Officials at the Haldane, Garrison and Beacon school districts, like many across the country, are vowing to protect undocumented immigrant students from President Donald Trump's push for mass deportations. Concern about raids by U.S. Immigration and Customs Enforcement (ICE) agents at schools arose after the Trump administration on Jan. 21 reversed a policy enacted more than a decade ago barring raids in "sensitive locations," such as schools and churches. Allan Wernick, a Cold Spring resident who is an attorney and founder of Citizenship Now! at The City University of New York, said he believes ICE raids on workplaces are more likely than those on schools. "I wouldn't be too concerned that they're going to come to some [local] school" to detain students, he said. "It's not a very good use of resources." Superintendents at the three local districts said this week that federal agents would not be permitted on school grounds without a court order. "Law enforcement agencies can't just come in and request to see a student, talk to a student, interrogate a student or detain a student," said Gregory Stowell, superintendent of the Garrison district. Stowell said the district would consult its attorney before proceeding if ICE agents show up with a court order or warrant. Haldane Superintendent Carl Albano and Beacon Superintendent Matt Landahl each said the same. The superintendents emphasized that state and federal laws do not require districts to record the immigration status of students. During a Beacon school board meeting on Monday (Jan. 27), a retired schoolteacher, Vicki Fox, urged district officials to hold "know your rights" workshops and to encourage immigrant families to create preparedness plans. Parents should also understand the difference between a search warrant signed by a judge and "something just signed by an ICE official, which does not go along with the Fourth Amendment for searches," Fox said. Landahl said Beacon administrators planned to meet soon with the district's attorneys and that bilingual staff members have been helping immigrant families prepare. "We're working as an administrative group to make sure we're as well-informed as possible," he said. "I think that's the only thing we can do right now." Guidelines issued earlier this month by New York State reinforce that all children ages 5 to 21 who have not received a high school diploma are entitled to a free public education. Districts may not refuse enrollment based on national origin, immigration status, race or language proficiency, among other grounds. In addition, the U.S. Supreme Court ruled in 1982 that students may not be denied a free public education based on their immigration status or that of their parents or guardians. The state guidelines also instruct schools not to release students' personal information, including immigration status, citizenship or national origin. Landahl said in an email to community members on Jan. 22 that the Beacon district's code of conduct limits law enforcement access to students during the school day. "I should also note that we have a very collaborative relationship with local law enforcement, and they are in our buildings frequently for drills, school walkthroughs and athletic and other events, and we welcome that," he wrote.

Board creates task force to evaluate safety needs Does the Garrison School need armed police protection? That's the question to be considered by a task force created by the school board at its Jan. 8 meeting. "We're concerned about safety, as all schools across the country are, particularly when it comes to gun violence or violence on school grounds," said Greg Stowell, the superintendent of the district, which has about 200 students from pre-K through eighth grade. The task force, consisting of parents, teachers, board members and residents, will consider whether to include funding in next year's budget for a school resource officer (SRO) or a special patrol officer (SPO). In Putnam County, SROs are sheriff's deputies with training to work in schools and teach classes on topics such as personal safety, cyberbullying and drug awareness. SPOs are retired officers who typically focus only on safety. Both are armed. The annual cost would be about $100,000 for an SRO or $70,000 for an SPO, Stowell said. Haldane has an SRO. The Beacon district has considered SROs but in 2018 hired a retired city police officer as its first director of security. He oversees unarmed security monitors, with one assigned to each elementary school, four to Rombout Middle School and six to Beacon High School. Garrison discussed the issue in 2020 and is reconsidering it at the request of the Garrison Teachers' Association. Lauren Johnson, the co-president, said teachers favored an "extra layer" of security. "My children have SROs in their school," said Johnson. The officer is "a valued member of their communities. It's something that would be a value added to our district." At the Jan. 8 meeting, Stowell said data about the effect of police officers in schools is mixed. On one hand, he said, "it can foster a great sense of security" and help strengthen relationships with law enforcement. Conversely, a police officer could "create a more punitive environment" with the potential for arrests for minor infractions. Because Garrison doesn't have a high school, Stowell said he doubted the district would need the more comprehensive presence of an SRO. He said Garrison is the only district in Putnam County without an SRO or SPO. He also said the district could consider hiring an unarmed security guard. "It's always a question of how to best allocate resources," said Dan Jasnow, the board vice president. "My instinct is always to put as much of our resources as we can into the educational mission." He added, however, that if an officer is needed to facilitate that mission, "that's something we have to take very seriously." Board member Eric Arnold said there were inexpensive ways to improve safety at the school without bringing in an armed officer, including education about firearms safety and the role of law enforcement, and listening for signs that students might be disturbed enough to commit violence. He pointed out that many school shooters say things to friends or post on social media about their plans. At Haldane, the SRO plays an important role in promoting safety, said Carl Albano, the district's interim superintendent who formerly held the same position at Garrison. As an example, he noted that Haldane's officer, Anthony Tolve, helps with traffic safety, especially with speeding high school drivers. "To have someone doing traffic control, safety training and going into the classrooms in a high school is valuable," said Albano. He said the SRO will also provide gun safety training if the school learns a student has access to weapons in a home. He added that the SRO has not led to a more punitive environment because discipline is overseen by principals.

Students concerned about what's ahead for planet Every spring for the last five years, Aaron Burke, the librarian at South Avenue Elementary in Beacon, has led students to nearby Fishkill Creek to stock the stream with 3-inch brown trout. While watching the 60 or so fish grow in a 55-gallon aquarium in the basement library, the children give them names like Fred and Bob. Burke hopes to get kids to put down their video games and foster a love of nature. "There are very few kids playing outside," he said. "If you don't have any feelings about the environment, you're not going to change your behavior." Burke is among a growing number of educators in the Highlands who are part of a climate-education movement, teaching students about the changing environment and helping address what has been called "climate anxiety." One survey found that nearly 60 percent of students said they are "extremely worried" about climate change, while 85 percent are at least "moderately worried." Leah Alper, who teaches about climate change at Haldane in her environmental science elective, said she has seen that worry firsthand. "Students want to talk about it," she said. Sofia Kelly, a junior who founded the Habitat Revival Club, which has 40 members, agreed. "We had 80-degree weather in October," she said. "It's frightening." "This generation is going to be facing real challenges with regard to climate change, and we need to start educating them accordingly," said Greg Stowell, superintendent for the Garrison district, one of 53 schools designated by the U.S. Department of Education this year as a Green Ribbon School for environmental education, sustainability practices and improved health and wellness. Last month, the state Department of Education unveiled a plan to include climate education in a widespread revamping of New York's high school graduation requirements. A curriculum is expected by the fall of 2026. New York is following the lead of a handful of states that have mandated climate education, including New Jersey, Connecticut, California and Illinois. Colorado high school graduates can receive a seal of climate literacy on their diplomas by demonstrating mastery. About 75 percent of districts nationwide teach about climate change to some extent, according to a survey by the North American Association for Environmental Education. However, it also found teachers are concerned about the lack of standardized curricula and administrative support. At Haldane, Christian Hoolan weaves climate-related lessons into his discrete mathematics class, an elective popular with seniors. For example, the class analyzed the cost of heating and cooling Hoolan's home. "We dissected my Con Edison bill and figured out what it means when the price of energy is 8 cents per kilowatt-hour," he said. In the Garrison district, middle school students create journals in English and Language Arts classes about the environment. "We start with connecting kids to nature," said Rachel Arbor, the director of environmental education. "Before we start learning about climate problems, we need to deal with our personal relationship with the environment." Arbor recently published an article in Environmental Education Research about how nature journaling can improve mood among middle schoolers. She was one of nine teachers nationwide selected this year to receive a Presidential Innovation Award for Environmental Educators from the Environmental Protection Agency. Arbor, who lives in Beacon, is leaving the district in January to focus on her consulting firm, Gaia Scholastic. The district has hired her successor, Christa Buccola Henriquez, and Stowell said it plans to continue to host an annual youth climate summit where area students and professionals come to Garrison to discuss climate-related topics.

Wyatt Stowell was nominated as a Beck's Player with Heart for his commitment and passion on and off the field and mat. What he loves most about high school sports is the life lessons and comradery involved in competition that will last his entire life. Through soccer and wrestling, he has learned so much about teamwork, hard work, and how to solve problems under extreme stress. Throughout high school, Wyatt has been a member of the varsity boys soccer team and varsity wrestler. He is also an active member of the Waupun FFA serving as the reporter his sophomore year, parliamentarian his junior year, and secretary this year. Wyatt has raised market and show pigs for the past 8 years as part of his FFA and 4-H projects. This year, he was given the opportunity to teach others about pigs by taking one of his piglets to his high school's animal lab. Wyatt has been very involved in his community. He is a member of St. John's Evangelical Lutheran Church where he serves as an usher. In FFA and 4-H, he has participated in many events that helped support his community. Agriculture to Wyatt is not just an industry or job, but a community that supports each other. It is filled with amazing people that have a passion for growing and raising quality products to supply food to their communities, country, and world. Wyatt plans to continue his education into college where he wants to pursue a degree in animal science or dairy science at either UW-River Falls or Iowa State University.
