Finally, a new production in Yuba City called “Salt of the Earth.” Sacramento Homeless Population Drops Sacramento County's unhoused population plummeted 29% over the past two years to an estimated 6,615 people, according to a closely-watched survey conducted by Sacramento Steps Forward. The 2024 Point In Time Count shows a dramatic drop from the nearly 9,300 people counted in 2022, when the region's unhoused population spiked 67% from the previous survey conducted in 2019. The surveys are typically conducted every two years and are mandated by the U.S. Department of Housing and Urban Development (HUD) to qualify for federal funding. Sacramento Mayor Darrell Steinberg discusses the strides made, as well as the ongoing challenges to overcome. Eco-Friendly Sacramento Pride The 2024 Sacramento Pride March & Festival is kicking off this weekend, June 8-9. And this year, the event also has made additional changes to make sure that the celebrations are environmentally friendly. Priya Kumar, Marketing and Communications Manager at the Sacramento LGBT Community Center, talks about how this year's Pride is aiming to be the greenest celebration yet. Yuba City Play ‘Salt of the Earth' A new play in Yuba City is adapting a famous 1954 film that was blacklisted during the McCarthy era for alleged ties to communism. Salt of the Earth will be performed at the Sutter Theater Center for the Arts from June 6-8, coinciding with the film's 70th anniversary. Creator Marc Flacks, director Lydia Crist, and lead actress Maria Ornelas talk about Salt of the Earth's continued relevance today, and the democratic process that was used to create this adaptation.

Finally, El Dorado County author and illustrator of “A River Called Home: A River Fable.” Sacramento Votes on Bilateral Ceasefire The Sacramento City Council passed a Gaza ceasefire resolution just before midnight on Tuesday, after hearing from dozens of public comment testimonies. Officials approved the resolution in a 6 to 1 vote, with only Councilmember Lisa Kaplan opposing it. Councilmember Mai Vang was absent, due to a previously scheduled commitment. The resolution was crafted by Jewish and Muslim leaders in the community, and formally calls for Israel to stop bombing Gaza and the West Bank, as well as for Hamas to end attacks against Israel. The proposal also urges the release of Israeli hostages and Palestinians who are held without charge - as well as denouncing antisemitism and Islamophobia. Joining us is Sacramento Mayor Darrell Steinberg and Basim Elkarra, Executive Director of the Sacramento Valley chapter of the Council of American-Islamic Relations (CAIR), to discuss last night's city council vote. California Testing AI for Efficiency California is harnessing artificial intelligence - using generative AI to ease traffic congestion, improve emissions goals, and increase safety on roadways. But there are questions about security, privacy and reliability. California's Department of Technology CIO and Director Liana Bailey-Crimmins joins us about how the state is investing in the future - while ensuring guardrails and protections are in place. ‘A River Called Home' An El Dorado County author and artist have put over 50 years of river adventure into a new book. For many Californians experiencing homelessness, firefighters, EMTs, and paramedics are the first and only resource they have when they are in crisis. This is an unacceptable and unsafe reality, both for the Californians who are in need of shelter, services, or treatment and for the firefighters and EMTs who are charged with responding to these crises. More resources are needed for targeted solutions, and a higher priority must be placed on treatment and housing as permanent solutions instead of a temporary fix for those who struggle with homelessness. This is why Proposition 1 is needed in California. Prop 1 is a commonsense solution that will fund programs that get people the treatment they need - not in tents or in jail cells. Prop 1 doesn't raise taxes, and Prop 1 doesn't take funding from existing firefighter budget resources. CPF President Brian K. Rice sits down with Sacramento Mayor Darrell Steinberg to discuss Proposition 1, which will be on our March primary ballot in California.

While a member of the state Assembly Steinberg authored Proposition 63, the Mental Health Services Act, which has generated millions for mental healthcare in California. The first suspect arrested in connection to Sunday's mass shooting in Sacramento, Dandrae Martin, made his first brief appearance in court on Tuesday. His brother has also been arrested and a third person was taken into custody, but police say as of now, he's not facing any charges related to the mass shooting. Sacramento Mayor Darrell Steinberg is joining victim and criminal justice reform advocates to demand that the state do more to stem violence. 19 community groups are calling on state leaders to invest $3 billion in local programs to support crime survivors and help interrupt cycles of violence.  Reporter: Marisa Lagos, KQED  One month ago, Governor Gavin Newsom unveiled an ambitious proposal to create mental health courts in California. These so-called "CARE Courts” would be places where homeless people with severe mental health disorders could get connected to the treatment they need. But more controversially, the courts would also have the authority to force some people into care if they didn't want to go, raising concerns about abuse and civil liberties. Reporter: Saul Gonzalez, The California Report State senators voted on Tuesday to advance a gun control bill that would use the threat of lawsuits to fight the sale and manufacture of illegal firearms. Senate Bill 1327 would allow any California citizen to sue those who pay for, manufacture or distribute ghost guns. Reporter: Joe Fitzgerald Rodriguez, KQED   In recent years, a lot of people have become rideshare and delivery drivers to make some extra cash. But those drivers face a number of threats while on the road. Last night in downtown Sacramento people gathered for a candlelight vigil to honor the victims' memories after a mass shooting there early Sunday morning. A variety of community leaders spoke, from Sacramento Mayor Darrell Steinberg to community activist Barry Accius. Reporter: Saul Gonzalez, KQED 57-year-old Melinda Davis was one of the victims of the shooting. She was unhoused and had lived on the streets of downtown Sacramento for much of the past decade. Reporter: Chris Nichols, CapRadio Sacramento public school teachers have announced they are calling off a more than week-long strike. The pivot point might have been the aftermath of this weekend's shootings.  Reporter: Janelle Salanga, CapRadio At the same time, teachers with Summit Charter School Network are threatening a strike if leadership doesn't agree to a contract after more than a year of stalled negotiations. Videos on social media, eyewitness accounts, and police statements indicate the shooting occurred at 10th and K streets, roughly two blocks northwest of the state Capitol, as club and bar attendees were leaving for the night. Political leaders immediately responded with calls for stronger gun controls in the state. “Thoughts and prayers aren't nearly enough,” Sacramento Mayor Darrell Steinberg said on Sunday. “We must do more as a city, as a state, and as a nation. This senseless epidemic of gun violence must be addressed. How many unending tragedies does it take before we begin to cure the sickness in this country? Let us be honest, this is a sickness.”

  Last week the City of Sacramento, led by District 3 Councilmember Jeff Harris, launched a widespread, violent sweep against hundreds of unhoused folks living in trailers and cars on Commerce Circle. Since City Manager Howard Chan is less likely to commit to sweeps these days unless a councilmember tells him to do it in their district, it's safe to infer that Harris was the mastermind behind this move, which tore families apart and forced people to lose some of their only belongings just two weeks before Christmas and days before a massive storm hit the region. Harris confirmed as much in a public meeting that week.   Not only that, he's currently pushing the American River Flood Control District to terrorize these folks even further, using a loophole in the landmark Martin v. Boise decision, which deemed homeless sweeps without sufficient shelter/housing options to be cruel and unusual punishment.   The ultimate irony? In the midst of Harris's reign of terror against unhoused folks, he found himself just last weekend receiving a "Heroes for the Homeless" award. The neoliberal consensus is truly beyond satire.   One possible ray of light in this dark moment: Sacramento Mayor Darrell Steinberg and others on the dais disagreed with the sweeps and are pushing this week for a new ordinance that would stop the city from towing the trailers and cars of unhoused folks if officials cannot provide shelter or a safe space for their vehicles to go.   Another beam of sunshine?   Jeff Harris has been drawn out of his council district in this year's redistricting process, and word on the street is that he is livid. If he wants to defend his seat in 2022, he'll need to move from East Sacramento to South Natomas. Think that'll happen? Another option for Harris is to wait until 2024 to run against District 4 City Councilmember Katie Valenzuela, whose jurisdiction he now lives in.   We also take a moment to discuss Sacramento's new police chief, Kathy Lester. Lester, the city's first female police chief, will be replacing Daniel Hahn, who was the first Black police chief. Hahn's four-year tenure was marked by civil unrest that reflected a national movement to hold violent cops accountable for their actions. The recall election has been set for Tuesday, September 14. Candidates looking to challenge Governor Gavin Newsom for his seat have about two weeks to officially file for the race. Reporter: Katie Orr, KQED There are growing concerns about the highly transmissible Delta variant of the coronavirus in Los Angeles County. New COVID-19 cases have more than doubled since most of the state's coronavirus restrictions were lifted on June 15. Reporter: Jackie Fortier, KPCC   In the wake of California's record-breaking wildfire season last fall, NPR and California affiliate stations have found that the Federal Emergency Management Agency only approved 5% of the applications it received from people for assistance. Thats the lowest approval rate for FEMA aid for any California wildfire disaster on record. Guest: Sean McMinn, Data Editor, NPR The Los Angeles City Council has approved a measure that would restrict homeless encampments near homeless shelters, daycare centers and a number of other public facilities. It would also prohibit tents from blocking sidewalks. Sacramento Mayor Darrell Steinberg has announced a plan to combat the city's growing homeless population. The city would adopt a right to housing law, but also calls for an obligation from those who are unsheltered to accept housing and shelter when it's offered to them.

Before beginning this episode, it’s important note that Sacramento Mayor Darrell Steinberg and his long-term colleagues have blood on their hands for years of gross negligence toward our unhoused neighbors and a constant, obstinate refusal to hold our police force responsible for their violence. We're joined today by friend and longtime human rights advocate Niki to discuss the long history of state-sanctioned violence against people experiencing homelessness. Last Saturday a group of demonstrators went to Sacramento Mayor Darrell Steinberg's house, chalked his driveway, and put signs and placards on his lawn to honor the hundreds of people who have died in the streets over the mayor's four-year tenure. They also appear to have piled brush over a waste management receptacle outside his building, and broken a security camera and homemade piece of art. They mayor says they threw rocks at his door and called out threats. Demonstrators who were there say that did not happen. Naturally, the Very Serious People of Sacramento are making a show of the vandalism, calling it "political terrorism" and claiming that the fight to protect unhoused neighbors from state-sanctioned violence is no different than the violence committed by far-right Proud Boys and white supremacists.   Sacramento Bee Opinion Editor Gil Duran got very mad at all sorts of people on his Twitter before ultimately getting ratio'd for a public call-out of District 4 Councilmember Katie Valenzuela, who had been volunteering at a warming shelter when the demonstration outside Steinberg's house took place. Duran wrote an opinion piece under the editorial board's byline threatening to sic the Sacramento Police Department on the "terrorists" responsible.   Under Mayor Steinberg, homeless deaths have increased each year in Sacramento County--with an annual report counting 124 in 2017, 132 in 2018 and 138 in 2019. Last month, multiple people died in the streets as a result of a storm with 60-plus mile an hour winds. The the city shut down its warming centers the day of the storm due to the weather not meeting temperature qualifications in the winter shelter program. This week we discuss the $30 million said to be coming into Sacramento from Governor Gavin Newsom to help ameliorate our homelessness crisis by creating some 210 new units of permanent supportive housing. Shannon shares with us just how stressed things are in the world of emergency homeless services, and what we can do to help. Sacramento Mayor Darrell Steinberg's strong-mayor power grab is well under way, and friend-of-the-show Sac Snark has compiled a spreadsheet of all the contributors into the mayor's slush fund over the past three years. In the two months since his Measure A campaign started, Steinberg's taken in about $140,000 in contributions, including a head-scratching $25,000 from a Los Angeles producer. You'll be a whole lot less surprised to learn that over half of the contributions came from groups that are explicitly against renters' protections in California. No wonder Darrell is fighting so hard against tenants. We also take a look back at earlier slush fund contributions, including $50,000 to Steinberg from the cops the year that Sacramento Police Department officers killed Stephon Clark in his grandmother's backyard. Finally, we learn just who is behind the Sacramento Democratic Alliance, a shady astroturf initiative created to strengthen the right wing of the Democratic Party. Sacramento, the self proclaimed Farm to Fork capital, is a prime example of a resilient community. When all restaurants were forced to close for Covid, five restaurants (Mulvaney's B&L, Canon, Binchoyaki, Allora and Camden Spit and Larder) started making "Family Meals" to distribute to those in need.  City and State leadership moved quickly to support these efforts and transition to a state wide Great Plates program that is delivering meals to millions.  Sacramento Mayor Darrell Steinberg and Senior Policy Advisor Julia Burrows share the story of what a community, from farm to fork, can do when it sets its mind to providing for the needs of a population with shrinking nutritional and financial resources.

Not to be outdone in the press release wars, the city put out a mailer claiming that they are making strides in helping the homeless community during these frightening times. But a step outdoors will prove otherwise. On Sunday afternoon, Sacramento cops broke into a vacant Land Park house and found three people experiencing homelessness who were seeking refuge from the coronavirus. Did they offer them hotel vouchers? Did they connect them with services? No. They gave them citations and threw them back onto the streets. Fed up yet?   We start this week with a quick recap of the hyped-up tiff between senators Bernie Sanders and Elizabeth Warren in the latest Democratic presidential debate.  After that, we discuss the concerns of low- and middle-income Californians leaving the state, as described in a recent story in Capital Public Radio. Kempa takes a moment to creatively convey the perspective of the folks mentioned late in the story. We then discuss the fact that Sacramento Mayor Darrell Steinberg and Los Angeles County Supervisor Mark Ridley-Thomas have been taking on some fantastic rhetoric -- implying that they will push for "right to housing" legislation, which would put weight onto municipalities to provide spaces for people experiencing homelessness to put their heads down at night. We also briefly discuss the race to take Sacramento County Supervisor Sue Peters's seat, and how a win for a Democrat may mean successes for people experiencing homelessness. We end with a call to empathy. Because that's what this is all about. VOICES: is back! And this week is a doozy. Sacramento Mayor Darrell Steinberg is mad. Big mad. So is the opinion editor at the Sacramento Bee, Gil Duran.  You might not know it, but these two were colleagues in the state capitol a decade ago, working diligently to wrest low-income housing dollars from the people of California. Gil was press secretary for Governor Jerry Brown. Darrell was Senate Pro Tempore. They put an end to redevelopment housing money. A classic love story. Well, it appears they’re doing a reboot in 2019, working hand-in-hand to publicly attack lifelong housing advocate Michelle Pariset of Public Advocates. Why’s that?  Michelle was part of a robust coalition of regional housing advocates who gathered 47,000 signatures in favor of a ballot measure that would bring real renters rights to the people of Sacramento. After the city made a backroom, milquetoast deal with a couple of members of this coalition, they wanted Michelle to snub these 47,000 residents and withdraw the ballot measure. She refused. Now the people of Sacramento are pressuring Steinberg and city council to put the measure on the March 2020 ballot by December 5, or else they’ll sue. The editorial board at the Bee, apparently proud of Gil’s hand in creating this housing crisis with Darrell, just wrote an opinion piece suggesting that the city use tax dollars to fight its own residents. Real community journalism there. Comforting the afflicted, and all that. This episode outlines the absurdity of Darrell and the Bee’s accusations of “bad faith,” asking what sort of metrics we should be using with such a term. We also discuss the state of partisan politics in California, and touch on how a robust Left could find a footing from within the Democratic party.  Special shout to Anthony Siino, the man who created something truly beautiful with Voices: River City’s first 22 episodes. California Groundbreakers and Comstock's Magazine partnered up to present "Innovation City" at the CLARA auditorium on January 23, 2017. **** Before he left office, former Mayor Kevin Johnson put a plan in place to jumpstart Sacramento's innovation economy. That includes investing $1 million in local companies via the city’s RAILS grant program, which stands for Rapid Acceleration, Innovation and Leadership. So what's next? If Sacramento wants to succeed in becoming an innovation hub, what needs to happen now? Mayor Darrell Steinberg, kicked off the talk with his hopes and plans for jump-starting innovation in Sacramento. Then a moderated Q&A with some RAILS grant winners and other innovators about how they're helping to turn Sacramento into an innovation city.
