Jeremy Au sits down with Li Hongyi, director of Open Government Products, to explore his journey from aspiring physicist to building digital tools for public service. They discuss agency, leadership, and the realities of driving change in government—from the impact of a Google internship to lessons in management and building systems that protect against fraud. 1. Dreaming in equations: As a kid, Hongyi wanted to be a physicist—he loved thinking in systems and solving puzzles like the resistor cube challenge in secondary school. 2. Systems over subjects: He saw physics, economics, and computer science as different languages for modeling how things work and how people behave. 3. Google made it real: His internship showed him that his work could help real users, shifting his focus from theory to practical impact and leading him to computer science. 4. Agency isn't given—it's taken: He realized in university that waiting for the “next step” wasn't enough. A friend pushed him to apply to Google, which changed his mindset. 5. Becoming a manager meant unlearning: Early on, he micromanaged engineers. Over time, he learned that great managers remove roadblocks instead of redoing others' work. 6. Empowerment beats control: Inspired by his Google boss, he now sees leadership as creating the right conditions for others to thrive—not just setting direction. 7. Parking.sg was the easy part: Coding the app took 3 months, but aligning agencies, digitizing data, and syncing with enforcement took 8–9 months.
This week Adam speaks with Andre McGregor, CEO and co-founder of ForceMetrics, a platform that empowers law enforcement with precision policing tools and innovative tech solutions. " We did a survey with The Economist globally which obviously included Europe and APAC as well. And we asked the question, 'Does my organization's current architecture supports the unique demands of AI workloads.' Basically 85% said, 'No. We don't have the architecture to support it.' Some partially does, but it needs lots of modifications. So we can still feel a lot of people are still in the early stages and that data point ties back to: 85% of GenAI [proof of concepts] has not gone into production. I think that another interesting point is, 'Does your architecture connect AI application? -your relevant business data.' which is probably nearly even more important for me. Again, it was still about 80%- 'We don't have that.' Because that business data is all over the place. Without the clean data, you cannot get good AI." - Patrick Kelly Fresh out of the studio, Patrick Kelly, Senior Director for Digital Natives, Startups & Enterprise and Commercial Sales in Southeast Asia at Databricks, joins us to discuss how data intelligence is powering enterprise AI applications in ASEAN. Beginning with his career journey from network engineering to tech leadership across Asian markets, Patrick explained how Databricks pioneered the Lakehouse architecture and integrated generative AI into enterprise workloads. Emphasizing the critical role of data quality in AI success, he showcased compelling customer case studies from across ASEAN and revealed striking generative AI trends in Asia - notably that 85% of organizations lack proper architecture to support AI workloads, reinforcing that clean data remains foundational for effective AI implementation. Patrick concluded by sharing his vision of what success looks like for Databricks in Southeast Asia. If President-elect Donald Trump follows through on his pledge to reinstate an executive order that eases the president's ability to fire federal workers, the government's ability to recruit top talent for tech, IT, cyber and artificial intelligence positions will be harmed, according to a senior Biden administration official. The 2020 executive order concerning the creation of Schedule F in the excepted service was issued just 13 days before the 2020 election and was overturned by an executive order from President Joe Biden to enshrine protections for the federal workforce in 2021. The Office of Personnel Management announced a final rule this April that aimed to reinforce protections and merit system principles for career civil servants. The Biden administration official told FedScoop that if current or prospective federal employees QUOTE “believe they'll be constrained from offering their honest, informed professional input, and that they or their colleagues could be removed following a presidential transition based on their personal beliefs and not on their performance, this will reduce their desire to work for the government.” They added that “Attracting top talent, including the best tech talent, to serve the American people means respecting and protecting their expertise and service, not undermining it.”President-elect Trump has maintained that he will immediately reissue that 2020 executive order restoring the president's authority to remove what he calls rogue bureaucrats, adding that it would be the first point of his plan to “dismantle the deep state.” The Daily Scoop Podcast is available every Monday-Friday afternoon. Singapore's GovTech is hosting an AI CTF challenge with ~$15,000 in prizes, starting October 26th, open to both local and virtual hackers. It will be hosted on Dreadnode's Crucible platform; signup here!It is common to say if you want to work in AI, you should come to San Francisco. Not everyone can. Not everyone should. If you can only do meaningful AI work in one city, then AI has failed to generalize meaningfully. As non-Americans working in the US, we know what it's like to see AI progress so rapidly here, and yet be at a loss for what our home countries can do. Through Latent Space we've tried to tell the story of AI outside of the Bay Area bubble; we talked to Notion in New York and Humanloop and Wondercraft in London and HuggingFace in Paris and ICLR in Vienna, and the Reka, RWKV, and Winds of AI Winter episodes were taped in Singapore (the World's Fair also had Latin America representation and we intend to at least add China, Japan, and India next year). The Role of Government with AIAs an intentionally technical resource, we've mostly steered clear of regulation and safety debates on the podcast; whether it is safety bills or technoalarmism, often at the cost of our engagement numbers or ability to book big name guests with a political agenda. When SOTA shifts 3x faster than it takes to pass a law, when nobody agrees on definitions of important things, when you can elicit never-before-seen behavior by slightly different prompting or sampling, it is hard enough to simply keep up to speed, so we are happy limiting our role to that. The story of AI progress has more often been achieved in the private sector, usually in spite of, rather than with thanks to, government intervention. But industrial policy is inextricably linked to the business of AI, which we do very much care about, has an explicitly accelerationist intent if not impact, and has a track record of success in correcting for legitimate market failures in private sector investment, particularly outside of the US. It is with this lens we approach today's episode and special guest, our first with a sitting Cabinet member.Singapore's National AI StrategyIt is well understood that much of Singapore's economic success is attributable to industrial policy, from direct efforts like the Jurong Town Corporation industrialization to indirect ones like going all in on English as national first language. Singapore's National AI Strategy grew out of its 2014 Smart Nation initiative, first launched in 2019 and then refreshed in 2023 by Minister Josephine Teo, our guest today. While Singapore is not often thought of as an AI leader, the National University ranks in the top 10 in publications (above Oxford/Harvard!), and many overseas Singaporeans work at the leading AI companies and institutions in the US (and some of us even run leading AI Substacks?). OpenAI has often publicly named the Singapore government as their model example of government collaborator and is opening an office in Singapore in time for DevDay 2024.AI Engineer NationsSwyx first pitched the AI Engineer Nation concept at a private Sovereign AI summit featuring Dr. He Ruimin, Chief AI Officer of Singapore, which eventually led to an invitation to discuss the concept with Minister Teo, the country's de-facto minister for tech (she calls it Digital Development, for good reasons she explains in the pod). This chat happened (with thanks to Jing Long, Joyce, and other folks from MDDI)!The central pitch for any country, not just Singapore, to emphasize and concentrate bets on AI Engineers, compared with other valuable efforts like training more researchers, releasing more government-approved data, or offering more AI funding, is a calculated one, based on the fact that: * GPU clusters and researchers have massive returns to scale and colocation, mostly concentrated in the US, that are irresponsibly expensive to replicate* Even if research stopped today and there was no progress for the next 30 years, there are far more capabilities to unlock and productize from existing foundation models and we

From digital inclusion to AI innovation, we take a closer look at Government Technology's honorees in the 23rd year of its annual awards. In conversation with editorial staff, we focus on the work of five particular leaders. The editors of Government Technology recently released their annual Top 25 Doers, Dreamers and Drivers for this year. The class of 2024 is noteworthy for continuing a multiyear trend toward gender equity among recipients, with women making up 44 percent of the group. The cross section of public leaders is recognized for their work on digital inclusion, government modernization, innovative application of generative AI, and a collective commitment to improving government services. The episode focuses on five recipients, emphasizing their dedication and humility and underscoring their role in driving positive change at the local, state and national levels. The hosts are joined by Government Technology Managing Editor Lauren Kinkade, Associate Editor Zack Quaintance, Senior Staff Writer Thad Rueter and Data Reporter Nikki Davidson. SHOW NOTES Amy Huffman, policy director of the National Digital Inclusion Alliance (NDIA), stands as a crucial adviser to localities in vying for slices of the federal government's historic investment of $65 billion in broadband and $2.75 billion in digital equity. The funds are now trickling down to states, where the monumental task of allocation lies. Huffman is helping to guide states in effectively utilizing the funds, facilitating coordination through NDIA's toolkit and state cohorts. Rob Mancini leads Prince William County, Va.'s IT department, which topped the 2023 Digital Counties Survey, following strong placements in previous years. He helmed the county's modernization efforts and fostered an inclusive work environment. Mancini's focus is now on enhancing government services, including the implementation of a new AI-powered 311 platform, as part of ongoing efforts to transform the county's IT infrastructure. Sam Orth, chief technology officer and director of technology in Columbus, Ohio, owes his career trajectory to an early interest in personal computers and a stint at a local computer store in the 1980s. His private-sector sales background informs his current role, emphasizing customer-centricity and the understanding that technology drives change and business outcomes. Orth's approach, rooted in intrinsic motivation and a focus on trust and authentic communication, shapes initiatives like deploying body cameras for police and establishing the city's data analytics program, highlighting the importance of people alongside technological tools in building successful IT programs. Kenyatta Powers-Rucker, Maryland Department of Human Services CIO, highlights the absence of mentorship as a significant hurdle in her tech journey — emphasizing the importance of support, particularly for underrepresented groups. With more than 12 years in leadership, Powers-Rucker's commitment lies in facilitating access to tech resources for those in need while advocating for greater diversity in the industry through speaking engagements, networking and mentorship initiatives. Katy Ruckle, Washington's chief privacy officer, has spearheaded the state's privacy initiatives, establishing foundational principles and training programs while leveraging grants for workforce upskilling. In her role since January 2020, Ruckle aims to navigate the evolving landscape of technology, particularly AI, by fostering responsible data usage through collaborative partnerships and community engagement — ensuring Washington remains at the forefront of privacy standards. GovTech100 companies are likely to have an outsized role in making government better. Many now come with deep pockets thanks to investments from private equity. Government Technology's ninth annual list of gov tech companies that are changing the way government works comes with an added twist — the injection of large sums of capital through the private equity market. Agencies are attracted to the promise of increased capacity and agility but are not always prepared for the disruptions that come from these increasingly well-funded players.Private equity's bullish embrace of gov tech hinges on its recession-resistant allure and pivotal role in digitizing the way governments work, seeing opportunities in closing the innovation gap between the private and public sectors in delivering services and optimizing operations. This year's GovTech100 features companies with the majority of their revenue coming from sales to government and reflects a diverse mix of established names and newcomers, like CivicEye and Versaterm. This episode features Government Technology Associate Editor Ben Miller, who helped curate this year's list, and Thad Reuter, who wrote the cover story on the impact of private equity on the gov tech market.SHOW NOTESHere are the top takeaways from this episode:Gov Tech's Appeal to Private Equity: Resilience: Gov tech's perceived recession-proof nature and essential role in providing digital services for governments contribute to its attractiveness to private equity. Digital Transformation: Increased cloud adoption and the shift from analog to digital processes in government services make gov tech an appealing investment. Factors Driving Gov Tech's Fertility: Software-as-a-Service Growth: The expansion of SaaS and cloud-based services contributes to gov tech's appeal for private equity investors. 'Amazon Effect': Consumer expectations for quick, efficient services influence gov tech companies to emulate Amazon's one-click model. Modernization Needs: The push to bring governments into the 21st century creates ample opportunities for growth and investment in gov tech. Challenges in Emulating Amazon's Efficiency: Customer vs. Constituent Service: Varied expectations and differing service models pose challenges in replicating Amazon's efficiency in a government context. Limitations of Consumer-Based Models: The unique role of government in serving all constituents, regardless of choice, presents limitations in mirroring corporate models. Private Equity's Focus on End-to-End Platforms: Investment in Growth: Private equity's interest in developing end-to-end platforms drives investments in companies like Accela and Granicus. Potential for Similar Growth: Notable growth in certain companies indicates potential for similar patterns in the gov tech sector. GovTech 100 — Mix of Established and New Entrants: Shift in Focus: This GovTech100 list emphasizes emerging startups and serial entrepreneurs committed to public service innovation. Notable Newcomers: Public safety entities like CivicEye, Fieldware and Versaterm, alongside niche-focused companies, join the GovTech100. Engaging with Gov Tech Startups: Disruptive Solutions: Startups bring innovative solutions and responsiveness to pressing government needs. Potential for Uncovering New Approaches: Engaging with startups might reveal new perspectives and methods to address long-standing issues. Anticipating Evolution in Gov Tech Companies: Flexibility and Adaptability: Agencies engaging with startups should anticipate shifts in focus, offerings and potential expansions as these companies evolve through investment cycles. Evolution in Offerings: Growth might lead to changes in services and expansions, offering both challenges and opportunities for agencies. There was nothing easy about it, nor was it a return to normal after the disruptive years of the pandemic, but state and local governments found ways to hold their own against persistent threats and challenges in cybersecurity and workforce issues in 2023. They also continued campaigns to refresh old IT systems and even found ways forward for urban mobility and public transit. Government Technology editors and writers — Lauren Kinkade, Zack Quaintance, Skip Descant and Jule Pattison-Gordon — joined the podcast hosts to make sense of the year that was. SHOW NOTES Here are the top 10 takeaways from this episode: California is leading electrification with a notable rise in electric vehicle adoption; Transit systems in large cities across the country continue to struggle with commuter pattern shifts as new work patterns evolve after COVID-19; The face of micromobility changed in 2023 with a shift from city-sanctioned e-scooter programs while e-bikes gain traction due to safety and technology advancements; Cities are focusing on digital strategies for curb management to make best use of civic infrastructure as private-sector demand for access increases to support the rise of delivery tech, including drone delivery services and tailored vehicle choices; The nature of government security challenges is evolving from traditional ransomware to double extortion threats even as internal debates continue about handling demands for extortion payments; Legacy system modernization and broadband expansion are getting fresh looks in order to enhance government service delivery to residents and businesses that cannot be done without unlocking the unique capacity of aging big iron; Government faces persistent workforce challenges, particularly in tech roles, as it works to meet challenges of increasing service demands and technology advancements, all of which puts a premium on potential expansion of successful re-skilling models to other states; Digital equity is having a moment but there are concerns over the sustainability of these equity initiatives once initial momentum wanes; Speaking of having a moment, the panel noted the rapid rise of generative AI beginning in the second quarter of the year to dominate discussions about the future of government and education; and, Looking forward, the writers and editors identified a number of sleeper stories that will likely demand more attention in the year ahead, including the shifts in cyber crime demographics, training for local police on handling digital evidence and the real-world impacts of long-promised major infrastructure projects due to roll out in 2024. Kazi is enabling a vital step forward in impact with improved tools for measuring it. I am honored to serve on his advisory board.Born in Bangladesh, he says, “I have seen firsthand what poverty and hunger look like. That helped shape the way I see the world.” He says it prompted him to ask, “Is there anything I can do?” He has devoted his career to making a difference.Quantibly provides tools that seamlessly integrate with existing processes for tracking impact-related activities, allowing more precise calculations of inputs and outcomes. The team built the software around an almost universally accepted framework:There is one framework that almost every organization kind of agrees on, and that is called the theory of change. The theory of change process essentially tracks your resources, looks at the problem, sets certain assumptions, tracks activities and benchmarks, and sees the immediate mid-term and long-term outcomes of the work. With that framework underpinning the Quantibly platform, it is being adopted by a wide range of users, from large corporations to smaller nonprofits.AI Episode SummaryQuantifiable strives to standardize impact reporting for organizations to demonstrate and improve their social impact. How to Develop Empathy As a SuperpowerTo understand the value of empathy, Cyrus explains:We don't live in isolation. Right? So for many, many years, I think either through some philosophical evolution that I had, I started to realize that whatever I am going to do, I can't determine the end result. But as long as my empathy is there, my intentions are there; at least if I can do one good thing for my fellow human beings, I think that will make an impact. So it's a it's a thought process. He helped me see empathy through a more pragmatic lens I'd never considered before. His view of it is that of a visionary CEO. “I don't necessarily think that I look at the world like I used to when I was much younger–from a transactional point of view. I look at it as a value creation point of view. I think that that helps me.”Seeing empathy as a tool for value creation in business akin to strategy is a profound insight for a social entrepreneur.By following Cyrus's example and advice, you can make empathy a practical skill in your portfolio. With practice, you could make it a superpower that enables you to do more good in the world.Guest ProfileCyrus Z.
