La fin des restrictions indiennes sur les exportations de riz, il y a un an, n'en finit pas de faire chuter les prix mondiaux : ils ont dégringolé de 35% et ont atteint leur plus bas niveau de la décennie. Les prix du riz continuent de baisser car l'offre est toujours importante, et même excédentaire. Elle répond largement à la demande, surtout que celle-ci n'est globalement pas très dynamique en dehors de l'Afrique, qui reste le premier pôle d'importation mondial, et qui pourrait augmenter ses achats de 15% en 2025, selon la note de conjoncture Osiriz, éditée par Patricio Mendez del Villar, économiste au Centre de coopération internationale en recherche agronomique pour le développement (Cirad). La production est bonne car la météo a été favorable aux riziculteurs asiatiques pour la troisième année consécutive. Les pays du Mercosur, également, ont augmenté cette année leurs volumes de 16% par rapport à 2024. Concurrence féroce entre exportateurs Il y a du riz chez les exportateurs, mais aussi chez plusieurs importateurs : on peut citer l'Indonésie et les Philippines, des pays qui ont par conséquent réduit leurs achats sur le marché mondial. La réduction est même drastique aux Philippines, où des restrictions à l'importation imposées depuis début septembre ont été prolongées jusqu'à la fin de l'année. Cette abondance de riz entraine une concurrence féroce entre pays fournisseurs, comme le confirme le dernier rapport sur les prix du riz publié par la FAO, daté de novembre. Et elle tire les prix à la baisse. Forte baisse des prix pakistanais La baisse des prix n'est pas partout la même. Elle s'est faite à des rythmes différents selon les pays. Les prix du Pakistan figurent parmi les plus compétitifs du marché. En octobre, le riz brisé pakistanais a été 5 à 10% moins cher que ses concurrents asiatiques. Malgré cela, les exportations du pays pourraient être plus faibles que l'année dernière, en raison de la baisse de la demande mondiale. Les pays du Mercosur, ont aussi vu leurs prix s'effondrer cette année de 40%. En cause notamment, des stocks disponibles à l'exportation très élevés. Aucun indice de hausse des prix « À court terme, il n'y a aucun indice qui laisse penser que les prix pourraient augmenter », selon l'expert du Cirad. La chute devrait donc continuer au moins jusqu'au début de l'année 2026, jusqu'à l'arrivée des prochaines récoltes asiatiques sur le marché. Ce qui pèse, c'est la production, mais aussi les stocks mondiaux qui pourraient être de 215 millions de tonnes en 2026 selon les premières projections de la FAO, ce qui serait un record. Les stocks indiens sont particulièrement pléthoriques : ils pourraient augmenter de 12% fin 2025 et seront libérés sur le marché dans les mois qui viennent. La question qui se posait déjà avant l'été, et qui reste d'actualité, c'est de savoir jusqu'où les prix pourront baisser, sachant qu'à un certain stade, ils cesseront d'être rémunérateurs pour les producteurs. This study looked at submissions to the California Animal Health and Food Safety Laboratory (CAHFS) to evaluate the disease processes and pathogens identified along with micromineral analysis. The primary objective of this study was to determine if the correlation patterns of hepatic Cu, Se, and Mn for disease in the CAHFS diagnostic database at different ages would be similar for beef and dairy cattle.  Villar discusses the results from the study which identified that 33% of beef cattle were deficient in CU, 46% were deficient in Se, and 41% were deficient in both. In dairy cattle, very few animals had deficiencies, indicating appropriate micromineral ration balancing and intakes. The number one disease seen in beef was bovine respiratory disease (BRD) with a median age of 8 months. Of these, 68% were deficient in Cu, Se or both, and most had a history of transportation and commingling. Although BRD was also frequently diagnosed in dairy animals, the median age was 90 days. Salmonella Group D was the next most frequent disease in deficient dairy animals. This paper identifies the importance of micromineral deficiencies and correlations with diseases. La nueva directora del Archivo General de la Nación, Alejandra Villar, anunció que priorizará el fortalecimieno de ese organismo como tal y como cabeza del Sistema Nacional de Archivos. Villar es licenciada en Archivología y cuenta con especialización en bibliotecología, sistemas de gestión de documentos, metodologías de la investigación social, políticas públicas y gobierno digital, entre otras formaciones. En la presentación que realizó el jueves 12 cuando tomo posesión del cargo, Villar también dijo que se deben generar políticas públicas para facilitar la gestión de documentos, incluidos los digitales. Y, como una meta de más largo plazo, propuso volver universal el acceso a los archivos, que sean comprensibles y utilizables en condiciones de seguridad. Esto, agregó, incluye lo cognitivo, para garantizar la comprensión de todos.   "Lamentablemente el Archivo General de la Nación hoy no cumple con esa condición de ser un archivo accesible. No solamente por los aspectos edilicios, o por el desarrollo de tecnologías que permiten esas condiciones sino por la falta de recursos en general y por la debida atención a la institución, lo que hace que hoy tengamos algunas dificultades para funcionar como nos gustaría que funcione el Archivo General de la Nación". Recordemos: El Archivo General de la Nación es el órgano rector de la política archivística y de la gestión documental en todo el territorio nacional. Su misión es la custodia, protección y facilitación del acceso a los documentos públicos, los privados de su propiedad y los privados de interés público. ¿Cuál es la importancia tiene esta institución? ¿Cómo pensar el Archivo General de la Nación del Siglo XXI?
