The Intergovernmental Panel on Climate Change, or IPCC, just released a report with a a very clear message; there is a rapidly closing window of opportunity to secure a liveable and sustainable future for all. One of the key messages in the report is that new fossil fuel projects are incompatible with a net zero target, a message which lies in stark contrast with the Labor government's Safeguard Mechanism bill which is currently before Parliament. Polly Hemming is a Senior Researcher at The Australia Institute's Climate & Energy Program. Just this week she was giving evidence to a Parliamentary committee on the Labor Party's signature climate policy, the "Safeguard Mechanism" - which, I'm sorry to say, stinks. It stinks real bad. Here Polly lays out exactly just how much of a mess this policy is: how it's not designed to reduce emissions that are cooking the planet, but rather protect the profits and interests of the fossil fuel lobby. Tennant is just a bit excited. Given he wrote the paper on implications of CBAMs for Australia (hell he even made a cake out of it and talked to Luke on his other podcast about it) we felt it only appropriate to give a hat tip to Tennant's role in stimulating local CBAM curiosity - bravo Mr Reed!Of the ELEVENTY BILLION consultations and reviews running at the moment your intrepid hosts simply cannot choose just one! The first six weeks of a new government have provided much to discuss including the Climate Change Bill to be introduced in the first week of parliament, a review to ensure the integrity of the carbon credit system (and similarly the Safeguard Mechanism), a $20 billion investment in transmission infrastructure and a raft of commitments in relation to green energy technologies. Along with the review of the Environment Protection and Biodiversity Conservation Act, a new environmental regulator and likely greater focus on action to benefit biodiversity.
Japanese Government Approves Amended Beef Safeguard Mechanism
The Safeguard Mechanism is a key policy in Australia's fight against climate change, which caps emissions from big industrial facilities and other large polluters. Greenhouse gas emitters, from LNG platforms to mines to airlines, must keep their emissions below a baseline, or pay. Now it faces reform, as the Albanese government has committed to amend the mechanism, to meet the 2030 target of cutting emissions to 43% below 2005 levels. But as ever, the devil is in the detail. Labor's climate bill cleared the Senate last week. It's a pretty modest bill, and doesn't include any measures to actually reduce emissions in the private sector. That's where the Safeguard Mechanism comes in – which is a voluntary scheme that affects the nation's biggest industrial emitters, and is the Government's main policy it will use to get to those emission reduction goals.
