump administration's initial ask. In its June 2025 budget proposal, the White House requested $45 million in funding for DOGE, the Elon Musk-created group that led the decimation of the federal workforce in the early days of the Trump administration under the auspices of rooting out waste, fraud and abuse of agencies, but ended up raising government spending. The Pentagon is looking to launch a new Enterprise Command and Control Program Office in a move that would consolidate and refresh its long-standing efforts to provide common operating panes and user-specific AI tools to track and target enemies in real time. This envisioned hub would combine and expand the Chief Digital and Artificial Intelligence Office's Maven Smart System (MSS) and Edge Data Mesh capabilities into the “Enterprise C2 Suite” — a new platform and program of record for Combined Joint All-Domain Command and Control and Al-enabled warfighting options, according to sources familiar with the plan who requested anonymity to discuss it ahead of a forthcoming, official announcement. Internal guidance regarding a new EC2 Program Office suggests that its establishment would ensure that the Defense Department has the “authority, resources, and accountability to deliver capability at the speed of relevance.” DOD's undersecretariats for Intelligence and Security (I&S) and Research and Engineering (R&E) would be directed to deliver a plan for “the expedient transition of MSS authorities, infrastructure, support activities, and responsibilities” from the National Geospatial-Intelligence Agency to the EC2 Program Office. This new program office would essentially fuse multiple Pentagon elements that have come to fruition since the late 2010s, and are associated with digitizing command-and-control processes and deploying AI across the joint force. The Defense Department is soliciting ideas for how artificial intelligence and machine learning capabilities can assist in the zero-trust assessment process as the deadline to reach target-level compliance approaches. According to a request for information posted Tuesday, the DOD's Zero Trust Portfolio Management Office is interested in leveraging “automation, AI and ML to accelerate and scale [zero trust] assessments” across the entire department — specifically for “purple team assessments.” The technologies will help the Pentagon mitigate its limited capacity to validate initial compliance and conduct continuous assessments, the RFI noted. Zero trust is a cybersecurity concept that assumes IT networks and systems are constantly under attack by adversaries, requiring the Pentagon to continuously monitor and authenticate users and their devices as they move through the network. The department's Zero Trust Strategy mandates all DOD components to achieve “target levels” of zero trust by the end of fiscal 2027. Validating compliance requires a combination of internal and third-party assessments. A key part of the Pentagon's independent evaluation process is a method called purple teaming, which analyzes and tests both how “red team” adversaries and “blue force” cyber defenders move and interact in an IT network. However, officials have previously noted that conducting comprehensive purple teaming can be a time-consuming process that can take warfighters away from other important missions. Sen. Elizabeth Warren, D-Mass., raised serious national security concerns this week about the Pentagon's plans to integrate the controversial “Grok” chatbot into U.S. military operations via a recent high-dollar deal with tech billionaire Elon Musk's company, xAI. Warner d wrote in her letter delivered to Hegseth Wednesday that “the department awarded a $200 million contract under questionable circumstances to incorporate an AI company with a product that provides misinformation and offensive, antisemitic responses into DOD's operations.” In the correspondence, Warren asks the Pentagon chief to answer dozens of questions about the xAI contract, its full scope of work, ethics and accountability issues and more, by Sept. 24. The Defense Department announced in July that its Chief Digital and AI Office (CDAO) partnered with xAI, Anthropic, Google and OpenAI — through four, separate $200 million agreements — to accelerate the department's enterprise-wide adoption of some of the most sophisticated and still-emerging commercial algorithms and machine learning capabilities. Chris Kraft, the Department of Homeland Security's deputy chief technology officer for artificial intelligence and emerging tech, is now serving as the acting chief information officer of the U.S. Secret Service. Kraft, who's focused primarily on AI in his DHS role, replaces Kevin Nally, who recently left government for a position in the private sector. Kraft's new position was not confirmed by spokespeople for the U.S. Secret Service, but he acknowledged the role on LinkedIn. Due to its mission, the Secret Service is quieter than other agencies on its technology portfolio, but the agency uses a variety of platforms and faces serious technology challenges. After the assassination attempt on President Donald Trump in Pennsylvania in July 2024, FedScoop documented a series of tools at the component's disposal, including commercial telemetry data and Protective Threat Management System. The China-based artificial intelligence model DeepSeek isn't available for widespread use at the Department of Energy, but approval of some elements may be possible following a study by two of its national labs, an agency IT official said Tuesday. DeepSeek's launch has prompted congressional proposals to rein in its use in government and proactive bans by several federal agencies, including DOE. But during a panel at a FedScoop-produced Salesforce event, Bridget Carper — the agency's deputy CIO for architecture, engineering, technology and innovation — said the model has still been studied by two DOE national labs. Carper said the agency allowed two of its labs — which she didn't identify — to look at the system “because there's value in testing the open models. There's value in understanding the performance. How does it actually compare?” The separate labs looked at the model to see if they could do comparisons with alternatives they had, Carper said. Those studies also took place with guardrails. They were controlled, sanctioned and fully documented, she said. And ultimately, they found some potential benefits. The Office of the Under Secretary of Defense for Research and Engineering is taking over the “authority, direction, and control” of the Pentagon's Chief Digital and AI Office, according to new guidance issued last Thursday by Deputy Secretary of Defense Stephen Feinberg that presents an accelerated plan to disrupt and transform how the emerging technology is adopted across the Defense Department and military. Feinberg wrote in a memorandum to Pentagon leadership, combatant commanders, and defense agency and DOD field activity directors that “by aligning the CDAO under the USD(R&E), we create a powerful innovation engine that can deliver Al superiority from laboratory to battlefield.” The CDAO had previously been a direct report to the deputy SecDef. DefenseScoop obtained a copy of the directive from a source who requested anonymity to share it last Friday, after others alerted the publication of its creation. A defense official subsequently acknowledged the memo's existence in an email — noting that the CDAO will continue to execute all current statutory responsibilities without interruption during this transition. The defense official said the realignment is “the next step in making a uniform, AI-first push for the [DOD],” adding that it won't create additional review layers or bureaucratic processes.
