Welcome to The Nonlinear Library, where we use Text-to-Speech software to convert the best writing from the Rationalist and EA communities into audio. This is: Map of the biosecurity landscape (list of GCBR-relevant orgs for newcomers), published by Max Görlitz on September 17, 2023 on The Effective Altruism Forum. When talking to newcomers to the field of biosecurity, I often felt annoyed that there wasn't a single introductory resource I could point them to that gives an overview of all the biosecurity-relevant organizations, upskilling opportunities, and funders. With the help of a lot of contributors, I started this Google doc to provide such a resource. I'm sure that we missed some relevant organizations, and it'd be lovely if some people were to comment on the doc with additional information! I'll copy the current version below, but please check out the link to the doc if you want to comment and see the most up-to-date version in the future! Contributors: Max Görlitz, Simon Grimm, Andreas Prenner, Jasper Götting, Anemone Franz, Eva Siegmann, & more Introduction I would like to see something like aisafety.world for biosecurity. There already exists the Map of Biosecurity Interventions, but I want one for organizations! This is a work-in-progress attempt to create a minimum viable product. Please suggest/comment on additional information, and feel free to add your name to the list of contributors. Also, see this Substack newsletter, "GCBR Organization Updates," which provides a very useful overview and quarterly updates of biosecurity organizations. Welcome to The Nonlinear Library, where we use Text-to-Speech software to convert the best writing from the Rationalist and EA communities into audio. This is: "A Creepy Feeling": Nixon's Decision to Disavow Biological Weapons, published by ThomasW on September 30, 2022 on The Effective Altruism Forum. I wrote this paper for a class in December 2021. I had been meaning to put it up on the forum for a while, but only just now got around to it. I found this research useful for my own understanding of the kinds of events that can contribute to dramatic policy changes. At the end I mention the obvious relevance to autonomous weapons regulation, but I think that lessons learned apply to all kinds of regulation of dangerous technologies. In September of 1950, a ship sailed by the Golden Gate Bridge. It carried a stockpile of Serratia marcescens bacteria, which it released in a huge plume over the city of San Francisco. Those onboard hoped to expose as many people as possible to the bacteria. Their mission was a success, and most of the city's residents were exposed. The ship was not operated by a hostile foreign government or terrorist operatives, but by the United States Navy. Though Serratia marcescens is a “simulant” bacterium not known to cause harm, the test showed the potential for attacks with more deadly forms of bacteria. Despite the “benign” nature of the bacterium, Stanford University doctors reported several bizarre cases of urinary tract infections at the time, leading eventually to one death. The test was far from the only biological weapons test conducted in secrecy by the U.S. government from World War II until as late as 1968. On November 25th, 1969, President Richard Nixon gave a speech to the American public following a briefing to Congress. He announced the United States would renounce the use of biological weapons, destroy its stockpiles, and research only what was necessary to defend against possible attacks from enemies. He also voiced support for a United Kingdom initiative to ban biological weapons internationally, which would eventually become the Biological Weapons Convention. How did the United States go from biological weapons testing on its own population to leading the world in opposition to biological weapons? Historians have offered many possible explanations. One common argument is that public pressure forced Nixon's hand. In a 2002 paper, Jonathan B. Tucker, a CBW expert and then a researcher at the Monterey Institute of International Studies, specifically emphasizes television reports in early 1969 and their contribution to increased awareness of the weapons. Brian Balmer and Alex Spelling of University College London conducted a 2016 analysis of contemporaneous newspaper articles about biological weapons, finding that they routinely portrayed biological weapons as dangerous even if they presented mixed messages about their effectiveness. Robert W. McElroy, a prelate of the Catholic church, included a discussion of CBW in a 1992 book, stressing in particular the idea that the public viewed such weapons as morally repugnant. I will argue that public pressure was a significant factor behind Nixon's decision, but that it was not sufficient to convince Nixon that renouncing biological weapons would be safe. A second argument is that international pressure created an environment where the American position was untenable. James Revill, a research fellow at the University of Sussex, wrote in a 2018 article that international arms control was a major factor, while also suggesting that the renunciation may have been an attempt to deflect attention from the Vietnam War as well as a response to the advocacy of international organizations. McElroy also discussed international opposition, again from a moral perspective, and Tucker acknowledged it as well. I will argue that while international developments were important in shaping Nixon's decision, they were not his primary motivation. A third argument was ...

During World War II, the Polish resistance movement used chemical and biological weapons (CBW) against the Third Reich. The use of CBW against the Third Reich most likely originated in a secret Polish biological-weapons program, which existed in the 1930s and went underground after the September 1939 German invasion. Between 1940 and 1942, a unit of the Polish resistance movement named WKZO (Wielkopolskie Kierownictwo Związku Odwetu—the Greater Poland Leadership of the Union of Retaliation) conducted CBW sabotage in the German-annexed area Reichsgau Wartheland and its main city Posen (today's Poznań). In this episode we examine this group with Robert Peterson. They say life is a journey, just go through it without expectations and learn as you go along. But if you stall and get stuck along the way, ask yourself why. And there usually isn't an easy answer. In our past episodes, we have spoken with healers, coaches, and experts who talk about reprogramming, quantum healing, enlightenment, mindfulness, and an array of tools to help uncover past wounds and mental blocks. What if all these blocks root way back when we were not even clear of our capability of remembering?According to research, a growing fetus gains continuous awareness of its surroundings. It also has the ability to get signals of the mother's mental state 25 weeks into conceiving. So the questions go like this -"Do external events outside the womb affect the unborn baby mentally and emotionally? If yes, do the circumstances affect their decisions later in life?”Let Lori Reyes DeSanti give us a picture of how Rebirthing Breathwork heals birth trauma by breathing energy into the body.Tune in to another impactful episode of Breakthrough The Ordinary podcast.Click here to listen to this episode: https://smartpa.ge/btoThese are some highlights you shouldn't miss:02:56 - How Lori's breakthrough came about07:45 - Lori's journey to Breathwork and Rebirthing14:12 - Using intuition to choose the right breathwork when healing trauma and negative core beliefs18:46 - What happens after healing trauma and core negative beliefs?22:57 - How to keep people grounded and not get distracted and wander off from their intentions while in breathwork?25:17 - Asking why our body behaves a certain way during breathwork to uncover underlying negative emotions or thoughts28:34 - What are the benefits of breathwork?32:22 - A breathwork technique you can use anytime to clear your head, regulate your body, and take courage to move to the other side.Episode Challenge [32:22]Pay attention to your breath.Practice breathing wherever you are. Look at your feet and know where you're standing.Start counting your breath. Start breathing and just noticing. When you go to sleep practice, practice breathing.Lay down and only do it for 15 seconds. So the next time you do it, do it for 20 seconds. And it's all about noticing, and if you continue to practice breathing, it just feels better.Tag us at @Claudine.Chiaarmonte and Marc Anthony at the @btopodcast. It's been a tough week in Isles country, there's not many ways to sugarcoat it. It started last weekend with a tough loss to San Jose, the last of the West Coast trip. That game was a tough, physical grind that saw the real Sharks team that many thought they would be when the Islanders shut them out a week prior. It had everything, physicality, drama, fighting, ejections - the whole nine. By the time the Islanders woke up on Sunday, they - along with everyone else learned that former Islanders owner Charles B. Wang had passed away after a battle with lung cancer, he was 74. Somber notes from teams, officials and current and former players around the league began to trickle in, moments of silence would be had by all local teams - it was pretty special to see then impact this man had outside of the Islanders organization. By the time the Isles hosted the Panthers on Wednesday in Brooklyn, they had announced they would honor the former owners memory the rest of the season with a CBW patch on their jersey. MSG had a brilliant video montage on the Islanders telecast, the Islanders held a moment of silence prior to the game and coincidentally, I had a ticket to this game - so I got to see it first hand. In honor of Charles B. Wang. The Islanders will wear CBW patches for the remainder of the season. pic.twitter.com/iSxJq5aX9r — New York Islanders (@NYIslanders) October 24, 2018 In Episode 12, we share stories of our run-ins with Charles Wang - a man that really loved his New York Islanders, fans and Long Island in general. We hear from fans on Twitter, on Reddit and from an old friend in Dee Karl (@7thwoman). It was great hearing all these stories that prove someone who's affluent, could be an everyday Joe who wasn't just defined by his bank account. We offer our sincerest apologies to all of his wife, children, his extended family and friends during this difficult time. I was lucky enough to know Charles a little, and he was a true gentleman and a great owner - he will be missed. We also talk about the two recent losses the Isles have suffered, what to expect this weekend and take a few Twitter questions regarding the roster. See you in Episode 13.
