Kristjan Prikk has served as Estonia´s Ambassador to the United States since May 2021. This is his third diplomatic posting to Washington, DC. Before assuming his current duties, Prikk served for nearly three years as the Permanent Secretary of the Estonian Ministry of Defense. In this role he was responsible for the management of the Ministry and for the coordination of activities of the agencies under the Ministry, including the Estonian Defense Forces, the Estonian Foreign Intelligence Service, and the Centre for Defense Investments. Prior to becoming the Permanent Secretary, Mr. Prikk worked as Undersecretary for Defense Policy in the Ministry of Defense from July 2017 to August 2018. From 2015 to 2017 Mr. Prikk was the Director of National Security and the Defense Coordination Unit of the Estonian Government Office, coordinating the development and implementation of the whole-of-government interagency approach to national defense in Estonia and advising the Prime Minister on these issues. He also served as Deputy Director of the same office for two years prior to becoming the Director in 2015. His previous Ministry of Defense assignments include serving as Defense Counsellor at the Estonian Embassy in Washington, D.C. (2010-2013) and as Director of International Cooperation Department in Tallinn (2007-2010). Prior to joining the Ministry of Defense, Mr. Prikk worked at the Ministry of Foreign Affairs on NATO issues mainly pertaining to its enlargement and its partnership with Russia, Ukraine, and Georgia in the Security Policy and Arms Control Bureau (2006-2007). Additionally, he has held assignments as a diplomat covering trade and economic issues at the Estonian Embassy in Washington (2002-2006) and as a foreign trade and World Trade Organization specialist at the Foreign Ministry's headquarters in Tallinn (1999-2002). Mr. Prikk holds a Master's degree from the Strategic Studies Program of the United States Army War College (2013) and a Bachelor's degree in political science and economics from the University of Tartu, Estonia (2000). In 2000-2001, Mr. Prikk performed his required military service in the Estonian Defense Forces, where he remains a reserve officer, and is also a member of Estonia's voluntary defense organization Kaitseliit (Estonian Defense League). National Cyber Director of Estonia, Liisa Past (MA) focuses on protecting the infrastructure of democracy in the digital world and securing our increasingly electronic way of life. As the CISO of the IT and Development Centre at the Estonian Ministry of the Interior, she was responsible for mainstreaming information security practices across technology that saves lives in homeland security, including ISO 27001 compliance, introducing a SOC to consolidate numerous information sources.

A cyber-attack has never been qualified as an armed attack, but cyber operations will continue to be used to assist military goals, as we are witnessing in Ukraine. Applying cyber defence measures to defend critical digital assets, both military or civilian, should be an important part of any effective response strategy. But what does constitute an armed attack in cyberspace? Heli Tiirmaa-Klaar, Director of the Digital Society Institute at ESMT Berlin and previously Ambassador for Cyber Diplomacy and Director General for the Cyber Diplomacy Department at the Estonian Ministry of Foreign Affairs, acknowledges the answer varies depending on a country's dependency on digital technologies, it's cyber resilience and robustness of key infrastructures, and its cyber defence and offense posture. Heli talks to Ronan about her background, when a cyber attack could be defined as an armed attack, the Estonian cyber attack in 2007, how to respond to cyber attacks and more. More about Heli Tiirmaa-Klaar: Heli Tiirmaa-Klaar has been the Director of the Digital Society Institute at the European School of Management and Technology in Berlin since January 2022. From 2018 to 2021, she served as Ambassador for Cyber Diplomacy and Director General for the Cyber Diplomacy Department at the Estonian Ministry of Foreign Affairs, where she led the efforts to promote international law and cyber norms during Estonia's tenure on the United Nations Security Council. From 2012 to 2018, Heli worked as a Head of Cyber Policy Coordination at the European External Action Service, where she coordinated EU external relations on cyber issues and co-led preparations of European Cyber Security Strategies. She set up EU strategic level cyber dialogues with the United States, India, Brazil, Japan, South Korea, and China as well as international organizations. She also kicked off EU global cyber capacity building programs and steered the development of the EU Cyber Diplomacy Toolbox to bolster European response to malicious cyber activities. In 2011, she was assigned to the NATO International Staff to prepare the NATO Cyber Defence Policy. Heli has been working on cyber and tech policies since 2007 when she led the development of the first whole-of-government Estonian Cyber Security Strategy.

In the newest episode of our podcast “The Art of Digitalisation” our speaker Florian Marcus discusses the current threats and trends of cybersecurity with none other than Lauri Almann, the co-founder of CybExer Technologies - a company where enterprises, governments, and individuals can engage in immersive cyber training. In fact, the world did not realise the importance of cybersecurity until 2007, when the infamous cyberattacks against Estonia took place and resulted in the formal establishment of the NATO Cooperative Cyber Defence Centre of Excellence. At this time Almann served as the secretary-general of the Estonian Ministry of Defence.

About the lecture: The defensibility of the Baltic states has been a subject of much discussion since the Russian invasion and occupation of parts of Ukraine. A 2016 report by the RAND Corporation caused a stir when it determined that NATO was unprepared to defend the Baltics against a Russian attack, with Russian forces able to reach the outskirts of Tallinn in 60 hours. However, while American strategic thinking is focused on conventional military defense, due to its size, geography, and history, Estonia's National Security Concept embraces a “total defense” principle. This is important for U.S. strategic thinkers and policymakers to understand and integrate into allied defense strategy and assistance. About the speaker: James A. Rice is the Legislative Director for U.S. Senator Chuck Grassley of Iowa, for whom he has worked since June 2000. In this role, James serves as the chief advisor to Senator Grassley on foreign policy matters, including in Senator Grassley's capacity as co-chair of the Senate Baltic Freedom Caucus. James's previous professional experience includes positions in the Iowa Senate, an internship with the British Conservative Party, and work on various political campaigns. James has been recognized by the Estonian Ministry of Foreign Affairs for his contributions to public diplomacy. James received a B.A. from Drake University with majors in political science and history and a M.A. in Statecraft and International Affairs at the Institute of World Politics. He is a native of Davenport, Iowa.

[00:11:20] Karoli: Our headquarters is in Tallinn, Estonia, where we have people, now I think it’s 42 people from 19 nationalities. They all came through Jobbatical, or most of them came through Jobbatical and they flew in to build our vision. So, I think that’s really inspiring, and I think that’s where the world will be. Like your career shouldn’t be defined by where you were accidently born and live, but maybe for the best team, you have to circle the world and then you get there. [00:18:30] After several discussions around this topic, the Estonian Ministry turned to us to help to figure our the digital nomad visa. So, their plan is to get it launched. Basically, make it effective from the beginning of next year and basically, we are together, putting together the criteria. But the idea of that is that basically you can be a freelancer, a contractor, servicing different kinds of clients. You can be an entrepreneur who has a small agency and working as a freelancer. Location independent. Basically, then initially, the visa will be one year and the goal for Estonia is that those people would actually want to stay there and make it a very easy transition if they want to stay there later to get either a work permit or to extend the digital nomad visa, but that visa would also give access to Schengen, but with a limitation of 90 days then. [00:33:28] Karoli: So, I think the future of work, in that sense, will be much more global and so attracting people will be, like a big thing that the countries will have to start focusing on. That means, also, again we were talking about user experience and I think the countries will definitely have to start thinking about the user experience of a country, because if you create barriers, I mean, look at America right now, we have seen the decline of international interest, even to go and travel there, not talking about studying, which has dropped enormously. After the cyberattacks on Estonia in 2007, the country mobilized its cybersecurity resources and has become a leader in this area. Tanel Sepp will discuss how and why Estonia began developing its digital structures, how its current e-governance is built up, and what its underlying principles are. He will also touch on how Estonia manages cyber risks and issues like privacy and encryption, and well as Estonia's next steps are in the cyber realm. Tanel SeppTanel Sepp currently serves as the Deputy Chief of Mission at the Estonian Embassy in Washington, D.C. He has formerly served as the South-Asia Counselor for the 3rd Political Department at the Estonian Ministry of Foreign Affairs, the Chargé d'Affaires for the Special Mission of Estonia to Afghanistan, and the Second Secretary for Civilian Crisis Management for the Permanent Delegation of Estonia to the EU. He holds a Master of Arts degree in International Relations from the Audentes University (currently Tallinn Technical University) and a B.A. from EuroUniversity, Tallinn.
