With South Africa having committed to transition away from coal, investments will not only be required for the retiring of coal plants and the ramping up of renewable energy, but also for coal communities, who will require alternative economic development plans to sustain the livelihoods of all those affected. Green hydrogen and fuel cells researcher Dr Nqobile Xaba emphasised this in a nine-page policy paper for Mistra, the research organisation Mapungubwe Institute for Strategic Reflection, headed by executive director Joel Netshitenzhe. “This is crucial, as climate resilience in South Africa must be built around renewable energy,” Xaba wrote on navigating Africa's road to COP27. Mining Weekly can report that the related green hydrogen sector will also receive a percentage of South African funding. The United Nations Climate Conference, or COP27, currently underway in Egypt, confirms the dire need for funding to combat climate change if we are to implement the energy transition and avert an environmental disaster. The International Renewable Energy Agency (Irena) notes that an investment of circa $131-trillion in the energy transition is required by 2050 to fulfil the Paris Climate Agreement, and that the lion's share of this investment must come from the private sector, including 60% from debt financing. To enable this, new instruments are needed, Irena states. South Africa is set to invest the bulk of an $8.5-billion (R152-billion) climate-finance deal being offered by wealthy nations on bolstering its energy supply. The absolute necessity of moving further and faster to transition to renewable energy is being repeatedly shouted from COP27 rooftops amid the shock to global energy markets set off by Russia's invasion of Ukraine underscoring the need to move to cheaper, cleaner, safer energy sources that can be built quicker and cheaper than conventional fossil fuel and nuclear power stations. Widespread media coverage of the speeches given by world leaders at COP27 included United Nations secretary general António Guterres describing the world as being “on the highway to climate hell, with our foot still on the accelerator, and calling for a new climate solidarity pact in which rich countries would help poorer nations financially. “We are in the fight of our lives and we are losing.We can sign a climate solidarity pact, or a collective suicide pact,” Guterres emphasised. “Choose life over death.It is not time for moral cowardice,” was the comment of former US vice president Al Gore. In her Mistra policy paper, Xaba highlighted the vulnerability to climate change impacts of the African continent. “Extreme weather events will continue to wreak havoc in communities and therefore need urgent solutions,” Xaba added. A just transition framework for South Africa, drafted by the Presidential Climate Commission, has been adopted by Parliament, the Climate Change Bill has been introduced, and the Electricity Regulation Act, No 4 of 2006 has been amended to allow for uncapped power generation for independent power production. These are some of the critical policies that are described as enabling the development of an effective climate change response in South Africa. These policy milestones, coupled with the revised Nationally Determined Contribution, are placing South Africa in a negotiating position at COP27. Climate solutions are described by Xaba as a health priority; and therefore health matters should be prioritised as part of the plans to combat climate change. This is not yet reflected in most health systems in Africa. Rising temperatures coupled with food insecurity, insufficient clean water sources, and higher levels of air pollution result in diseases that threaten lives. The Paris Agreement explicitly links climate action with a healthier environment. Climate change resilience can be built by creating new ways to use the planet's resources wisely to protect human health and natural ecosystems. The Right Here, Right Now ...

Your intrepid hosts failed to start a flame war with friends of the pod over the relative merits of IAMs so we were forced  to reconvene ENERGY CRISIS CORNER. And wowser, the past week has provided plenty of fodder there! We recap Russia's brinkmanship on threatening to cut off gas supply to Europe altogether, triggering an emergency meeting of EU energy ministers last Friday at which several policy responses were discussed but nothing agreed. Will the EU move to put price caps on all imported gas? It's looking likely but the ramifications will be far and wide and certainly bound to touch us here in Australia. Stay tuned as we continue to watch what comes out of a very tense period of negotiations amongst our European friends! Our deep dive this week sees us consider a paper recently published in Nature Climate Change, “Determining the credibility of commitments in international climate policy” brought to us by David G. Victor, Marcel Lumkowsky, and Astrid Dannenberg. Attempting to assess the credibility of pledges made by countries in the Paris Agreement, they've surveyed 800+ climate “elites” with decades of experience to inform some analysis with some interesting conclusions - listen on folks to hear what we made of it!Frankie's One More Thing this week was the passing of the Climate Change Bill through the Australian parliament last Thursday, meaning we now have legislated targets for 43% emissions reduction by 2030 and Net Zero by 2050! Frankie happened to be at Parliament House that day to soak up the elation amongst those who managed the Bill's passage, surely a turning point in Australia's journey towards stronger climate action :-)Tennant's One More Thing was to flag the very important and live independent review of Australian Carbon Credit Units (ACCUs) being led by former Chief Scientist Professor Ian Chubb. The panel led by Chubb is doing a short sharp period of public consultation until 26 September, so if ACCU integrity keeps you up at night dear listeners it's time to get a move on and lodge a submission while you can! This review will maybe definitely most assuredly be the subject of a future pod.Luke's One More Thing was yet more good news in recapping the agreement of Building Ministers at their recent meeting on 26 August to adopt proposed increases to the minimum energy efficiency requirements for new homes in the National Construction Code. It's been over a decade since these were last increased and these changes represent lots of hard work by public servants and advocates over an extended period of time. A lull in politics gives us some time to assess how the political parties are travelling, and since the May election result, most of the focus how been placed on the Coalition – the messages that it can take from their election loss and how they can become a better political party and return to office at some point in the near future.But what are the lessons for the Labor Party? The did win the election, but victory tends to gloss over any problems a political party might have, and move those problems into the ‘too-hard' basket. But both major political parties received record low primary votes in 2022 and while it's possible to win elections through strategic preference voting flows, these types of election victories are difficult to navigate.While it's difficult to see the Liberal–National Coalition gaining enough traction over the next three years to pick up those 18 seats it needs to win the 2025 election, it's easier to see Labor losing seats to Greens or other independent candidates. It's something they need to be careful of, and their main opponents at the next election might be the Australian Greens and teal-styled independents, and not the Coalition.And after being thoroughly outplayed on the Climate Change Bill, Peter Dutton has tried to get the Coalition into the climate change debates by throwing in nuclear energy into the mix, even though countless government reports have established that nuclear is not a viable industry in Australia. Including a report the Coalition commissioned in 2019, less than two years ago, which confirmed all of the findings of previous government reports. If the Coalition had the courage of its convictions, it would have installed nuclear power many years ago – they've been in office for 51 of the past 73 years – as well as installing a nuclear reactor in each of their electorates. But they didn't and never will. The time for nuclear energy in Australia was in the 1960s, and that time has passed. In 2022, it's a conservative tool to wedge Labor and cause political trouble: that's all it is.It's the gift that keeps giving to NSW Labor – John Barilaro, the man who is now claiming he's “the victim” in the New York Trade Commissioner debacle, arguing that just because he changed the job from a public service appointment to a political appointment, it can't be possibly argued that it was purely to benefit himself. Even though – lucky man! – he ended up being benefitted and was appointed as the New York Trade Commissioner. All purely on merit, apparently.The worst part of this is that these political figures expect the public to believe these fantastic stories and accept them as truth. Politics in NSW has been corrupt for a long time, and it's hard to see this changing. And Victoria is not too far behind, with corruption and misconduct apparent in both the government, and the opposition. Why is there so much corruption in state politics?

The details for the Voice To Parliament have been released by the Prime Minister, and it's three simple changes to the Constitution, but already, conservatives are circling the wagons and claiming that that it's a document that has kept Australia safe since 1901 and is too precious to change.But it's an exclusionary document; it was founded on a racist agenda from yesterday and Australia is now a far more sophisticated society than when it was founded in the early part of the twentieth century. There is some resistance from within the Indigenous community, and from different sides of the political spectrum – Senator Jacinta Price has suggested it does nothing to address disadvantage, so she'll actively campaign against it, while Senator Lidia Thorpe has suggested a Treaty and a truth telling commission should come first. But surely governments can work on more than one issue at a time: why not implement a Voice To Parliament and address disadvantage at the same time? The two processes are not mutually exclusive.The problem with constitutional recognition of the Voice To Parliament is that it has to be decided – through a referendum – by a system that ignored those rights in the first place. But 250 Indigenous leaders and elders from all around Australia have requested this voice, and it's because of this reason that it should be supported, and should offer a clearer pathway towards a Treaty and reconciliation.The state of the economy is becoming more dire and, once again, the Labor Party finds itself in government at a time of severe economic problems. They were in office during World War I, The Great Depression and World War II; the oil crisis in the early 1970s; the 1983 recession; the world recession of the early 1990s; the global financial crisis from 2008; and now, the pandemic economy and massive government national debt.The Treasurer, Jim Chalmers, is laying out the economic narrative of the difficult circumstances. The Treasurer needs to be in control of the politics of the economy, as well as the economic output: it's not just a case where some fine words and Shakespearian delivery can make all the problems go away. Different narratives need to be provided to the electorate; the business community; bankers, the money markets; the share markets. And if any of those areas decided that Chalmers is not up to the job, he's going to be in for a rough ride over the next parliamentary term. We think that he is up to the job, but which economic levers will he use?His job – and Labor's – will be made easier by the current performances of the Coalition, which is finding the transition from government into Opposition quite difficult. And recent opinion polls are also confirming how poorly the Coalition is travelling, who seem determined to ignore the messages they received from the electorate at the May federal election – to paraphrase James Carville, ‘it's the climate, stupid'.Peter Dutton refused to support Labor's Climate Change Bill, assuming that forcing them to deal with the Australian Greens – just like Labor did in 2009 and walked away with nothing – would create mayhem, and the Coalition would reap the political benefits on yet another carcass of a discared climate change policy: anything to kick start the climate change wars.The only problem: the Greens supported Labor's Bill and will pass it in the Senate. Dutton was defeated on ideas, on policy, and on politics. If this is the best the Coalition can do, they might be in for a long stint in Opposition. Anthony Albanese, while he was Opposition leader, declared he would be constructive and support the government wherever possible, especially during a pandemic crisis. Constructive, not de-structive.Today, Anthony Albanese is Prime Minister. There might be lesson in here for the Coalition, if only they are brave enough to look for it.

In 2014 he was awarded the Right Livelihood Prize, sometimes called the ‘alternative Nobel,' in the Swedish Parliament. He's also won the Gandhi Peace Award, and honorary degrees from 19 colleges and universities. The Fourth Circuit Court of Appeals is deciding whether a Baltimore case against more than a dozen oil and gas companies will be heard in state or federal court. The city argues the companies are liable for the local costs of climate change. It wants the case heard in state court, which is governed by robust consumer protection laws. But industry lawyers are fighting hard to have it and more than 20 other similar lawsuits nationwide tried in federal court, where the oil and gas industry may be more likely to prevail. NPR climate correspondent Rebecca Hersher, brings an update on the case, which went before the U.S. Supreme court last year. The Connecticut legislative session has concluded, and it seems that in some ways, this "Land of Steady Habits" has emerged as a changed place. Yesterday, Gov. Ned Lamont signed a bill legalizing marijuana, a deal that took many years, and almost fell apart at the end.  Lawmakers and the Governor also agreed on a budget deal that didn't raise taxes, but certainly put the issue of tax fairness front and center - shining a light on divides within the Democratic party. And, the biggest piece of environmental legislation in years, the Transportation and Climate Initiative, failed, but the state did tackle climate and waste issues in a substantial way. Last night, I talked about these issues and more with CT Mirror reporters Mark Pazniokas, Keith Phaneuf and Jan Ellen Spiegel in our 2021 legislative wrap-up event on Zoom. For decades, environmental activists have cast themselves as defenders of the planet against greedy, profit-hungry corporations. At the same time, many conservatives have ridiculed the science of climate change, and warned against the economic costs of the Green New Deal and similar initiatives. In this podcast, we explore a new narrative with two environmental campaigners. Bill Shireman and Trammell Crow are authors of the book, "In This Together: How Republicans, Democrats, Capitalists and Activists Are Uniting to Tackle Climate Change and More." Bill Shireman is President of the non-profit Future 500, which brings together people of all points of view to discuss environmental reform. He teaches leadership and negotiations at UC Berkeley Haas Business School, and is a founding member of BridgeUSA.  Business leader and developer Trammell Crow is the President of the Crow Family Foundation. Zali Steggall is not your usual politician. She defeated ex-Prime Minister Tony Abbott to take office last year, and now she’s shepherding a Climate Change Bill through parliament that has the potential to define Australia’s next century. Her Bill doesn’t define policy or technology, instead it acts as a roadmap. At its core, it has the goal of getting emissions to Net Zero by 2050. She’s garnered support from all sides, and for business, it offers stability and certainty that has been sorely lacking, and which is vital for making long-term investment and capital decisions. Zali Steggall is the Federal member for Warringah, she’s independent so she’s not beholden to any party. Zali is a lawyer, but before that she was in fact an Olympic skier. In Nagano she won a bronze medal, Australia’s first individual winter Olympic medal. She’s clearly no stranger to winning, but she may still have her biggest challenge ahead of her. You see, Zali is taking a new Bill to parliament, it’s called the Climate Change Bill. This conversation was originally organised as part of the RIAA Conference, that’s the Responsible Investment Association of Australasia. But, like so many other events, it was postponed in the wake of the covid-19 crisis. Zali talked a little about how her community is handling the Corona virus, as well as how frustrated she is by the conduct of some commentators. We talked about the need to address climate change after a lost decade of political inaction, and she explained that this issue has increasing support from members on both sides of the parliament, from business, land holders and greenies alike. This is about cleaning up our environment, but it’s also about catching-up, across innovation, renewable power, productivity and efficiency. Things that are already proving to define this new decade. The latest edition of the Nareit REIT Report podcast looked at the impact of New York’s recently-passed Climate Mobilization Act with Cliff Majersik, executive director of the Institute for Market Transformation. Majersik described the bill, which calls for buildings larger than 25,000 square feet to institute a 40% reduction in carbon emissions by 2030 and 80% by 2050, as “very ambitious.” He noted that New York and Washington, D.C. are the only two cities in the nation to target existing buildings. While many building owners probably won’t have to make any adjustments during the first compliance period, they would be “well advised to look at the whole scope of the law, all the way out to 2050, and to try to make sure they are taking action now that will position themselves to meet the requirements going forward,” Majersik said.

What can we do to reduce the speed of climate change?  Bill McKibben argues that we're at a bleak moment in human history -- and we'll either confront that bleakness, or watch the civilization our forebears built slip away.  Bill was one of the first people to warn of the dangers of global warming, 30 years ago with his book The End of Nature.  Then he founded the environmental organization 350.org, the first truly global citizens movement to combat climate change.  It offers some possible ways out of the trap.  His new book is FALTER: Has the Human Game Begun to Play Itself Out? Also: Eric Hobsbawm was everybody’s favorite Marxist historian.  His books, especially “The Age of Revolution,” “The Age of Capital,” “the Age of Empire,” and “The Age of Extremes,” have been translated into 50 languages and sold millions of copies.  He was also a lifelong member of the British Communist Party, and his fight against Stalinist orthodoxy in the Party shaped his understanding of the past.  Richard J Evans explains – he’s the author of a big new biography of Hobsbawm.
