This is Episode 1 of our sub-series "Environmental Issues along the Belt and Road"The series considers the complexities of Chinese actors' impacts on the environment, extractive activities, and role in driving sustainability solutions from the sands of the Mekong River to lithium mines in Argentina. China produces 80% of the world's solar panels, over 60% of all wind turbines, and more electric vehicles than the US and the EU combined. In this episode, we ask how China became so dominant in clean energy technology manufacturing, how its products are exported to other countries trying to transition their energy systems, and what impacts the clean energy tech sector is having in places where manufacturing occurs. We interview 3 experts in related topics: Anders Hove is Senior Research Fellow at the China Energy Research Programme at the Oxford Institute for Energy Studies. Previously, he was Project Director for the Sino-German Energy Transition project at GIZ, and a non-resident fellow at the Center on Global Energy Policy at Columbia University. Anders co-hosts the Environment China podcast. She has over 10 years of experience conducting technical research on energy policy and industrial decarbonization, with a regional focus on U.S., China, and Southeast Asia. She is a non-resident at the Global China Initiative (formerly the assistant director) at the BU Global Development Policy Center where she led the Energy and Climate research group and was a post-doctoral fellow at the Harvard Kennedy School's Belfer Center. She is author of the books "Liberalization, Hindu Nationalism and The State: A Biography of Gujarat" and "The Making of Land and the Making of India." Her work explores the transition to renewable energy, and the institutional, political and financial mechanisms that underlie this in regions that are geostrategically crucial, while being environmentally highly vulnerable. International energy provider Engie has announced its first Irish-based onshore renewable energy project, with Irish renewables specialist Astatine selected to build three new solar farms in Ireland in 2025. The new solar farms, located in Galway and Limerick, will have a combined installed capacity of 18-megawatt peak (MWp), allowing them to generate enough electricity to deliver clean, renewable, affordable energy to 4,100 homes. The solar farms in Dromsallagh (Limerick), Ardnadoman, and Rooaun (both Galway) are part of six projects awarded under last year's Renewable Energy Support Scheme (RESS, a Government initiative designed to promote the development of utility-scale renewable energy sources in Ireland). Dublin-based Astatine - along with TLI Group, which was also selected by Engie to be part of the project - will start building the initial three solar farms in January 2025, with the projects expected to be commissioned later in the year. Astatine specialises in industrial-scale renewable energy solutions that help organisations decarbonise their power, heat, and transport requirements. The company offers a range of technologies including rooftop and ground-mounted solar PV as well as industrial heat pumps that can reduce carbon emissions and operating costs. "We are proud and excited to have been selected by Engie to build the company's first onshore renewable energy project here in Ireland," said Tom Marren, co-founder and CEO of Astatine. "These new solar farms in Galway and Limerick will allow more than 4,000 local households to access renewable energy at a lower cost than traditional grid electricity," Mr Marren said. "Switching to solar power will also help to decarbonise these communities, reducing their greenhouse gas emissions and their reliance on fossil fuels. "Working with Engie on this project is another significant step on Ireland's decarbonisation journey and we can't wait to get started," Mr Marren added. As part of its sustainable development strategy, Engie will also establish a community benefit fund for each of the new solar farms in Galway and Limerick. This fund will allocate circa. €34,000 per year to support local communities, to be overseen by a dedicated fund manager in Ireland. In this Convo of Flanigan's Eco-Logic, Ted speaks with Richard Hansen, Senior Consultant and President of both Soluz, Inc & Soluz Honduras. Richard founded Soluz Inc., a Massachusetts corporation in 1993, and then established Soluz in Honduras in 1994 to commercialize solar for rural electrification. He is a pioneer in the application of solar technology combined with micro-finance to increase energy access in rural areas of Honduras, having introduced solar technology in the country starting in 1989 under a contract with the U.S. Department of Energy. Richard has provided advisory services for major institutions including USAID, the World Bank and the Inter-American Development Bank in Bangladesh, Bolivia, the Dominican Republic, Ethiopia, Haiti, India, Nepal, Nicaragua, the Philippines, and elsewhere. He has also been an invited speaker in countries ranging from Argentina and Honduras to Senegal and the Philippines. He and Ted discuss his background, originally from Connecticut, now based in the Boston area and internationally. He holds a bachelor's degree in mechanical engineering from Worcester Polytechnic Institute in Worcester, Massachusetts and a master's degree in business administration from Boston University in Boston, Massachusetts. They also dig into his early works, pioneering the use of solar for rural electrification in the Dominican Republic with small systems installed by local solar companies combined with microfinance, a breakthrough that made solar systems affordable for rural families. This led to him introducing solar for rural electrification in Honduras, where he continues to lead efforts as President of Soluz Honduras. Soluz continues to work to advance the global transition to sustainable energy, with a special commitment to increasing access to electricity using solar photovoltaic technology. He highlights his focus on universal access, and not leaving anyone in the dark.

Highfield Solar has secured project financing to fund the construction and operation of two additional Solar PV projects with a total capacity of 132 MWp. This milestone follows the financing of four other projects in Ireland, totalling 473 MWp. Since July 2021, Highfield Solar has secured over €400 million in cumulative debt funding for more than 600 MWp of solar projects in Ireland. Highfield Solar Limited, a joint venture between renewable energy developers ib vogt, Highfield Energy, and Aura Power, together with Coöperatieve Rabobank U.A., have successfully reached financial close for the 70 MWp Clonin North and 62 MWp North Arklow solar PV plants. Highfield Solar and Coöperatieve Rabobank U.A. have successfully continued their collaboration with this financing, having previously financed a portfolio of 473 MWp across four solar projects: Rathnaskilloge (106 MWp) and Gaskinstown (93 MWp) in December 2023, and Rosspile (138 MWp) and Gillinstown (136 MWp) in July 2021. Both the Clonin North and North Arklow projects were successful in the Government of Ireland's second competitive Renewable Electricity Support Scheme (RESS 2) auction run by the Department of the Environment, Climate and Communications in 2022. Ireland is set to overtake the United Kingdom in solar PV capacity per capita for the first time, a new study by EnergyEfficiency.ie has revealed. Ireland's overall solar PV capacity reached 1,185 MW in the summer, with more than half of this coming from solar farms of over 5MW. With the CSO's updated population estimate for 2024, Ireland now has 220 watts (W) of solar PV per person - while the UK is just ahead with 252 W per capita. Ireland is expected to have around 1,600 MW by the end of this year - which would mean 297 W of solar per inhabitant in Ireland. With PV capacity growth much higher in Ireland than Britain, we will overtake our neighbours for the first time by the end of 2024. The increase in capacity here has been down to an increase in utility scale solar projects, both large and small, as well as an increase in residential and commercial solar installations. The study looked at where we stand on a per capita basis compared to other European countries. The study found that Ireland falls significantly behind other EU states on a solar per capita basis, but that the gap is quickly closing. Germany, leaders in solar energy in Europe, had 82.6 GW after Q2 2024, and this is expected to reach 88.9 GW by the end of the year. That is 80 times the total solar capacity of Ireland and 978 W per inhabitant - around four times more than Ireland. However Germany is behind the Netherlands when it comes to solar per capita, with the Dutch boasting 1,036 MW of PV per person. Spain was one of the first EU countries to truly embrace solar energy, and in 2023, the country further increased its solar PV capacity by an impressive 28%. This added almost 6 GW to take its overall capacity to 25.5 GW. This means the photovoltaic capacity in Spain is 535 W per inhabitant - more than double that of Ireland. France falls behind both Germany and Spain when it comes to overall solar PV capacity, with 21,100 MW in total at the end of March 2024. With a population of 68 million, this works out at 310 W per person in France. Italy recorded a photovoltaic capacity of over 32GW in March 2024, so its per capita figure is 540 W per person. Ireland remains well behind in terms of overall capacity and capacity per capita compared to Denmark, which was one of the pioneers of PV in Europe. With a similar population to Ireland (5.9 million), Denmark had over 3.5 GW of PV capacity in 2023 - more than double Ireland's capacity on a per capita basis (590 W per person). Sweden also has a higher solar capacity per capita, with 390 W per person as of 2023 - a total of 4.1 GW for its population of 10.5 million. Norway on the other hand has a much smaller solar capacity than Ireland with a similar population. How many households have solar panels in Ireland? It is estimated that around 100,000 households in the State now have solar panels installed - however the distribution of these panels is not spread evenly across the country. In Census 2022, 11% of households in Meath reported having a solar array installed, compared to just 3% in Co. Dublin. The meteoric rise in installations in 2023 due to the removal of VAT has continued into 2024, according to data published by the Sustainable Energy Authority of Ireland. The number of panels being installed has risen again in 2024 despite a slight reduction in the SEAI grant on January 1st. Read the full study at energyefficiency.ie

The Sustainable Energy Authority of Ireland (SEAI) has published a report giving details on the nearly 12,000 home energy upgrades supported through Government funded SEAI grant schemes in the first quarter of this year. This represents an increase of 18% on the number of upgrades for the same period last year, and shows the ongoing surge in home retrofitting. Government expenditure across all schemes reached €73 million, up 29% year on year. Of the homes upgraded, almost 1,200 were energy-poor homes which benefitted from totally free energy upgrades and 5,050 achieved a BER B2 rating or better. Quarter one figures do not take into account the new first low-cost loan which is expected to help expand the retrofitting programme even further over the coming year. The headline outcomes during Q1 2024, across all schemes administered by SEAI, were: Over 11,700 property upgrades were completed, up 18% year on year. Over 5,050 homes were upgraded to a BER B2 or higher, up 53% year on year. Over 15,450 applications processed across all schemes, down 1% year on year. Almost 1,200 upgrades for low-income households, up 25% year on year. Expenditure across all schemes was €73 million, up 29% year on year. 79 Approved Housing Body upgrades supported under the One-Stop-Shop Scheme, and 51 under the Community Energy Grants scheme to end Q1. Minister for the Environment, Climate and Communications, Eamon Ryan TD said: "These figures are ongoing proof that climate actions work. We are now getting to the point where nearly 1,000 homes right across the country are being made warmer and more efficient every week. And I expect that we will go even further as the year progresses. These quarter one numbers are reflective of what happened even before we hit go on the new low-cost retrofitting loan scheme - a first for both Ireland and the European Investment Bank. "This is going to shift our retrofitting plan into a whole new gear because it means that home-owners who may not have the immediate reserves can now get the low-cost financing they need to retrofit their homes. Low income homes and energy poor homes will continue to get free upgrades. I can only see this scheme going from strength to strength." Dr Ciaran Byrne, Director of National Retrofit at SEAI said: "From a results perspective 2024 has started off well, with almost all key metrics recording increases on the corresponding period in 2023. Retrofitting activity in the quarter is primarily driven from applications received in Q3 and Q4 of the previous year and these were relatively strong. The overall number of property upgrades completed and B2 upgrades completed increased considerably, with a sizeable portion related to continued high demand for the Solar PV scheme. The Warmer Homes Scheme continued the robust performance from last year with a 25% year on year increase in the number of fully funded upgrades delivered for households at risk of energy poverty. "It is also positive to see that heat pump numbers increased by 3% on the output reported this time last year. While this continued the upward trend, further work is required to drive heat pump uptake in the months and years to come. During Q1, we discontinued the requirement for a heat pump technical assessment to a heat pump grant for homes built after 2007. This will improve the customer journey for homeowners and is expected to increase demand for heat pumps. SEAI will introduce further measures to drive demand and delivery including a fresh marketing and communications campaign to launch shortly." Dr Byrne continued: "Overall, we can see that the cumulative number of applications across all schemes was essentially flat compared to the same time last year. This points to the need to continue the implementation of the National Retrofit Plan to overcome barriers to retrofit and further drive demand and delivery. It comes as Clare County Council has granted planning permission to the swimming pool facility for a 69 kWp (kilowatt 'peak) Solar PV array under five conditions. The park has been closed to the public since September 2022 but Councillor Cillian Murphy believes these renovations will allow Waterworld to stay open for up to nine months per year. The Kilkee Fianna Fáil Councillor says the project is still on target to reopen this May.

This podcast is full of solar history, so we give a shout out to the solar historians 100 and 1000 years from now!! Hey people who have not been born yet! Check us out!!   Terence and Johnny have been doing solar PV since the 1980s and have known each other since the early days.   Terence tells the story how he was on a small airplane in the South Pacific in the 80s wearing a solar shirt and Ward Bower, the inventor of the grid-tied inverter, tapped him on the shoulder, which started his solar career full steam. Before that he was a marine biologist trying to figure out how to get electricity on a 12 acre island, so he could study oysters. The moral of this story is to always wear a solar T-shirt.   Johnny Weiss is famous for starting Solar Energy International (SEI) in 1991 and has been working with PV modules since the mid 1980s.   The story of how we decided to do this podcast goes... Johnny invited me to see the SEI campus a few weeks ago and I asked him to be on the podcast. I told him how Terence Parker was going to be on it, and he had great things to say about Terence, so we decided to make Johnny the surprise guest. The sun hits Earth's atmosphere at 1,366 Watts per square meter, which provides more than enough to power the entire world's energy needs. 70 years ago, scientists at Bell Labs figured out how to convert that energy from the sun into electricity through the invention of the solar photovoltaic cell (“PV”). Their silicon-based solar cell inventions initially had a 4% efficiency, meaning only 4% of the total energy from the sunlight exposed to the cell was converted into useful electricity.
