For øjeblikket diskuterer vi, hvem der burde modtage en fødevarecheck - og nok især, hvem der ikke burde. I det hele taget går der næppe en dag, uden at vi mener noget om velfærdsstaten. Måske synes vi, at vi burde bruge flere penge på de ældre og mindre på folkeskolen, eller måske mere på psykiatrien og mindre på kontanthjælp. Til gengæld tænker vi sjældent over det modsatte - altså hvordan forvaltningen opfatter os som borgere. Vi ved selvfølgelig godt, at vi grundlæggende er retssubjekter, og vi mærker det, når vi træder ind i forvaltningens mange systemer og forvandles fra privatpersoner til patienter i sundhedssystemet, til elever i uddannelsessystemet, til jobsøgende i beskæftigelsessystemet, til anklagede i retssystemet osv. osv. De måder, forvaltningen opfatter os på, forandrer sig ikke kun afhængigt af, hvilke systemer vi befinder os i, men også over tid i takt med, at forvaltningens organisering har udviklet sig. Udsyn taler med Niels Åkerstrøm Andersen, professor i politisk ledelse ved Copenhagen Business School, om, hvorvidt vi bør reflektere mere over, hvordan forvaltningen egentlig betragter os som borgere, for noget tyder på, at relationen er ved at forandre sig grundlæggende, og det er selve vores retsstat, der er på spil.
