Reforms Include Repealing 50-a; Banning Chokeholds; Prohibiting Race-Based 911 Calls; and Appointing Attorney General as Independent Prosecutor for Police Involved Deaths Following Killing of George Floyd, Governor Proposed the 'Say Their Name' Reform Agenda to Reduce Inequality and Reimagine the State's Criminal Justice System Signs 'New York State Police Reform and Reinvention Collaborative' Executive Order Requiring Local Police Agencies to Develop a Plan Based on Community Input by April 1 to be Eligible for Future State Funding Confirms 822 Additional Coronavirus Cases in New York State - Bringing Statewide Total to 381,714; New Cases in 39 Counties Governor Cuomo: “Criminal justice reform should be done on a national level. And the House has been very aggressive on reform, the Congress, and I applaud them for it. But New York State is the progressive capital. We never sit back and say just what the nation should do, we show the nation what it should do. We lead by example and we lead by getting it done. We are a state of action and that's us at our best.” Cuomo: “Moving forward, there is still more to do, and we're going to do it in the state of New York. The truth is this, police reform is long overdue, and Mr. Floyd's murder is just the most recent murder. This is not just about Mr. Floyd's murder. It's about being here before, many, many times before. It is about a long list that has been all across this country that always makes the same point, injustice against minorities in America by the criminal justice system. And today is about enough is enough.” Rev. Al Sharpton: “To give the executive order that he has given — let us be very clear. There is no governor in this country that has said what he said this morning. He and I are debating sometimes, but he has, in many ways, done things that even I did not expect. To say that every mayor must come up with a plan along these areas or they will withhold state money, is a model for where we ought to be dealing with 21st century civil rights in this country. Make no mistake: this is a new level that all other 49 governors ought to look at, because to say, ‘I want to see mayors deal with this' and ‘I want to see city councils deal with this,' is one thing. But to say, ‘we're going to hold funds— means that he means it.'”

We have the best experts that you can possibly have reviewing this. And they've reviewed it and five regions will enter Phase 3 tomorrow, Friday. Phase 3 is clearly indicated on the website what businesses can open, what businesses can't open." Cuomo: "Also, a point of caution: I know businesses are anxious to open, everybody's anxious get the economy going. Please follow the guidelines and do what is permissible to do. People are very wary right businesses that are violating the opening rules. Restaurant's outdoor capacity that doesn't mean anyone inside. So, people call and we get complaints. The rules are clear... This is very serious. Short-term gain isn't worth long-term pain."

Confirms 1,045 Additional Coronavirus Cases in New York State - Bringing Statewide Total to 374,085; New Cases in 46 Counties Governor Cuomo: "They are two very different situations. Some people choose to morph those two together, all the protesters are actually looters, and we should treat them as looters. That is not a fact, that is not the truth, that is not the reality of what is going on. There are people who are protesting, and there are people who are looting, very, very different situations. The protesting is righteous indignation over Mr. Floyd's murder and systemic racism and injustice. Cuomo: "COVID-19 is still a real threat. We're still battling that. I know it's not on the front pages today but it is still in people and in society. We're still battling that. That is going better than it has ever gone in New York. We have the lowest number of hospitalizations ever and we have the lowest death toll ever. God bless the people of New York for what they did. God bless the nurses and the doctors and the essential workers and the frontline workers because they saved hundreds of thousands of lives in the State of New York."
Positive Reform Agenda Also Includes National Ban on Excessive Force; Independent Investigations of Police Abuse; Disclosure of Disciplinary Records of Police Officers Being Investigated Governor Cuomo: "I said from day one, I share the outrage and I stand with the protestors. You look at that video of the killing of an unarmed man, Mr. Floyd, it is horrendous. Horrendous. It's frightening. It perverts everything you believe about this country. It does and there's no excuse for it. No right minded American would make an excuse for it. So, protest yes. Be frustrated, yes. Outraged, yes of course. Is there a larger problem? Of course." Cuomo: "You want to make that moment work. Yes, you express the outrage. But then you say, 'Here's my agenda. Here's what I want.' That's what we have to be doing in this moment. And the protestors are making a point. And most of them are making a smart, sensible point. But you have to add the positive reform agenda that every voice calls for so the government, the politicians know what to do. And there is a positive reform agenda here. There should be a national ban on excessive force by police officers. There should be a national ban on chokeholds. Period. There should be independent investigations of police abuse."
Police Misconduct Investigations Should Be Conducted by Independent, Outside Agencies - Not by Local Prosecutors Federal Government Should Create One Definition of Excessive Force Disciplinary Records of Police Officers Accused of Misconduct Should Be Released Asks Attorney General James to Review All Actions and Procedures Used During Last Night's Protests in Her Ongoing Investigation Governor Cuomo: "The real issue is the continuing racism in this country and it is chronic and it is endemic and it is institutional and it speaks to a collective hypocrisy. We're very good in this country at telling other people how they should live their lives and how they should act, how we preach high standard, but we still discriminate on the basis of color of skin. That is the simple, painful truth but this is a moment for truth." Cuomo: "We need to mobilize the best in our people rather than allowing the worst. But don't lose the passion. Don't lose the outrage. Be frustrated. But be smart and be directed and be constructive and destructive. Help your community, don't hurt your community. Be a laser and focus on real positive change. That's how this moment becomes a different moment in the history books. That's how George Floyd's death does not become just another name in a long list of people who should have never died in the first place."
