The amendment was adopted and engrossed by both House and Senate.  This bill was advanced on behalf of MMA's Legislative Policy Committee (LPC). Two years ago, state lawmakers approved a bill allowing Grand County to spend some transient room tax revenue on economic diversification. The experiment was set to expire in 2026. But now, some want to scrap the program by this summer. Plus, a recent poll found support for conservation policies in western states remains a top priority. And later, the first ever Queer Ball, a party for local LGBTQ+ youth, was held recently in Cortez, Colorado. Non-conforming items and unauthorized changes include;Council approved the project based on a two year completion duration. Two years has passed as of 11/25/2022. City insists the project is a 5 year project. Logging and clearing has been completed and lies exposed to the elements. Logging operations have intruded into the wetlands and caused monetary damage to a Stone Creek resident's property.Up to 66 residential lots were approved. Current drawings have added 3 lots. The accessible areas of the required public parks has been reduced and displaced by building lots leaving inaccessible steep hillsides.Approximately 25 to 30 proposed lots are on classified wetlands and in a mapped flood zone. Failure to address Hayden Code 12-3-4,19d exposes new and existing off site properties to damage.The required second emergency egress right-of-way to Lancaster has not been established between Stone Creek North and Marks Development. A recent phone call to Northern Lakes Fire Department revealed they have not approved the project.The storm water design does not conform to Hayden Code 8-3-5B and channels surface water off site onto the adjacent Bear Creek, Stone Creek and Rocking R neighborhoods. EP 149 Aaron Dante sits down with  Maryland State Senator Cory V. McCray. We talk about how got  into politics. How my neighbors have spoke highly of him. What bills he has helped pass and his love for reading books. Tune in this is an episode you don't want to miss.   Cory McCray was elected to represent the 45th Legislative District in the Maryland State Senate in 2018. Since that time, he has been named a “legislator to watch” by The Daily Record and Maryland Matters. Additionally, Cory also serves as First Vice Chair of the Maryland Democratic Party. Cory's story is a uniquely Baltimore story. Like many of us, Cory grew up in a Baltimore whose greatest resource was its hardworking men and women. In spite of that resource, the City often struggled to give those men and women the opportunity they deserved. As a teenager at Fairmount- Harford High School, Cory was also in search of opportunity. After a brief trip down the wrong path as a teenager, he found out about apprenticeships at the age of 18. The rest is history. By 19, he had become a member of the International Brotherhood of Electrical Workers. By 20, he was a homeowner. Cory continued to meet opportunity halfway, working his way through community college and a bachelor's degree, all while growing a small business focused on rental properties. Those years also brought marriage and four loving children, along with a career focused wholly on working families and the communities they hold dear. Cory continues working for his local union and as a community organizer to this day, helping expand the opportunity for a better life to men and women across our City. In 2014, neighbors across the 45th District elected Cory to represent them in Maryland's House of Delegates. During his time in the House, leading news outlets like Center Maryland called him one of the most effective freshman legislators in the entire state. Cory's approach to public service is listening to his constituents' problems and then figuring out how to solve them. When his constituents asked for better jobs, Cory passed the ACTION and POWER Apprenticeship Acts, which expands funding for apprenticeships that lead to family supporting careers. When he was asked for a larger investment in public schools, Cory passed legislation that scores school construction funding, so that lawmakers can't cut Baltimore out of the resources it deserves. Cory's neighbors also asked him to make sure that they have a voice in Annapolis. He gave them a voice by passing legislation that restored voting rights to thousands of Marylanders. Just weeks after that victory, Governor Larry Hogan vetoed the bill and again silenced voices at the ballot box that many men and women had found for the first time in decades. But Cory didn't give up. He returned to the legislature more determined than ever, building a coalition of legislators from across Maryland who overturned the governor's veto, restoring the voices that Governor Hogan had silenced As the 45th District's Senator, Cory is continuing his mission to bring greater levels of resources and equity to the City of Baltimore. Today, a live debate between the Democratic and Republican candidates for Maryland’s 2nd Congressional District, which includes parts of Baltimore City as well as Baltimore, Anne Arundel, Harford and Howard Counties. Joining Tom on Zoom is the incumbent, Democratic Congressman Dutch Ruppersberger, who has represented the 2nd District in the US House for the past 18 years. A Baltimore native, he earned his law degree at The University of Baltimore Law School Before entering Congress, he served as an Assistant State’s Attorney in Baltimore County, and as Baltimore County Executive. Representative Ruppersberger is a member of the House Committee on Appropriations. He also spent 12 years on the Intelligence Committee. Congressman Ruppersberger is 74 years old. He and his wife of 50 years have two grown children and five grandchildren… Also with us on Zoom: Maryland State Senator Johnny Ray Salling. He is the Republican candidate in the 2nd Congressional District. A native of Dundalk, Mr. Salling is a US Army veteran. Today, we continue our series of Conversations with the Candidates who will be on the June 26th primary ballot here in Maryland.Tom's guest is Sen. Richard S. Madaleno, Jr. He is one of nine Democrats running for Governor on the ballot this June. The winner will go up against Republican Gov. Larry Hogan in the general election in November.Unlike several of his Democratic opponents, Sen. Madaleno is not a political outsider. He has represented Montgomery County in the MD Legislature for more than 15 years -- first in the House of Delegates and, since 2007, in the State Senate. Since 2015, he has been Vice-Chair of the powerful Senate Budget and Taxation Committee. He is the first openly gay person elected to the MD House of Delegates and the State Senate. If elected, he would be the first openly gay governor of any state in America.His running mate is Luwanda W. Jenkins, a Baltimore native and business executive who served in the administrations of Maryland’s last three Democratic governors -- O’Malley, Glendening ---- Schaefer. Today, a look at what was accomplished by our legislators in Annapolis during the 2018 MD General Assembly, which ended on Monday night. Governor Hogan has signed more than a hundred bills into law since then, and he’s let several become law without his signature. More than 3,100 bills were introduced this year, a record number. Tom talks with two Republicans and two Democrats this afternoon to get their impressions of what the Governor has said is the most productive session of his tenure. Two of our guests represent Baltimore City. Two represent Baltimore and Harford Counties. In the first segment today, a Senate view of the 2018 Session. Senator J.B. Jennings is a Republican who represents the 7th District, which includes parts of Baltimore and Harford Counties. He was elected in 2011 and has served as the Minority Leader since 2014. He joins us on the line from the campus of the University of Maryland - Baltimore County, in Catonsville.Senator Bill Ferguson represents District 46, in Baltimore City. Like Senator Jennings, he was also elected in 2011. He’s been a member of the Budget and Taxation Committee since 2015, and last year, he became the Chair of the Executive Nominations Committee. He’s here with me in Studio A.In the second segment, perspectives from two members of the MD House: Republican Delegate Kathy Szeliga, like Senator Jennings, with whom we spoke earlier, represents District 7 in Baltimore and Harford Counties. She was first elected in 2011, and she has been the Minority Whip since 2013. She serves on the Health and Government Operations Committee. She joins us on the line from her office in Perry Hall.Democratic Delegate Luke Clippinger represents Baltimore City, in District 46. Maryland’s Public Information Act creates a balanced framework for guaranteeing public access to open information, while protecting sensitive and private material. The rapid ascension of new technologies has strained the implementation and effect of these laws – potentially chilling their otherwise beneficial use. SB 788/HB 1638, Public Information Act - Revisions, clarifies and reframes the Maryland Public Information Act to better accommodate citizen electronic engagement, personal surveillance footage from first responders and other county officials, and the release of sensitive personal information. MACo this week testified in opposition to HB 1270/SB 1042. In theory, the bill seeks to ensure there is adequate legal representation for low-income individuals asserting a constitutional claim in State courts. In practice, the bill would trigger a rush of litigation and costs for the State and local governments and create a profoundly unbalanced system that favors plaintiffs over defendants. Governor Larry Hogan this week announced the Board of Public Works’ approval of a new Text to 9-1-1 technology for Maryland, helping to update 1960s-era emergency systems with life-saving technology. This new Internet-based infrastructure allows citizens to send a Short Message Service (SMS) text message to 9-1-1. The Federal Communications Commission estimates that more than 70 percent of all 9-1-1 calls now come from cellular users. Text to 9-1-1 is a component of Next Generation 9-1-1 (NG911), an initiative aimed at updating the 9-1-1 service infrastructure to improve public emergency communications services in a wireless mobile society. NG911 will improve and enhance the handling of 9-1-1 calls from cell phone users with technology that will increase response times, location accuracy, and allow text, photo, and video data to be shared by callers to First Responders on their way to the emergency. A perennial MACo initiative, counties have called for the return of their fair share of transportation-sourced revenues to fund their roadwork for years. This year, MACo’s initiative calls for a Local Infrastructure Fast Track – a #LIFT4MD – to bring local governments back their historic 30 percent share of transportation revenues from the State’s Transportation Trust Fund. It also calls for an assessment of the state of local infrastructure in Maryland, and for the State to share any additional federal infrastructure funds with counties and municipalities. After discussing the topic with a myriad of stakeholders, MACo decided instead to introduce a consensus bill, with terms appealing to not only counties, but municipalities and the Administration. Therefore, House Bill 1569, as introduced, restores highway user revenues to counties and Baltimore City in eight years, and municipalities in two years. The hearings on MACo’s Local Infrastructure Fast Track for Maryland Act are scheduled for Wednesday, March 7 at 1  pm in the Senate Budget and Taxation Committee and Friday, March 9 at 1pm in the Senate Budget and Taxation Committee and Friday, March 9 at 1 pm in the House Environment and the Senate Budget and Taxation Committee and Friday, March 9 at 1 pm in the House Environment and Transportation and Appropriation Committees. Maryland lawmakers are considering a bill by Comptroller Peter Franchot that would repeal some of the state’s regulations on craft beer breweries. In November 2017, Franchot proposed the Reform on Tap Act of 2018, a bill to relieve regulatory burdens on craft beer production and sales. The Comptroller's bill would remove the state’s limits on how much beer breweries are allowed to sell on-site. It would also allow breweries to sell directly to retailers instead of requiring them to make franchising agreements with distribution companies. Currently, Maryland craft breweries are allowed to sell up to 3,000 barrels of beer, or about 500,000 pints, directly to consumers each year.

Both county and municipal governments, still feeling the permanent effects of devastating cutbacks to state roadway funding, have made restoring Highway User Revenues a perennial legislative priority.  HB 1569, introduced today, represents a compromise between counties and municipalities, whereby all local governments would have their local share of Highway User Revenues fully restored. A law requiring employers to provide employees with sick leave will go into effect on Sunday, despite a veto last year from Governor Larry Hogan and a last-ditch effort by the state Senate to delay its implementation. The law requires employers with 15 or more full-time employees to provide workers with at least five days of sick and safe leave per year. The Commission to Advance Next Generation 9-1-1 (NG911) (SB 285/HB 634), one of MACo's 2018 Legislative Priorities, had a hearing in the Senate Finance Committee this week. Counties from across the state sent public safety professionals to stress the importance of advancing NG911 in Maryland. The General Assembly is on pace to introduce more than 4,000 bills in 2018. With "crossover" just five weeks away, legislators are scrambling to meet the deadline. Senator Ed Kasemeyer, Chairman of the Senate Budget and Taxation Committee, announced he does not intend to seek re-election to another term. His decision would leave yet another member of the powerful fiscal panel uncertain for the next four-year term.
