Task force recommends solutions for Oregonians waiting to be discharged from hospitals

For some Oregonians, their medical needs are too high to be discharged from a hospital, but they also don’t need the emergency care that hospitals provide. They remain at the hospital while waiting for space at another facility that can provide the appropriate level of care. Oregon lawmakers created the Joint Task Force on Hospital Discharge Challenges to address the issue. Earlier this month, the task force approved its recommendations, after studying the issue for more than a year, according to reporting by the Oregon Capital Chronicle. We learn more about the proposed solutions from Jimmy Jones, the executive director of the  Mid-Willamette Valley Community Action Agency who chairs the task force.

Otis Blackwell already was an established songwriter in June 1959 when he changed the life of a young doo-wop singer from Alabama. One of the top 1950s songsmiths whose work influenced early rock and roll, Blackwell already had written the sultry “Fever,” which was to be the signature hit for Peggy Lee. He also had penned “Great Balls of Fire” for Jerry Lee Lewis, not to mention “Don't Be Cruel,” which began his lucrative association with Elvis Presley through his followups like “All Shook Up” and “Return to Sender.”By contrast, singer Jimmy Jones, though the same age as Blackwell, had had none of his success. Coming to New York from Birmingham as a teenager, Jones' first gig in Gotham was as a tap dancer. Then he joined a doo-wop group in 1954, before going solo five years later.How the Song HappenedThat is when Jones connected with the MGM affiliate label Cub Records. There he met Blackwell with whom he wrote "Handy Man," the tune that would become the defining song of Jones' life and career.Blackwell produced the disc and also made an unplanned cameo appearance on the record: When a flute player hired for the session didn't show up, Blackwell stepped in to provide a whistling part that helped make the song a hit. “Handy Man" became a million seller, climbing to No. 2 on the Cash Box pop charts of Feb. 27 and March 5, 1960. (It easily could have gone all the way to No. 1, except that 64 years ago this week was the start of the eight weeks in which it competed with the chart-topping “Theme From 'A Summer Place'" by Percy Faith and his orchestra.)Other CoversJones could never quite repeat his “Handy Man” success, but his song did have some notable rebirths. Del Shannon had a hit with it in 1964; then more than a decade later, James Taylor charted with a slower, soulful rendition in 1977.Comparing the Jimmy Jones original with James Taylor's work, AllMusic critic Jason Elias commented, "Where Jones's version was chipper and a little obnoxious," Taylor's take was "so laid back it's almost somnolent."The LawsuitJimmy Jones pretty much dropped from public view after the early 1960s. That is until a quarter of a century later, when he made headlines with a lawsuit. Jones sued British rocker Boy George, claiming that Culture Club plagiarized "Handy Man" with its hit "Karma Chameleon." The suit claimed the "Karma Karma Karma Karma Karma Chameleon" part of Culture Club's tune was too similar to the "Come-a come-a come-a come-a come come a-come-a" part of “Handy Man.”The parties settled out of court. Boy George always has insisted he did nothing wrong. "I might have heard it once, but it certainly wasn't something I sat down and said, 'Yeah, I want to copy this.'” The settlement with Jones, he added, consisted of "10 pence and an apple." He had been severely beaten, and his death was caused by septic shock from a ruptured stomach. Prior to his murder, Adams had withdrawn most of his money from his bank account and emptied his safe deposit box. He also attempted to enter the United States several times where eventually made his way via rental cars and then took a plane to Washington D.C. and then a car to Tennessee despite not record or evidence he'd ever been to these places before or knew anyone there.  When the body was found on the afternoon of July 11th, Blair was discovered nude from the waist down with evidence he had possibly been assaulted prior to his death. Jimmy was brought up at Brookdale Orphanage, and every year Jimmy and Thunderbolt (Jimmy's horse) put on a benefit performance for them, but now there's a problem, and it's a very serious problem for a cowboy movie star, he's afraid of his horse. The Salem City Council has proposed a plan to phase out camping in city parks. In March, the city passed an emergency declaration to allow people who were homeless to camp in two city parks in order to prevent the spread of COVID-19. Now, they plan to open more shelter options as camps are phased out in the coming months. Jimmy Jones, the executive director of the Mid-Willamette Valley Community Action Agency, joins us to discuss the proposed plan.

Jimmy grew up in the segregated south, which gave him a narrow perspective of what he could accomplish later in life. Through the encouragement of his cousin, as a pre-teen and teenager, James made it a personal goal to read all of the books in the tiny library in his town. And it was in that tiny library that James started to find his voice. Specifically, The Mis-Education of the Negro by Carter Godwin Woodson was particularly salient as it made the argument that education is the means for African-Americans to get out of their current subjugated roles in the greater society. This book became particularly salient as it moved James to attend the HBCU of Hampton University. As a student he was challenged by Stokely Carmichael (Kwame Ture) to dig even deeper. And in his digging, James read The Autobiography of Malcolm X. It's no surprise that Dr. Jimmy Jones is now Professor Emeritus of World Religions, Executive Vice President of the Islamic Seminary of America, and former Chair of both the Dept of World Religions and the African Studies Program at Manhattanville College.  In this conversation, James breaks down the constructs of “us vs them” and puts the new perspective of “oneness” in the context of the Black Lives Matter movement.
