2024 has been a remarkable year for the Irish CTF, Capture the Flag, team, and doubly so for team Captain Cillian Collins. Fresh from leading the team to their highest ever finish in ENISA's European Cybersecurity Challenge, Collins became the first Irish player selected for Team Europe and was a leading figure in that team as they won the International Cybersecurity Challenge CTF this week in Santiago, Chile. The win was Team Europe's third in a row, facing challenges from teams representing Asia, Oceania, USA, Africa, Latin America and Canada, across two days of challenges. The team became the first to win each individual day of competition as well as the overall prize. The win came less than three weeks after Collins captained the Irish team to their highest finish of 16th at the European Cybersecurity Challenge in Turin, Italy, where the Irish competed against 31 teams from Europe plus six guest countries including the US, Singapore, Canada and Costa Rica. 16th place was a jump of nine places in 2023, by a team run by volunteers and one one of the smallest budgets in the competition, and represents huge progress by the team under manager Mark Lane and head coaches Emmet Leahy and Daniel Cahill, themselves both former Team Ireland captains. It's also been a remarkable personal journey for Collins who only started playing CTFs in 2021, "I was first introduced to CTFs when qualifying for the Irish team competing at ECSC Prague in 2021. After this I competed at ZeroDays CTF in Dublin where I won the Colleges category with my team in both 2022 and 2023," said Collins. "I've been involved in the Irish team ever since and was nominated by Mark Lane for Team Europe this year. After an intense selection process I was chosen to compete in Chile at the ICC where we competed against teams from North America, Asia, Africa, Oceania and Latin America - finishing in 1st place!". The improvement in the team has been marked this year. When asked what's behind the advances Collins explained that the knowledge sharing from more experienced players has helped accelerate the learning of newer players "We now have former players such as Daniel Cahill and Emmet Leahy who are team coaches and share what they have learned from past competitions." "Mark Lane has been instrumental in organising the team and putting together regular bootcamps at TU Dublin campus where the team have worked together in preparation for these competitions. And that hard work has paid off. It has been incredibly rewarding to see Ireland so high on the leaderboard! We had the largest improvement of any ECSC team this year and it is a testament to the hard work and dedication of players and coaches." Team manager Mark Lane was glowing in his praise of his team captain "Cillian has come on an incredible distance in the three years since he joined the team. His drive and desire to learn have been great to watch, and it's so rewarding to see his continued development as a player and as captain. I'd no hesitation nominating him to Team Europe and I wasn't surprised to see him becoming the first Irish player to be chosen. "He still has so much potential, and I could see him as a future captain of the European team. His engagement in the training with Team Europe has also been hugely beneficial to the Irish team as Cillian brings all that learning and experience back to our team as a coach," said Lane. Collins also speaks very highly of his experiences with Team Europe "It is a great honour to be able to play alongside such talented people. I learned a huge amount from being a part of the team and feel motivated to continue learning. The ICC this year was very competitive with some extremely strong players on the other teams so we were very pleased to come out on top." It's clear from both Collins and Lane that there is so much potential in the Irish CTF scene, and the future is bright, once the support is in place. Europe for Europe – a wonderful opportunity for 18–23-year-olds to discover the EU together. Ahead of Europe Day on 9 May, and the upcoming European elections, 6-9 June, my shows this week and next will have a distinctly European flavour. To start with, Sasha is back with a chat about recent world news. Anne Calteux, Representative of the EU Commission to Luxembourg, is entering a very busy period of work, sharing her passion and knowledge for the European Union. Anne is effectively the Commission's voice in Luxembourg. There were many steps, and setbacks to the European Union becoming what it is today. Luxembourg was one of the founding countries of the EU, along with Belgium, West Germany, France, Italy and the Netherlands. The creation of the ECSC (European Coal and Steel Community) was a pivotal step however. From 1952, Luxembourg, Brussels and Strasbourg became temporary meeting-places for the ECSC. Since 1992, these three cities have become the HQ for all our European institutions. And today, more than 14,000 European civil servants and agents work for the EU institutions in Luxembourg. Europe for Europe Europe for Europe (E4E) is a programme designed for 18 to 23 year olds to tour the founding six member states of the EU. There is only one participant from each of the 27 member states, plus the UK (despite Brexit), vetted by the Rotary Club who designed the programme. https://europe4europe.com This experience lasts for three intense weeks in July, allowing for 3 days in each country, and they all have their own themes: Italy - future industrial developments France - historical heritage Belgium - social responsibility Netherlands - inclusivity Germany - Ariane Space Project Luxembourg - EU institutions Roberto Mancina was a co-founder of Europe for Europe, having been involved with the Youth Exchange for many years. Whilst attending an EEMA congress in Istanbul, he had lunch with some French Rotarians from Thionville. They wanted to find a way to honour the memory of Robert Schumann, who was from Thionville and Founding Father of the EU. And so the idea of E4E was born. Roberto was particularly interested in developing this project as the Rotary Club is American in origin, and he felt it needed a greater European focus. Ellen Spencer is Coordinator of Europe for Europe (E4E) for the Rotary Clubs of Luxembourg. Ellen first became involved with the Rotary Clubs here when she moved to Luxembourg. Ellen has a son and has observed the benefits to him growing up as an EU citizen. She continues to work passionately to support young adult programmes that focus on engagement towards a common future for a better world. With negotiations between the UK and the EU for a trade agreement in the final (yes really final this time) stages, Tenjin Consulting's Alexander Downer and Georgina Downer look back at the history of the EU and Britain's entry to and now exit from it. In the aftermath of WWII, Britain was victorious with its centuries old institutions still intact. The situation for continental Europe couldn't have been more different. All countries bar Sweden had to rewrite their constitutions and rebuild their systems of governance. This context provided the inspiration to create a United States of Europe. The aspiration was to prevent future wars through European economic integration. Frenchmen Jean Monnet and Robert Schuman (a former French Prime Minister and Christian Democrat) developed the Schuman Plan out of which came the European Coal and Steel Community (ECSC). Their view was that giving control over coal and steel production in Europe to a ‘common High Authority’ would prevent any one European power from developing armaments and the Continent descending once again into war. In 1951, France, Germany, the Netherlands, Belgium, Italy and Luxembourg signed the Treaty of Paris which established the ECSC, the precursor to the Common Market. However, Britain’s Labour Prime Minister, Clement Attlee, firmly declined to join stating that ‘we should not commit ourselves irrevocably to Europe, either in the political or in the economic sphere’. The break up of British Empire and the decline of UK manufacturing of 1950s heralded a lengthy period of economic suffering for the UK. Looking over to a much more prosperous Europe, in 1961 UK Prime Minister Harold McMillan made a request for the UK to join the EEC. He was rebuffed. French President General De Gaulle led the charge against Britain's EEC membership reasoning:England in effect is insular, she is maritime, she is linked through her interactions, her markets and her supply lines to the most diverse and often the most distant countries; she pursues essentially industrial and commercial activities, and only slight agricultural ones. She has, in all her doings, very marked and very original habits and traditions. In short, the nature, structure and economic context of [Britain] differ profoundly from those of the other States of the Continent. By 1971, the UK was still in the economic doldrums. France and Germany had overtaken the UK economy, and the UK's per capita GDP was half that of its EEC counterparts. As then-Prime Minister Ted Heath put it in 1971, ‘For 25 years we’ve been looking for something to get us going again. Now here it is.’ It was the promise of economic prosperity – not political union – that formed the basis of Heath’s sell to Britons to join Europe. And so, with a change in French President to the more UK-friendly Georges Pompidou, in 1973 Heath led Britain into the EEC. Joining EEC was the death knell for the UK’s cheap tariff free imports from the Commonwealth, including Australia. The UK-Australia Trade Agreement was cancelled in 1973 and Australia’s exports of beef, sheep meat and dairy particularly suffered. Australian exporters had to look to new markets such as the United States and Asia as the EEC closed the way to British consumers. Britain’s Commonwealth ties were truly frayed. Over the years, the EU morphed into a supranational government, a federation of EU members states, each giving up more and more of their sovereignty to EU officials. 2009 marked a resurgence of Eurosceptism in UK with the twin crises of immigration and the Eurozone hitting the bloc. By 2013, UK Prime Minister David Cameron pledged to renegotiate the UK's relationship with the EU and hold referendum to settle question of membership once and for all as he identified that Britons ‘feel that the EU is heading in a direction that they never signed up to”. The result on the 23 June 2016 was clear: the UK would leave the EU. The UK did this on 1 January 2020, with a 1 year transition period during which it has been negotiating a trade deal with the EU. While it looks like both sides will negotiate the trade deal until 30 December, the issues that remain (power over fishing waters and the setting of domestic standards) cut to the very core of the UK's sovereignty and the two sides remain far apart. No deal Brexit is still very much a possibility.

A conversation with Anthony L. Gardner, the former US ambassador to the EU under President Obama. Gardner is a former director on the National Security Council who has spent much of his career in Europe. He left his ambassadorial post in Brussels when Donald Trump entered the White House, and he was succeeded by Gordon Sondland, a hotel magnate with scant government experience. Sondland has more or less hewed to a Trumpian script, occasionally pouring scorn on Brussels officials and raising questions about the relevance of the European project. Now Sondland has been swept up in the investigation that could result in Trump’s impeachment. Congressional panels are pouring over details about Sondland's possible role in pressuring Ukraine's leadership to investigate Joe Biden, Trump’s likeliest rival in next year’s US election, and Biden's son. 前回は、日本と米国のナショナル・イノベーション・システムを比較し、ナショナル・イノベーション・システムというものには本来、多様性があり、いずれか一国のシステムがスタンダードと呼ばれる最適な状態にあるわけではないという話しをしました。今回は、それぞれユニークなイノベーション・システムを持つ複数の国が、協力してイノベーションに取り組もうとする場合、どのような課題に直面することになるのかを考えてみたいと思います。ここで取り上げるのは、EU(欧州連合)の挑戦です。 EUには現在、28カ国が加盟しており、加盟国はそれぞれ固有の歴史的、文化的な背景を持っています。その中には、イタリア、英国、ドイツのように、かつて科学技術の活動において世界の中心となった歴史を持つ国もあるのですが、今日、一国の活動水準では米国に遠くおよばず、分野によっては日本にも遅れをとる状態になっているわけです。 もとよりイノベーション・システムは国ごとに多様で、行政システムに限ってみても、例えば英国は4つの国からなる連合王国で、科学技術政策全般については単一主権国家である連合王国の任務とされる一方、高等教育政策は各国の任務とされているのに対し、連邦制をとるドイツでは連邦政府と州政府が高等教育機関と公的研究機関への資金提供を共同で行うという二元構造になっており、また他方にはフランスのように科学技術政策も高等教育政策も中央集権的な行政機関に担われている国が存在するといった具合です。 前に、科学技術政策のタイプには先端技術の研究開発を重視するミッション・オリエンテッド型と、技術の普及を重視するディフュージョン・オリエンテッド型があるという話しをしましたが、この分類にしたがうと、一般的に英国やフランスはミッション・オリエンテッド型、ドイツやスウェーデンはディフュージョン・オリエンテッド型と見られています。 さて、こうした多様な国が加盟しているEUですが、その思想的な起源は第二次世界大戦中に遡るものの、組織的な実体は大戦後に発足した複数の共同体が元になっています。まず1952年に、独仏の不戦を目的として、戦争に不可欠な石炭と鉄鋼を共同管理するための「欧州石炭鉄鋼共同体」(ECSC)が発足しました。1958年にはローマ条約に基づいて、「欧州経済共同体」(EEC)と、「欧州原子力共同体」(EURATOM)が発足しました。1967年には、これらが統合されて「欧州共同体」(EC)となり、1986年には単一欧州議定書が採択されて、92年末までに域内取引の障壁を撤廃することが決まりました。そして1993年にはマーストリヒト条約が発効し、ECと共通安全保障政策および司法・内務協力を総称するものとしてEUが発足するに至ったわけです。 EUは、加盟国が主権の一部を移譲することによって成立した超国家的な機構で、その組織にも三権分立の体制がとられています。すなわち、欧州理事会と閣僚理事会が立法機関、欧州委員会が行政機関、欧州裁判所が司法機関です。 行政機関である欧州委員会は、国の省庁に相当する総局と呼ばれる組織に分かれており、その中に科学技術政策を担当する「研究・イノベーション総局」が置かれています。 EUの科学技術政策における特徴的な取組として、「フレームワーク計画」と呼ばれる研究助成制度があります。第1次フレームワーク計画は、EUが発足する以前の1984年から87年にかけてECのプログラムとして実施されたものですが、統合化の動きと並行して1987年から91年に実施された第2次計画以後、本格化することになります。 フレームワーク計画は、EUの産業競争力強化を目的とする総合計画で、その傘下で個別プログラムが実施されました。予算の半分はEUの一般会計から支出され、半分は各国からの拠出金によって賄われました。 具体的にどのようなテーマを実施するかは、リーゼンフーバー基準と呼ばれる原則に従って決められました。この基準は、原則として民間で行えるものは公共部門では行わない、国家レベルで行えるものはECレベルでは扱わないといったルールを定めています。また、統一標準規格を確立するための研究や、域内の流動性を高める効果を持つ研究が推進されることになりました。 フレームワーク計画の下で実施された初期の代表的な共同研究開発プロジェクトとして、エスプリ(ESPRIT)という情報技術関連のプロジェクトが挙げられます。これは1984年に発足していますが、536の参加団体と3000名もの常勤研究者を擁し、75の個別プロジェクトが製品やサービスを市場化することに成功したと報告されています。また、このプロジェクトにより、域内の企業間での共同事業が増加したと評価されています。 フレームワーク計画は、2007年から2013年までを計画期間とする第7次計画(FP7)で終了しました。FP7の予算は505億ユーロに上るものでしたが、これによって巨大研究施設の設置や、研究者の流動性が促進されたことを、欧州委員会は評価しています。 フレームワーク計画は確かに一定の成果をあげたようですが、いくつかの課題も指摘されています。 EU加盟国の中には、先端的な技術開発に対応できる研究能力を持った大企業が存在しない国もあり、それらの国ではフレームワーク計画のプロジェクトが自国の中小企業に利益をもたらさないことへの反発が生じたということです。 また、フレームワーク計画の中では、研究者が他国の研究者と共同研究することが条件とされているのですが、例えばフランスの研究者の成果にはフランス語が通用するポルトガルやベルギーの研究者との共著論文が多いことなどから、依然として言語障壁が域内の協力関係を制約していることを指摘した論文もあります。 ただ、こうした課題が明らかになったことも含めて、EUの挑戦は、イノベーションをめぐる国際協力のあり方について貴重な知見を与えるものだと言えるでしょう。現在、EUではフレームワーク計画の後継プログラムとして「ホライズン2020」という実施されており、今後の動向が注目されるところです。 今回のまとめ:EUによるフレームワーク計画の実践は、イノベーション・システムが異なる多くの国が協力してイノベーションに取り組む際の課題について、重要な知見を提供しています。

It does appear that businesses are however moving in the right direction even if they don't have the standard, with the number of companies storing sensitive card authentication data dropping by 2.5 per cent in January this year. Daniel Atherton, managing director of Athernet Solutions, said, "The benefits to retailers and online merchants is that it will weed out a lot of unscrupulous websites and put pressure on those that are ignorant and do not realise what levels of security they need." The round table discussions are held in association with UKFast with the aim of uniting business leaders to share advice and provide a wealth of ideas for other developing companies. They are also leaving themselves open to huge fines."
