Kako in zakaj so se države odpovedale monopolu nad oboroženo silo ter kaj to pomeni za mednarodne odnose v vse bolj multipolarnem svetu? Če ne prej, smo ob začetku vojne v Ukrajini vsi postali pozorni na to, da v današnjih oboroženih konfliktih ne nastopajo nujno samo državne vojske, ampak lahko v njih izredno pomembno vlogo odigrajo tudi zasebne vojaške organizacije, kakršna je Wagner. In vendar to ni prvi in še manj osamljen primer. Nenazadnje so plačanci - najbolj znano prek podjetja Blackwater - tako v Afganistanu kot v Iraku na vrhuncu vojn predstavljali več kot polovico ameriških oboroženih sil. Že v 90. letih pa smo bili priča delovanju južnoafriškega podjetja Executive Outcomes v več afriških državah in še bi lahko naštevali. Če so nekaj stoletij zasebne vojske postajale vedno bolj obroben pojav, se torej zdi, da se je od konca hladne vojne trend radikalno obrnil. Kakšno vlogo zasebne vojaške organizacije v resnici igrajo v sodobnih konfliktih? Kaj to vračanje zasebnih najemniških vojska pomeni za moč držav, ki so nenazadnje svojo sodobno obliko dobile prav z vzpostavitvijo ekskluzivnega monopola nad razpolaganjem s silo? Kako in zakaj so zasebne vojske državam koristne, kje pa jih lahko začnejo ogrožati? Ter kaj vse to pomeni za mednarodne odnose v vedno bolj multipolarnem svetu? It's Hump Day! Sam speaks with Ibrahim Al-Marashi, Associate Professor of History at the California State University San Marcos, to discuss his recent writing on the Wagner Group and Blackwater. Then, he is joined by Harold Meyerson, editor-at-large at The American Prospect, to discuss the recent decisions made at the National Labor Relations Board (NLRB). First, Sam runs through updates on the Department of Labor's overtime change, the delay of the Proud Boys' sentencing, the labor market, Hurricane Idalia, and other natural disaster and climate updates, before parsing through Biden's Medicare and student debt agenda. Ibrahim Al-Marashi then dives right into Blackwater's blueprint for the Wagner Group, and the role of South Africa's Executive Outcomes in setting the stage for them both, exploring how these three groups were the outcome of their nations capitalizing on the demobilization of state military by funding independent mercenary groups that largely work outside of any accountability apparatus, be it international of public. Expanding on this, Al-Marashi walks through the immense role Blackwater played in US involvement in Iraq, helping commit atrocities in the US' name without requiring a greater loss of US soldiers, before expanding on the Wagner Group's relationship to Russia beyond its role in Ukraine, with its operations largely located in Africa, where they've spent time warlording and extracting from local communities, all while Russia denied operations in the region. Wrapping up, Sam and Ibrahim walk through the conflict between state militaries and contracted forces, and explore the role that has, and will continue to play in Russia's floundering invasion of Ukraine. Harold Meyerson then joins, contextualizing the NLRB's recent Cemex ruling as one of the most empowering labor developments in a half-century of dwindling organizing, and why Jennifer Abruzzo's Board has chosen now as their moment to be active. Next, he and Sam parse through the actual details of the Cemex decision, why it's a great first step back towards the Joy-Silk doctrine of the NLRB, and how it aids in both forcing bargaining and punishing union busting. Wrapping up, Meyerson expands on the necessity of labor unions to capitalize on this moment, as they finally have both leverage and public opinion on their side, as well as touching on the role the Supreme Court and Senate have yet to play. Simon Mann is a British former Special Air Service (SAS) army officer and legendary condottiere (not mercenary as often wrongly labelled). Simon trained at Sandhurst and was commissioned into the Scots Guards. On leaving the military, he co-founded the private military company, Executive Outcomes and co-founded Sandline International with fellow ex-Scots Guards Colonel Tim Spicer in 1996, operating mostly in Angola and Sierra Leone. On 7 March 2004, Mann is alleged to have led the 2004 Equatorial Guinea coup d'état attempt. He was arrested by Zimbabwean police in Harare airport, along with 64 other private contractors - branded as 'mercenaries'. Simon served three years of a four-year prison sentence in Zimbabwe and less than two years of a 34 years and four months sentence in Equatorial Guinea. Eeben Barlow served in the South African military and in his government's covert action branch called Civil Cooperation Bureau. After his service he founded Executive Outcomes, a private security company hired by the governments of Angola and Sierra Leone to fight terrorists. After coming under immense political pressure, Eeben attempted retirement but as heard here this turned out to be something he was not very good at. In the 2000's Eeben became the chairman of a new private military company called STTEP which hunted for Joseph Kony in Uganda and beat back the terrorist forces of Boko Haram in Nigeria. Today, Eeben has restarted Executive Outcomes. In the revised edition of Executive outcomes: Against all Odds, author Eeben Barlow sets the record straight, providing a chronicle of EO’s operations, his own experiences with the company and exposing the bad actors that threatened its existence and slandered its name with malicious conjecture.Prior to starting Executive Outcomes, Eeben served in various conventional and covert units of the SADF including 32 Batalion and the controversial Civil Cooperation Bureau. Founded in 1989 as a training company providing services for South African Special Forces, EO soon evolved, gaining notoriety for the pivotal role they played in assisting the FAA to defeat UNITA forces in Angola, and later crippling the rebel RUF forces in Sierra Leone. As their prominence grew, so did the threat they posed to certain foreign and domestic interests who had more sinister objectives in mind than stabilising war ravaged African countries. With very few men and even less equipment, EO proved extremely effective in every theatre of battle, forcing the international community to take notice and question the status quo of peacekeeping in Africa. But, even though this was a force that had achieved what few national armed forces could, there was one enemy it could not slay. Eeben left Executive Outcomes in 1997 and was appointed as Chairman of STTEP International in 2009As founder and former chairman, Barlow is able to provide more than just a soldier’s perspective on this daunting industry. Along with detailing operations in Angola, Sierra Leone and Indonesia, Barlow also recounts of truly bizarre requests from rogue agents and corrupt foreign leaders, as well as the various assassination attempts on his life. Everything is not as it seems and when it comes to the state of affairs in Africa, you should be prepared to have your preconceptions challenged.His book is more than just a biography of a private military company. It is sobering perspective on the state of conflict in Africa and the masters it serves. You'd be hard pressed to find someone more well versed on African national security than Eeben Barlow. We've covered Barlow's history on this site for years, and now for the first time get the chance to speak with him on this two-hour episode. As a former South African Defense Force Lieutenant-Colonel, co-founder of private military company Executive Outcomes, and an expert author, Barlow has been there and done that. On this show with Barlow we cover the history of foreign intervention in the region, accusations of racism regarding the men who fought for South Africa, and why African sources need to be better trusted to deal with their own national security than foreign governments from Eeben's perspective.  This leads us to to more recent failures of U.S. involvement in the region like the Benghazi attack, and the Niger ambush. Barlow has written several books, some of which are now out of print, but we're excited to hear that "Executive Outcomes: Against All Odds" has just been re-printed as a revised edition. This new edition of "Executive Outcomes" along with "Composite Warfare: The Conduct of Successful Ground Force Operations in Africa" are currently available through Bush War Books who ships internationally, and these are definitely suggested reading by Jack Murphy.
