Un an et demi après avoir commencé à produire ses premiers carburants au Nigeria, la raffinerie de pétrole Dangote se lance dans la distribution d'essence et de diesel. L'infrastructure du milliardaire est soutenue par les autorités d'Abuja, mais elle a encore des défis à relever pour gagner son pari. Dangote Petroleum Refinery l'annonce à grands coups de publicité sur les réseaux sociaux : 4 000 camions citernes, roulant au gaz naturel comprimé, seront en mesure de livrer de l'essence et du diesel à ses clients nigérians à partir du 15 août. Sécuriser des débouchés Une façon pour le raffineur privé de développer ses débouchés commerciaux au Nigeria. « Si vous êtes client de la raffinerie Dangote, on vous offrira des facilités de crédit, explique Philippe Sébille-Lopez, géopoliticien du pétrole. Vous allez commander, par exemple, 500 000 litres ou 1 million de litres, ça peut être des petits opérateurs locaux ou des petits réseaux de stations-service, comme il y en a encore. Il vise un peu tous les marchés à la fois en même temps, parce qu'il prévoit probablement une montée en puissance des capacités de raffinage et donc il faut qu'il trouve des débouchés locaux maintenant. Est-ce qu'au final Dangote a pour vocation de remplacer les trois ou quatre autres raffineries nationales de la NNPC ? C'est possible ». Ces raffineries publiques, bien qu'elles fonctionnent très mal, empiètent encore sur l'approvisionnement de la raffinerie Dangote par la compagnie nationale nigériane, la NNPC, qui, souligne le chercheur, n'a pas vraiment intérêt à lui livrer son brut. « Pour la NNPC, le plus juteux et le plus rentable, c'est évidemment d'exporter pour récolter des dollars et non de prendre une part de sa production pour aller vendre en naira à la raffinerie Dangote ». « Dans la bonne direction » Poussée par les autorités d'Abuja, la NNPC a malgré tout livré pendant six mois 300 000 barils de brut par jour à la raffinerie Dangote, en naira, la monnaie locale, pour lui éviter les risques de change. Mais c'est moins de la moitié de ses capacités. Le système demande donc à être amplifié et pérennisé pour que la raffinerie Dangote devienne rentable. « D'après les derniers chiffres que j'ai vus, on était entre 40 et 50 % de la demande qui était couverte par la raffinerie Dangote, observe Charles Thiémélé, trader chez BGN. Mais son objectif, c'est d'arriver à 80 % ou 90 %, éventuellement même jusqu'à 100 %. On n'y est pas encore. Donc ça va dans la bonne direction, mais il y a encore des négociations à mener avec le gouvernement, il y a encore du lobbying à réaliser pour que la raffinerie soit en position d'être amortie ». Car il faudra aussi, souligne le trader, résister à la concurrence des importateurs de carburant, un secteur très enraciné au Nigeria.

À la surprise générale, le dirigeant a signé l'arrêt des subventions des carburants. Une décision qui s'est répercutée sur tous les secteurs d'activité, même si la circulation des véhicules a repris dans les principales villes du pays. Paradoxalement, le Nigeria – deuxième producteur africain de pétrole brut – importe aujourd'hui plus de 90 % de son carburant.  De notre correspondant à Lagos,Bientôt un mois que l'activité est calme au terminal routier de la société G. Agofure Motors. Kelly Imonuno supervise les départs des minibus assurant des liaisons entre Lagos et le delta du Niger et l'est du Nigeria.« Le nombre de clients est très faible. Comme vous pouvez le voir aujourd'hui, le premier véhicule est parti. Avant, les prix de nos billets étaient davantage accessibles. Ce matin, nous aurions eu plus de passagers. Et ce seraient quatre ou cinq bus qui partiraient de ce terminal l'un après l'autre », explique-t-il.La suppression de la subvention sur les carburants a eu un effet dévastateur sur le chiffre d'affaires de cette PME de transports. Kelly est inquiet. Si le prix du carburant ne redescend pas dans les prochains mois, son emploi et ceux de ses collègues pourraient être menacés.« Il n'y a pas longtemps, après avoir chargé un véhicule, au moment du départ, je pouvais donner à mes chauffeurs 3 000 nairas pour qu'ils achètent du carburant. Mais maintenant, avec la suppression des subventions, le carburant est vendu à 500 et quelques nairas le litre. Je leur donne 8 à 10 000 nairas, ce qui leur permet d'acheter 20 litres d'essence. Alors qu'auparavant, 3 000 nairas suffisaient pour acheter ces 20 litres. »Un triplement du prix de l'essenceLe président Bola Ahmed Tinubu assume complètement sa décision d'arrêter, dès les premières minutes de son mandat, une subvention datant de la fin des années 70. L'essence est passée de 185 nairas à un tarif officiel oscillant entre 488 et 557 nairas.Le nouveau chef d'État a convoqué à Abuja les principaux importateurs de produits raffinés au Nigeria. Depuis, tous les acteurs du transport et de la commercialisation du carburant se réfugient dans le silence. Et c'est loin d'être surprenant selon Olabode Sowunmi, expert en pétrole et gaz de Cabtreng Consulting.« La façon dont le Nigeria gère ses comptes, équilibre ses comptes, mais aussi la manière dont il administre son budget et gère son économie. Tout cela est problématique. Et ces soucis systémiques existent depuis des décennies. Ce n'est pas comme si c'était arrivé hier. Par conséquent, le Nigeria ne peut plus se permettre de verser cette subvention aux carburants. »La subvention sur les carburants était prévue dans le budget fédéral jusqu'en juin 2023. Ce serait quelque 6,1 milliards de dollars qui étaient déjà dus à la NNPC, la Compagnie nationale pétrolière. Une dette de plus pour le Nigeria, même si cette subvention est abandonnée.
