L'axe Dakar–Bamako, par lequel transitent carburant, denrées et matériaux essentiels, est aujourd'hui la cible du Groupe de soutien à l'islam et aux musulmans (Jnim). En multipliant les attaques contre les chauffeurs routiers, le groupe jihadiste cherche à étouffer le Mali et à fragiliser toute la sous-région. « Je viens à l'instant de faire la levée de corps de trois de nos camarades qui ont été tués. Alors, c'est pour vous dire comment est-ce que ça fait mal, comment est-ce que les conducteurs routiers souffrent », témoigne Daouda Bamba, secrétaire général de l'Union des chauffeurs routiers d'Afrique de l'Ouest. Depuis un mois, les attaques se multiplient contre les transporteurs : prises d'otages, violences, rackets… Malgré la peur, Daouda Bamba appelle à poursuivre les approvisionnements vers Bamako : « Les risques deviennent très grands dans la sous-région. Ces attaques visent à saper le moral des conducteurs. Nous devons rester résilients. Si nous baissons les bras, nos pays sont foutus économiquement. » Des escortes militaires ont permis, la semaine dernière, de ravitailler Bamako en carburant, offrant quelques heures de répit. La route nationale 1, reliant Dakar à Bamako via Kayes, reste pourtant dans la ligne de mire du Jnim. Ce corridor, par lequel transitent près de 30% des importations terrestres du Mali – carburant et céréales notamment –, est aujourd'hui au cœur de la bataille économique. Un blocus qui menace tout un équilibre régional « Le port du Mali, c'est Dakar », rappelle Bakary Sambe, directeur du Timbuktu Institute, basé dans la capitale sénégalaise. « Le Mali est le premier partenaire économique du Sénégal. Ce corridor représente aussi 400 milliards de francs CFA de recettes pour le Sénégal », ajoute-t-il. Mais le blocus a déjà ralenti le trafic : les camions n'effectuent plus qu'une rotation par mois, contre deux ou trois auparavant. Les conséquences dépassent le simple manque de carburant. Près de 80% de l'or malien, principale ressource du pays, est extrait dans la région de Kayes, aujourd'hui fragilisée. « Cette situation pourrait entraîner la réduction, voire l'arrêt total de l'activité aurifère, qui représente 6,3% du PIB, 21% des recettes fiscales et 82% des exportations du Mali. Cela met en péril un des rares secteurs porteurs du Mali », alerte Bakary Sambe. Le Jnim cible également les sociétés étrangères : sept sites industriels ont été attaqués dans la région de Kayes entre juillet et août, selon un rapport du Timbuktu Institute. Une stratégie assumée d'asphyxie économique, qui fait peser une lourde menace sur la stabilité de toute la sous-région.

La Vision 2050 Le gouvernement sénégalais a lancé un plan à long terme pour transformer le pays en hub régional en s'appuyant sur des partenariats public-privé. Révision des contrats Le ministre de l'Économie Abdourahmane Sarr précise l'approche gouvernementale : il ne s'agit pas de «renégociation», mais d'un audit de conformité. Les contrats respectant les lois sont maintenus, ceux qui ne les respectent pas doivent être mis en conformité. Les secteurs prioritaires 1. Infrastructures Le port de Dakar est crucial pour l'économie sénégalaise et celle des pays voisins enclavés. Le nouveau port de Ndayane, en construction, doit renforcer cette position stratégique. 2. Énergies renouvelables L'électricité étant très chère au Sénégal, les investissements en énergies renouvelables se veulent plus rentables. CME Africa développe des projets éoliens intégrés avec composantes solaires et batteries. 3. Transport et logistique La réhabilitation du chemin de fer Dakar-Bamako est prioritaire. Le transport ferroviaire doit réduire drastiquement les coûts et améliorer la compétitivité des économies de l'hinterland. 4. Contenu local et transferts de compétences Les grands projets intègrent des PME locales et des programmes de formation. Des entreprises sénégalaises comme Geomat Ingénierie participent désormais à de grands projets structurants. L'Interconnexion régionale Réseau électrique Le Sénégal fait partie du West African Power Pool, un réseau électrique commun reliant 14 des 15 pays de la CEDEAO. Cette interconnexion doit permettre d'exporter l'électricité produite au Sénégal vers des pays moins stables. Corridor commercial Le Sénégal sert de corridor pour les pays enclavés. 65% des conteneurs maliens passent par Dakar, faisant du port une question de sécurité nationale pour ces pays. Partenariats Public-Privé Les investisseurs soulignent l'importance de partenariats équilibrés et transparents. L'IFC accompagne le gouvernement pour créer un cadre sécurisant attirant des «investisseurs de qualité» engagés sur le long terme. Critères de réussite Transparence totale : travail à «cahier ouvert» Engagement sur 25-30 ans (durée moyenne des concessions) Transfert de compétences et formation du personnel local Respect du cadre juridique et des normes environnementales Impact mesurable sur le développement durable. Les défis à surmonter Malgré les atouts, plusieurs défis persistent : Contexte budgétaire contraint nécessitant l'optimisation des ressources Nécessité de renforcer le secteur privé local Coût élevé de l'énergie pénalisant la compétitivité Infrastructures à moderniser (routes, chemins de fer) Formation de la main-d'œuvre pour répondre aux besoins des investisseurs. I like to work in batches. Pollinator Corridor can be filed under two batches: 1) Forest Park and 2) plein air soundwalks. So Forest Park is self explanatory, but could use some contextualizing, which I'll get into shortly. The plein air soundwalks batch is still taking shape. Basically it's just me recording and sketching. Like I said last time, offering little twist on my Soundwalk formula. One little experiment I did on this particular day was to make some botanical sketches.For being in Forest Park, you might notice on this cover that the view here isn't thickly forested:This is the view looking back up the hill on BPA road, where a swath of forestland was removed long ago to accommodate the high voltage power lines that run up and over the Tualatin Mountains here on the north end of the 5000 acre wooded park. The gravel and dirt lane is maintained for power line inspection and maintenance purposes, while serving dual purpose as a multi-use trail connecting the trails that intersect it. It's a distinct habitat in Forest Park; an edge land where grasses, berries and wildflowers grow, attracting some different animal species than the forest interior. Portland Parks & Rec. calls this a Pollinator Corridor. If you're patient, you'll see and hear these visitors: the migratory Rufous Hummingbird with its little toy motorcycle sound; berry-eating songbirds like the Black-headed Grosbeak; insects like bumble bees, and Western Tiger Swallowtail butterflies; and deer or sometimes elk slowly cracking through downed branches on the perimeter, coming and going. There are few places in Forest Park that open up sufficiently to afford views of the Cascade Mountains to the west. This is one of them: Fireweed, oceanspray, western goldenrod, and Oregon Sunshine also thrive here. Here's a sketch of orange honeysuckle.It's both serene and pulsing with life.For the score, I really leaned into the sound of the Soma Lyre “Organismic Synthesizer”. I'm using a virtual instrument playable by a midi keyboard, but the original inductive pad and knob box hardware is quite fascinating. Many electronic musicians find it unusually emotive and inspiring. I'm also using a virtual instrument that samples the quieter timbres created by manipulating the tone bars of a 60's Hammond organ. I used to own a Hammond M1 organ, and my earliest musical experiments involved playing with the toggle switches and tone bars to add strange texture to my nascent experimental performances. I didn't reach for any Electric Piano for this one. In this way it's crossbred with my Listening Spot ouvre, I suppose.Reaching the end of BPA Road, the hiker is presented with a three way fork. All options are a road less travelled. Two lanes lead out to prominences topped by high voltage electric towers overlooking the Willamette River and the lower Columbia beyond. The other lane plunges down to Hwy 30 below, and is prone to overgrowth. Here's the view from the northernmost point. It's very peaceful place with a meadowy feel, and a nice view of the Multnomah Chanel and the Suavie Island Bridge:Thank you, as always, for joining me here. I hope you enjoy Pollinator Corridor.
