The Trucking Association of New York filed a federal lawsuit in May against the Metropolitan Transportation Authority, which developed the toll scheme, arguing the higher fees unfairly and unconstitutionally target the trucking industry. The trucking association's lawsuit is among at least eight seeking to block the congestion fee plan, which is slated to launch June 30. Under the transit authority's plan, trucks would be subject to a charge of $24 or $36 per trip, depending on their size. Most drivers in private passenger cars, in contrast, should expect to pay about $15, with lower rates for motorcycles and late-night entries into the city, according to the proposal finalized in March. Kendra Hems, the trucking association's president, said the industry will have no choice but to shoulder the increased costs, as truck operators don't have flexibility on their driving routes or schedules, which are generally set by the businesses they serve. That, she said, will only lead to price increases on countless goods, as the trucking industry moves nearly 90% of products in New York City. “As any responsible business does, we deliver when our customers ask us to deliver, which is during prime business hours,” said Joe Fitzpatrick, founder of Lightning Express Delivery Service and a member of the trucking association's board. “That will not change now, but what will change is higher costs for New Yorkers as a result.” The association suggests that the transit authority revise its plan to exempt the industry from the fee, limit trucks to being tolled just once a day or toll them at the same rate as passenger vehicles. A Manhattan federal court judge last month heard arguments in lawsuits brought by unionized public school teachers, politicians, and other New Yorkers. In New Jersey, a federal court judge has also heard arguments in legal challenges brought by New Jersey Gov. Phil Murphy, Fort Lee Mayor Mark Sokolich, and others. Many of those lawsuits argue the tolling scheme was approved by federal transportation officials without proper scrutiny and that the court should order transit officials to conduct a more comprehensive environmental study before rolling out the plan. At the Security Analyst Summit this year in Singapore, Threatpost editor Tara Seals catches up with Joe FitzPatrick, researcher with Securing Hardware, who led a session during the conference about "A Measured Response to a Grain of Rice: An Implant in the Shell" After a 2019 Bloomberg report alleged that a spy chip was implanted on Supermicro servers and eventually made it into the supply chain of several high-profile cloud vendors, supply chain was thrown to the forefront. GODSURGE is a bit of software that helps to persist malware into a system. It runs on the FLUXBABBIT hardware implant that connects to the depopulated JTAG header of certain models of Dell servers. This talk will introduce SAVIORBURST, our own implementation of a jtag-based malware delivery firmware that will work hand-in-hand with SOLDERPEEK, our custom hardware design for a standalone JTAG attack device. We will demonstrate how to this pair enables the persistent compromise of an implanted system as well as release all the hardware and software necessary to port SAVIORBURST and SOLDERPEEK to your jtag-equipped target of choice. Anyone curious to know more about JTAG, regardless of previous hardware experience, will learn something from this talk. Joe has spent a decade working on low-level silicon debug, security validation, and penetration testing of CPUS, SOCs, and microcontrollers. After a crash course in PCIe Architecture, we'll demonstrate a handful of hacks showing how pull PCIe outside of your system case and add PCIe slots to systems without them, including embedded platforms. We'll top it off with a demonstration of SLOTSCREAMER, an inexpensive device we've configured to access memory and IO, cross-platform and transparent to the OS - all by design with no 0-day needed. The open hardware and software framework that we will release will expand your NSA Playset with the ability to tinker with DMA attacks to read memory, bypass software and hardware security measures, and directly attack other hardware devices in the system. Anyone who has installed a graphics card has all the hardware experience necessary to enjoy this talk and start playing NSA at home!
