This month there have been six mass abductions in the north of Nigeria, many involving children. One school that was attacked by armed men was in the town of Kuriga in the North West. There, the parents of 137 children had to wait, helpless, for the next 16 days, not knowing where their children were, or how they were being treated by the kidnappers. The Nigerian President, Bola Tinubu, took a tough line, saying there would be no ransom paid. But then, on Sunday, there was relief after it was announced they'd been released. It's not clear how this happened, but all the children are believed to have survived. There was one fatality, a teacher called Abubakar Issa, who had been kidnapped with the children.For today's Africa Daily, Mpho Lakaje speaks to Dahiru Abdulahi, the parent of one of the students who was taken.

President Muhammadu Buhari has been urged to immediately reverse what has been described as the unlawful, unjust and unreasonable increase in electricity tariff, which reportedly occurred in December 2022. SERAP's Deputy Director, Kolawole Oluwadare, wants Buhari to ensure the investigation of the spending of public funds as ‘investments and bailouts' by successive governments to electricity distribution companies (DisCos) and generating companies (GenCos) since 2005, and prosecution of cases of corruption and mismanagement.” The rights group stated that the increase in electricity tariff failed to follow due process. President Muhammadu Buhari met with Imo State Governor, Hope Uzodinma at the State House in Abuja. The Imo governor revealed that President Buhari approved the deployment of technology to combat insecurity in the South-East. He stated that the approved technology expected to be deployed immediately consists of surveillance equipment among other things to potentially control crime and insecurity, with minimal collateral damage. Uzodinma maintained that he is not responsible for the insecurity in Imo, saying the challenge is not peculiar to the state. He says those fighting him simply instigate an atmosphere of insecurity out of desperation and not because of underdevelopment or corruption.
President Muhammadu Buhari has signed into law the Appropriation Bill, 2023 totalling N21.83 trillion. The President said the aggregate expenditures of N21.83 trillion, is an increase of N1.32 trillion over the initial Executive Proposal for a total expenditure of N20.51 trillion. President Buhari explained that the 2022 Supplementary Appropriation Act would enable the administration to respond to the havoc caused by the recent nationwide floods in the infrastructure and agriculture sectors. He also said the Minister of Finance, Budget and National Planning will subsequently provide more details of the approved budget and the supporting 2022 Finance Act.

President Muhammadu Buhari unveiled the re-designed Naira Notes as proposed by the Central Bank of Nigeria. The CBN Governor, Mr. Godwin Emefiele debunked insinuations suggesting that the early unveiling of the new notes is a means to target some Nigerians. Mr. Emefiele appealed to members of the public, urging them to desist from making such speculation, adding that there is no need to perpetuate any such information. He says the CBN will intensify the monitoring process and interrogate the process of withdrawals. The president appealed to Nigerians and urged them to embrace the new policy to re-design the naira.
The Pan Niger Delta Forum has urged President Muhammadu Buhari not to cancel the Presidential Amnesty Programme. The group made the call in an open letter addressed to the President and signed by its leader Edwin Clark and other executives. The group argued that If the programme is cancelled chaos could descend on the Niger Delta. PANDEF says Buhari should halt the unilateral delisting of beneficiaries of the Presidential Amnesty Programme and the immediate reinstatement of youths purportedly delisted.”
President Muhammadu Buhari says he is fully in support of the Central Bank of Nigeria's move to redesign the naira notes. The CBN had last week said it will redesign the N1,000, N500 and N200 notes, effective December 1, a development that has elicited mixed reactions. President Buhari says reasons given to him by the CBN convinced him that the economy stood to benefit from the reduction in inflation, currency counterfeiting, and the excess cash in circulation. He says he did not consider the period of three months for the change to the new notes as being short.
President Muhammadu Buhari presented before the two chambers of the National Assembly, a record N20.51 trillion proposed budget for the 2023 financial year. The N20.51 trillion budget which is the highest so far in the nation's history is the last to be presented by the president before his tenure elapses. The president says this 8th financial blueprint of his administration has tagged the budget of Fiscal Sustainability and transition. Buhari noted that the 2023 transition budget was designed to address critical issues and lay a solid foundation for the incoming administration. The president said he believes that based on these fiscal assumptions and parameters, total federally-collectible revenue is estimated at 16.87 trillion Naira in 2023. He further stated that the total federally distributable revenue is estimated at 11.09 trillion Naira in 2023, while the total revenue available to fund the 2023 Federal Budget is estimated at 9.73 trillion Naira.

President Muhammadu Buhari has vowed to resist any attempt to undermine the development of sports in the country, declaring that football as the number one sport in Nigeria remains a national asset. The president directed the Ministry of Youth and Sports Development and the Nigeria Football Federation to commence implementation of the two-volume report in phases, within the relevant sections of the Nigerian laws on sports development and the statutes of the world soccer governing body, FIFA. The president further expressed concern over the development of football in the past years, owing to the neglect of the core orientation of football administration, urging the NFF to salvage the domestic league at all levels.
President Muhammadu Buhari authorised the acquisition of ExxonMobil Corporation assets by Seplat Energy Plc but has made a U-turn on the deal. Presidential spokesperson, Garba Shehu says President Buhari had reversed his authorisation, choosing to support the position of the NUPRC. He says the confusion trailing the deal was due to the non-coordination among the various agencies of government involved. In May, the commission declined to approve the proposed acquisition due to what it described as overriding national interest. President Muhammadu Buhari has asked executives of banking institutions in West Africa to forge a closer collaboration to tackle the economic challenges confronting the sub-region. The President said this when he received a delegation from the West African Bankers Association, led by its President, Thierno Seydou Nourou at the statehouse. He told the association which was founded in 1981, that the sub-region must find a common understanding and ground to address low access to financial services and recovery from the post-COVID-19 pandemic.
President Muhammadu Buhari signed the National Health Insurance Authority Bill 2022 into law as eighty-three million Nigerians are set to be covered. The presidential aide Garba Shehu says the bill repeals the National Health Insurance Scheme Act, Cap N42, Laws of the Federation of Nigeria 2004. Garba Shehu says that a Fund will be set up to ensure coverage of 83 million poor Nigerians who cannot afford to pay premiums as recommended by the Lancet Nigeria Commission. Buhari noted that the Authority will liaise with state government Health Insurance Schemes to accredit primary and secondary health facilities and enrol Nigerians into the scheme.

President Muhammadu Buhari has told a Federal High Court in Abuja that he did not order the Senate to remove the contentious Section 84 (12) from the amended Electoral Act, 2022. The President says he only expressed reservations and concerns in respect of the aspect of the Electoral Act. President Buhari and Malami – a Senior Advocate of Nigeria debunked the claims by the main opposition party in the suit. The AGF explained that the President, on February 25, 2022, gave proper, full, and unconditional assent to the amended Electoral Act. The defendants averred that the claims of PDP in its suit against them on the Electoral Act were totally false and replete with gross untruths aimed at misleading the court to give judgment against them.
President Muhammadu Buhari mourned the victims of an explosion that rocked an illegal refinery in Imo State and also ordered an intensified clampdown on illegal refining sites across the country. President Buhari described the explosion as a catastrophe and a national disaster. The President says the responsibility for the loss of lives and property must squarely lie with the sponsors of the illegal refinery, who must all be caught and made to face justice. The President ordered the armed forces, security, and intelligence agencies to intensify the clampdown on illegal refineries. Buhari says the deficiencies in the country's Anti-Money Laundering/Combating the Financing of Terrorism regime make it imperative for the passage of both bills. President Muhammadu Buhari has transmitted Money Laundering and Terrorism Prevention bills to the National Assembly for consideration and passage. The amended Act makes it mandatory for banks and other financial institutions to report any single transaction or lodgment in excess of N5 million for an individual, and N10 million in the case of a corporate body. The president warned that the non-passage of both bills poses a risk that may lead to the eventual blacklisting of Nigeria by the Financial Action Task Force.
