When I heard Transport Minister Chris Bishop talking about the Government's changes to the road user charges system, I had a bit of a Max Bradford moment. Max was the National Party minister who told us back in 1988 that his reforms of the electricity sector were going to mean cheaper power prices. Which is what Chris Bishop was saying yesterday about the plan to ditch petrol taxes and move all vehicle owners to road user charges which, at the moment, are only paid by people with diesel, electric, and heavy vehicles. He said: “From a cash flow point of view, it'll help people. At the moment, when you go and fill your car up you pay petrol tax at the pump, right there at 70 cents per litre, roughly.” The part of yesterday's announcement that really caught my eye was NZTA not being responsible for collecting and processing the road user charge payments. Instead, that's going to be farmed out to private operators which the government says will encourage “fairer competition”. And, in saying that, the Government is trying to sell some sort of idea that by not having NZTA involved, these charges are somehow going to be cheaper. Which is why I had Max Bradford ringing in my ears. Because he was talking nonsense when he said his reforms back in 1988 were going to mean cheaper power prices. And Chris Bishop is talking nonsense if he expects us to believe that contracting private outfits to take over is going to mean cheaper costs for vehicle owners. The minister says it's possible we'll pay our road user charges through an app, which is why the government wants to get private operators involved. Because it doesn't want to spend the time and money developing the technology and the systems. But will this “fairer competition” it's talking about really mean things being cheaper at our end? Of course not. And this is not me having a dig at any of the companies who might have heard that announcement yesterday and saw an opportunity. Because that's what business is all about: seeing opportunities. And, again, this isn't me having a dig at businesses, but they don't do these kinds of things for free. Being in business is all about clipping the ticket as much as possible. And no business is going to want to get involved in the new road user charging system if it can't clip the ticket. That's just how it is. Which is why I don't like the Government's plan to take NZTA out of the picture. Yes, I support the shift to everyone paying road user charges, because that makes sense. Because when you use a road, it makes no difference whether you drive an old dunger or something more modern – you're still using it. With road user charges, you pay depending on how many kilometres you drive instead of how much fuel you buy. And if you've got the most fuel-efficient vehicle on the market, why should you effectively pay less to use the same road as someone who can only afford an old gas guzzler? You shouldn't. So the move to us all paying road user charges will get no argument from me. What I am pushing back on, though, is the plan to get private companies running the new system.      Slam The Gavel welcomes Mandy Greenway and Rhonda Vicker to the podcast. Mandy has been involved with the Allegheny County PA "family" court for the last three years. She is now on her third judge, Judge Pat Sweeney. Apparently Mandy filed a PFA on her ex that was granted due to physical and verbal abuse at a custody exchange at a local police station. In court however, Judge Sweeney told her ex, "Just don't do it again." There was no accountability for outrageous behavior and apparently Sweeney can't control her ex either. CPS and county detectives now have her ex as a suspect in an ongoing active investigation of sexual exploitation and physical abuse. Chris and Samantha first matched on Hinge about a month ago and have actually gone one four dates with one another. Chris tells us it only took them a few days before they went hiking with one another and got lunch together. Chris also tells us that after their third date Samantha spent the night at his place so he thought things were going in the right direction, but ever since Chris brought Samantha to his friend's Fourth of July party he hasn't heard from her. Steve Raggio, co-owner of Bayou State Pawn & Jewelry, joins Discover Lafayette to share the remarkable story of his dual life as a successful business owner and newly published poet. His book, Heart Talking, Inspiring Poems for the Soul, has quickly become a best-seller in its category and has touched hearts across the country. “If I can touch just one person in getting closer to God by reading the poems…it's worth it to bring joy into their life,” Steve shared. Steve's journey into the pawn business started unexpectedly. “I was two years into college…and I was looking at ads in the paper and it said manager trainee, no experience necessary…so I pull up to it and it was Big State Pawnshops back then…so I pulled up and I said, uh oh. What? Pawn shop? I said, what the hell? But I used to trade marbles and stuff when I was a kid. Let's try this out.” Eventually, Steve and his brother Jeff opened Bayou State Pawn in 1986 on Johnston Street in Lafayette, later adding a location in New Iberia. “We opened the first store on Johnson Street. Our family members were all supportive. My father cosigned the loan for us to get it started.” Over the years, they built inventory from garage sales, electronics from other pawn shops, and sheer hustle. “We built it up from ground one.” Bayou State Pawn serves everyone: “There are two aspects of the business. You either buy stuff or sell, or you can do a pawn loan, which is where you bring in your merchandise and borrow money, and you come back and pick it up. Jewelry, musical instruments, guns, lawnmowers, bicycles, everything." Yet it's his book of poems that is stealing the show. Inspired during a time of personal healing while staying at his camp on False River, Steve found that poetry offered him a way to let his emotions out. “These poems just started hitting me in the head. It was like I'd be looking at the water or something, and it would just come to me and I'd write a poem in 3 to 5 minutes.” He adds, “A lot of them have ‘start a new day, make a new start.' I end up with a lot of them because a lot of people are looking for a new start. It's never too late.” One short and powerful verse reads:“The sun has come to brighten your day,to shed light as you make your way.Start your path to touch someone's heart.Bring joy to their life so they can make a new start.” Steve's reflections on the value of expressing emotions are powerful: “We all hold a lot of stuff in…you just have to get it out, you know, whether it be journaling, whether it be writing…or talking to somebody…once you get it out…it frees you up.” He encourages aspiring writers: “I'll say go for it…any avenue like this to get what you feel or what you want to say out…it's a big healing process, because everybody's going through a struggle or they're going to go through some kind of struggle.” Heart Talking, Inspiring Poems for the Soul features 175 short poems and is available at https://www.steveraggio.com, Amazon, Barnes & Noble, and other retailers. And for those wondering about pawn shop curiosities he has seen through the years? “Elephant tusk. And they came back and picked those up…we had an old Egyptian parchment that came through, and they picked that up, too.” Ultimately, Steve hopes his work leads others toward peace and faith. “If it helps some people get closer to God and then make everybody more kind and compassionate towards each other, this world will be a better place.”
