Radiografía de la violencia con Billy Navarrete, director de la ONG Comisión Permanente por la Defensa de los Derechos Humanos, con sede en Guayaquil, epicentro del crimen organizado. Con cerca de un homicidio cada hora, Ecuador se ha convertido en el país más violento de Latinoamérica. El despliegue masivo de militares en las calles, decidido por el presidente Daniel Novoa durante sus 14 meses de mandato en el marco del decreto de estado de conflicto armado interno, no ha logrado de momento reducir la violencia entre las bandas criminales que se disputan los puntos de exportación de la cocaína. Ha estado siendo habitada por migrantes internos que se han venido asentando en los exteriores de la ciudad. Hay muy amplios sectores de asentamientos humanos muy precarios donde básicamente se concentra la violencia. Aunque desde el 2019 eso ya no tiene límite, es decir, también en los barrios acomodados ocurren hechos de sicariato, ataques con explosivos y una serie de otros hechos que antes no ocurrían.La crisis comenzó con el sistema carcelario. Comenzamos a registrar este pico de violencia hacia el 2019. Varias bandas criminales sufren una fragmentación al interior de las cárceles y comienzan a enfrentarse entre ellas. Luego, esa violencia se desborda a las comunidades, a estas comunidades precarias que se han asentado alrededor de la ciudad.Ahí básicamente están dinamizadas estas violencias por el narcotráfico que tiene que ver con el traslado de mercancía que viene de Colombia, que intenta llegar a los buques que van hacia Europa a través de Guayaquil. La cocaína, que es la principal mercancía, sale a través de estas comunidades precarias que están a orillas del estero. Hay una afectación especial a estas comunidades que son afrodescendientes.RFI: ¿Cómo impacta en las poblaciones en Guayaquil esta agudización de la violencia? Billy Navarrete: Hay considerar dos momentos. Primero, el que se desarrolla desde el 2019 hasta diciembre del 2023. Y otro que inicia hacia el 9 de enero del 2024 cuando el gobierno de Daniel Noboa estableció que el Ecuador vive un conflicto armado interno y da atribución a las Fuerzas Armadas para salir sin acompañamiento de la policía. Eso genera una imagen de mano dura que especialmente tiene afectación en estas comunidades precarias. Una gran cantidad de personas a inicios del año pasado fueron detenidos en especial jóvenes y especialmente afrodescendientes. Durante los primeros meses me refiero a partir del 9 de enero, hasta tal vez mayo se reportaba un promedio de 1300 detenciones por mes.Pero ese volumen de detenciones no llega a judicializarse, es decir, que los agarran, los meten en el balde de la camioneta, los apalean y eventualmente los que sobreviven los dejan desnudos. Es un patrón de conducta, y los dejan en libertad bajo la extorsión. Los números de judicializados es bajito. Hay un efecto de rastrillo, por decirlo de alguna forma.En el peor de los casos que llegue a la prisión [el sospechoso] ingresa a la prisión y el estado se desentiende de él. Y luego de entrar a la prisión, la persona perteneciendo o no a una banda criminal tiene que adherirse a una forzosamente para que esa banda digamos, bajo extorsión, le garantice la vida, la integridad física y acceso a alimentos. Son las bandas las que a la larga administran las cárceles.RFI: En los barrios populares, la violencia alcanza un nivel tan alto que muchas familias se ven obligadas a mudarse. ¿Tenemos una idea de la magnitud de este fenómeno? [Lea aquí nuestro reportaje en Guayaquil]Billy Navarrete: . Son miles de familias, especialmente en la costa. Es un fenómeno que empezó en 2022RFI: ¿Qué le parece la contratación de la milicia privada estadounidense dirigida por Eric Prince, fundador de la empresa Blackwater, para tareas de asistencia militar y capacitación?Billy Navarrete: Parece que tiene un interés electoral porque es un gran show. Este mercenario es ampliamente cuestionado por la manera en cómo interviene otros países en conflicto en el Mundo. Ahora aparecen también para fortalecer esa imagen de mano dura.RFI: ¿Cuál sería entonces la prioridad del próximo presidente o presidenta? ¿Retomar el control de las cárceles, atender la crisis social en los barrios abandonados por el Estado?Billy Navarrete: Mira siendo francos, creería que al menos dos gobiernos consecutivos tienen que mantener una misma política como para comenzar a reducir realmente todo el daño que se ha sufrido. Y que creemos que este gobierno entrante no va a tener mucha diferencia en relación con cómo enfrentar eso. O sea, ambos están casi casi obligados a seguir con la mano dura, pese a lo que significa en materia de derechos humanos. Pensando, por ejemplo, en el caso de los cuatro chicos de Malvinas [asesinados tras su detención por militares en Guayaquil en diciembre de 2024], un caso que ha conmovido y que ha cuestionado tremendamente la política de seguridad en el EcuadorOjalá se considere y se acompañe esta mano dura con una política social. Trabajar al interior de esas comunidades para la prevención al reclutamiento forzoso de niños, niñas y adolescentes, eso debería ser una prioridad. Por otra parte, la mafia y la fuerza pública han dejado de tener la distancia mínima para, digamos, enfrentarse. Comparten prácticas como la desaparición forzada. La penetración de la mafia a la fuerza pública es directa, por eso digo que es importante un proceso de depuración porque no es necesaria una fuerza pública, no podemos obviarla, hay que recuperarla.
North Bay Resources CEO Jared Lazerson joined Steve Darling from Proactive to share news of the company's first successful gold concentrate sale from a test shipment processed at the Bishop Gold Mill, using ore from the Fran Gold Project. Lazerson confirmed that final acceptance and settlement have been completed, with all refinery requirements met, and assay comparisons for gold, silver, and moisture content agreed upon. The test concentrate represents approximately 10 tons of gross ore, processed through the gravity-only circuit. Lazerson noted this marks an important milestone in the early phase of operations. The flotation circuit, which is expected to significantly enhance recovery rates, is set to come online this month. The company currently has another test shipment in process and has completed a third concentrate shipment, further validating operational momentum. The most recent sale netted approximately $400 per ton, based solely on gravity recovery. However, with further optimization and the integration of the flotation circuit, recoveries are projected to double, potentially reaching over 90% total recovery. This would raise the value per ton to around $800, significantly improving project economics. North Bay Resources currently has 75 tons of ore stockpiled at the Bishop Gold Mill, which will be processed as part of continued optimization and ramp-up. Additionally, there are approximately 5,000 tons of ore stockpiled at the project site, positioning the company for a steady flow of future shipments as operations scale. The CEO also discussed the reinterpretation of 15 years of historical drilling data—104 holes covering 18,000 metres—which has revealed the potential for a bulk tonnage deposit. Wall St closed lower overnight as Donald Trump announced a new 25% tariff on auto imports into the United States. The Dow Jones fell 0.31%, the S&P 500 lost 1.12% and the tech-heavy Nasdaq dropped by over 2%.In terms of US stocks, Meta Platforms and Amazon lost more than 2%, Alphabet closed more than 3% lower and Tesla closed nearly 6% in the red.Over in Europe, markets closed lower as investors react to new tariffs implemented over in the US. The STOXX600 dropped 0.7%, led by autos which fell by 2.6%. Germany's DAX lowered 1.17%, the French CAC closed nearly 1% lower, whilst over in the UK, the FTSE100 rose by 0.3%.Locally yesterday, the ASX200 rose by 0.71% with all but one major sector closing in the green. Gains were led by the consumer staples and real estate sectors which rose by 1.19% and 1.15% respectively. This was offset by the health sector which fell by over half a percent by the closing bell.Monthly inflation data was released yesterday coming in at 2.4% for February. This was lower than consensus of 2.5% and the forecast of 2.6%. The CPI falling is a good thing for the RBA's outlook for rate cuts to come as inflation drivers are all moving in the right direction – wages price inflation came down, GDP uptick, retail sales easing and the unemployment rate ticked back up to 4.1% which is favourable for the rate cut journey.What to watch today:The Australian share market is set to open lower with the SPI futures suggesting a fall of 0.46% at market open this morning.On the commodities front this morning,Oil is trading 1.36% higher at 69 US dollars and 94 cents a barrel, as investors increase concerns over tight oil supply.Gold fell by just 0.04% to 3019 US dollars an ounce and iron ore is trading 0.03% lower at 102 US dollars and 18 cents a tonne.Trading Ideas:Bell Potter maintains a buy rating on Whitehaven Coal (ASX:WHC) and has a 12-month price target of $7.70. The buy rating is maintained by Bell Potter as their balance sheet will significantly de-risk with the Blackwater selldown completion in late March 2025. As well, further productivity enhancements across WHC's Queensland portfolio should support higher production, hence the buy rating is maintained.Trading Central has identified a bullish signal on Perseus Mining (ASX:PRU), indicating that the stock price may rise from the close of $3.23 to the range of $3.53-$3.61, on a pattern formed over 8 days, according to the standard principles of technical analysis.

The international war reporter John Lechner is a brave man. For his new book Death Is Our Business: Russian Mercenaries and the New Era of Private Warfare, he spent time in both Russia and the Central African Republic researching the Russian mercenary Wagner Group founded by Yevgeny Prigozhin. In our conversation, he details Prigozhin's rise, his rebellion against Putin, and his eventual death. Lechner argues that mercenary groups like Wagner are generally no more or less bloodthirsty than the governments that employ them.
