He served as an expert in the Panel of Experts for the Iranian Sanction Committee under the United Nations Security Council from 2013 to July 2015. He currently serves many advisory committees of the government of Japan, inter alia, the National Space Policy Committee of the Cabinet Office, the Government of Japan, and the President of Japan Association of International Security and Trade. His research focuses on the conjunction of science/technology and international relations, subjects including space policy, non-proliferation, export control, and sanctions. The word Anthropocene has been used over the past 20 years to define the modern era during which time man has come to shape the environment. This reality became significantly more pronounced with the advent of the nuclear Anthropocene. As Prof. Higuchi explains in the introduction of "Political Fallout," from 1945 to 1963, when the Partial Test Ban Treaty (PTBT) was signed by the US, the Soviet Union and Britain, these three nations conducted approximately 450 nuclear weapons tests, in sum equal to 26,000 Hiroshima-sized bombs, that caused worldwide radioactive contamination. Though in small concentrations, radioactive particles from this period of atmospheric nuclear weapons tests are still present around the world. How and why the 1963 Partial Test Ban Treaty, signed by the US, the Soviet Union and Britain, came into effect remains important. Among other reasons, this past August the UN Secretary General, Antonio Guterres, concluded the world has entered “a time of nuclear danger not seen since the height of the Cold War.” Two weeks ago the Science and Security Board of the Bulletin of the Atomic Scientists forwarded its Doomsday Clock to 90 seconds to midnight. The clock has move forward 4:30 since 2010. This history is also important because it potentially offers lessons regarding how we address the climate crisis. During this 46 minute discussion, Prof. Higuchi begins by defining the Japanese word hibakusha and defines what is radioactive fallout. He next discusses how concerns regarding nuclear fallout became publicly known, how the US's understanding of radioactive contamination evolved through the 1950s, discusses his "politics of risk" framework used to discuss fallout's biological effects, social acceptability and policy implications, how ultimately a PTBT was achieved, and discusses what lessons can be learned from the nuclear Anthropocene relative to the climate crisis. Prof. Toshihiro Higuchi is an Assistant Professor of History at Georgetown University and field chair of Regional and Comparative Studies (RCST) in the School of Foreign Service (SFS), Georgetown University. Prof. Higuchi is also an official historian for the International Commission on Radiological Protection, serves on the editorial board of Kagakusi kenkyu, the executive board of Peace History Society, and a committee of the Japan Society for the Promotion of Science. A native Japanese, Prof. Higuchi received his PhD at Georgetown University in 2011. Before he returned to Georgetown in 2016, he was a postdoctoral fellow at the Center for International Security and Cooperation, Stanford University (2011-12); an American Council of Learned Societies New Faculty Fellow at the University of Wisconsin - Madison (2012-14); and, a Hakubi Project assistant professor at Kyoto University (2014-15). His Political Fallout: Nuclear Weapons Testing and the Making of a Global Environmental Crisis (Stanford University Press, 2020) won the 2021 Michael H. Hunt Prize for International History from the Society for Historians of American Foreign Relations. His academic works have also appeared in Peace & Change, Journal of Strategic Studies, Historia Scientiarum, and International Relations of the Asia-Pacific. His opinion pieces have also appeared in a number of news outlets, including the Bulletin of the Atomic Scientists and Asahi Shimbun. She’s authored two books: Organize for a Fresh Start: Embrace Your Next Chapter in Life and just released, the workbook, Change Your Habits: ADHD Style. In this episode, we continued our ongoing series on fintech in Asia with Toshio Taki, the co-founder of Money Forward, a Japanese fintech firm that provides financial management tools for individuals and small businesses. In addition to his role at Money Forward, Toshio also serves as a director of the Japan Association for Financial APIs, promoting the use of open APIs (application programming interface) in Japan. Toshio talked us through the open banking and API landscape in Japan, highlighting where recent changes in regulation are encouraging further development, and comparing Japan to global peers in this area. Through his work both at Money Forward and with the Association, Toshio is pushing for greater adoption and integration of financial technology services among Japanese clients, and looking in particular to help draw Japan’s economy away from its heavily cash-reliant systems. Roughly 80 percent of all consumption in Japan is cash-based, placing Japan as a distinct outlier relative to other developed economies. One of the key factors for Japan’s high dependence on cash is the lack of a dominant electronic payment network that is universally accepted in Japan. Compared to China’s Alipay and WeChat Pay, for example, Japanese providers are fragmented and lack merchant integration. Japan’s Banking Act was amended in June 2018 to promote open banking. However, the regulation lacks clarity on data portability, and implementation of open banking components among Japanese companies remains voluntary. Nonetheless, roughly 130 chartered banks in Japan among the largest 140 have plans to open up APIs by mid-2020. In its early stages, there are already around 20 Japanese companies using open APIs to provide account information services. Personal finance and corporate accounting services are expected to be significant beneficiaries of open API. Other opportunity sectors will likely include peer-to-peer payment platforms and the development of personal electronic money accounts. Standardizing bank practices and data formatting across different countries remains a challenge. In part, this reflects the local nature of API development and lack of cross-border services driving international collaboration. This multiplicity is evident even in Japan by itself, where a handful of system vendors have created multiple standards around API infrastructure. Rather than rushing to standardize, however, now may be the optimal time to let early movers experiment and learn what works well and what doesn’t. Fintech development in Japan is happening quite differently from the way it is evolving in the United States. The U.S. model is based on small disruptors creating a very successful user experience and using this base to alter specific banking functions. In Japan, by contrast, fintech development is occurring in partnership with the larger, more traditional providers. In part, this reflects the difference in Japan’s credit landscape, where households are generally happy with current banking services and SMEs have not faced credit constraints the same way U.S. businesses have post-crisis. Looking forward, financial services and the banking sector writ large are expected to face major upheavals. For Japanese banks, the transition away from cash will transform the way they attract customers, shifting the major attraction of local banks from their ATM proximity to how exciting their apps are and their exclusive product offers. In addition, a new credit cycle in Japan could usher in novel credit channels – similar to the way peer-to-peer lending was catapulted forward in the U.S. post-crisis to fill the gap left by traditional credit providers. Welcome to the third episode of the Extensive Reading Podcast. In this episode we include the first part of a long interview with Thomas Robb, who has been implementing extensive reading programmes since the 1980s at Kyoto Sangyo University and who is probably best known for being the creator and administrator of the M-Reader, a very helpful programme for teachers and students doing extensive reading. In this first part of the interview he tells us about his early experiences with ER, about the origins of the JALT ER SIG (the extensive reading special interest group at the Japan Association for Language Teaching), which played an important role in the creation of the Extensive Reading Foundation (ERF), about the ERF itself and its different activities to promote extensive reading, and finally, about the 4th World Congress on Extensive Reading, which will take place in Tokyo from August 4th-7th, and which he will be co-chairing.
