The BRICS alliance of Emerging Markets and Developing Countries took a major step forward at its 16th summit held in the Russian city of Kazan on October 22-24. Following decisions taken at last year's summit in South Africa, a total of nine countries took part as full members for the first time, with Ethiopia, Egypt, the United Arab Emirates (UAE) and Iran joining Brazil, Russia, India, China and South Africa. BRICS now represents nearly half of the global population. A total of 36 countries participated in the summit, along with the leaders of six international organisations, which included Antonio Guterres, United Nations General Secretary. BRICS has announced its intention to challenge the Western domination of the bank transfer system by introducing BRICS Pay as and alternative to SWIFT. This was a key announcement at the summit which showed a determination to continue to strengthen relationships between BRICS members.

He was born in Syria in 1860, in the waning years of the Ottoman Empire. In his childhood, his family took refuge in Lebanon after their parish priest, St Joseph of Damascus (July 10) was martyred; but they later returned to Damascus. In 1879 he was tonsured a monk and entered into the service of Patriarch Hierotheos of Antioch. The Balamand Seminary had been closed since 1840, but the young monk was offered a scholarship at the Constantinople Patriarchate's seminary at Halki. Returning to Syria with a theological degree, St Raphael became assistant to Gerasimos, the new Patriarch of Antioch, traveling and preaching on his behalf. After further studies in Kiev, he transferred to the jurisdiction of the Patriarchate of Moscow and for a time was professer of Arabic studies at the Theological Academy in Kazan. (At that time the downtrodden Orthodox of the Middle East received considerable aid and theological training from the Tsar and from the Church in Russia).   In 1895 he was sent to the United States to shepherd the Arab Orthodox Community in New York, which was without a church or a priest. He quickly consecrated a chapel and with great energy set about the work of shepherding his flock there; but he was concerned not only for them but for the Arab Christian immigrants scattered through North America, most of whom were without a pastor and in danger of falling into heterodoxy or abandoning religious life. He traveled widely throughout the continent, visiting, counseling and serving Arab Christians, preaching, celebrating marriages and baptisms, receiving confessions and celebrating the Divine Liturgy, usually in private houses. In 1898 he published the first Orthodox prayer book in Arabic to appear in the New World. In 1899, he made a seven-month journey through forty-three American cities, seeking out the "scattered sheep" of the Church in America. His services were attended not only by Arabs but by Russians and Greeks, all of whom at that time depended on the Russian mission to North America. During this entire period, he held the official rank of Archimandrite, though his work and duties exceeded those of most bishops.   In 1901, Patriarch Meletios was elected to the see of Antioch, the first Arab to occupy the patriarchal throne for 168 years. Several proposals were made to elect Archimandrite Raphael to a see in Syria; but he refused all such offers, pointing out the Orthodox people's great and little-met needs in North America. In 1904, the Moscow Patriarchate made him Bishop of Brooklyn, the first Orthodox bishop to be consecrated on American soil. He redoubled his already impressive pastoral work, ordaining priests to the many new parishes that he had founded, and assisting Saint Tikhon (then Bishop of North America) in the care of his huge diocese. In 1905 he laid the foundation of the Monastery of St Tikhon in Pennsylvania.   The bishop saw the importance of integrating the faithful into the life of their new homeland, and was an early advocate of the use of English in American Church services. When Isabel Hapgood's Service Book — the first useful English translation of the Church's services — was published in 1906, he advocated its use in all his parishes.   In 1912, St Raphael was found to be suffering from heart disease, but continued his exhausting pastoral work for two more years. In 1915 he was finally unable to continue, and reposed after two months' illness.   When his relics were transported in 1998 from Brooklyn to Antiochian Village in Ligonier, PA, they were found to be incorrupt, and in 2000 he became the most recently glorified Saint of North America.   In North America St Raphael is commemorated on the anniversary of his repose: February 27 on the Civil/New Calendar, February 14 on the Julian Calendar. He is also commemorated with the Synaxis of Saints of North America on the Second Sunday after Pentecost. The Patriarchate of Antioch also commemorates him, but on Saturday before the Synaxis of the Archangels (November 8).

Việt Nam, Thái Lan, Indonesia và Malaysia là bốn nước ASEAN được mời tham gia thượng đỉnh BRICS tại Nga. Indonesia chính thức gia nhập BRICS với tư cách thành viên đầy đủ, theo thông báo ngày 06/01/2025 của Brazil - nước chủ tịch luân phiên 2025. Thái Lan và Malaysia « chính thức có tư cách quốc gia đối tác BRICS » từ ngày 01/01. Riêng Việt Nam không có tên trong danh sách 9 nước (*) phản hồi lời mời của BRICS, được Nga công bố ngày 23/12/2024. Được thành lập năm 2009, BRICS hiện có 10 thành viên, trong đó có bốn sáng lập viên là Brazil, Nga, Ấn Độ và Trung Quốc. Phát biểu tại thượng đỉnh BRICS mở rộng ngày 24/10/2024 tại Kazan, thủ tướng Việt Nam Phạm Minh Chính nhấn mạnh « Việt Nam sẵn sàng hợp tác cùng BRICS và cộng đồng quốc tế để hiện thực hóa ý tưởng cùng xây dựng một thế giới tốt đẹp hơn ».Tuy nhiên, đến ngày 31/10, khi được hỏi về lời mời Việt Nam tham gia với tư cách là quốc gia đối tác, mở đường cho việc trở thành thành viên chính thức, phó phát ngôn viên bộ Ngoại giao Đoàn Khắc Việt, cho biết là « Việt Nam sẽ nghiên cứu những thông tin về cơ chế của BRICS. Việc Việt Nam tham gia vào các cơ chế hợp tác đa phương ở khu vực và quốc tế luôn được nghiên cứu và xem xét trên cơ sở phù hợp với lợi ích, điều kiện và khả năng của Việt Nam ».BRICS : Câu lạc bộ chưa hoàn thiện cơ cấuĐến cuối năm 2024, Việt Nam đã không phản hồi lời mời theo thời hạn. Thông qua phát biểu của phó phát ngôn Đoàn Khắc Việt, nhà nghiên cứu Nguyễn Hồng Hải, ngành Chính sách đối ngoại & An ninh toàn cầu, Đại học Hoa Kỳ (American University), Washington D.C., nhận định với RFI Tiếng Việt ngày 09/01 là có hai yếu tố có thể giải thích cho việc Việt Nam không phản hồi lời mời trở thành quốc gia đối tác của BRICS : « Bản thân quy chế, mục tiêu, đối tác, đối tượng, mục đích hình thành nhóm và hoạt động của BRICS ; Vì lợi ích của Việt Nam ».« Yếu tố thứ nhất về phía BRICS, chúng ta thấy BRICS vẫn chỉ là hoạt động với danh nghĩa như là một nhóm, một câu lạc bộ. Chúng ta không phủ nhận là cái nhóm, câu lạc bộ này đang trên đường tiến tới hoàn thiện thành một cơ chế đa phương chính thống hơn. Nhưng khi nào trở thành một cơ chế chính thống, một cơ chế đa phương thực sự thì chúng ta chưa rõ.Thứ hai, những phát ngôn, chủ trương và nỗ lực hoạt động của những thành viên chủ chốt của nhóm này như Trung Quốc và Nga là thúc đẩy hoạt động của BRICS theo hướng chống lại Mỹ và phương Tây. Trên thực tế, đây là hai nước đang có đối đầu với Mỹ và phương Tây. Với một nhóm có chủ trương như vậy, việc Việt Nam tham gia là trái với chính sách đối ngoại tổng thể của Việt Nam - tôi nhấn mạnh là « chính sách tổng thể đối ngoại » của Việt Nam, đó là chưa xét đến vấn đề lợi ích.Việt Nam không để bị cuốn vào mục đích của Nga, Trung Quốc trong BRICSNgoài ra thì chúng ta thấy BRICS vẫn chỉ là một câu lạc bộ, đến để hô hào là chính và chỉ để phục vụ danh nghĩa và uy tín của một số nước lớn. Còn về hoạt động thực chất, cơ chế để bảo đảm hoạt động đem lại lợi ích kinh tế thực chất thì chưa có gì nhiều cả, ngoài “Ngân hàng Phát triển mới”. Kể từ khi BRICS chính thức ra đời năm 2009, tức là cách đây 15 năm, tại sao Trung Quốc và Nga lại không thúc đẩy để đưa nhóm này hoạt động như một tổ chức, chứ không chỉ thuần túy là một câu lạc bộ ? Nếu nhìn vào cả quá trình hoạt động của BRICS từ năm 2009 cho đến nay, có thể thấy nhóm này chủ trương nâng tầm và mở rộng thành viên trong mấy năm trở lại đây (đặc biệt là từ khi Nga tiến hành xâm lược Ukraina và quan hệ Mỹ-Trung căng thẳng) khi có xung đột và đối đầu với Mỹ và phương Tây. Còn ở thời điểm quan hệ hai bên Nga-Mỹ, Trung Quốc-Mỹ ở trạng thái “cơm lành, canh ngọt”, BRICS đâu có rùm beng như hiện nay. Do vậy cũng cần phải xem xét động cơ của Nga và Trung Quốc, là hai nước lớn. Đặc biệt tôi đề cập ở đây đến Nga và Trung Quốc, họ không mất gì cả khi lợi ích của BRICS có tồn tại hay không và thực tế thì họ chỉ có lợi. Dù BRICS có trực tiếp đối đầu hay là không đối đầu với Mỹ, với phương Tây thì họ vẫn có lợi. Tất nhiên bản thân Nga và Trung Quốc đều nhận thấy quan hệ hữu hảo với Mỹ và phương Tây thì vẫn có lợi hơn cho họ. Chúng ta thử nhìn vào quá trình trỗi dậy của Trung Quốc, sự phục hồi lại của Nga, sự giàu lên của hai nước này và vị thế của họ có được như ngày nay là nhờ đâu ? Rõ ràng là nhờ Mỹ và phương Tây. Và yếu tố cuối cùng, đó là nhìn rộng và xa hơn chiến lược toàn cầu của Nga và Trung Quốc thì BRICS sẽ chỉ là một cơ chế phục vụ lợi ích của họ. Chúng ta biết người Nga hiểu rõ là Mỹ và phương Tây chẳng bao giờ thích gì họ. Điều này xuất phát từ lợi ích, từ vấn đề lịch sử phát triển và mở rộng lãnh thổ của Nga. Ông Putin, khi lên cầm quyền từ năm 1999, hiểu rõ nước Nga như thế nào trong quan hệ với phương Tây, với Mỹ. Đã có những lúc ông phải nhún nhường để hưởng lợi trong quan hệ giữa Mỹ và phương Tây. Nhưng khi đã cảm thấy đủ lực thì chúng ta thấy mối quan hệ giữa Nga-Mỹ và phương Tây đã như thế nào và như hiện nay.Còn Trung Quốc, với những sáng kiến toàn cầu của ông Tập Cận Bình đưa ra, cũng đã thể hiện rõ tham vọng của Trung Quốc. Trong khi đó bản thân quan hệ giữa các thành viên trong BRICS hiện nay với nhau cũng rất phức tạp, lợi ích phụ thuộc lẫn nhau. Đó là những vấn đề từ khía cạnh của BRICS ».BRICS không đem lại lợi ích kinh tế cho Việt Nam hiện nayYếu tố thứ hai được nhà nghiên cứu Nguyễn Hồng Hải nhấn mạnh : đó chính là lợi ích của Việt Nam.« Khi BRICS chưa hình thành các cơ chế và định chế chính thống để hoạt động của nhóm ổn định, thực chất và để nhóm này không hoạt động theo hướng tạo cực để đối đầu thì tôi thấy việc tham gia vào nhóm này không đem lại lợi ích gì về kinh tế cho Việt Nam. Trong khi đó, quan hệ kinh tế của Việt Nam với từng nước thành viên chủ chốt của nhóm này (Trung Quốc, Nga, Ấn Độ, Brazil, Nam Phi và các nước khác) vẫn đang diễn ra tốt. Đó là chưa kể một số thành viên, đối tác của nhóm này lại tham gia những cơ chế đa phương khác mà Việt Nam cũng tham gia. Nói về lợi ích kinh tế chúng ta cũng đừng nhìn vào con số tổng hợp GDP của toàn khối hay là dân số của toàn khối BRICS bởi vì càng nhiều thành viên, càng nhiều nước tham gia thì con số tổng hợp phải tăng. Thế nhưng lợi ích thực chất là gì thì lại là một câu chuyện khác, phải đi tìm hiểu. Và trong quan hệ quốc tế, phải là như vậy. Vấn đề thứ hai, đó là Việt Nam đặt mục tiêu trở thành quốc gia phát triển có thu nhập cao vào năm 2045 dựa vào công nghệ vượt trội. Và coi đó như là một cách để tránh bẫy thu nhập trung bình. Việt Nam đang nói là phải phát triển công nghệ bán dẫn, công nghệ AI, chuyển đổi số, chuyển đổi xanh. Vậy thì công nghệ này ở đâu ra ? Nga và Trung Quốc có công nghệ mà Việt Nam cần không ? Và nếu có, liệu họ có chuyển giao hay hỗ trợ Việt Nam không ? Rõ ràng đây là bài toán về lợi ích mà Việt Nam cần phải tính toán khi tham gia một nhóm, câu lạc bộ với những thành viên đang đẩy mạnh vấn đề đối đầu với Mỹ.Điểm thứ ba trong vấn đề về lợi ích của Việt Nam, đó là vị trí địa-chiến lược của Việt Nam. Đây vừa là mặt lợi nhưng cũng có thể là mặt bất lợi nếu như Việt Nam không xử lý khéo trong quan hệ quốc tế. Việt Nam nằm ở trung tâm khu vực Ấn Độ Dương-Thái Bình Dương và lại ngay sát Trung Quốc trong khi sự cạnh tranh giữa các nước lớn - giữa Mỹ và Trung Quốc, giữa Mỹ và Nga - ngày càng gia tăng. Do đó nếu như Việt Nam không xử lý khéo thì dễ bị lợi dụng và cuốn vào cuộc cạnh tranh lợi ích của các nước, khi đó Việt Nam lại có thể trở thành một chiến địa của những lợi ích xung đột như đã từng xảy ra trong thế kỷ 20. Rõ ràng đây là bài học lịch sử và xương máu, nó đòi hỏi Việt Nam phải khôn khéo và tỉnh táo không thể bị vội vàng cuốn theo xu hướng hình thành nhóm, câu lạc bộ hoặc là mối liên kết nào đó. Đối với một quốc gia, dân tộc thì tầm nhìn chiến lược về lợi ích phải là trăm năm, chứ không thể chỉ xác định một hoặc hai thập kỷ được ».Việt Nam chờ thêm bốn năm trong nhiệm kỳ tổng thống Trump ?Tổng thống Donald Trump trở lại Nhà Trắng ngày 20/01/2025 với những chính sách thương mại, đối ngoại được cho là sẽ cứng rắn hơn và khó đoán. Liệu trong 4 năm nhiệm kỳ của ông, Việt Nam sẽ có cân nhắc đến việc trở thành quốc gia đối tác của BRICS ? Nhà nghiên cứu Nguyễn Hồng Hải giải thích :« Nói một cách thẳng thắn, vấn đề việc tham gia vào BRICS vẫn nằm trên bàn và để ngỏ. Tôi không nghĩ rằng Việt Nam cũng không dại gì mà nói « không » và cũng không dại gì vội vàng tham gia tại thời điểm này. Và nếu nói một cách sách vở và lý thuyết, việc Việt Nam có trở thành đối tác của BRICS hay không, điều này không phụ thuộc vào tổng thống Mỹ là ai, cho dù là Cộng Hòa hay là Dân Chủ. Trên thực tế, Mỹ cũng sẽ hiểu vị thế của Việt Nam là như thế nào, lập trường của Việt Nam là ra sao. Đương nhiên về phía Việt Nam, Việt Nam phải cân nhắc và điều này phải phụ thuộc vào mối quan hệ của Mỹ với cả các nước thành viên của BRICS, giữa quan hệ Mỹ-Trung, quan hệ Mỹ-Nga. Như chúng ta đã nghe thấy ông Trump từng đe dọa rất công khai và mạnh mẽ rằng nếu như các nước BRICS muốn thoát ly đô la thì ông ấy sẽ áp đặt thuế 100%. Tức là các nước của BRICS sẽ phải quên Mỹ đi, không làm ăn gì với Mỹ nữa. Nếu trong bối cảnh đó, nó sẽ rất là phụ thuộc vào các thành viên chủ chốt của BRICS sẽ thúc đẩy BRICS đi đến đâu và đối đầu với Mỹ đi đâu. Vào thời điểm đó, đương nhiên Việt Nam sẽ phải theo dõi chặt chẽ sự phát triển mối quan hệ của BRICS với Mỹ và ngược lại, sẽ phải theo dõi chặt chẽ mối quan hệ đối ngoại giữa Mỹ và Trung Quốc, Mỹ và Nga trong thời gian tới. Tôi nghĩ rằng câu trả lời sẽ phải phụ thuộc vào trong 6 tháng tới, xem chính quyền của ông Trump sẽ giải quyết các cuộc xung đột Nga và Ukraina như thế nào, rồi vấn đề áp đặt thuế, cuộc chiến thương mại giữa Mỹ và Trung Quốc sẽ tiến triển đến đâu. Tôi nghĩ điều đó sẽ giúp Việt Nam có câu trả lời rõ ràng hơn trong việc quyết định có đẩy mạnh việc tham gia làm đối tác với BRICS hay không ».Chuyến công du Nga và dự thượng đỉnh BRICS tại Kazan của thử tướng Phạm Minh Chính được tiến sĩ Nguyễn Hồng Hải đánh giá là « phù hợp với hoạt động chính sách đối ngoại của Việt Nam », « không thể hiện thân Nga », nước đang gây chiến ở Ukraina vì thủ tướng Việt Nam tham dự « một hoạt động đa phương và có rất nhiều các nguyên thủ quốc gia khác ».« Trong cuộc chiến giữa Nga và Ukraina, Việt Nam đã nói rõ lập trường và thể hiện lập trường đó như thế nào. Việt Nam đón ông Putin sang tháng 07/2024 nhưng sang tháng 09, khi tổng bí thư-chủ tịch nước Tô Lâm của Việt Nam đi New York dự hội nghị cấp cao của Liên Hiệp Quốc, ông ấy cũng đã có cuộc tiếp xúc và làm việc với tổng thống Ukraina. Rõ ràng là Việt Nam thể hiện lập trường trung lập, không đứng về phía bên nào. Và không có nghĩa là chuyến đi của ông Chính thể hiện Việt Nam đứng về phía Nga trong cuộc chiến đó. La Russie a lancé le jour de Noël une attaque massive de missiles et de drones contre les infrastructures énergétiques ukrainiennes, tuant une personne et privant des centaines de milliers de foyers d'électricité et de chauffage. Cette "terreur" est "la réponse de Poutine à ceux qui ont parlé d'un illusoire “cessez-le-feu de Noël”" entre Kiev et Moscou, a déclaré le chef de la diplomatie ukrainienne, Andrii Sybiha. Les frappes ont touché six régions ukrainiennes, dont Kharkiv, deuxième ville d'Ukraine, où un demi-million de foyers est resté sans électricité, ni chauffage ni eau courante.
