Community Beer Works Exits Elmwood-Bidwell Project Nearly two years after announcing plans for a taproom at 976 Elmwood Avenue, Community Beer Works has officially pulled out. Director of Operations Chris Groves says CBW hasn't been involved in the project for over a year and will instead focus on optimizing their Chandler Street location and other existing sites. Os atletas da luta olímpica, também conhecida como wrestling, Calebe Ferreira, de 26 anos, e Igor Queiroz, de 22, estiveram em Paris com o treinador Kenedy Pedrosa, de 29 anos, a convite da Federação Internacional da modalidade greco-romana para um treinamento pré-olímpico de dez dias no Instituto Nacional do Esporte, da Avaliação e da Performance, o Insep. A jovem equipe é uma promessa brasileira para Paris 2024. Por Luiza Ramos, da RFIO torneio de luta olímpica se divide em dois estilos, greco-romano e livre. O estilo livre contempla as categorias feminino e masculino, que por sua vez dividem os atletas por peso. Na França, chamado apenas de 'lutte', o esporte datado de 704 a.C estreou nas Olimpíadas na forma greco-romana em 1896, nos Jogos de Atenas. Em 1904, o estilo livre foi disputado pela primeira vez nos JO de Saint Louis, nos Estados Unidos.O Brasil participou pela primeira vez nas competições olímpicas de wrestling em 1988, em Seul, com dois atletas; em 2020, em Tokyo, três lutadores representaram o wrestling brasileiro, até hoje sem medalhas olímpicas pelo esporte. Mesmo com uma longa história, a luta olímpica ainda é pouco divulgada no Brasil. A Confederação Brasileira de Wrestling, CBW, contabiliza 1.830 atletas cadastrados e 111 clubes de luta credenciados no país. Para fins de comparação, o popular jiu-jitsu, que não é esporte olímpico, conta com uma lista de 3.195 academias no país, segundo o site da Confederação Brasileira de jiu-jitsu, a CCJJ.Jogos Pan-Americanos 2023Nos Jogos Pan-Americanos 2023 realizados em Santiago, no Chile, entre outubro e novembro deste ano, a delegação brasileira de wrestling bateu seu próprio recorde de medalhas. No estilo livre feminino foram dois ouros, Laís Nunes pela categoria até 62kg e Giullia Penalber, até 57kg. Ambas possuem chances de se classificar para Paris 2024. A seletiva classificatória sul-americana será em Acapulco, no México, em março do próximo ano.No estilo greco-romano, o atleta Joilson Júnior levou a prata na categoria 77kg, Igor Queiroz ganhou medalha de bronze na categoria até 97kg e Calebe Ferreira ficou em 8º lugar para lutadores até 67 kg. O treinador Kennedy Pedrosa disse à RFI estar bastante otimista com as possibilidades para a etapa classificatória sul-americana: "As chances são grandes, Igor é o mais novo, mas já tem uma bagagem grande como atleta, tem grandes chances de ir para as Olimpíadas. O Calebe também é um atleta bem experiente, compete desde os 16 anos. Então nossas chances estão entre 99% para 100%. Bem grande mesmo", estima.Treinamento de alto rendimento em ParisNa imersão em Paris, Igor, Calebe e o técnico Kenedy Pedrosa, puderam conhecer o ritmo de treino internacional com atletas de alto rendimento do mundo todo. Christophe Guenot, ex-atleta de wrestling e medalha de prata em Pequim 2008 na categoria até 74 kg é o atual técnico da equipe francesa de luta greco-romana.À RFI, Guenot exaltou a importância do intercâmbio de atletas na etapa pré-olímpica, que no Insep conta com lutadores de até dez nacionalidades:“Nós, da equipe francesa, treinamos aqui todos os dias, duas vezes por dia. Esse estágio de treinamento é organizado pela Federação Internacional com as equipes estrangeiras que se inscreveram, portanto, no momento, temos uma dezena de nações participando por duas semanas. (...) É o início da temporada individual e estamos nos preparando para as rodadas de qualificação olímpica. (...) Também é importante para compartilhar e conhecer outros adversários com diferentes estilos de luta, diferentes categorias de peso e assim por diante. Isso é muito interessante”, diz. Calebe Ferreira, que começou na prática de judô, acabou se encantando pela luta greco-romano ainda adolescente por recomendação de amigos que o sugeriram começar no esporte para ter mais força. Aos 26 anos, Calebe já contabiliza impressionantes 10 anos de carreira em alto rendimento com 14 títulos nacionais de wrestling e um ouro sul-americano adulto conquistado em 2017. Ele, de São Paulo, e Igor, original do Mato Grosso, se estabeleceram no Rio de Janeiro para seguir a carreira de atletas. Ambos fazem parte do Programa Olímpico da Marinha do Brasil, o PROLIM.Para Calebe o mais importante é o legado que pode deixar para as futuras gerações do esporte, como os lutadores da categoria júnior que treinam no Rio de Janeiro."Eu já falei para alguns, o 'meu intuito é que vocês sejam melhores do que eu' (...) Essa mentalidade de crescimento é boa para o Brasil, porque o Brasil vai ser cada vez melhor. This is: "A Creepy Feeling": Nixon's Decision to Disavow Biological Weapons, published by ThomasW on September 30, 2022 on The Effective Altruism Forum. I wrote this paper for a class in December 2021. I had been meaning to put it up on the forum for a while, but only just now got around to it. I found this research useful for my own understanding of the kinds of events that can contribute to dramatic policy changes. At the end I mention the obvious relevance to autonomous weapons regulation, but I think that lessons learned apply to all kinds of regulation of dangerous technologies. In September of 1950, a ship sailed by the Golden Gate Bridge. It carried a stockpile of Serratia marcescens bacteria, which it released in a huge plume over the city of San Francisco. Those onboard hoped to expose as many people as possible to the bacteria. Their mission was a success, and most of the city's residents were exposed. The ship was not operated by a hostile foreign government or terrorist operatives, but by the United States Navy. Though Serratia marcescens is a “simulant” bacterium not known to cause harm, the test showed the potential for attacks with more deadly forms of bacteria. Despite the “benign” nature of the bacterium, Stanford University doctors reported several bizarre cases of urinary tract infections at the time, leading eventually to one death. The test was far from the only biological weapons test conducted in secrecy by the U.S. government from World War II until as late as 1968. On November 25th, 1969, President Richard Nixon gave a speech to the American public following a briefing to Congress. He announced the United States would renounce the use of biological weapons, destroy its stockpiles, and research only what was necessary to defend against possible attacks from enemies. He also voiced support for a United Kingdom initiative to ban biological weapons internationally, which would eventually become the Biological Weapons Convention. How did the United States go from biological weapons testing on its own population to leading the world in opposition to biological weapons? Historians have offered many possible explanations. One common argument is that public pressure forced Nixon's hand. In a 2002 paper, Jonathan B. Tucker, a CBW expert and then a researcher at the Monterey Institute of International Studies, specifically emphasizes television reports in early 1969 and their contribution to increased awareness of the weapons. Brian Balmer and Alex Spelling of University College London conducted a 2016 analysis of contemporaneous newspaper articles about biological weapons, finding that they routinely portrayed biological weapons as dangerous even if they presented mixed messages about their effectiveness. Robert W. McElroy, a prelate of the Catholic church, included a discussion of CBW in a 1992 book, stressing in particular the idea that the public viewed such weapons as morally repugnant. I will argue that public pressure was a significant factor behind Nixon's decision, but that it was not sufficient to convince Nixon that renouncing biological weapons would be safe. A second argument is that international pressure created an environment where the American position was untenable. James Revill, a research fellow at the University of Sussex, wrote in a 2018 article that international arms control was a major factor, while also suggesting that the renunciation may have been an attempt to deflect attention from the Vietnam War as well as a response to the advocacy of international organizations. McElroy also discussed international opposition, again from a moral perspective, and Tucker acknowledged it as well. I will argue that while international developments were important in shaping Nixon's decision, they were not his primary motivation. A third argument was ...

During World War II, the Polish resistance movement used chemical and biological weapons (CBW) against the Third Reich. The use of CBW against the Third Reich most likely originated in a secret Polish biological-weapons program, which existed in the 1930s and went underground after the September 1939 German invasion. Between 1940 and 1942, a unit of the Polish resistance movement named WKZO (Wielkopolskie Kierownictwo Związku Odwetu—the Greater Poland Leadership of the Union of Retaliation) conducted CBW sabotage in the German-annexed area Reichsgau Wartheland and its main city Posen (today's Poznań). U.S. Fish and Wildlife Service Strengthens Protections for Captive Tigers under the Endangered Species Act In an effort to strengthen protections for certain captive tigers under the Endangered Species Act (ESA), the U.S. Fish and Wildlife Service has finalized a rule declaring that captive “generic” tigers — tigers of unknown genetic background or crosses between two different subspecies of tigers — are no longer exempt from certain permitting requirements. Anyone selling tigers across state lines must now first obtain an interstate commerce permit or register under the Captive-bred Wildlife Registration program regardless of whether it is a generic tiger or a pure subspecies. “Removing the loophole that enabled some tigers to be sold for purposes that do not benefit tigers in the wild will strengthen protections for these magnificent creatures and help reduce the trade in tigers that is so detrimental to wild populations,” said Service Director Dan Ashe. “This will be a positive driver for tiger conservation.” The wild tiger is under severe threat from habitat loss and the demand for tiger parts in traditional Asian medicine. Once abundant throughout Asia, today the species numbers only 3,000-5,000 animals in small fragmented groups. As a result, tigers are protected as endangered under the ESA and under Appendix I of the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) – the highest levels of international protection. Tigers readily breed in captivity, however, and the number of captive tigers in the United States alone likely exceeds the numbers found in the wild, although the exact number is currently unknown. The Service has worked with international partners to implement measures that ensure wild tigers survive in their native habitats and that captive tigers do not contribute to the illegal trade in tiger parts. While this new rule does not prevent individuals from owning generic tigers, extending the permitting or registration requirement to all tigers strengthens the Service's efforts in addressing the illegal wildlife trade, both domestically and internationally. This rule results in a uniform policy that applies to all tigers and will help Service law enforcement agents enforce the ESA. The final rule will publish in the Federal Register on April 6, 2016, and will go into effect 30 days after publication on May 6, 2016. Note: Big Cat Rescue has been pressuring the USFWS since at least 2007 to rescind this loophole and on 8/22/11 after a meeting with the USFWS the Generic Tiger issue was published to the Federal Register for public comment and got over 15,000 comments in support of our request to ban the breeding of non purebred tigers. Carole Baskin emailed those in charge, at least every six months, during this 9 year process, always asking when they would finally take action. According to their Q&A it sounds like the USFWS may still rubber stamp activities that really don't help tiger conservation, but it's a step. Regulations can't work, because USDA and USFWS don't have the resources nor apparently the will to enforce the weak rules they have, so that is why we need an all out ban on the private possession of big cats. You can help get that done at http://BigCatAct.com Questions and Answers U.S. Captive-bred Inter-subspecific Crossed or Generic Tigers Final Rule What action is the U.S. Fish and Wildlife Service taking? The U. S. Fish and Wildlife Service has finalized a rule that strengthens protections for certain captive tigers under the Endangered Species Act (ESA). The final rule declares that captive “generic tigers” (Panthera tigris) (i.e., specimens not identified or identifiable as members of Bengal, Sumatran, Siberian or Indochinese subspecies (P. t. tigris, P. t. sumatrae, P. t. altaica and P. t. corbetti, respectively)) are no longer exempt from certain permitting requirements. Anyone selling tigers across state lines must now first obtain an interstate commerce permit or register under the Captive-bred Wildlife Registration (CBW) program, regardless of whether it is a generic tiger or a pure subspecies. What is a generic tiger? Inter-subspecific crossed or “generic” tigers are of unknown genetic origin and are typically not maintained in a manner to ensure that inbreeding or other inappropriate matings of animals do not occur. What is the CBW program? In 1979, the Service established Captive-bred Wildlife (CBW) regulations to reduce federal permitting requirements and facilitate the breeding of endangered and threatened species for conservation purposes. Under the CBW program, otherwise prohibited activities, such as interstate commerce, are authorized, but only when the activities can be shown to enhance the propagation or survival of the species. Registrants of the CBW program must provide a written annual report with information on activities including births, deaths and transfers of specimens. Why were generic tigers exempted from the CBW? In 1998, the Service amended the CBW regulations to delete the requirement to register under the program for holders of inter-subspecific crossed or generic tigers. This exemption was based on the alleged lack of conservation value of these specimens due to their mixed or unknown genetic composition, and the belief there was conservation value in exhibition designed to educate the public about the ecological role and conservation needs of the species. The intention behind the exemption was for the Service to focus its oversight on populations of “purebred” animals of the various tiger subspecies to further their conservation in the wild. Despite this exemption, inter-subspecific crossed or generic tigers are still protected under the ESA. Tigers have been listed under the ESA as endangered since 1970. Why should generic tigers now be included under CBW registration? By exempting holders of inter-subspecific crossed or generic tigers from the CBW registration process in 1998, the Service may have inadvertently suggested that the breeding of inter-subspecific crossed or generic tigers qualifies as conservation. By removing the CBW exemption, the Service can reinforce the value of conservation breeding of individual tiger subspecies and discourage the breeding of inter-subspecific crossed or generic tigers. The Service has finalized this change to the regulations to ensure the agency can maintain strict oversight of captive tigers in the United States. Withdrawing the CBW exemption for generic tigers would also close a loophole in current federal and state regulations that could allow for the use of captive U.S. tigers in trade in a manner inconsistent with conservation of the species. It places the United States in a stronger position in international negotiations regarding commercial tiger breeding farms in Asia and trade in tiger parts. How will removal of the generic tiger exemption from the CBW regulations impact current owners of generic tigers? Removing the CBW exemption for generic tigers will not result in control of private ownership, and will not impact sale of generic tigers within their state of residence (intrastate commerce) or non-commercial movement across state lines. However, other activities, such as the sale of animals across state lines (interstate commerce), would require authorization from the Service before such actions could be taken. While this new rule does not prevent individuals from owning generic tigers, the permitting or registration requirement for all tigers strengthens the Service's efforts in addressing the illegal wildlife trade, both domestically and internationally. Tigers are listed under Appendix I of the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES), which includes species threatened with extinction. Trade in specimens of these species is permitted only in exceptional circumstances. This final rule results in a uniform policy that applies to all tigers and will help Service law enforcement agents enforce the ESA. Would all private owners have to apply for a permit before breeding their tigers? Private owners would still be able to breed generic tigers without a permit for sale or commercial purposes within their state or for non-commercial movement across state lines, provided that you meet the criteria of the Captive Wildlife Safety Act. I own a male and female tiger and would like to breed them so that I can give a cub to my daughter. Would I need to apply for a permit under this new regulation? If you plan to give the cub away as opposed to selling it, you would not need to apply for a permit, regardless of the recipient's state, provided that you meet the criteria of the Captive Wildlife Safety Act if the cub is going across state lines. If you have additional cubs in the litter, you could sell them within your state to someone else who resides in the same state or donate them to sanctuaries or others, either inside or outside of your state. Again, you would need to meet the criteria of the Captive Wildlife Safety Act if moving tigers across state lines. I'm a private owner of tigers and I often display them at fairs and festivals in other states. Would the new regulation prohibit me from doing this? The new regulation would still allow generic tigers to cross state lines for exhibition purposes, as long as the tigers are not to be sold or offered for sale. How can I meet the standard to get a permit or register under the CBW regulations to sell a generic tiger across state lines if the Service is saying that generic tigers have no any conservation value? The CBW registration was set up to allow institutions that were breeding listed species for conservation purposes to sell animals across state lines to other registered facilities. While it is true that breeding these animals would not provide a direct conservation benefit to the species in the wild and therefore the Service probably would not register a facility with generic tigers, it is still possible to obtain an individual permit authorizing interstate commerce with a generic tiger if the applicant meets the issuance criteria established in our regulations, i.e., if the parties involved in the sale are carrying out activities that enhance the propagation or survival of the species. While it is unlikely that such a commercial transaction would provide a direct benefit to the species, such as reintroduction, there may be indirect benefits that could be obtained from the transaction. It should also be noted that the requirement to show this benefit could be met through an individual or institution, or a group of individuals or institutions together, working to provide a benefit to the species in the wild. For example, if one or more zoological institutions were purchasing inter-subspecific crossed or generic tigers for educational and display purposes, they could provide support (e.g., via the solicitation of donations from visitors) to carry out on-the-ground conservation efforts in the tiger's native range. The Service prefers a clear on-going commitment of several years on the part of the applicant for such conservation or research support. This on-going commitment could be fulfilled by a group of institutions working together to maximize their resources for the benefit of tigers in the wild. What will the economic impact be on the public and small businesses? The Service does not have data on how many businesses are involved in the interstate commerce of generic tigers, the number of businesses for which an interstate commerce permit or registration in the CBW program will be a viable option, and the economic impacts if prospective applicants are unable to either secure an interstate commerce permit or registration in the CBW program. Nonetheless, the Service believes that the regulatory change is not major in scope and would create only a modest financial or paperwork burden on the affected members of the general public. This rule would not have a significant economic effect. If individuals or breeding operations wish to carry out an otherwise prohibited activity, such as interstate commerce, it would require that a permit application be submitted to the Service at a cost of $100-$200 per application. Submission of an application, however, would not be a guarantee that authorization will be granted. Bruce spent his early years in Rutland, Vt. After high school he studied physics at Worcester Polytechnic Institute in Worcester, Mass (B.S. in physics) and then at The American University, Washington, DC (M.S. and Ph. D. in physics). In 1972 he began his long (36 year) career at the Naval Surface Warfare Center, presently headquartered at Dahlgren, Virginia. He has worked on optical data processing, generation of underwater sound with lasers, various aspects of the Strategic Defense Initiative (SDI), Ballistic Missile Defense (BMD) and Navy ship defense using high powerlasers and the development of optical sensors for use in detecting deadly materials commonly used in CBW (chemical and biological warfare). Bruce Maccabee has been active in UFO research since late 1960s when he joined the National Investigations Committee on Aerial Phenomena (NICAP) and was active in research and investigation for NICAP until its demise in 1980. He became a member of MUFON in 1975 and was subequently appointed to the position of state Director for Maryland, a position he held for about 30 years. In 1979 he was instrumental in establishing the Fund for UFO Research and was the chairman for the about 13 years. He presently serves on the National Board of the Fund.His UFO research and investigations (which are completely unrelated to his Navy work) have included the Kenneth Arnold sighting (Jun 24, 1947), the McMinnville, Oregon (Trent) photos of 1950, the Gemini 11 astronaut photos of September, 1966, the Skylab 3 astronaut sighting of September, 1973, the New Zealand sightings of December, 1978, the Japan Airlines (JAL1628) sighting of November 1986, the numerous sightings of Ed Walters and others in Gulf Breeze, Florida, 1987 - 1988, the "red bubba" sightings,1990-1992 (including his own sighting in September, 1991), the Mexico City video of August, 1997, the Phoenix lights sightings of March 13, 1997 at 10 PM, the Mexican Air Force case of March, 2004, the Iran Jet Case of Sept. 1976 and many others. He has also done historical research and was the first to obtain the "flying disc file" of the FBI (the REAL X-Files!).Dr. Maccabee is the author or coauthor of about three dozen technical articles and more than a hundred UFO articles since 1970, including many which appeared in the MUFON Journal and MUFON Symposium proceedings. He wrote the last chapter of "The Gulf Breeze Sightings" by Edward and Frances Walters (Morrow, 1990). He wrote the UFO history chapter of the book "UFOs: Zeugen und Zeichen," published in Germany in 1995. Sent a letter to President Obama re: Generic Tigers The Humane Society of the United States asked me to collaborate on a letter to the POTUS. President Barack Obama The White House 1600 Pennsylvania Avenue NW Washington, DC 20500 Dear President Obama: On behalf of Big Cat Rescue, one of the largest accredited sanctuaries in the world dedicated entirely to abused and abandoned tigers and other exotic cats, I write in strong support of the U.S. Fish and Wildlife Service's proposal to remove mixed lineage, or “generic”, tigers from the list of animals that are exempt from registration under the Endangered Species Act Captive-Bred Wildlife (“CBW”) regulations. 76 Fed. Reg. 52297 (Aug. 22, 2011); 50 C.F.R. § 17.21(g). The generic tiger exemption has led to a proliferation of tigers in unqualified facilities, undermining animal welfare, public safety and conservation efforts. Additionally, the sanctuary community has been left to take in and care for numerous abandoned tigers that are often cast aside once they grow too large to be used for direct contact with the public and are therefore no longer considered profitable. As this rule would provide the requisite federal oversight needed for thousands of generic tigers who are bred and housed in substandard conditions, Big Cat Rescue urges the Administration to take swift action to finalize the rule. Big Cat Rescue is a non-profit educational sanctuary devoted to rescuing and providing a permanent home for exotic cats who have been abused, abandoned, bred to be pets, retired from performing acts, or saved from being slaughtered for fur coats. As part of its mission, Big Cat Rescue works to educate the public about these animals and the issues facing them in captivity. Big Cat Rescue is home to the most diverse population of exotic cats in the world, with 10 of the 35 species of wild cats represented. Currently, Big Cat Rescue is housing 90 residents. These include tigers, lions, leopards, cougars, bobcats, lynx, ocelots, servals, caracals and others, many of whom are threatened, or endangered. By best estimates there are more tigers living in the U.S. today than exist in the wild, though the total number of captive tigers is unknown (in part because of the CBW exemption for generic tigers, which has facilitated rampant breeding by unqualified entities and eliminated necessary oversight). Nearly all of these generic tigers are held at unaccredited breeding facilities, roadside zoos, traveling zoos, pseudo-sanctuaries, circuses and private menageries. Many roadside zoos and traveling menageries in the U.S. profit from a constant supply of infant tiger cubs used for public contact exhibition (petting, play sessions, bottle feeding, photo ops, and swim with tiger cub programs). At just a few months of age, the tigers can no longer be used for these types of ventures, whereupon they are often discarded and sanctuaries, like Big Cat Rescue, are called upon to provide care for these generic tigers. The breeders and dealers do not contact Big Cat Rescue for placement directly, because they know it is our policy to require that anyone giving up a big cat never own one again, so it is the hapless private owner who ends up calling us. After cubs are no longer profitable they are often given away to people as pets. By the time the cats are a year old and twice the size of their owners, is when we get the call to rescue them. Big Cat Rescue is currently home to 13 tigers and has been the final home for 17 more tigers over the years. Proper care for one big cat at Big Cat Rescue requires a financial commitment of approximately $10,000 per year, with tigers in captivity living for approximately 20 years. This places a large financial burden on sanctuaries that care for these animals. Just these 30 tigers have meant a commitment of resources exceeding five million dollars. We have been asked to rescue an additional 42 tigers during the same time frame (1999-2015) but could not afford the lifetime care and were unable to help them. Tigers Rescued From Texas In 2011 we rescued three tigers from a sanctuary in Texas that went bankrupt under the crushing weight of some huge rescue missions it had attempted. Those three tigers had been bred to be used as cub handling props, but when an adult tiger escaped the breeding facility in New Jersey, the Texas sanctuary came to the rescue and took in 23 tigers at once. That was in 2003. I remember thinking that no sanctuary was prepared for such a massive undertaking, and in time they folded. When they did, it left 400 lions, tigers, bears and chimps without food or a place to call home. It took the concerted efforts of several large animal protection groups and two full years to place all of the animals in other sanctuaries. Two of the tigers we rescued had broken off their canine teeth during the 2003 transfer from NJ to TX. Due to the fact that most sanctuaries have no money in the bank, the tigers never had medical or dental care. Imagine exposed nerves in your mouth as you chewed through bones for eight years. We made sure they received root canals and extractions of the broken teeth and are doing well, but that's not what it's like for most big cats in captivity. Tigers Rescued From New York Kimba, Keisha and Zeus were rescued last year from New York. They too had been bred to be used as pay to play props. Because white tigers are a bigger draw for the tiger pimps, they bred Zeus back to his mother, Kimba, over and over, in an effort to force the mutation of the white coat that comes with inbreeding. Keisha was one of those cubs, but was born golden. There were 11 tigers at the facility and all of them were the product of inbreeding Zeus to his mother. Five of the tigers suffered from luxated lens, which is when the lens in the eye breaks loose and begins to scratch against the wall of the eyeball. This would be akin to having glass in your eye all the time. It took four sanctuaries to remove all of the big cats out of the New York facility, which was in such dire straights that the only food provided was road killed dogs, cats and other wildlife. Kimba only survived a few days with us, as she had been so starved, for so long, that her body was shutting down. Zeus looked like a tiger skeleton, draped in a dull and matted coat. Keisha had lost her tail and part of her ear to cage mates and was starving too. Now Zeus has had his eye attended to by an expert vet and both cats are filled out and have shiny coats. I doubt seriously that the other tigers with eye problems have gotten any relief, because sanctuaries just aren't financially sound enough to do so, in most cases. Tigers Rescued from Ohio In just the past few weeks we have taken in four more tigers from the Ohio Department of Agriculture (“ODA”). Three are part of a lawsuit resulting from the backyard breeder refusing to comply with state law. The fourth was a similar case, where the owner had five tigers in a small pen in his backyard. When the ODA arrived and darted the tiger named Teisha, she didn't stand up, so they asked him if she had a problem. They reported that his answer was that the other tigers beat her up all the time, so she can't walk. During her two weeks at the Ohio facility for confiscations they said the tiger would lay in her own waste and didn't stand until they began giving her pain medication. She could get to her feet and move a few feet out of her own feces and urine, but the state of Ohio knew that we would be able to give better medical care and accommodations, so they asked if we would take her right away. Ohio found other sanctuaries for the remaining four tigers. When Teisha arrived here, it took her three hours to be able to stand and step out of the transport trailer into her new enclosure. She's doing a little better every day. Burden Placed on Sanctuaries There is a huge problem looming ahead and it's only a matter of weeks or months before there is another disaster that will cause the need for relocation of dozens, if not hundreds, of tigers. It all starts the same way: Cubs are bred, pulled immediately to be used as pay to play props and then discarded into pet homes or overcrowded and underfunded “sanctuaries” or warehoused for the purpose of breeding more profitable cubs. Photo: Zeus upon arrival to Big Cat Rescue The “sanctuaries” are depending on the money they can raise from a “rescue” but it's only enough to cover the costs for the first year, so they keep “rescuing” more and more cubs until they implode. The “zoos” are breeding more and more cubs to pay for the overhead of the animals they have, but as those hungry mouths increase, they can't breed enough cubs to keep the reverse Ponzi scheme going. I know of at least three facilities with an excess of 500 tigers that are on the brink of collapse. None of these tigers serves any conservation value, and in fact the breeding and use of them as pay to play props hurts conservation. The pitch made by those who charge for cub handling is that paying to pose with a cub helps conservation. The public is being duped and their funds diverted from real conservation, which can only happen in the wild. Breeding tigers in captivity, and labeling it as conservation, only fools the public into thinking they don't have to do the hard work of saving habitat, because there are so many places that have them in cages. This harms real conservation efforts. It is a necessary step to guarantee the preservation and humane care of these iconic creatures and to ensure the safety of our communities. Big Cat Rescue urges the Administration to swiftly finalize the Service's rule regarding generic tigers. Big Cat Rescue's Involvement in ITC Saving Wild Tigers 11/5/09 we were drafting an answer to this question: Here is the question again: How can China's farms be phased out in terms of the animals and facilities themselves, as well as compensation for the owners of the farms? 1. Assessment and Preparation of a Plan for each facility 2. Assessment of existing management regime THE most important thing to do is stop the breeding. Neutering all of the males is quick and cheap. That can be done in just a few minutes by our vet and the biggest cost is the sedation. There is just an overwhelming temptation, from what I see in pseudo sanctuaries, to allow "accidental" breedings so that they have cubs to attract the public. Mandatory castration of existing males and neutering all new cubs at a few weeks of age, will stop the increase of tigers in cages. On 11/6/09 I reported this success from the ITC conference call: Resulting from today's call below. Summary is that we can petition the USFWS to rescind their "generic tiger" exception, so that all tigers have to be approved for breeding and use based upon how that use enhances wild populations. Just rescinding would be very easy, but we also want tougher restrictions on what constitutes enhancement of wild populations and more record keeping and transparency. 12/2/09 we were emailing w/ Judy Mills and IFAW to try and garner votes for the Chase contest which would end up funding ITC for a while. 12/8/09 Leigh Henry, of WWF reported, “things are moving quickly here at WWF on the US tiger issue. It has caught the attention of our leadership team as something we can do as WWFUS in the US for the Year of the Tiger. Our new Sr. VP for Communications seems likely to throw resources behind the effort.” And “News on the FWS front is that, after a successful WWF meeting with Dan Ashe, they have removal of the generic tiger exemption from the CBW permit system slated for the Fed Reg in the first quarter of 2010. “ At the state level we were trying to come up with the Top 5 worst states in regards to captive tigers and I suggested, “If you can only have 5, I would trade SC for NC as that is where T.I.G.E.R.S. is based (and FL) so it would stop the nations largest tiger dealer from being able to move cats back and forth across state lines and having them disappear in his other home state. This is my opinion: The way it works is he says he is sending tigers from his FL facility to SC but no one in SC would ever know or care if they actually arrived, and visa versa. As long as he doesn't openly transfer them with a paper trail to someone else, USDA is clueless as to where the cats are.” 2/25/10 With the wins from the Chase contest Judy posted: “The ITC booth at the CITES CoP, generously sponsored by Big Cat Rescue, will be #R3, located in the foyer of the Sheraton Conference Center. The booth will feature ITC information materials, a continuous feed of ITC videos and tiger-striped giveaways (such as lanyards from which to hang CoP15 identification badges).” 3/12/10 Judy reported from the CITES meeting in Doha, “The ITC booth opened for business today, and delegates, observers and even CITES Secretariat staff already are wearing their CoP15 identification badges on our tiger-striped lanyards. “ 3/13/10 The Peninsula reported, “Over 1,500 delegates representing more than 170 governments, indigenous people, non-governmental organizations and businesses are attending the world conference.” 3/23/13 Judy reported to the ITC, “We had confirmation in this morning's CoP15 Committee II that the following three Decisions will be retained for at least more three years, until CoP16:… 14.69 Parties with intensive operations breeding tigers on a commercial scale shall implement measures to restrict the captive population to a level supportive only to conserving wild tigers; tigers should not be bred for trade in their parts and derivatives.” 3/29/10 Judy reported, “How this played out for tigers”. While the EU's proposal to strengthen the ABC resolution came at the request of the Standing Committee, this fact was lost on the CoP. Because the proposal did not have a range-state co-proponent, China and its allies easily convinced tiger range countries (TRCs) and the CoP that the proposal was being imposed on Asia by the West. China opposed the proposal outright, saying it preferred the voluntary Hua Hin Declaration on Tiger Conservation to a strengthened CITES resolution on ABCs (which included an option for using compliance measures to inspire implementation). India and other TRCs intervened to support China in opposing the EU proposal, citing issues of sovereignty and making commitments to work regionally and bilaterally to stop illegal tiger trade. Fortunately, India and some other TRCs were married to keeping Decision 14.69 against tiger farming in place. Thanks to a great deal of behind-the-scenes effort by India, the UK, the CITES Secretariat, ITC members and others, the decision endured. Highlight: The ITC booth was a big success. It was in a great location, looked inviting, offered a lot on materials of interest to CITES Parties, and attracted many, many delegates, giving us priceless opportunities to relay our messaging and help Parties understand our concerns. WildAid demand-reduction PSAs were a big draw, as were the many tiger-striped souvenirs we gave away. I really hope they don't take that long to jerk around on rescinding the generic tiger loophole.” 10/22/10 Leigh Henry reported on the WWF and CEQ Tiger Summit Meeting, “ASK – Regulate US Captive Tigers to Ensure They Can't Enter Illegal Trade (Leigh) • US captive tigers linked to international trade issue • Discuss trade threats & need to ensure US tigers not contributing to illegal trade • (background on TCM, wild preference, removal of tigers from official pharmacopeia, etc.) • US tigers – 5,000 (compared to 3,200 in wild), many unwanted, poorly regulated = opportunity • Mention FWS and APHIS recommendations, as well as ask for federal legislation to require an overarching tiger registry • Not just trade threat, but political issue as well – US needs to clean up own backyard to maintain leadership on tiger conservation (CITES Resolution applicable – US noncompliant); mention of China tiger farms and how China points finger at US when asked close farms • Priority – USFWS needs to publish proposed rule in Fed Reg to remove generic tiger exemption BEFORE Summit • Priority – US should create, either under existing or new law, a central reporting system and database for all captive tigers in the US, without exception.” To which Carole responded, “Thank you for such a clear summary and especially for so much focus on ending the captive trade that provides the legal cover for illegal activity.” 11/9/10 Carole responded to Judy's report US State Department Meeting for NGOs in Advance of the International Tiger Forum in Russia, 9 November 2010 by saying, “Thank you so much for the detailed notes. It was almost as good as being there. I take it that USFWS is still sitting on their hands about rescinding the generic tiger loophole for breeders in the U.S.?” 11/9/10 Judy proposed a pre-summit statement along with Colman O'Criodain , Debbie Banks, Grace Gabriel and Kristin Nowell, but Carole suggested this edit, “You guys know a lot more about this than I do, but I feel compelled to ask. I wonder if rewording this: We stand ready to assist and support tiger range countries in developing and implementing strategies that ensure an end to all trade in tiger parts and derivatives. to this: We stand ready to assist and support tiger range countries in developing and implementing strategies that ensure an end to all commercial tiger trade. might be more effective? I don't know how AZA zoos go about "trading" tigers, but am guessing they don't buy or sell them. Since it is very hard to catch people with the parts and derivatives, but easy to catch them with live tigers, then maybe the way to end the trade is to call it "commercial trade" rather than focus on the dead cats. This could help us crack down on all of the breeding for the illegal trade that is being masked by the legal trade.” Carole's language was rejected, but she kept trying. 11/4/10 Responding to Judy's email sending out a news story where India was claiming to be a “founding member of the Global Tiger Initiative” after all of the Indian NGOs pulled out in protest of inclusion of the World Bank, Carole reported, “Great call in this morning and so happy to have you back. I had to leave by 9:46 and you were just starting to get some consensus on the message. Looking forward to the minutes. Will be on Headline News next Friday (not tomorrow) w/ Jane Velez-Mitchell discussing Tony the Truck Stop Tiger and she has another guest, Jane Garrison from LA who will be talking about the Tiger Temple debacle. “ 11/19/10 the final statement by the ITC for the summit was not worded as strongly to protect live tigers as Carole would have liked, but was, “We endorse the stated goal of strengthening the effectiveness of existing tiger-trade bans, with an aim of eradicating all trade in all tiger parts, products and derivatives. This is critical to the achievement of doubling tiger numbers by 2022.” Which at least opened the door to cover live tiger trading. 1/20/11 The Telegraph reports, “China has banned animal circuses and warned its zoos they must stop abusing animals or face closure. The ban will also force zoos to stop selling animal parts in their shops and zoo restaurants will have to stop serving dishes made out of rare animals, another widespread practice. Similarly, zoos will no longer be able to pull the teeth of baby tigers so that tourists can hold them and will have to stop attractions where live chickens, goats, cows and even horses are sold to visitors who can then watch them be torn apart by big cats. …the Chinese government has now issued a total ban, which came into force on Tuesday across the 300 state-owned zoos which are part of the China Zoo Association.” 2/25/11 ThaiVisa.com reported that 6 tiger cubs were seized in a raid of a weapon's dealer and that, “tigers can fetch $30,000 on the black market and despite their endangered status continue to be purchased for their bones and organs used in medicines, while their skins are prized as trophies and ornaments.” 7/28/12 Introduced Judy Mills to Bryan Christy who wrote, The Lizard King. 2/25/12 We offered to help support EIA's efforts for tigers at the upcoming CITES meeting, but they never got back to us with a specific way to help or amount. 3/28/13 Judy wrote to IFAW, Howard and Carole, “I recently returned from nearly three weeks in Bangkok for the CITES CoP. Several countries, including China, brought up US tigers as a “domestic trade” problem equal to or greater than China's tiger farms. One does have to appreciate that at least China knows where its captive tigers are! But this remains a huge red-herring tit-for-tat reason for China to ignore the CITES decision that says tiger farms should be phased out. What transpired in Bangkok was alarming on several fronts. For tigers, the most significant was China and South Africa working toward legalizing rhino-horn trade, which would require China to lift its 1993 ban on trade in tiger bone and rhino horn, opening a Pandora's box of demand for the bones of wild tigers. But I do not write today about tiger farms. I write to you seeking an update on US tigers, as I would like to close my book with an update on what good news may be unfolding. (FYI, there is very good news coming out of China, too, just not from the CITES meeting.) I was interested to read in this morning's New York Times about the continuing battle to retire Tony the Tiger from his truck-stop home in Grosse Tete, Louisiana (http://www.nytimes.com/2013/03/28/us/truck-stop-tiger-in-louisiana-stirs-legal-battle.html?ref=todayspaper). Any chance he will be living out his final years at Big Cat Rescue? Specifically, I write to ask for updates on the current status of: 1. US legislation to register, monitor and perhaps reduce the population of captive tigers in the United States. 2. The current status of The Baskins v. Joe Schreibvogel and Joe V. Baskins. 3. The current status of Louisiana's Tony the Tiger. (Will he retire at BCR?) Thank you in advance for your time. All my best, Judy” Howard responded, “The federal bill is stronger than "register, monitor, perhaps reduce." Sandlin got an injunction to stop us, so we hired an attorney for Tony. After we exhausted the county issue of Sandlin having the tigers illegally since 1993 with the county making a retroactive exception for Sandlin, we didn't think there was any more we could do, but the ALDF then took up the case and remains in court to this day. Michael Sandlin has said that "Hell will freeze over before he would send Tony to Big Cat Rescue." When I spoke with the NYT reporter, he said Sandlin told him that if he sent Tony anywhere, it would be to Joe Schreibvogel. I told the reporter that as bad as I thought that was for Tony, it was still better than being at a Truck Stop. The only thing the reporter wanted to ask me about was whether or not Tony's cage was a sufficient size. I told him that our efforts to remove Tony were not based on the cage size, but the fact that the tiger was suffering the continuous harassment of motorists, their dogs and the noise and fumes of a 24 hour truck stop.” 12/19/13, Sadly, Poaching of tigers in 2013 has been the highest in the past seven years, data compiled by the Wildlife Protection Society of India (WPSI) shows. The seizure of two more tiger skins from Bijrani area of Corbett Tiger Reserve in Uttarakhand on Monday has taken this year's figure to 39 as against 31 last year. This episode of Cite Black Women podcast features a candid dialogue about Black Women's knowledge production and the politics of citation. On Friday, February 26th, 2021, scholars convened virtually at UC Berkeley. The lineup included CBW collective members Dr. Whitney N. L. Pirtle, Associate Professor of Sociology at UC Merced and Imani A. Wadud, PhD candidate in American Studies at the University of Kansas. The featured panelists were Derrika Hunt, Erin M. Kerrison, Frances Roberts-Gregory, Kerby Lynch, Nicole Denise Ramsey, and Reelaviolette Botts-Ward. Caleb Dawson organized the event and it was presented by the Black Graduate Student Association in collaboration with African American Student Development and The Office of Graduate Diversity. The conversation is both powerful and insightful, bringing together multiple points of Black feminist departure to creatively weave a series of alternative ethics, praxes, personal narratives, and radical philosophies around the urgency of Black citation and its future.

It's been a tough week in Isles country, there's not many ways to sugarcoat it. It started last weekend with a tough loss to San Jose, the last of the West Coast trip. That game was a tough, physical grind that saw the real Sharks team that many thought they would be when the Islanders shut them out a week prior. It had everything, physicality, drama, fighting, ejections - the whole nine. By the time the Islanders woke up on Sunday, they - along with everyone else learned that former Islanders owner Charles B. Wang had passed away after a battle with lung cancer, he was 74. Somber notes from teams, officials and current and former players around the league began to trickle in, moments of silence would be had by all local teams - it was pretty special to see then impact this man had outside of the Islanders organization. By the time the Isles hosted the Panthers on Wednesday in Brooklyn, they had announced they would honor the former owners memory the rest of the season with a CBW patch on their jersey. MSG had a brilliant video montage on the Islanders telecast, the Islanders held a moment of silence prior to the game and coincidentally, I had a ticket to this game - so I got to see it first hand. In honor of Charles B. Wang. It was great hearing all these stories that prove someone who's affluent, could be an everyday Joe who wasn't just defined by his bank account. We offer our sincerest apologies to all of his wife, children, his extended family and friends during this difficult time. I was lucky enough to know Charles a little, and he was a true gentleman and a great owner - he will be missed. We also talk about the two recent losses the Isles have suffered, what to expect this weekend and take a few Twitter questions regarding the roster. See you in Episode 13.
