Une nouvelle ligne ferroviaire à grande vitesse doit relier d'ici 2029 les villes de Kénitra et Marrakech. Il s'agit d'étendre la liaison entre Tanger et Casablanca inaugurée en 2018. Avec 430 kilomètres de voies, une myriade d'ouvrages d'art et plusieurs gares à construire, le projet est évalué à près de 6 milliards d'euros. Le Maroc, seul pays d'Afrique à exploiter une ligne ferroviaire à grande vitesse à ce jour, compte aussi développer son réseau sur le continent. Développer la grande vitesse ferroviaire dans un pays du Sud, comme le Maroc, c'était un pari fou, une expérience unique dans le monde. « La grande vitesse était au départ un produit pour les pays développés, les pays à revenus très élevés, rappelle lors d'une intervention à la télévision marocaine Mohamed Smouni, le directeur général adjoint de l'ONCF, l'Office national des chemins de fer. Le Maroc a démontré qu'un pays à économie émergente peut prétendre avoir cette technologie de la grande vitesse. Les gens au départ imaginaient que seuls les riches pourraient y avoir accès. Avec la tarification qu'on a faite, on l'a démocratisée pour toutes les populations. Chacun trouve son prix. »Résider à Tanger, travailler à RabatLa LGV Tanger-Casablanca est un succès populaire. À moins de 30 euros le billet, le nombre de voyageurs est passé de 3 millions en 2019 à 5,5 millions l'année dernière. « Le Maroc capitalise sur l'expérience d'Al Boraq [le TGV Casablanca-Tanger, NDLR] qui a bouleversé radicalement la mobilité, observe Mohammed Jadri, économiste et directeur de l'Observatoire de l'action gouvernementale. On n'avait jamais pensé qu'à un moment donné, un jeune Marocain pourrait résider à Tanger et travailler à Rabat, Kénitra ou Casablanca et revenir le soir même à son domicile. Aujourd'hui, c'est le cas. »Répondre à la demande ferroviaire en Afrique de l'OuestL'extension de la LGV promet un trajet Tanger-Marrakech, 500 kilomètres, en 2 h 40 seulement. L'objectif est aussi de créer un écosystème ferroviaire industriel au Maroc. « L'avenir est en Afrique, prédit Mohammed Jadri. Le Maroc se prépare dès aujourd'hui à répondre à la demande de voies ferrées de pas mal de pays africains, surtout les pays de l'Afrique de l'Ouest. »L'ONCF et Alstom ont signé un contrat de 780 millions d'euros pour l'achat de 18 trains à grande vitesse de toute dernière génération. In the history of The United Kingdom, someone probably referred to the rest of Europe as "The Continent."

À travers des initiatives comme le Forum Ancrages à Marseille, Paris dit vouloir retisser des liens avec l'Afrique, en misant sur les diasporas. Mais ces diasporas africaines n'attendent pas le discours officiel pour agir. Elles construisent déjà, à leur manière, des ponts entre ici et là-bas. De notre envoyée spéciale à Marseille,Elles vivent en France, mais gardent les yeux tournés vers l'Afrique. Au Forum Ancrages à Marseille, des membres de la diaspora racontent comment elles agissent des deux côtés. Née en France, Nadjati Soidiki a choisi de repartir aux Comores. Une décision qu'elle décrit comme un retour à l'essentiel, au sens. « Je dirige une structure qui s'appelle l'agence nationale pour la promotion des investissements aux Comores, explique-t-elle. C'est la terre mère et quand on arrive là-bas, on se dit que tout ce qu'on fait peut avoir beaucoup plus d'impact que ce qu'on ferait ici. » Mais elle reste attachée à Marseille, point d'ancrage historique de sa communauté : « Les Comoriens sont venus en France via la Marine marchande… Marseille, c'est la Méditerranée, c'est le premier endroit où on accoste quand on arrive d'Afrique. »À Marseille, d'autres choisissent d'agir ici, en France. Moussa Camara accompagne des jeunes entrepreneurs issus des quartiers, et défend l'idée d'un engagement ancré dans une double culture. « Je suis Français d'origine malienne. J'ai de la famille là-bas. Je suis attaché à la France, mais aussi à mon pays d'origine. Ce n'est pas possible de ne pas créer des ponts », explique le fondateur de l'association Les Déterminés. Ancrage culturel, ancrage territorial, ancré dans nos richesses, nos origines. C'est ça, le mot ancrage. »Même quand les États rompent le dialogue, les échanges humains, eux, continuent. Malbila Yero est Burkinabè, volontaire de Solidarité internationale en mission à Marseille. Dans un contexte de désaccord entre son pays et la France, il croit encore aux rencontres et au vivre-ensemble. « Ce forum permet de voir autrement. C'est une ouverture à d'autres horizons, sans distinction. C'est important pour renforcer les liens », estime-t-il. Des liens entre peuples, et non plus seulement entre États. Un nouvel instrument en complément du protocole de Maputo, entré en vigueur en 2005 et qui se veut juridiquement contraignant pour prévenir et mettre fin à toutes les formes de violences qui touchent les femmes du continent. Le texte doit encore être ratifié au niveau national par les États membres de l'Union africaine, mais l'enjeu est de taille. L'Afrique est en effet le continent le plus touché par les violences basées sur le genre. Selon un dernier rapport de l'Unicef, plus d'une femme sur cinq vivant en Afrique subsaharienne a été victime d'une agression sexuelle ou d'un viol avant l'âge de 18 ans. Alors que le continent est traversé par des crises, des conflits armés, des taux de pauvreté élevés, les normes culturelles et sociales finissent par banaliser les violences dont sont victimes les femmes. L'engagement de l'Union africaine est-il réellement à la hauteur du problème ? Comment cette toute nouvelle convention peut-elle se concrétiser sur le terrain ? Et quel rôle encore à jouer pour les militantes féministes et associations d'aide aux victimes ? À Madagascar, c'est une explosion de couleurs et de questionnements que nous propose la Fondation H, fondation d'art contemporain située au plein cœur de la capitale. Sa nouvelle exposition, inaugurée jeudi 10 avril 2025, est une magnifique carte blanche offerte à Yinka Shonibare, artiste plasticien britannico-nigérian universellement reconnu mais qui, à 62 ans, n'avait encore jamais exposé seul sur son continent d'origine. L'exposition Safiotra [Hybridités/Hybridities] célèbre le métissage et la puissance de nos diversités et nous interroge sur ce que nous tous, collectivement, avons accepté comme étant l'Histoire, avec un grand H. Reportage réalisé à quelques heures du vernissage dont RFI est le seul média à avoir accédé à la Fondation avant l'événement. De notre correspondante à Antananarivo, « Peut-on regarder la sculpture de votre ''Astronaute réfugié'' (''Refugee Astronaut'') ? Que vous nous disiez si la manière dont on l'a installée vous convient ? », est-il demandé à Yinka Shonibare. « Oui. Whaou ! C'est super, ça rend hyper bien ! », répond celui qui vient tout juste d'atterrir à Madagascar.À quelques heures de son vernissage, Yinka Shonibare déambule devant ses œuvres d'une vie, mises en valeur dans les salles lumineuses de la Fondation H. Du sol au plafond, ses créations ludiques éblouissent tant par leurs couleurs vives que par leur ironie. « C'est fantastique d'être ici, et incroyable de faire une exposition en solo, en Afrique », commente-t-il.À lire aussiYinka Shonibare, orfèvre du waxL'exposition, intitulée Safiotra [Hybridités/Hybridities], raconte des histoires métissées, des identités mélangées, et offre une autre lecture du monde, post-colonial surtout, que celles communément admises : « Mon travail consiste principalement à essayer de reconnaître la contribution des Africains. Donc, dans mes œuvres, j'essaie vraiment de célébrer les réalisations africaines, pas seulement en Afrique d'ailleurs, mais aussi dans la culture mondiale en général. Certains pourraient appeler cela de la ''déconstruction". Mais je pense qu'il est important que toutes nos voix puissent être entendues et enregistrées. Je pense que c'est également sain pour le monde, car lorsque vous créez une sorte d'opposition binaire, c'est en fait la raison pour laquelle les gens se font la guerre. Parce qu'ils ne comprennent pas l'autre personne. »Dominique Tiana Rarafindratsimba, professeure en sciences humaines à l'université d'Antananarivo et directrice du Centre de recherche et d'études sur les constructions identitaires, a été chargée par la Fondation H de réfléchir à la perception du Safiotra, de l'hybridité dans la culture malgache : « Quelque chose qui est ''safiotra'' pour les Malgaches, puisque c'est ''mélangé'', puisque c'est ''croisé'', c'est plutôt vu négativement, comme le contraire de pureté, d'authenticité.
