It's claimed the introduction of a rates waiver scheme wouldn't represent a panacea for countywide issues. It comes as this month's meeting of Clare County Council's Economic Development Strategic Policy Committee outlined the implementation of the Local Government Waiver of Rates Regulations legislation, which was published in July of last year. The new legislation ensures any rates changes must be first drafted by the Economic SPC and that the local authority must draft a report estimating any financial effect a change may cause. Senior Engineer with Clare County Council, Sean Lenihan, says people should be aware that a reduction in rates for businesses may take funds away from other projects across Clare.

The Los Angeles County Department of Mental Health (LACDMH) has developed a robust way of delivering vital services to people suffering from a mental health crisis. It has grown over the years and rests firmly in 2024, in a campaign called - “Who Do I Call for Help”? It is a campaign for the community introducing a national number #988, available 24/7. That number is a key part of the LACDMH program, the Alternative Crisis Response Unit. It is an alternative because it frees Police and directs these type of calls to people who have the expertise to bring support to the crisis. Reuben Wilson is the LACDMH head of that Unit and responsible for coordinating the many teams of people and community resources ready to respond to the incoming calls. He comes to that position with over a decade of experience working with personnel responding to crisis as a Deputy Mayor with the former Mayor of Los Angeles. The Help Line, #988 is linked to the staff of the Didi Hirsch organization and in partnership with LACDMH, begins the process of bringing trained caring to callers in emotional crisis. The continuing message to the public is that there is a Countywide system in place providing - someone to call, someone who will respond and somewhere to go if treatment and further care is needed. Reuben explains how this safety net for those in emotional crisis works as he readies to spread posters and cards across the vast region of the sprawling County of Los Angeles, California, advertising that help for all in need is a call away. 9-8-8, for support with suicidal crisis or mental health-related distress. The LACDMH 24/7 access number for help is 1-800-854-7771 The National Suicide Crisis Line is #988

County Tipperary Chamber and Tipperary County Council are collaborating to introduce a county-wide gift card to champion 'shop local' and boost the local economy. The Tipperary Gift Card is set to launch pre-Christmas as part of efforts to drive footfall and spend across the county and in the towns of Carrick-On-Suir, Clonmel, Cahir, Cashel, Tipperary Town, Thurles, Templemore, Nenagh and Roscrea. Once launched, the Tipperary Gift Card will only be able to be spent with registered businesses, in person, locking spend into the county. There will be a 0% commission rate for the first 12 months for Tipperary businesses to accept the new gift card, keeping 100% of the transaction within the business. All types of businesses are eligible to accept the card, including retail, hospitality, leisure and tourism, health/beauty and services, with no additional equipment required. Businesses don't have to be a County Tipperary Chamber member to be a part of the new gift card. Michelle Aylward, Chief Executive at County Tipperary Chamber said: "Local businesses are the backbone of our Tipperary communities and now is the time for us to work together on a single shop local gift card for the whole county that will be transformative for our towns. "The Tipperary Gift Card is a phenomenal opportunity for Tipperary businesses to bring people through their doors with money to spend. With the zero commission to accept the card, there is no reason for a business not to be a part of this gift card. And as all types of consumer facing businesses can accept the card, it spreads out the benefit across Tipperary. It will provide tangible support for businesses and help to pull our communities together." Sinead Carr, C.E. of Tipperary County Council stated: "The availability of such an opportunity in County Tipperary is something I have long envisaged and I am particularly delighted to see that it will be in place for the Christmas 2024 period. Registering to accept the forthcoming Tipperary Gift Card is straightforward and cost-free. As we approach the key Christmas trading period, being a part of the gift card is a route to new revenue and new customers." The Tipperary Gift Card will be part of the multi award winning Town & City Gift Card concept active across Ireland in Ballinrobe, Carndonagh, Drogheda, Letterkenny, Sligo and Waterford. Over €7 million Town & City Gift Cards were sold in Ireland in 2023, with around 80% of sales to organisations for staff rewards and incentives. Colin Munro is the managing director of Miconex and said: "What makes the Tipperary Gift Card unique is the technology behind it. The card is Mastercard backed so the balance gets automatically updated when customers spend. Customers can check their balance in moments using the QR code on the gift card. And there will be a digital version of the card that customers can upload to digital wallets. This all makes the process of accepting the gift card friction-free for businesses, and that is vital." Cathaoirleach of Tipperary County Council Cllr Declan Burgess stated: "The collaboration between County Tipperary Chamber and Tipperary County Council on the forthcoming county-wide Tipperary Gift Card is a fantastic example of organisations joining together for the benefit of their communities both socially and economically. When we look at the success of Town & City Gift Card programmes across Ireland, the potential of the new gift card to keep Tipperary money in Tipperary towns is considerable." See more stories here.

Local representatives in Clare say home ownership will not be a reality for many of this county's residents until affordable housing is made available to all areas. It comes as construction is set to get underway on an affordable housing development on Francis Street, Ennis in the coming weeks. With local elections fast approaching, councillors in this county are setting out their stalls for their chief priorities in 2024. Housing is unsurprisingly an area of particular focus in many areas and calls have been made for affordable housing schemes to be made available throughout Clare's towns and villages. Cathaoirleach of the West Clare Municipal District and Kilrush Independent Councillor Ian Lynch believes people buying houses in his region should be assisted by the local authority. Last October, Minister for Housing Darragh O'Brien revealed that the government is "open" to extending the schemes, which are currently only available in Shannon and Ennis, to all areas of this county. Minister O'Brien's Fianna Fáil colleague Maghera Councillor Pat Hayes insists that in addition to the existing schemes in place, the government must implement new systems to streamline the home building and purchasing processes.
