Zivilpersonen dürfen in bewaffneten Konflikten nicht das Ziel von Angriffen sein. Das bedeutet aber nicht, dass jeder Angriff, bei dem Zivilpersonen zu Schaden kommen, gegen das humanitäre Völkerrecht verstoßen. Der Verhältnismäßigkeitsgrundsatz des humanitären Völkerrechts, der in Art. 51(5)(b) des ersten Zusatzprotokolls kodifiziert ist und ausweislich der IKRK-Gewohnheitsrechtsstudie auch völkergewohnheitsrechtlich gilt, beschränkt die völkerrechtliche Zulässigkeit solcher „Kollateralschäden“ an der Zivilbevölkerung auf erwartete Schäden, die nicht außer Verhältnis zum antizipierten konkreten und direkten militärischen Vorteil stehen. Aktuelle bewaffnete Konflikte verdeutlichen, dass die Zivilbevölkerung das Leid bewaffneter Konflikte in besonders starker Weise trägt.Um diese Missstände im Völkerrechtspodcast zu diskutieren, haben wir Valentin Jeutner in den Podcast eingeladen, der in seinem aktuellen Buchprojekt dafür plädiert, den Verhältnismäßigkeitsgrundsatz des humanitären Völkerrechts zu streichen – Kollateralschäden, so das zentrale Argument, können nicht durch Verhältnismäßigkeitserwägungen gerechtfertigt werden.Wir sind gespannt auf eure Rückmeldungen! Och varje val handlar i stället den politiska debatten om något annat – nuförtiden mest kriminalitet och de där invandrarna som för övrigt väldigt ofta arbetar i just sjukvården. Det finns en risk att det blir samma visa valåret 2026. Kanske är det för att sjukvården är komplex och att sjukvårdspolitiken kommer med en massa avvägningar som inte är helt enkla att navigera. Israel sah sich bereits seit Oktober 2023 mehrfach dem Vorwurf ausgesetzt, durch die Blockade von Hilfsgütern die Zivilbevölkerung auszuhungern. Dieser Vorwurf liegt auch den im November 2024 vom Internationalen Strafgerichtshof ausgestellten Haftbefehlen gegen Benjamin Netanyahu und Yoav Gallant zugrunde. Bývalá Dukelská kasárna v Opavě se změní na novou bytovou čtvrť. Téměř jedenáctihektarový areál sloužil jako základna pro stovky vojáků ještě na začátku tohoto století. Pak ale začal chátrat. Opavská radnice využije centrální část kasáren s historickými domy.

Úřad pro zastupování státu ve věcech majetkových (ÚZSVM) vyhlásil nové výběrové řízení na prodej Hanáckých kasáren v Olomouci. Zrušil tak předchozí řízení, ve kterém koncem října nastal nečekaný zvrat. Nová aukce bude uspořádána v polovině ledna. René Vázquez del Valle received his Master of Science in Social Work degree from Columbia University and his Doctorate in Social Welfare at the City University of New York Graduate School and University Center. He has been an Adjunct Associate Professor at Long Island University, where he has taught courses in "Clinical Practice”.Dr. Vázquez del Valle has served both as Clinical Director and Team Leader at the Baltic Street Clinic of South Beach Psychiatric Center, an outpatient ambulatory care clinic of the New York State Office of Mental Health. Over the course of those thirty years, Dr. Vázquez del Valle engaged in clinical treatment, policy analysis, research, and administration and developed conceptual models for the treatment of Latino clients in mental health settings.
