Carbon offsetting is a carbon trading mechanism that allows entities to compensate for their residual carbon emissions by investing in projects that reduce, avoid, or remove emissions elsewhere. While this approach can contribute to climate goals, it often faces criticism for potentially allowing companies to sidestep substantial decarbonization efforts. Additionally, verifying the benefits of offsets is a significant challenge and some projects may promise more than they can deliver. In this episode, James and Daisy chat about the complexities of carbon offsets and carbon markets. What are the differences between the voluntary and compliance carbon markets? Is offsetting better than doing nothing? Is the word “offset” inherently problematic?SOME RECOMMENDATIONS:Five Times Faster – a book by Simon Sharpe, where he argues that “in our fight to avoid dangerous climate change, science is pulling its punches, diplomacy is picking the wrong battles, and economics has been fighting for the other side.”ISSD (2023) – We loved this article by Scott Vaughan and Charles Di Leva on international carbon markets.International Journal of Sustainable Energy (2023) – James contributed to this methodology alongside Daniel Morrell and Felix Dodds. London's blue-chip index lifted again on Tuesday after fresh data highlighted a decline in unemployment in the UK. Unemployment took an unexpected plunge over the three months to June, while economic inactivity climbed to a 13-year high, official figures showed on Tuesday. Chancellor Rachel Reeves commented that there was “more to do” in supporting people into work, with many out due to long-term sickness, adding it will be tackled in the budget later this year. Meanwhile, an uptick in wage growth has fuelled questions over whether the Bank of England should further cut rates this year. Figures from the ONS showed wages climbed by 5.4% between April and June, compared to 5.7% in the previous three months. Additionally, grocery prices climbed at a faster rate over the month to August 4 for the first time since March last year, according to Kantar data. She is an urban planner with more than two decades of global sustainable infrastructure delivery, rail system planning, design, and construction, and land use/ transportation planning experience. Margaret's expertise is with complex transportation infrastructure projects, as well as international urban development throughout North Africa and the Middle East.Ted and Margaret discuss her background, growing up in Illinois, studying Eastern History, and later earning a Master of Urban and Regional Planning at the University of Illinois, Urbana-Champaign. She went on to do some graduate work in Tunisia, focused on social housing and the nexus to transportation.Margaret's project management experience includes managing a diverse team of experts as well as managing planning and sustainability tasks for major projects, such as the Masdar Institute of Science and Technology, Chicago's Sustainable Urban Infrastructure Guidelines, Anacostia Waterfront Transportation Infrastructure Master Plan, and the Lower Georgia Avenue Streetscape Project. She was appointed by Governor Newsom in 2019 to be the Director of Planning and Sustainability at California High-Speed Rail. Her duties include policy development and implementation, station and station area planning, greenhouse gas emissions inventory, tracking, and offsets, renewable energy planning, sustainable design, and district-scale sustainability approaches.As an AICP (American Institute of Certified Planners) urban planner and Envision Sustainability Professional, she previously led the sustainability division for the Authority as a consultant. Cederoth oversaw corporate sustainability initiatives for WSP USA, the Authority's Rail Delivery Partner. That work included a commitment to carbon neutral operations and the development of training and tools for implementing sustainability approaches on a range of infrastructure projects.

Displacing fossil fuels with alternative energy sources may seem small in scale compared to the overall demand. However, it is crucial for leading brands to authentically uphold their net zero commitments and inspire other companies to join them. The importance of embracing innovation, energy efficiency, and sustainable living, lies in their ability to create a more thoughtful, connected, and sustainable future for all. To move forward, we must embrace a more community focused way of life. Approximately 9% of global carbon emissions are emitted during steel production. To address this, there is a growing need for increased efficiency and thoughtful design to reduce the creation and disposal of preventable waste. By using wind energy to break water into Oxygen and Hydrogen, wind energy can be stored in the form of “green hydrogen”. Today Joe is a senior research fellow at the University of Pennsylvania Centre for Science, Sustainability and Media. Part 1 focuses on the how offsets are misused by big brand names and nations in unregulated markets to peddle lies to the public. In Part 2 we discuss how this impacts the NDC accounting systems that underpin the Paris Agreement and expose much less well off countries to yet another form of what Joe calls Climate Imperialism.  In Part 3 we discuss how COP28 does not bode well having an oil boss as the president and how all these strands come together to reinforce the notion that the UNFCCC process is set-up to fail.

The past week has seen a series of sweeping global developments — from the military mutiny in Russia that was suddenly averted, to the historic US visit by India's Prime Minister Narendra Modi. At the same time US Secretary of State, Anthony Blinken, met with Chinese President Xi Jinping in Bejing with trade and mutual cooperation on the table. These major events, amidst unfolding regional drama and changes, could portend opportunities for the US and free markets, according to DICK BOVE, chief financial strategist at ODEON CAPITAL GROUP.  “China took a major hit last week,” says BOVE. “But the biggest coup of all was India, they can't be anti-US anymore.” The CONVERSATION looks in more detail at this seeming pivot in global commerce and trade. “China is an export dependent economy, if it does not export, it does not have an economy,” says MAT VAN ALSTYNE, ODEON co-founder and managing partner, underlining one of China's main priorities and the benefits of peaceful co-existence with neighbors. What could go wrong? JOHN AIDAN BYRNE raises questions about the internal stability of the Chinese economy from high youth unemployment to a weak consumer sector. New data from BOVE shows the US money supply as a share of the world's money supply, has been steadily declining — from a high of nearly 90 percent in the 1950s to some 20 percent in recent years.  We examine what that means for the greenback. The pace was 2% below where it was at the onset of the COVID-19 pandemic and down 33% from its recent peak in late 2020. The Commerce Department said the median price fell 8% from April 2022 to just under $421,000. Wednesday No major reports Thursday The four-week moving average for initial unemployment insurance claims was unchanged with just one increase in the last six weeks, according to new data from the Labor Department. An indication of employer reluctance to let workers go, the moving average was down 37% from its long-time average going back to 1967. Some 1.6 million Americans received jobless benefits in the latest week, down 2.8% from the week before but up 24% from the year before. The U.S. economy grew slightly faster than initially estimated in the first quarter, rising at an annual rate of 1.3%. At first, the Bureau of Economic Analysis figured gross domestic product grew at a 1.1% annual pace, but consumer spending, exports, government spending and commercial investments increased more than estimated. Offsets occurred in part through declines in inventories and decreased residential spending – for the eighth consecutive quarter. The inflation-adjusted level of GDP was up 1.6% from the first quarter of 2022 and was 6.8% above the pre-pandemic peak. The Federal Reserve Board's preferred inflation indicator showed a 4.2% increase from the year before, unchanged from previous estimates. The National Association of Realtors said its pending home sales index was unchanged in April but down more than 20% from April 2022 and down about 21% from what the trade group considers normal. The association blamed limited inventory and affordability challenges for a lull in commitments from homebuyers. Having more houses for sale, the Realtors said, would spur sales. Friday The Bureau of Economic Analysis said consumer spending rose 0.8% in April, the fourth gain in a row and the highest since January. Personal income meanwhile rose 0.4%, sending the personal saving rate down to 4.1% of disposable income, the first dip in seven months. In the same report, the Federal Reserve's preferred gauge of inflation rose 4.4% from April 2022, up from 4.2% in March. That's down from a four-decade high of 7% last June but more than double the Fed's long-term target of 2% inflation. A precursor to spending, consumer sentiment, declined further in May, erasing half the gains made since hitting an all-time low last June. The University of Michigan said descending sentiment mirrored how consumers reacted to the partisan debt ceiling standoff in 2011. Surveys showed consumers steady on inflation expectations and personal financial outlooks but worried that a recession would inflict lasting pain. The Commerce Department said military aircraft boosted durable goods orders 1.1% in April. Excluding the volatile transportation sector, orders slipped 0.2%; excluding military equipment, orders declined 0.6%. The Edmonton Oilers had a legendary performance by Leon Draisaitl, who scored all four of his team's goals in VGK's opening series win 6-4. But every time Draisaitl scored a goal, VGK had a near-immediate response. After Draisaitl's opening goal, on the power play, VGK's Ivan Barbeshev scored :40 later. Then Michael Amadio, then Mark Stone. Draisaitl went to the trick shot on a goal behind tendy Laurant Brossoit that caromed off the back of Brossoit and into the net. After a scoreless second period, Draisaitl's hat trick goal was met by Barbeshev's second goal - the response just 1:01 after the Edmonton goal. Chandler Stephenson scored quickly after that on a horrible Oilers line change that eventually cost them the game. Jack Eichel added an empty netter when he picked the pocket of Conner McDavid late in the game. VGK's defense played well in spurts - they held the Oilers without a shot for 13 minutes in the opening period and cleared the puck whenever it appeared to be a long Edmonton possession. These initiatives give states a new revenue source by charging companies to protect state forests, in exchange for carbon offsets needed to reach their corporate net-zero commitments. But environmentalists have concerns about whether these programs are actually effective and state legislatures aren't always on board. POLITICO's Jordan Wolman breaks down how states are balancing environmental concerns, industry interests and the need to generate revenue. I've decided to donate $240 to both GovAI and MIRI to offset the $480 I plan to spend on ChatGPT Plus over the next two years ($20/month).I don't have a super strong view on ethical offsets, like donating to anti-factory farming groups to try to offset harm from eating meat. That being said, I currently think offsets are somewhat good for a few reasons:They seem much better than simply contributing to some harm or commons problem and doing nothing, which is often what people would do otherwise.It seems useful to recognize, to notice, when you're contributing to some harm or commons problem. I think a lot of harm comes from people failing to notice or keep track of ways their actions negatively impact others, and the ways that common incentives push them to do worse things.A common Effective Altruism argument against offsets is that they don't make sense from a consequentialist perspective. If you have a budget for doing good, then spend your whole budget on doing as much as possible. If you want to mitigate harms you are contributing to, you can offset by increasing your "doing good" budget, but it doesn't make sense to specialize your mitigations to the particular area where you are contributing to harm rather than the area you think will be the most cost effective in general.I think this is a decently good point, but doesn't move me enough to abandon the idea of offsets entirely. A possible counter-argument is that offsets can be a powerful form of coordination to help solve commons problems. By publicly making a commitment to offset a particular harm, you're establishing a basis for coordination - other people can see you really care about the issue because you made a costly signal. This is similar for the reasons to be vegan or vegetarian - it's probably not the most effective from a naive consequentialist perspective, but it might be effective as a point of coordination via costly signaling.After having used ChatGPT (3.5) and Claude for a few months, I've come to believe that these tools are super useful for research and many other tasks, as well as useful for understanding AI systems themselves. I've also started to use Bing Chat and ChatGPT (4), and found them to be even more impressive as research and learning tools. I think it would be quite bad for the world if conscientious people concerned about AI harms refrained from using these tools, because I think it would disadvantage them in significant ways, including in crucial areas like AI alignment and policy. Unfortunately both can be true:1) Language models are really useful and can help people learn, write, and research more effectively2) The rapid development of huge models is extremely dangerous and a huge contributor to AI existential riskI think OpenAI, and to varying extent other scaling labs, are engaged in reckless behavior scaling up and deploying these systems before we understand how they work enough to be confident in our safety and alignment approaches. And also, I do not recommend people in the "concerned about AI x-risk" reference class refrain from paying for these tools, even if they do not decide to offset these harms. The $20/month to OpenAI for GPT-4 access right now is not a lot of money for a company spending hundreds of millions training new models. But it is something, and I want to recognize that I'm contributing to this rapid scaling and deployment in some way.Weighing all this together, I've decided offsets are the right call for me, and I suspect they might be right for many others, which is why I wanted to share my reasoning here.
