Want nu gaat het niet alleen meer over wat jij mooi vindt, maar over wat een foto moet doen. Vi ved selvfølgelig godt, at vi grundlæggende er retssubjekter, og vi mærker det, når vi træder ind i forvaltningens mange systemer og forvandles fra privatpersoner til patienter i sundhedssystemet, til elever i uddannelsessystemet, til jobsøgende i beskæftigelsessystemet, til anklagede i retssystemet osv. osv. De måder, forvaltningen opfatter os på, forandrer sig ikke kun afhængigt af, hvilke systemer vi befinder os i, men også over tid i takt med, at forvaltningens organisering har udviklet sig.
