The BRICS+ summit was held in the Russian city of Kazan this past October. The original BRICS comprised four countries: Brazil, Russia, India, and China. The first meeting that they held was in 2009. South Africa joined in 2011. BRICS has now grown to include Egypt, Ethiopia, Iran, and the United Arab Emirates. The recent summit also invited 13 countries to the group as partner states. Countries that have expressed interest in joining BRICS include Indonesia, Malaysia, Thailand (which is a U.S. treaty ally), and Turkey (which is a member of NATO).As countries in the Global South flock to form an increasingly significant geopolitical bloc in which China has assumed a leading role, it is important to understand how BRICS+ fits into China's foreign policy strategy and the role that the BRICS mechanism is likely to play going forward. To discuss these issues, host Bonnie Glaser is joined by Alexander Gabuev, director of the Carnegie Russia Eurasia Center which is based in Berlin. Ein Standpunkt von Jochen Mitschka.Neuesten Informationen zufolge sollen die wichtigsten BRICS-Staaten beschlossen haben, zur Abrechnung von Handelsbeziehungen zwischen ihren Ländern, eine goldgestützte BRICS-Währung einzuführen. Nachdem diese Nachricht verbreitet wurde, kam dann die Information hinzu, dass Indien angeblich gegen den Plan sei, und stattdessen versuche, die eigene Währung zu stärken und im Handel mit anderen Ländern zu benutzen. Was meist vergessen wird: Im Multipolarismus gibt es keine Befehle oder Sanktionen. Jedes Land kann so handeln, wie es den eigenen Interessen am besten passt. Deshalb kann Indien für den eigenen Handel die Rupie vorschlagen, oder sich mit anderen BRICS-Partnern auf eine neue Verrechnungswährung einigen, ohne dass dies zu ernsten Problemen führt. Aber schauen wir uns heute einmal mit einfachen Worten diese Ent-Dollarisierung an, die gerade auf den Weg gebracht wird.Eine schöne, ausführliche Erklärung des Weltwährungssystems bis 1944 findet man in einem gerade erschienenen Artikel in Telepolis: „Erleben wir eine Entdollarisierung“(5). Aber nun zur neueren Geschichte, grob vereinfacht:Bretton WoodsDie USA, welche 1944 zweidrittel der weltweiten Goldreserven kontrollierten, waren durch das Bretton Woods System in der Lage, den US-Dollar, der in Gold umgetauscht werden konnte, als Weltwährung einzuführen. Die Golddeckung verhinderte, dass die USA mehr Dollar druckten, als sie an Goldreserven hatten, was den Dollar zu einer sicheren Währung machte.Als die USA aber durch den Vietnamkrieg gezwungen waren, mehr Geld zu „drucken“, als an Gold vorhanden war, erklärten sie kurzerhand die Golddeckung für obsolet und nicht mehr gültig, was das Bretton Woods System zerstörte und einige Länder in ernsthafte finanzielle Schwierigkeiten brachte, weil diese sich ganz auf den Dollar als sichere Reservewährung verlassen hatten.Mitte der 1970er Jahre setzte sich ein neuer Begriff durch: Der Petrodollar. Die USA hatten mit dem damals größten Ölförderland, Saudi-Arabien, den Deal abgeschlossen, dass die US-Streitkräfte für die Sicherheit des aus westlicher Sicht mittelalterlichen Regimes bürgen, wenn das Land sein Öl ausschließlich gegen US-Dollar verkauft. Und so konnte der US-Staat weiter Schulden aufnehmen, ohne dass es zu größerer Inflation kam, weil immer jemand US-Dollar brauchte, so dass die Nachfrage nach US-Bundesanleihen immer so hoch war, wie das Wachstum der Weltwirtschaft.
