This week I'm sharing the fourth and final installment from the day-long conference convened by the Institute for America, China, and the Future of Global Affairs (ACF) at Johns Hopkins SAIS on April 3rd in Washington — “The China Debate We're Not Having: Politics, Technology, and the Road Ahead.” The first three episodes featured Jessica Chen Weiss's opening remarks and the panels on what China wants, what the United States wants, and tech rivalry and competing visions of the future. This final installment is a fireside conversation between Henry Farrell and Alondra Nelson, followed by Jessica's closing remarks.Once again, my deep thanks to Jessica Chen Weiss, ACF's inaugural faculty director, for organizing this terrific conference and for so generously letting me share this audio with Sinica listeners.Henry Farrell, the Stavros Niarchos Foundation Agora Institute Professor of International Affairs at SAIS, sits down with Alondra Nelson — Harold F. Linder Professor of Social Science at the Institute for Advanced Study and former Director of the White House Office of Science and Technology Policy — for what turns out to be the day's most generative reframing of the AI race. Henry begins by asking how it is that ideas once confined to 1980s science fiction — the singularity, AGI, brains-in-vats — have come to anchor mainstream American AI policy discourse. Alondra traces the genealogy back to the “Californian ideology” and the long history of outré thinking in Silicon Valley, but her real point is that something has shifted: U.S. negative sentiment around AI has been climbing and plateauing high since 2022, even as adoption has spread — the opposite of the usual technology-acceptance curve, and the opposite of what's happening in China, Nigeria, or Brazil.From there the conversation opens up into what I found to be its richest vein: the contrast between a Cartesian, disembodied American conception of AI — “we're working on the brains,” as Sam Altman put it when OpenAI shut down its robotics team in 2022 — and a more embodied approach that integrates the cognitive and the physical, which is part of what's powered China's advances in advanced manufacturing and robotics. Alondra is sharp on the costs of the brain-in-a-vat framing: it treats AI as a state of exception in which existing laws and institutions somehow don't apply, and it lets us float aspirational claims (”AI will cure cancer”) that elide all the clunky institutional stewardship actually required to get from aspiration to outcome.She also offers an incisive reading of the Trump administration's AI policy — which, she argues, is misleadingly described as “deregulatory.” Between export controls, the golden share in Intel, immigration restrictions on STEM talent, and the administration's tight stewardship of who wins and who loses in the AI ecosystem, this is industrial policy by another name — and a narrowing of democratic input over decisions of enormous infrastructural consequence.The conversation closes with Henry asking what a small-d democratic successor administration ought to do, and Alondra's answer is bracingly practical: get rid of the state of exception, take the material supply chain of AI seriously (data centers, electricity, critical minerals, communities), let state-level policy generate evidence about what works, and aim for high-watermark aspirations — North Stars, in the spirit of the AI Bill of Rights — rather than pretending the technology itself will deliver our values.Jessica then offers her closing remarks, thanking the panelists, previewing the ACF Insights Series, and putting out the call for new junior fellows at the Institute.Participants:Alondra Nelson, Harold F. Main Bible passage: Psalm 23 Theme: Trusting God reshapes our inner life. Vijay introduces this sermon as the beginning of ACF's move from Psalms of Lament into Psalms of Trust. He explains that trust is central to the whole life of faith, even in lament, because lament brings suffering towards God rather than turning away from him. The sermon defines biblical trust as placing yourself in the care of God. Unlike mechanical trust, such as trusting a car to work, trusting God is personal: it means becoming vulnerable before him because of who he is. Psalm 23 is then explored as a picture of how trusting the Lord transforms our inner life. 1. Trust forms contentment David begins, "The Lord is my shepherd; I lack nothing." Vijay explains that "shepherd" in the ancient world was not only a caring image but also a royal image of authority and rule. Everyone has a "shepherd" — something that leads their life, whether success, approval, control, money, culture, or God. False shepherds train the heart to feel it is always lacking. But when the Lord is our shepherd, we learn contentment. This does not mean having everything imaginable, but no longer experiencing life as fundamentally deficient. 2. Trust forms peace in suffering When David speaks of walking through the darkest valley, Vijay notes that valleys were dangerous but often necessary routes for shepherds to take their sheep to pasture and water. Life can feel like that: dark, confusing, frightening, and beyond our control. He contrasts explanation with peace. We often seek relief through diagnosis, answers, or understanding, but explanations have limits. The deepest peace comes from the Lord's presence: "You are with me." In the valley, David stops speaking about God and begins speaking to God. Vijay connects this to Jesus, who entered suffering himself on the cross, crying out from Psalm 22, "My God, my God, why have you forsaken me?" Because Jesus has walked through suffering from the inside, believers can trust him in the valley. 3. Trust gives courage before enemies In verse 5, the image shifts from shepherd to host. God prepares a table in the presence of enemies, anoints David's head with oil, and makes his cup overflow. Vijay explains that in the ancient world, this was a powerful sign of welcome, protection, honour, and belonging. The enemies are still present, but David is not overwhelmed because he belongs to the Lord. Vijay illustrates this with the courage of the 21 Egyptian Christian labourers killed by ISIS in Libya, who refused to deny Jesus because they knew they belonged to him. 4. Trust strengthens hope for the journey home Vijay closes with verse 6: "Surely your goodness and love will follow me all the days of my life." He explains that the Hebrew word translated "follow" carries the stronger sense of pursue. God's goodness and love do not casually trail behind his people; they pursue them. Using Francis Thompson's poem The Hound of Heaven, Vijay describes God as the one who lovingly pursues people, not to destroy them, but to bring them home. Psalm 23 ends not merely with sheep returning to a pen, but with God's people dwelling in the house of the Lord forever. Shameless plug 3 au 5 juin 2026 - SSTIC 2026 24 et 25 juin 2026 - Troopers 26 et 27 juin 2026 - leHACK 19 septembre 2026 - Bsides Montréal 1 au 3 décembre 2026 - Forum INCYBER - Canada 2026 24 et 25 février 2027 - SéQCure 2027 Description Le déclencheur : une attaque publique au WordCamp US En septembre 2024, Matt Mullenweg, fondateur de WordPress et dirigeant d'Automattic, profite de sa présentation de clôture au WordCamp US pour s'en prendre violemment à WP Engine, un hébergeur spécialisé WordPress. Il les qualifie de « cancer pour l'écosystème ». Le ton est d'autant plus choquant que les WordCamp sont des événements communautaires accessibles et abordables, portés par l'esprit de l'open source — le WordCamp Montréal, par exemple, ne coûtait que 50 dollars pour un weekend complet. WP Engine est un acteur majeur qui a bâti tout son modèle d'affaires autour de WordPress, offrant de l'hébergement dédié et ayant acquis plusieurs produits populaires, dont Advanced Custom Fields (ACF), un plugin utilisé par des millions de sites. Mullenweg reproche à WP Engine de générer d'importants revenus grâce à WordPress sans contribuer suffisamment au projet. Il avait d'ailleurs lancé l'initiative « Five for the Future », invitant les entreprises bénéficiant de l'écosystème à y consacrer 5 % de leurs ressources. Or, aucune obligation légale ne contraint quiconque à contribuer, et Mullenweg lui-même tire profit de l'écosystème via Automattic et WordPress.com. L'escalade : actions légales et blocages Trois jours après l'attaque publique, WP Engine réplique par une mise en demeure pour diffamation et extorsion. Le 25 septembre, Mullenweg bloque l'accès des serveurs de WP Engine au dépôt officiel de plugins et thèmes WordPress, empêchant des centaines de milliers de sites clients de recevoir leurs mises à jour, y compris les correctifs de sécurité. WP Engine doit alors développer en urgence des solutions de contournement. Le 30 septembre, la communauté découvre que WordPress.org — la plateforme qui héberge tout l'écosystème open source — appartient personnellement à Matt Mullenweg et non à la fondation WordPress, créée pourtant pour assurer transparence et gouvernance indépendante. Cette révélation amplifie l'inquiétude : une seule personne contrôle l'infrastructure sur laquelle repose près de 40 à 50 % des CMS du web, alors que le deuxième concurrent plafonne sous les 5 %. Le chaos interne et la prise de contrôle d'ACF En parallèle, les employés d'Automattic s'interrogent sur les agissements de leur patron, qui communique de façon impulsive sur les réseaux sociaux et son blogue. Mullenweg pose un ultimatum à ses employés : être avec lui ou partir, avec un délai de 24 à 48 heures. Environ 159 personnes, soit près de 10 % de l'effectif, choisissent de quitter l'entreprise. Mullenweg reprend ensuite le contrôle du plugin ACF au nom de la sécurité de l'écosystème, s'appuyant sur la licence GPL qui régit les extensions déposées sur le dépôt WordPress. Il crée un clone baptisé SCF (Secure Custom Fields) et redirige silencieusement les mises à jour d'ACF vers SCF, de sorte que la plupart des utilisateurs changent de plugin sans même s'en rendre compte. Cette manœuvre soulève de sérieuses questions sur la pérennité de SCF, un produit gratuit sans modèle économique ni équipe dédiée à long terme. Pour les agences comme celle de Maxime, la situation est un casse-tête : faut-il informer les clients, revenir à ACF, attendre ? L'équipe de Maxime décide de redéployer ACF sur les sites concernés, estimant que les clients sont pris en otage dans ce conflit. Les conséquences sur l'écosystème Mullenweg réduit drastiquement les contributions d'Automattic au projet open source, passant de 4 000 heures par semaine à environ 45, provoquant une stagnation du développement. La version 6.8 de WordPress accumule les retards. BlackRock, investisseur dans Automattic, dévalue ses parts. Des développeurs commencent à remettre en question la pertinence de publier sur le dépôt WordPress. Face à cette centralisation problématique, des initiatives émergent pour décentraliser la distribution des extensions. WP Engine rachète WP Packagist et Roots lance WP Packages, offrant des alternatives au dépôt officiel. L'adoption reste cependant un défi majeur pour les utilisateurs non techniques. L'arrivée de EmDash par Cloudflare Le 1er avril 2025, Cloudflare lance EmDash, une solution de gestion de contenu basée sur le framework Astro. Son approche distingue le contenu statique du contenu dynamique grâce au concept d'« îles », offrant de meilleures performances. EmDash isole également les plugins dans des sandbox pour renforcer la sécurité, contrairement à WordPress où un plugin défaillant peut compromettre tout le site. Maxime reconnaît l'intérêt technique de cette solution, mais tempère l'enthousiasme : aucun écosystème de plugins, aucune communauté établie, aucun expert disponible. Cloudflare a les moyens financiers de soutenir le projet, mais il est trop tôt pour y migrer des projets clients. WordPress n'est ni mort ni véritablement menacé à court terme. Perspectives La bataille juridique entre Automattic et WP Engine devrait connaître des avancées en juin 2025. Maxime anticipe une tentative de règlement hors cour de la part de Mullenweg, face à un WP Engine soutenu par un fonds d'investissement de plusieurs milliards déterminé à aller jusqu'au bout. Plus le conflit dure, plus il nuit à l'ensemble de l'écosystème. L'espoir reste qu'un retour à la maturité permette à chacun de poursuivre son activité dans un marché suffisamment vaste pour tous. This week's panel — "Tech, Rivalry, and Competing Visions of the Future" — turns to the domain that, more than any other, has come to define how Washington thinks about the U.S.-China relationship: technology, and especially AI. Once again, my deep thanks to Jessica Chen Weiss, ACF's inaugural faculty director, for organizing this terrific conference and for so generously letting me share this audio with Sinica listeners. Moderator Kat Duffy of the Council on Foreign Relations opens by interrogating the very framing of the panel: is "rivalry" actually the right word for what's going on between the U.S. and China in tech? The panelists give a range of answers — from "yes, because both sides believe it is" to Samm Sacks's pithy rejoinder that "rivalry serves specific actors and specific interests." From there the conversation ranges across the FCC's recent move to bar most foreign-made routers, the pitfalls of framing AI competition as a sprint to AGI rather than what Jeff Ding calls a "diffusion marathon," the many internal Chinas that get flattened in DC discourse, the cybersecurity reciprocity problem (Volt Typhoon, Salt Typhoon, and what President Trump tellingly admitted about all of it), and what it would actually mean for the U.S. to compete by being its best self — what one panelist memorably calls "Americamaxxing." There's a lot of substance packed into this hour, and a lot of generative pushback against received DC wisdom. Adam Bandt (pictured) is the newly appointed Chief Executive Officer of the Australian Conservation Foundation and just this week was a "guest" on a webinar organised by the foundation's community organiser, Dan Scaysbrook.Bandt has been the leader of the Australian Greens party, but lost his Melbourne seat in the 2025 Federal Election.His new role at the foundation as CEO sees him taking over from Kelly O'Shannasy, who had fulfilled that role for more than a decade.This statement appeared last year on the ACF website:Following more than a decade of outstanding service at the helm of Australia's national environment organisation, trailblazing leader Kelly O'Shanassy has announced she will step down as CEO of the Australian Conservation Foundation at the end of 2025.“It's been an honour to lead this powerhouse organisation and serve Australians who love nature and want climate action. It's a hard decision to step away — but unlike solar and wind, CEO energy is not renewable, and it's time for a break.“I leave knowing we have created so much impact for nature and people. Repasamos las novedades de los principales constructores visuales para WordPress, exploramos cómo la IA está cambiando el flujo de trabajo con código, y compartimos reflexiones y herramientas concretas sobre automatización, correo y gestión de proyectos. Elementor One y el editor v4: novedades y nuevos planes Elementor ha renovado su estructura de precios con los planes Elementor One, una capa premium que incluye herramientas de inteligencia artificial propias (Angie), plugins de optimización y accesibilidad integrados, y créditos de IA para generar código e imágenes. El cambio más relevante a nivel técnico es el editor v4, que introduce widgets rediseñados desde cero con soporte nativo de clases CSS. La transición será progresiva: los primeros widgets afectados son los más usados (heading, image, acordeón...), y durante un tiempo convivirán los antiguos y los nuevos. También se simplifica la interfaz, agrupando todas las opciones de estilo en una sola pestaña. Lo que antes tardaba 30 minutos haciéndolo a mano, la IA lo replica en 3 minutos con el mismo resultado. Las herramientas mencionadas para este flujo son VS Code con la extensión Roo Code (o Claude Code como alternativa), con soporte para modelos como Claude Opus, Sonnet, o modelos más económicos como LLaMA 3.3 para tareas de código estándar. La conclusión de Yannick es clara: en sus proyectos propios, ya no instalará un builder. Seguirá enseñando Elementor, Bricks y el resto en su curso, pero para su trabajo personal, el código + IA ha ganado la partida. Automatización con FFmpeg y Automator: adiós a las webs de utilidades Elías comparte una reflexión práctica sobre la automatización local: todo lo que antes hacía en webs de terceros (extender imágenes, añadir fondos degradados a capturas...) ahora lo resuelve con FFmpeg desde la terminal, integrado en flujos de Automator como Quick Actions del Finder. El proceso es simple: pedirle el comando a ChatGPT, pegarlo en un workflow de Automator, y asignarlo como acción rápida con botón derecho. El resultado es una herramienta nativa, sin dependencias externas, sin fricción y sin tener que abrir el navegador. La reflexión de fondo es más interesante que el truco en sí: automatizar es programar, y el salto mental no es "me voy a hacer una app nativa" sino "tengo los ingredientes, solo tengo que juntarlos en un flujo". La IA baja la barrera de entrada para ese paso. ChatGPT Apps: los conectores se convierten en MCPs ChatGPT ha renombrado sus conectores como Apps y ha ampliado la oferta. Entre las disponibles, Elías prueba la integración con Stripe para analizar ingresos directamente desde el chat, con confirmaciones por transacción. La URL de autorización revela que se trata de MCPs bajo el capó (Stripe MPC by ChatGPT). También está disponible Google Drive, entre otras. El potencial es evidente: gestionar herramientas del negocio desde una interfaz conversacional sin instalar nada. Registro SPF y correo en Gmail: lo que tienes que saber Elías detecta un problema de entrega de correo causado por un registro SPF mal configurado. Al usar reenvío desde su dominio hacia Gmail, el hosting (que usa Mail Channels como servicio de envío) no estaba autorizado en el registro SPF, provocando errores. La recomendación es mantener el registro SPF limpio: solo las herramientas activas (hosting, facturación, marketing...) y eliminar las que ya no se usan. Usar el dominio del proveedor en lugar de IPs individuales es más robusto ante cambios. Nota relevante: Gmail ha eliminado el acceso POP3 en cuentas gratuitas. Si usabas Gmail para consultar correo de tu dominio por esta vía, toca migrar a reenvío, a Google Workspace, o integrar el correo directamente en una herramienta de gestión como ClickUp. Herramientas recomendadas en el episodio Además de todo lo anterior, se presentan brevemente: Shots.so — para añadir fondos degradados y marcos a capturas de pantalla, con opción de arrastrar y descargar. También la de ChatDB. Tldraw — pizarra gratuita para hacer esquemas y flujos, con soporte de flechas con texto y colaboración en tiempo real. PreviewAI.app — plugin de probador virtual de ropa para WooCommerce: el usuario sube una foto y ve cómo le quedan las prendas. Reflexión sobre pagos y gestión de clientes como freelance Elías comparte un cambio en su estructura de cobro para eventos de DJ: de tres pagos a dos (50% reserva + 50% tras el evento), con una justificación clara de lo que cubre cada pago. La reflexión extrapolable a cualquier freelance: llamar "primer pago" en lugar de "adelanto" o "fianza" cambia la percepción del cliente sobre si ese dinero es o no recuperable. El negocio está vivo y hay que ir adaptando las condiciones a los tipos de clientes con los que trabajas, o bien mantener tu posición y atraer a los clientes que encajan con ella. Conclusión El episodio 245 deja claro que el desarrollo WordPress está en un punto de inflexión. Los builders no van a desaparecer de un día para otro, pero para quien tiene base técnica, trabajar con código + IA empieza a ser más rápido, más limpio y con más control que arrastrar bloques. The "seed" represents the word of God or the message of the kingdom. The "sower" is ultimately the Holy Spirit, though God often uses people to spread the word. This teaching breaks down four specific soil types: the hard path where the word is snatched away by the enemy, the rocky ground where faith lacks depth and withers under trial, the thorny soil where worldly worries and the deceitfulness of wealth choke out spiritual growth, and the good soil where the word is understood and produces an abundant crop.In this teaching Dave Bigler emphasizes that believers may find themselves transitioning between these soil types depending on their season of life. A central theme is the importance of maintaining "good soil" by trusting God as the ultimate gardener rather than relying on one's own efforts. This involves resisting the "weeds" of busyness and material security, which can lead to a lack of spiritual maturity. The lesson concludes with an encouragement to enter into God's rest and allow the Holy Spirit to transform the heart from the inside out, ensuring that the word remains fruitful rather than being choked out by life's distractions.

The valve seat separated from the cylinder barrel and dropped down, striking the piston crown. He's wondering if he did anything to cause this, despite never exceeding 425 degrees CHT. The hosts agree that it was probably a manufacturing error, even though the cylinder had a few hundred hours on it. Mike said the only way this can happen is with a manufacturing problem or a high heat event. Larry has an early SR22 with 3,300 hours on the engine. It's not in need of an overhaul now, but Larry has read those early SR22 cases are more robust, and he's wondering when the time comes if he should overhaul or do a factory reman. The hosts aren't aware of any particular issues that make cases from that generation better, but they do offer some sound advice on the reman versus overhaul question. Mike said that if the engine has been treating him well that Larry should overhaul it. And if it's been a lemon, send it off and get a new one from the factory. Larry is a little worried about resale, since people are skiddish with high-time engines. Mike suggests that an airplane with run-out engines is the best investment because it's been fully depreciated. Any additional time is essentially free. Terry has been looking for a 182 and he saw one in California with corrosion. He wonders how much corrosion is too much. Paul said that according to Terry's photos, he wouldn't think twice about buying the airplane. The general rule is that you can take off only 10 percent of a structure and not worry about it. The skin on top of the wing where the corrosion can be seen is only 25 thousandth of an inch, which means you could only take off 2.5 thousandth of an inch and still use that skin. White splotching can be seen in the photos, and Paul said it's common for airplanes of that vintage, and not to repair it. Instead, he recommends spraying it with ACF-50 or Corrosion-X every few years. Doing so will stop the spread and not allow any further damage.

Justice is coming. Economy Canada Trying to Find Trade Partners   Prime Minister Mark Carney reflects a particular reality of the problem their economy will face in 2026. It appears that Canadian government officials have finally recognized the Trump administration plans to dissolve the USMCA or what Canada calls CUSMA next year.  With that reality they have a big problem. Mexico has been working throughout the year to initiate economic policies in alignment with the United States.  However, structurally and politically this is an alignment that is impossible for Canada to do.  Like many contracting European countries, the economic policies of Canada are centered around their climate change agenda and green energy goals. In order for Canada to position their economy to be in alignment with the rest of North America (USA and Mexico), Carney would have to reverse years of legislated rules and regulations.  That is not going to happen, and Canada will always be at a disadvantage because of it.   With three quarters of their economic production tied to exports into the USA, and with the USMCA likely to be dissolved in favor of a bilateral trade agreement, Canada now has to find other markets for its products or lower all the trade barriers currently in place.  Prime Minister Mark Carney is trying to find alternative markets. Carney has looked toward Europe, but that is a closed trade bloc difficult to engage.  Carney has looked to southeast Asia, but that is an export driven market with limited capabilities to import costly western products.  Carney has looked to Japan and China, but on scale there's little to be gained. The question is, where can Canada send its products if not to the USA.   The brutally honest answer is nowhere.  There just isn't any other market, or combination of markets, who could replace the consumer base of the USA.  Canada is refusing to admit this reality and 2026 is going to be a harsh awakening for the Canadian people. Among the most jaw-dropping revelations: tens of thousands of payments were made to people who were already DEAD, and thousands more went to recipients who may not have even been eligible to receive taxpayer-funded housing assistance at all, the New York Post first reported. Buried in the HUD report is a stunning admission that federal systems failed to stop payments to 30,054 deceased individuals who were either still listed as active tenants or continued receiving rental assistance after their deaths. HUD officials acknowledged that only after cross-checking Treasury databases did they finally identify the scope of the problem — meaning for years, taxpayers were unknowingly footing the bill for people who no longer exist. “[Over] 30,000 dead people receiving housing isn't an accident — it was systematic fraud by Biden and the left. HUD will hold those who defrauded the American taxpayers accountable,” HUD Secretary Scott Turner wrote on X. Virginia Code §§ 23.1-502 and 23.505.1 explicitly classify illegal aliens as Virginia residents based on certain conditions. That classification makes illegal aliens eligible for reduced in-state tuition and state-administered financial assistance for public state colleges and universities while U.S. citizens from other states are ineligible for the reduced tuition and must pay higher out-of-state tuition rates. This is not only wrong but illegal. The challenged act's discriminatory treatment in favor of illegal aliens over U.S. citizens is squarely prohibited and preempted by federal law, which provides that “an alien who is not lawfully present in the United States shall not be eligible on the basis of residence within a State . . . for any postsecondary education benefit unless a citizen or national of the United States is eligible for such a benefit . . . without regard to whether the citizen or national is such a resident.” 8 U.S.C. § 1623(a) (emphasis added). This is not a process that private individuals can initiate or “do” themselves; it is exclusively handled by the federal government through judicial proceedings in U.S. district court. It cannot be done administratively by U.S. Citizenship and Immigration Services (USCIS) alone, following a court ruling in 2000 that limited such authority. Grounds for DenaturalizationUnder the Immigration and Nationality Act (INA), denaturalization can only occur based on specific legal grounds. These include: The individual did not meet statutory requirements for naturalization at the time, such as lawful permanent residence, good moral character, required periods of residence or physical presence, or attachment to the principles of the U.S. Constitution (INA 316 and INA 340(a)).  The person hid key information or lied during the naturalization process (e.g., on Form N-400 or in interviews), and this directly led to approval. The fact must be “material,” meaning it could have influenced the decision (INA 340(a); see Supreme Court case Kungys v. United States, 485 U.S. 759 (1988)). Within five years after naturalization, the person joins or affiliates with the Communist Party, a totalitarian party, or a terrorist organization, which is seen as evidence of lacking attachment to the U.S. Constitution (INA 313, INA 340(c), and INA 316(a)(3)). For those who naturalized based on U.S. military service, revocation can occur if they receive a discharge under other-than-honorable conditions before completing at least five years of honorable service (INA 328(f) and INA 329(c)). These grounds apply only to naturalized citizens (those who went through the full process, including application, interview, approval, and oath). U.S.-born citizens cannot be denaturalized under these provisions. The process is initiated and pursued by the government, not individuals. Here’s a high-level overview:  USCIS or other agencies (like the Department of Homeland Security) identify potential cases through audits, investigations, or tips about fraud or ineligibility. If there’s sufficient evidence, USCIS refers the case to the Department of Justice (DOJ) via the U.S. Attorney’s Office. Coordination happens through USCIS’s Office of the Chief Counsel. Judicial Proceedings: The DOJ files a complaint in federal district court under INA 340(a). The government must prove its case by “clear, convincing, and unequivocal evidence” that leaves no doubt. This is a high standard, and the process can take years. Criminal Revocation: If the case involves fraud, the DOJ may pursue criminal charges under 18 U.S.C. 1425 (unlawful procurement of citizenship). A conviction automatically revokes naturalization under INA 340(e), with proof required beyond a reasonable doubt. If the court rules in favor of revocation, it issues an order canceling the Certificate of Naturalization, which the person must surrender. Citizenship is revoked retroactively to the original naturalization date, reverting the individual to their prior immigration status (often lawful permanent resident, but this could lead to deportation proceedings under INA 237). USCIS updates records and notifies the Department of State. The California Air Resources Board (CARB) will now be required to present a proposal to repeal the high-priority fleets and drayage requirements of the ACF. A public hearing on this proposal needs to be held before October 31st. Regarding potential tariff changes, reports suggest the Trump administration may cut tariffs on China imports from a current broad rate of 145% to as low as 50%. While the White House has dismissed this as conjecture, Treasury Secretary Scott Bessent is scheduled to meet with Chinese officials for trade talks soon. The session was held on Monday, February 3, and was called “Getting China Right.” On today's show, we've got U.S. Senator Andy Kim of New Jersey, one of the best-informed and sensible legislators focused on China today. He'll be in conversation with James Steinberg, dean of SAIS, who also served as Deputy Secretary of State from 2009 to 2011. You'll hear introductory remarks from Jim and from Jessica Chen Weiss, inaugural faculty director ACF and David M. John Forsyte has led Pacific Symphony since 1998, during which time it has emerged as the largest orchestral institution founded in the U.S. in the past 50 years. Under his leadership, the Symphony has grown in national and international stature. Pacific Symphony made its debut at Carnegie Hall in 2018 as one of two orchestras invited to perform in Philip Glass' 80th birthday celebration. That same year, the Symphony embarked on its first tour of China, performing in five major cities. The 2017-18 season culminated with the Symphony's first nationally televised appearance on PBS's Great Performances. During the COVID-19 pandemic, Forsyte spearheaded innovative community engagement efforts, including hundreds of video productions for schoolchildren and nonprofit partners. The Symphony also launched Symphony on the Go, a mobile stage concert series offering free performances in neighborhoods throughout the region. For its dedication to serving the community during this challenging time, Pacific Symphony was recognized as the Nonprofit of the Year for the Central/South Orange County region. Forsyte's decades-long collaboration with Music Director Carl St.Clair has pioneered new concert formats and audience engagement methods, helping build an audience base that better reflects the demographics of Orange County. These initiatives include semi-staged opera productions, annual children's offerings, the innovative Café Ludwig chamber music series with Orli Shaham and Pacific Symphony principal musicians. A major milestone in Forsyte's tenure was the creation of the American Composers Festival (ACF). The festival has featured thematic and contextual programs, world premieres, commissioned works, and performances of rarely heard pieces, highlighting the Symphony's commitment to innovative and compelling programming. Over the years, the ACF has garnered critical acclaim and featured prominent composers such as John Adams, Philip Glass, and William Bolcom, and has attracted a wide range of audiences, further solidifying Pacific Symphony's reputation as a leader in promoting American music. During Forsyte's tenure, Pacific Symphony became the only orchestra in California to receive a James Irvine Foundation New California Arts Fund Grant. This supported the creation of the Building Communities Concert Series, featuring cultural celebrations such as Lunar New Year, Nowruz, and a free family festival around the Lantern Festival, further expanding the Symphony's engagement with the region's diverse communities. Pacific Symphony has expanded its community engagement programs, creating transformative initiatives like arts-X-press (a middle school arts immersion camp), Heartstrings (a partnership with 47 nonprofit organizations), the free Lantern Festival, Strings for Generations in partnership with the South Coast Chinese Cultural Center, and Santa Ana Strings. Under Forsyte's guidance, the Symphony's award-winning music education offering, the Freida Belinfante Class Act program, has grown from 7 to 30 schools. A strategic priority during Forsyte's tenure has been the expansion of the Pacific Symphony Youth Ensembles program. This initiative now includes four distinct groups: Pacific Symphony Youth Orchestra, Pacific Symphony Youth Wind Ensemble, Pacific Symphony Santiago Strings, and Pacific Symphony Youth Concert Band. Together, these ensembles serve over three hundred students annually, offering exceptional training and performance opportunities for young musicians across Southern California. The program's transformative impact is demonstrated by the high rate of students accepted into leading music conservatories and universities. Under Forsyte's leadership, Pacific Symphony has maintained a balanced budget for more than two decades while significantly increasing its fundraising efforts. Contributed income has grown fivefold, and the organization has raised an additional $35 million for its endowment during this period. Forsyte's contributions to the arts have been widely recognized. He has been honored with the Helen M. Thompson Award from the American Symphony Orchestra League and the Helena Modjeska Cultural Legacy Award by Arts Orange County.
