Send us a textAlaska State House Representative for West Anchorage Carolyn Hall got an internship with the Boston Red Sox during her senior year of college in New Hampshire. This led to her dream job working for the team as a videographer during their World Series win in 2004. In 2008 she branched into TV journalism getting her first job with a small local market: KTUU in Anchorage. She covered the Iditarod, Gov. Sarah Palin, Sen. Ted Stevens' trial from DC, and Sen. Lisa Murkowski's 2010 write-in campaign. Hall then worked for a larger TV market in Seattle where she earned an Emmy for her coverage of the Oso Landslide in 2014. After returning to Anchorage, she left broadcast journalism and branched into politics working as communications director for Governor Bill Walker, and at the start of the Covid pandemic, for Anchorage Mayor Ethan Berkowitz. Send us a textFormer Alaska State Senate Minority Leader Hollis French moved to Alaska from Colorado when he was 20 to work in the oil industry. After earning a law degree, he worked as a prosecutor and then, when the opportunity presented itself, ran for the state Senate, winning on his second try in 2002. He unsuccessfully ran for governor in 2010 and in 2014. Governor Bill Walker appointed him to the Alaska Oil and Gas Conservation Commission (AOGCC) 2016-2019. Megan Edge is the Prison Project Director at the American Civil Liberties Union of Alaska. At age 19, Megan got her first job in a newsroom, and she worked as a journalist for seven years covering local Anchorage issues, state politics, military affairs, the Iditarod, and most relevant to today's conversation, crime and courts. In 2017, she left the news business to work in Governor Bill Walker's administration as the Department of Corrections Public Information Officer. Her eyes were opened to many of the problems in Alaska's prison system, and this led her to create the Prison Project at the ACLU of Alaska.

On the morning of August 2, 2008, 69-year-old William “Bill” Walker was at his workshop near Moses Lake, Washington, when an explosion suddenly went off, killing him instantly. Hours later, just after midnight on August 3, another blast ripped through the home of 53-year-old Javier Adame, just miles away, also killing him instantly. Investigators were stunned by the two deadly explosions happening so close in proximity and in time. As they pieced together the scenes, they realized both deaths were caused by carefully concealed pipe bombs, manufactured by the same person or people. Despite this connection, investigators could never find a link between the victims, or a clear reason why anyone would want them dead. It's been over 16 years since Bill and Javier were murdered, and investigators are still searching for the person, or people, responsible… Between 9:00 and 10:00 am on August 2, 2008, Bill Walker was killed by a pipe bomb concealed inside a marine battery charger at his home on Fourth Street Northeast, about four miles east of Moses Lake, Washington.  Then, at around 12:30 am on August 3, Javier Adame was killed by a similar pipe bomb hidden inside a police scanner left outside his home on Stratford Road Northeast, just outside the Moses Lake city limits.  Investigators determined that the pipe bombs used to kill both men were manufactured by the same unknown individual or group. Anyone with information about the murders of Bill Walker and Javier Adame is urged to contact the Grant County Sheriff's Office at (509) 754-2018. A reward is available for information leading to an arrest. Frontiers of Election Reform (Part 2): Will Alaskans Preserve Top Four Voting?

In 2020, Alaskans passed a first-in-the-nation voting system which helped energize similar reform efforts around the country. In 2024, Alaska voters are now presented with a ballot measure to repeal this same Final or “Top Four” system that includes a unified open primary of all candidates plus a ranked choice general election. Meanwhile, voters in Nevada, Idaho, Colorado and other states consider measures to pass major elements of  the “Alaska model.” This Purple Principle episode features discussion with election law expert and reform advocate Scott Kendall, a major catalyst behind “Top Four” in the frontier state. He explains the impetus behind the initial reform in terms of the perverse motivations elections have traditionally provided to candidates and elected representatives. “We have set up a system that gives all the wrong incentives and then we're surprised when people act on those incentives,” says Kendall, a former chief of staff to independent Governor Bill Walker. “It's as though a teacher graded their students' success on how much they misbehaved in class. And we wanted to change that.” By contrast, Republican state Senator Robert Myers stands in favor of the repeal effort, noting the longstanding Alaska tradition of forming bipartisan coalitions in the state legislature. “I think  this a problem in search of a solution,” Myers told us at the 2024 Alaska State Fair. “The way it was passed… a lot of people voting for campaign finance changes didn't realize they were voting to put in a jungle primary and ranked choice voting general election.” New System, Long Tradition? Independent Alaska House Representatives Calvin Schrage and Rebecca Himschoot see the Top Four or Ranked Choice Voting system differently. They think it will preserve and strengthen Alaska's less partisan, more pragmatic political tradition. “Going door to door on my campaign, I'm also talking to voters a lot about the initiative,” says Schrage, the House Minority Leader representing parts of Anchorage. “I think returning to the old system further empowers extreme partisan individuals to choose candidates for us.” Prior to election, Rep. Himschoot was a career educator with a window on family and community challenges in her historically low-income southeast Alaska district. She doubts she would have entered politics without the Top Four  system. “It's a planetary test,” says Himschoot. “If we can keep open primaries and ranked choice voting, we have a chance at our state getting to a better place.” Tune in for Part Two of this exploration of the frontiers of election reform. Rebecca Braun of Juneau moved to Alaska about 30 years ago initially to work for the forestry service. She then taught math and science at Juneau-Douglas High School before randomly applying for a journalist position with The Alaska Budget Report. The Alaska Budget Report, which no longer exists, was a nonpartisan publication that covered state government in depth. In 2005 she purchased that publication and became the editor-in-chief; she did deep dives into the VECO bribery scandal as well as Sarah Palin's time as governor. After selling The Alaska Budget Report, she served as a Senior Policy Advisor for Governor Bill Walker. Today she is a Senior Policy Strategist with the Alaska Venture Fund, which is a philanthropic organization seeking a more sustainable future for our state.
