Ce projet titanesque, chiffré à 20 milliards de dollars, est en train de faire bouger les lignes dans tous les secteurs de l'industrie pétrolière. Fin février, un peu plus d'un an après le début des opérations de sa méga-raffinerie de Lekki, Aliko Dangote annonçait que celle-ci produisait déjà jusqu'à 57 millions de litres d'essence par jour. Suffisamment pour répondre à la demande domestique totale au Nigeria, où la consommation de carburant a bien baissé depuis la levée d'une partie des subventions sur l'essence en 2023. Mais le succès fulgurant de ce projet titanesque crée beaucoup de tensions avec les acteurs historiques du secteur, qui redoutent qu'Aliko Dangote ne verrouille totalement le marché pour asseoir son monopole. Le milliardaire a, de son côté, beaucoup dénoncé les agissements des importateurs, accusés d'acheter du carburant de mauvaise qualité à l'étranger, afin de dégager des marges plus importantes lors de la revente au Nigeria, le tout avec la complicité du régulateur. Aliko Dangote milite désormais pour que les carburants raffinés localement soient tout simplement exclus de la liste des produits importables au Nigeria. Aliko Dangote a notamment annoncé le déploiement, dès la mi-août, de 4 000 camions-citernes roulant au gaz naturel comprimé, pour livrer de l'essence et du diesel en direct à ses clients nigérians. L'homme d'affaires a aussi obtenu le soutien de l'exécutif pour continuer à acheter une partie du pétrole brut qui fournit sa raffinerie en nairas, la devise locale, plutôt qu'en dollars, malgré les résistances initiales de la compagnie nationale pétrolière, la NNPCL. Mais le gouvernement fédéral risque tout de même de devoir tempérer pour préserver ses revenus en dollars, alors que le groupe Dangote annonce déjà vouloir se fournir exclusivement en brut nigérian d'ici à la fin de l'année. Pour l'instant, la production locale reste encore insuffisante pour répondre aux besoins de la méga-raffinerie. Ambitions globales Les ambitions d'Aliko Dangote dépassent de toute façon largement le marché nigérian et même ouest-africain. Le groupe projette de construire en Namibie des réservoirs de stockage pouvant contenir au moins 1,6 million de barils d'essence et de diesel, afin de fournir du carburant raffiné à l'Afrique Australe. Fin juin, 90 000 tonnes de carburant produit sur le site de Lekki ont été embarqués à destination du marché asiatique. Un an et demi après avoir commencé à produire ses premiers carburants au Nigeria, la raffinerie de pétrole Dangote se lance dans la distribution d'essence et de diesel. L'infrastructure du milliardaire est soutenue par les autorités d'Abuja, mais elle a encore des défis à relever pour gagner son pari. Dangote Petroleum Refinery l'annonce à grands coups de publicité sur les réseaux sociaux : 4 000 camions citernes, roulant au gaz naturel comprimé, seront en mesure de livrer de l'essence et du diesel à ses clients nigérians à partir du 15 août. Sécuriser des débouchés Une façon pour le raffineur privé de développer ses débouchés commerciaux au Nigeria. « Si vous êtes client de la raffinerie Dangote, on vous offrira des facilités de crédit, explique Philippe Sébille-Lopez, géopoliticien du pétrole. Vous allez commander, par exemple, 500 000 litres ou 1 million de litres, ça peut être des petits opérateurs locaux ou des petits réseaux de stations-service, comme il y en a encore. Il vise un peu tous les marchés à la fois en même temps, parce qu'il prévoit probablement une montée en puissance des capacités de raffinage et donc il faut qu'il trouve des débouchés locaux maintenant. Est-ce qu'au final Dangote a pour vocation de remplacer les trois ou quatre autres raffineries nationales de la NNPC ? C'est possible ». Ces raffineries publiques, bien qu'elles fonctionnent très mal, empiètent encore sur l'approvisionnement de la raffinerie Dangote par la compagnie nationale nigériane, la NNPC, qui, souligne le chercheur, n'a pas vraiment intérêt à lui livrer son brut. « Pour la NNPC, le plus juteux et le plus rentable, c'est évidemment d'exporter pour récolter des dollars et non de prendre une part de sa production pour aller vendre en naira à la raffinerie Dangote ». « Dans la bonne direction » Poussée par les autorités d'Abuja, la NNPC a malgré tout livré pendant six mois 300 000 barils de brut par jour à la raffinerie Dangote, en naira, la monnaie locale, pour lui éviter les risques de change. Mais c'est moins de la moitié de ses capacités. Le système demande donc à être amplifié et pérennisé pour que la raffinerie Dangote devienne rentable. « D'après les derniers chiffres que j'ai vus, on était entre 40 et 50 % de la demande qui était couverte par la raffinerie Dangote, observe Charles Thiémélé, trader chez BGN. Mais son objectif, c'est d'arriver à 80 % ou 90 %, éventuellement même jusqu'à 100 %. On n'y est pas encore. Donc ça va dans la bonne direction, mais il y a encore des négociations à mener avec le gouvernement, il y a encore du lobbying à réaliser pour que la raffinerie soit en position d'être amortie ». Car il faudra aussi, souligne le trader, résister à la concurrence des importateurs de carburant, un secteur très enraciné au Nigeria.

Pour la première fois, ce mardi 1er octobre, du pétrole 100% nigérian sera disponible à la pompe dans les stations-service du pays. De quoi donner de l'espoir aux 219 millions d'habitants du pays après des pénuries à répétitions. Le grand jour approche pour l'homme le plus riche d'Afrique, Aliko Dangote. Mais que ce fut long. Débuté en 2013, il a fallu huit années de travaux pour sortir de terre « le monstre » comme Aliko Dangote surnomme lui-même sa raffinerie. Il a fallu surmonter des problèmes avec le gouvernement de l'État de Lagos, avec les communautés, et un terrain marécageux entrainant des surcoûts très importants. Dangote affirmait d'ailleurs en juin dernier lors d'un forum économique aux Bahamas que si c'était à refaire, « il ne le referait pas ».À lire aussiAu Nigeria, la raffinerie Dangote débute l'approvisionnement du pays en essenceDébut septembre, un accord a finalement été trouvé entre la raffinerie Dangote et la compagne pétrolière nationale du Nigeria. La NNPC s'engage à fournir 385 000 barils de brut par jour à la raffinerie. En échange, elle sera l'unique distributeur de l'essence de la raffinerie. Bisbilles sur les prixIls subsistent des questions et des désaccords autour du prix de cette essence. Aliko Dangote cherche à minimiser ces tensions mais les deux parties ne se sont pas encore mises d'accord sur le prix de l'essence. La NPCC a annoncé une forte augmentation des prix à la pompe (+45 %) et remet la faute sur Dangote, accusé de vendre son carburant raffiné trop cher. Le milliardaire se défausse lui aussi de toutes responsabilités et explique que le prix de ce carburant 100 % nigérian n'a pas encore été fixé.Ce pourquoi plaide Dangote, c'est surtout la fin des subventions à l'essence. Le président Bola Tinubu les avait interrompues juste après son élection avant finalement de les réintroduire compte tenu de la forte inflation et de la crise sociale. « Quand vous subventionnez un produit, les gens font gonfler les prix et le gouvernement se retrouve à payer pour quelque chose qu'il n'est pas censé payer, affirmait le magnat nigérian ce mardi chez nos confrères de Bloomberg, le prix de l'essence ici est d'environ 60% du prix des pays voisins et nos frontières sont très poreuses. Donc, ce n'est pas durable, le gouvernement ne peut pas se permettre ces subventions ».Aliko Dangote ne s'en cache pas, il doit faire du profit pour la viabilité de sa raffinerie qui a tout de même coûté près de 20 milliards de dollars Des traceurs sur les camions-citernesL'infrastructure doit permettre au Nigéria d'atteindre l'autosuffisance. Jusque-là, le premier producteur de pétrole du continent devait importer les produits raffinés. Voyez l'anomalie ! En termes de production, la raffinerie devrait à terme fournir 650 000 barils de pétrole par jour. Cela permettra d'approvisionner la totalité des stations essence du pays et même d'en exporter une partie.Dangote annonce qu'il placera des trackers sur les camions pour connaitre la consommation réelle du pays et éviter de raffiner du pétrole de contrebande qui ne viendrait pas du Nigéria.Enfin, la société nationale vendra son pétrole brut à la raffinerie en naira. ce qui doit permettre à terme de stabiliser la monnaie nationale fortement dévaluée depuis deux ans.
