El Estado brasileño enfrenta la peor catástrofe climática de su historia por las inundaciones en Rio Grande do Sul. "Las instituciones del país están unidas por Rio Grande do Sul. No habrá problemas de aprobar las cosas en el Congreso porque todo será hecho de común acuerdo para asistir lo más rápido posible las necesidades del pueblo gaucho", dijo Lula da Silva Lula luego de participa de reunión con el gobernador de Rio Grande do Sul, Eduardo Leite, para anunciar medidas. La semana pasada, Leite llegó a referirse a un plan Marshall como necesario para reconstruir Rio Grande, dijo que los cálculos iniciales dan cuenta de cerca de 4 mil millones de dólares en obras para reconstruir el estado. Las lluvias y crecidas sin precedentes de los ríos han dejado hasta ahora 147 muertos y 127 desaparecidos, según el último boletín de defensa civil publicado la noche de ayer. El río Guaíba volvió a superar ayer los cinco metros en la capital, Porto Alegre, causando nuevos estragos y dificultando los trabajos de los rescatistas, luego de una semana en que su nivel había bajado lentamente. ¿Cómo se vive la situación de Rio Grande do Sul del otro lado de la frontera? Durante una semana, desde el lunes 6 hasta lunes 13, se llevó adelante en la Intendencia Departamental de Rivera una campaña solidaria que movilizó a toda la frontera destinada a paliar la situación de los damnificados por las inundaciones en Rio Grande do Sul. Día a día, los riverenses se acercaron al hall del gobierno departamental colaborando con los riograndenses. Por ejemplo, en la tarde del jueves 9 se recibieron dos camiones con donaciones de parte de la Asociación de Comercios de Free Shops de Rivera. Ayer se inauguró la remodelación del aeropuerto de Rivera que, además, a partir de un acuerdo con Brasil, comenzó a operar como terminal aérea binacional, la primera de este tipo en América Latina. Las obras, por un total de 13.000.000 de dólares, fueron desarrolladas por la empresa Aeropuertos Uruguay, perteneciente al Grupo Eurnekián, que es concesionaria de las terminales aéreas de Montevideo y Puntal del Este, y desde noviembre de 2021 también está a cargo del sistema de aeropuertos nacionales, que abarca, además de Rivera, Salto, Paysandú, Melo, Durazno y Carmelo. Los trabajos realizados en Rivera incluyeron la mejora de la infraestructura aeronáutica, con la repavimentación de la pista principal (de 1.830 metros de largo x 45 de ancho) y las calles de rodaje, la instalación de balizamiento LED en pista y calles de rodaje e iluminación LED en plataforma. Además, la terminal de pasajeros, de 820 metros cuadrados, incorporó todas las comodidades para los viajeros, equipamiento de primer nivel, un nuevo scanner de equipaje y equipos de comunicación de última generación. Por otra parte, se acondicionaron las instalaciones de la Policía Aérea Nacional y se construyó un nuevo destacamento de Bomberos, de acuerdo con la normativa de la Organización de la Aviación Civil Internacional. En otro orden, la condición de binacional habilita que ahora el aeropuerto de Rivera habilita a que los vuelos de compañías brasileñas que operen allí, cuyo origen o destino sean terminales del otro lado de la frontera, sean considerados domésticos por el país vecino y, por lo tanto, accedan a subsidios que los estados del país vecino conceden y, por lo tanto, tendrán precios menores. ¿Cómo se recibió la noticia en Rivera? El departamento de Rivera concretó esta semana una vieja aspiración. Los gobiernos de Uruguay y Brasil firmaron el lunes 14 la declaración de binacionalidad del aeropuerto de la ciudad de Rivera. Esta posibilidad, que nuestro país había planteado durante más de dos décadas a las autoridades brasileñas, tuvo un giro en enero de este año cuando el presidente Luiz Inácio Lula Da Silva le dio el visto bueno durante su visita a Montevideo unos días después de su asunción. La binacionalidad habilita a que el aeropuerto de Rivera sea utilizado para operaciones domésticas de empresas brasileñas cuyo origen y destino sean aeropuertos de ese país. De ese modo, esos viajes que toquen Rivera accederán a los incentivos que los estados brasileños conceden para vuelos internos y tendrán precios menores que los  internacionales. La terminal aérea de Rivera, por otro lado, está incluida en el Sistema Nacional de Aeropuertos Internacionales y es operada por la empresa Aeropuertos Uruguay, perteneciente al grupo Eurnekian. Rivera se está transformando en un lugar elegido para radicarse de cantidad de uruguayos de otras partes del país. Muchos buscan un costo de vida más bajo en medio de la crisis. Otros van atraídos por la Universidad Tecnológica, que se instaló allí en 2018. Incluso la nueva cárcel departamental, que se inauguró en 2011, trajo población nueva a Rivera. Pese a este movimiento creciente, el departamento sigue postergado desde el punto de vista económico y social. La intendencia, encabezada por el colorado Richard Sander, advierte que Rivera sigue mostrando de los peores índices de desarrollo humano del Uruguay, una situación que se vio agravada por la crisis económica derivada de la pandemia de covid-19. En ese contexto, Sander está proponiendo en el Congreso de Intendentes que el Poder Ejecutivo cambie la distribución de los fondos que el gobierno nacional transfiere a las comunas, de modo de priorizar a departamentos limítrofes con Brasil, que se encuentran más rezagados en aspectos sociales y económicos. Steve Hsu is a Professor of Theoretical Physics and Professor of Computational Mathematics, Science, and Engineering at Michigan State University. He returns to the CSPI Podcast for a wide-ranging discussion of various personal, political, and technical topics, including his attempted cancelation from Michigan State, thoughts on Russia-Ukraine, affirmative action, macroeconomics, and why top physics talents prefer theoretical over practical pursuits (If you haven't seen Steve's first appearance on the podcast, click here to watch or listen).  The conversation begins with Steve explaining what it was like growing up one of the few Asian kids in a predominantly white town and reflecting on the nature of assimilation. He and Richard continue their discussion of the Russia-Ukraine war and European geopolitics before moving on to affirmative action and civil rights law. They talk about the Harvard Asian case, the highly subjective nature of legal decisions, and whether employment markets are rational enough for the college degree to lose value if universities scrap standardized tests. Next, Steve tells Richard about his attempted cancelation from Michigan State, where he was pressured to step down from his role as Vice President of Research after a leftist student group attacked him on Twitter over his blog posts and podcasts. They talk about the intrusion of activists into academia, and how this has negatively impacted the STEM fields and social sciences. This leads to a discussion of whether economics is a more valuable and rigorous social science than the others, and whether micro and macroeconomics are comparable or reconcilable. In the last part of the podcast, Steve and Richard talk about what traits and dispositions lead some people to go against the crowd and resist conformity, and why the path to scientific and technological innovation is laden with disbelief and ridicule from peers. Using the examples of Jeff Bezos and Richard Feynman, Steve explains how those with exceptionally high IQs are often able to effortlessly solve problems and optimize systems with little to no background or technical knowledge. They conclude by considering the possibility that policy should be oriented towards recognizing and rewarding the few geniuses and innovators whose work leads to disproportionate social and material gains. Dr. Richard Sander joins the podcast today via a connection with former VCU Basketball player Rodney Ashby (Episode #115). Dr. Sander is from Cincinnati and Paul, Kevin and Richard talked about his childhood and then playing sports in high school. This led to playing football and basketball in college where he also participated in ROTC. Richard discussed his time in the U.S. Army and his career path afterwards which led him to VCU. Richard was the Athletic Director at VCU for twenty plus years. They talked about his fondest memories and his proudest moment at VCU. Richard finished up by talking about raising money for a charity related to one of his grandkids and about his family.

El presidente del Congreso de Intendentes, Carmelo Vidalín de Durazno, y sus dos vicepresidentes, Richard Sander, de Rivera, y Andrés Lima, de Salto, se reunieron ayer con el secretario de Presidencia, Álvaro Delgado, y con el subdirector de la Oficina de Planeamiento y Presupuesto, José Luis Falero. El objetivo: avanzar en la propuesta de jornales solidarios que daría trabajo temporal a unas 15.000 personas. Cada beneficiario del sistema trabajaría 12 días por mes durante seis meses y cobraría $ 12.000 mensuales, según trascendió de la reunión de ayer. Resta definir todavía cómo se hará el reparto entre departamentos. Esta mañana En Perspectiva procuramos conocer otros detalles de esta iniciativa, que despertó mucha polémica la semana pasada, en diálogo con el intendente Sander. Con él repasamos también cómo está la situación sanitaria de Rivera, que hace pocas semanas era el principal foco de preocupación en cuanto a la pandemia ay que en cualquier escenario será una zona del país delicada debido a la frontera abierta con Santana do Livramento y la gravedad del coronavirus del lado brasileño.
