This Saturday November 23 the Tenant's Union accompanied by dozens of housing activism organizations have planned a protest in Barcelona to demand a significant reduction in rents. We discuss the housing crisis, analyze the reasons behind rising prices and find out how tenants are fighting back. Host Beth Cohen is joined by Catalan News journalist Cillian Shields to explore how the housing situation has evolved in recent years. Cillian talks to tenants about the difficulties of renting in Barcelona, the increasingly unfavorable contracts offered by landlords and the saturated housing market. Beth investigates the rent cap law, finds out what a ‘tense housing zone' is and discovers how landlords are using legal loopholes to continue to charge prices which reflect market demand. We interview some of the key figures involved in Saturday's protest, including Carme Arcarazo, the spokesperson for the Tenants´ Union, and Judit Esposa, a representative of a housing union in the Barcelona neighborhood of Gràcia. They clarify what the protest hopes to achieve, while experts question the viability of a rent strike. Filling the Sink also reveals how locals are being priced out of their neighborhoods, as tourism and luxury real estate put pressure on rental prices. For those who do want to stay, compromise comes in the form of a flat share or moving back into the family home, neither of which are desirable options for working adults. This week's Catalan phrase is “Començar la casa per la teulada” - to start the house with the roof. It means to do things in the wrong order and is the equivalent of the English saying “To put the cart before the horse.”

On Saturday, August 3, a group of tenants of Danker Village gathered to show solidarity and formally deliver a letter to the company that manages the apartments opposing a 32% rent increase and maintenance issues in their homes. United Tenants and several Albany Common Council members were in attendance to support the group and call attentions to the protections provided by the new Good Cause Eviction rules as well as the need for rent control in the city.

Surprise, surprise! What started off looking like a barren day on the pod-front, right at the end of the school holidays,  turned out to give us a lot to talk about. First of all, there was the fact that apartment rents are rising three times faster than house rents, and what that could mean for inner cities with both tourists and overseas students on their way back in droves. We also touch on the implications of that and what our various governments could and should be doing about all that in this column. Then we discuss a Tenants Union report about the discovery that private rental landlords are taking disputes with tenants to tribunals twice as often as tenants are challenging their landlords, and why that might be. Is it because landlords are more likely to be sinned against than sinners? We don't think so – it's a lot more complicated than that. Then we look at why sports and social clubs are queuing up to have their airspace and spare land turned into high-rises. And is it such a bad thing? And finally we ask if it's OK for strata committees to insist that owners are identified when they make a complaint.  Is it a case of victim and whistle-blower naming and shaming? TRANSCRIPT IN FULL Jimmy  00:00 One of those days, when we looked at the news, or had to think about the podcast, and thought 'oh, we don't have anything to talk about,' and then we had a quick look and there's actually quite a lot. Sue  00:11 It's always the way, isn't it? Jimmy  00:12 It always is. So we're going to be talking about how rents are going up. We're talking about tenants and landlords taking each other to NCAT (or not). We're talking about buildings going up above sports clubs, and whether you should be named and blamed, if you complain. I'm Jimmy Thomson, I write the Flat Chat column for the Australian Financial Review. Sue  00:36 And I'm Sue Williams, and I write about property for Domain. Jimmy  00:39 And this is the Flat Chat Wrap. [MUSIC] Jimmy So rents are going up? Sue  00:56 Yes, absolutely. So there's new reports coming out, last week, and this week, all about unit rents for the September 2022 quarter. And it's interesting, because house rents are going up hugely and unit rents are going up quite a lot, as well. I mean, as we know, during COVID, lots of people favoured houses, rather than units, but unit rents are really catching up quite quickly. Jimmy  01:18 Yes, I heard a bit about it on the radio this morning, and they were saying that a lot of overseas students are coming back, and overseas workers are coming back. But I think they said there was a record number of visa applications from overseas students, wanting to come here. Sue  01:33 So that's really going to increase demand for units and so there's going to be even more pressure on rents really, because vacancy rates are already incredibly low. So it's going to be very hard for many people, I think, looking for apartments to rent. Jimmy  01:48 Absolutely. I just cast my mind back, to all the stories we had a couple of years ago, about how people would overfill their units; you know, cramming in a dozen students, into the one space. I remember one of the stories was about a studio flat, which had a lofted sleeping area. So you've got the ground floor, and then up behind it, a sleeping area, but it only takes up half the width, so that it still shares the light from the window. And people were just getting joiners in, to fill in the floor. Sue  02:25 Oh my god! Jimmy  02:26 So they had, you know, a false floor, so they could cram more people into them. Sue  02:33 It's like that movie where they had seven-and-a-half levels. Jimmy  02:37 But this, they would put a mattress across the washing machine and dryer and sink in the laundry, and that was somebody's bedroom. And the amazing thing was,

Instead, we start off talking about pets and renters, courtesy of a guest spot Jimmy did on James Valentine's Afternoons on ABC radio. We've snipped out his listeners' contributions but we've left in the insights from  Tenants-NSW CEO Leo Patterson Ross about what happens to pet-owning renters who have to move house when a lot of landlords are still saying “no pets”. There was the sad story on ABC News last week, about the difficulty that many renters have, trying to find accommodation, when they have a pet; when they've got the dog, got the cat. Many landlords say "nope, you can't come in." This is relevant and increasingly relevant, because more and more people have dogs and companion animals; we value that relationship so much more than perhaps we once did. The numbers are increasing; more and more people will be turning up with dogs and with cats and companion animals, when they're trying to rent. What's interesting also, is that the situation in New South Wales is different to the situation in Victoria and the ACT, where landlords are not allowed to discriminate against people with the dog; they're not allowed to say no to the dog. Before Nomadland, won for best film there was a sweep of a homeless encampment near the theater. The film details the journeys of a woman who becomes housing insecure due to not just the closing of a factory, but the entire town that houses the workers as well. A despondent irony that the presence of actual homeless people would ruin the glamorous red-carpet catwalk that the film industry's elite grace on Awards night.   We often hear the term “Affordable Housing” as part of the solution for the unhoused problem. But as our guest Tracy J. Rosenthal explains, the public private partnership is a relationship that doesn't equal very good results for those truly in need of affordable shelter.   From her piece in The New Republic: “The Affordable Housing paradigm is not a benign compromise between public and private interests; it is the institutionalization of racism and the red scare, a system bent into shape by the power of real estate not designed to serve tenants' human needs.” We'll discuss the myths of “Affordable Housing” with the founder of the L.A Tenants Union Tracy J. Even after we manage to contain the public health crisis brought on by Covid-19, the danger isn’t over in Spokane. The economic crisis has left thousands of people without steady employment and, as a result, thousands of our neighbors are behind on their utility bills and behind on rent. This almost exclusively affects the poor, and because of our nation’s legacy of white supremacy and Spokane’s history of redlining, that burden disproportionately impacts people of color. It’s not a good scene. Washington state has a temporary eviction moratorium in place but that’s like a finger in the dike. It’s holding back disaster for now, but unless we take serious action, there’s no stopping a flood of evictions. The good news is, there’s a path to mitigating the short term crisis while also creating a fairer and more just legal and support system for renters from here on out. They're working overtime to let renters know their rights during the coronavirus pandemic, and are also offering assistance for tenants looking to organize. Interested in joining the fight? Click here and fill out this form.  We then discuss the cease and desist letter that California's homeless advocates have sent to Sacramento Mayor Darrell Steinberg, who continues to allow the police to roust, harass and terrorize the region's homeless community as they seek out ways to protect themselves from the coronavirus pandemic. Not to be outdone in the press release wars, the city put out a mailer claiming that they are making strides in helping the homeless community during these frightening times. But a step outdoors will prove otherwise. On Sunday afternoon, Sacramento cops broke into a vacant Land Park house and found three people experiencing homelessness who were seeking refuge from the coronavirus. Did they offer them hotel vouchers? Did they connect them with services? No. They gave them citations and threw them back onto the streets. Fed up yet? In this episode we look at neighborhood based tenant organizing with what is easily described as the leading tenant organization in the U.S., the Los Angeles Tenants Union. LATU describes itself as an “autonomous housing movement” and is organized through a dozen assembly based neighborhood chapters. They are intentionally not organized as a non-profit, do not have paid staff, and are funded by member dues.
