Amid global warming, schools seek ways to cool classrooms Learning can be challenging enough without a sweltering classroom. Many students face this situation, as global warming has forced schools locally and worldwide to find ways to cool buildings during warmer months. In New York, it has inspired a legislative proposal to cap classroom temperatures. Last week in Beacon, voters overwhelmingly approved a $50 million capital plan, a quarter of which will pay for HVAC upgrades that include "cooling centers" at Rombout Middle School and the district's four elementary schools, said Matt Landahl, the superintendent. The cooling centers will be larger spaces such as cafeterias and gyms that can be used to "address the hazards associated with high heat days, wildfire smoke and periods with high cases of infectious disease," he said. Beacon High School, which opened in 2002, is air-conditioned, unlike 40 percent of schools nationwide that need new HVAC systems, according to the General Accounting Office in Washington D.C. Hot classrooms hinder learning, Landahl said. "The first week of the 2023-24 school year [in September] was very hot and it negatively impacted our elementary school students and staff who have limited access to air conditioning," he said. "High heat" days are increasing locally. Ninety-degree days in the Hudson Valley have grown from about 10 a year in the 1970s to 30 or more today, according to data compiled by the New York State Water Resources Institute at Cornell University. By 2050, the number is projected to rise to 50. Philip Benante, the superintendent at Haldane, said that most district classrooms have no air conditioning and that June and September can be uncomfortable, especially on the top floors. When the temperature approached 90 degrees on May 21, which was Election Day for the school board and budget, many classroom windows were open. "There is a need for air conditioning in our buildings, but the essential questions are at what cost and through what method," Benante said. The district is reviewing applications from engineering firms to do an energy-use analysis in anticipation of a new HVAC system. Haldane is developing a capital plan that it will present to voters, probably in the fall. The first phase, projected to cost $35.7 million and trigger a 10.5 percent tax hike, included $7.1 million to upgrade the HVAC system and add air conditioning to the main school building, which houses the elementary and middle schools. There was also $2.8 million to add AC to the high school. After the proposed HVAC system stirred criticism for relying on fossil fuels, officials removed it and the high school AC from Phase 1, dropping the total cost to $29.3 million and the potential tax increase to 8.22 percent. But both will be part of Phase 2, officials say. In the Garrison district, the school is air conditioned thanks to the $10 million capital improvement program approved by voters in 2019 and completed in 2022, which included $2.7 million to renovate the HVAC system. Carl Albano, the interim superintendent, said that the electric system has systems to circulate fresh air. "We're in a healthier environment," he said. "The air conditioning, I believe, makes a difference." State Sen. James Skoufis, a Democrat from Cornwall, in Orange County, is the lead sponsor (and Sen. Rob Rolison, a Republican whose district includes the Highlands, is a co-sponsor) of legislation requiring classrooms to be evacuated if their temperature exceeds 87 degrees. Classrooms that hit 82 degrees would require fans, AC window units or open windows. "Over the past several years, I have tried to build awareness of this issue," Skoufis said. "We're at a tipping point." Melinda Person, president of New York State United Teachers, representing 600,000 educators, noted that "even animal shelters have maximum heat limits. Drivers caught illegally passing face $250 fine The next time you illegally pass a stopped school bus in the Highlands, say "cheese" and take out your wallet. That's because two of the three local public school districts have adopted for their buses a high-tech system that videotapes violators who ignore stop-arms and fines them $250 for the infraction. Last month, Haldane decided to employ the camera system, which Beacon has used for over a year. Haldane expects to have the cameras installed on the district's 15 school buses by next fall, said Philip Benante, the superintendent. (So far, Garrison has not adopted the system.) The stop-arm cameras are part of a statewide attempt to crack down on an estimated 50,000 motorists who each day illegally pass stopped school buses, according to the New York Association for Pupil Transportation. A state law authorized school districts and municipalities to begin using the cameras in 2019. They capture and transmit footage to local authorities, who then decide whether to issue a citation, according to BusPatrol, the company that operates the systems in Dutchess, Putnam and other New York counties. BusPatrol funds the artificial-intelligence-powered cameras and keeps a percentage of the fines as compensation, with counties and local municipalities receiving the rest. Drivers who receive more than one violation face increasing fines. Dutchess first offered it to school districts in 2021, and more than 750 buses now have stop-arm cameras installed, said Eoin Wrafter, the commissioner for Dutchess' Department of Planning and Development. Beacon's school district has outfitted 53 of its buses since January 2023, he said. So far, more than 30,000 citations have been issued countywide, including over 700 to cars registered in Beacon, said Wrafter. After receiving a citation, car owners may either pay or dispute the violation with the issuing county. In 2023, Dutchess County received $240,000 in proceeds from the program, said Wrafter. The county has also seen a drop in illegal school bus passings, which are down 28 percent over the last year in the participating school districts, according to BusPatrol. "Our bus drivers have seen a marked improvement in motorists obeying the state law," said Dwight Bonk, the superintendent for the Wappingers Central School District, one of eight Dutchess County districts that have opted into the program in addition to Dutchess County BOCES. Whether Putnam, whose school districts have only had access to the cameras since April, will see the same results is to be determined, but Benante hopes to improve safety for students. Brewster, Carmel and Mahopac have also joined the program. Putnam just completed a "warning phase" in April, when 219 warning citations were issued in Brewster, 62 in Mahopac and 51 in Carmel, said Capt. Michael Grossi of the Putnam Sheriff's Department. Putnam began issuing citations with actual fines on April 28. In the past, bus drivers have attempted to catch violators by trying to quickly record license plates or reporting a description of the car, but "to get a license plate when someone is passing you is difficult," said Grossi. The camera system "gives us a lot of extra eyes out there," he said. But some drivers have successfully challenged the tickets. A New York State appellate court has overturned citations issued in Suffolk County after finding that the video did not prove that the buses were properly equipped and marked, and had stopped to pick up or discharge students. In response, Gov. Kathy Hochul and the Legislature expanded the list of evidence required to include images of an activated stop-arm and an electronic indicator showing activation of a bus' flashing red lights. Those images are needed to create a "rebuttable presumption" that a bus was stopped to load or unload students, according to the amendments, which were included in the 2024-25 budget enacted last month. Haldane to Discuss Tax Relief for Firefighters, Seniors

Would lower assessed values Should the Haldane school district offer property tax relief for volunteer firefighters and ambulance workers? Should it expand tax relief for low-income seniors? Those are the questions that the board will consider at its Feb. 27 meeting, when it will likely hold a public hearing, said Superintendent Philip Benante. The tax breaks can be adopted under state law but tax districts such as municipalities and schools must opt in. The state does not offer reimbursement, so the exemptions shift the tax burden to those who are not eligible. Under a state law enacted in December 2022, a tax district can exempt 10 percent of the assessed value of property owned by volunteer firefighters and ambulance workers that is used exclusively for residential purposes. The district also can set a minimum eligibility requirement of between two and five years of service, with a lifetime exemption granted after 20 years. For residents who are 65 or older, state law allows a tax district to provide a 50 percent reduction on assessed value for any senior earning $50,000 or less annually, with a sliding scale that ends with a 5 percent exemption at $58,400. Haldane offers a 50 percent exemption on assessed value for seniors with annual incomes of $29,000 or less. Its exemption decreases on a sliding scale to 5 percent at $37,400. According to a presentation at the board's Tuesday (Feb. 6) meeting by Business Manager Catherine Platt, the district is considering phasing in higher income thresholds over three years. In the first year, the thresholds would be $40,000/$48,400; in the second, $45,000/$53,400; and in the third, $50,000/$58,400. (The Garrison school district approved the same phased-in approach in February 2023 and a 10 percent exemption for firefighters and ambulance workers in June.) Benante said the district won't know the impact of the tax breaks until they're offered. "Some taxpayers are going to pay a little less and some are going to pay a little more," he said. "What most districts are doing is adopting the exemptions on a low level and then using that base information of people who apply as part of their decision-making." Board members seemed inclined to approve tax relief in some manner. "Many of these ambulance corps need volunteers and it's a way that the state has built in a decent enough carrot to try to help," said Trustee Ezra Clementson.

Removes HVAC to reduce proposed spending by $6.4M The Haldane superintendent this week suggested reducing the scope of the first phase of a proposed building project by $6.4 million, to $29.3 million. The revised project, if approved by voters, would result in an 8.22 percent tax increase over three years, down from 10.5 percent, Superintendent Philip Benante told the school board on Tuesday (Dec. 19). Adopted in October, the district's three-phase master plan includes $108 million in capital improvements over 15 years and is designed to bring its facilities in line with districts that are comparable in quality and size. According to CSArch, the Newburgh architecture firm that drafted the plan, Haldane's facilities are "undersized," with 148 square feet per student, compared with 205 square feet in similar area schools. After completion of the entire plan, the district would have 208 square feet per student, according to CSArch. Benante said the change to the first-phase proposal was a response to feedback from residents that the plan was too expensive and didn't include a more carbon-neutral HVAC system. The lower cost was a result of removing a proposal to replace the system in the district's main building. Benante said that while carbon-neutral options would likely be more expensive, the district wants to study the cost when it includes energy savings. He also said the district was mindful of concerns about contributing to global warming. Heidi Wendel, a Nelsonville resident who was among the community members who spoke out against the proposed HVAC system, said she was pleased that the district was not immediately "going ahead with a dinosaur fossil-fuel system." Wendel, who volunteers with the Habitat Revival Club at Haldane, said she hoped that the proposed upgrades would include preparations for a fossil-fuel-free system, including proper weatherization and insulation. Other proposals in the first phase of the long-term capital plan include a new administration wing at the high school that would have a student center with meal space, a science and tech lab and four classrooms to replace classrooms at the "ill-suited" Mabel Merritt administration building, Benante said. Combined with a small addition to create a STEAM (science, technology, engineering, art, mathematics) innovation lab in the main building, it would amount to an increase of 18,946 square feet. The first phase also would include extensive infrastructure and safety projects, including secure vestibules for the classroom buildings, roof-leak repairs, electrical system improvements, traffic circulation upgrades, faculty bathrooms, upgraded fire alarms, improved Americans with Disabilities Act compliance and the replacement of public-address systems, clocks and security cameras. WHAT IT WOULD COST There are 41 components in the first phase of Haldane's capital improvements proposal. The campus includes a main building, which houses the elementary and middle schools, the old and new gyms and the cafeteria; the high school; and the Mabel Merritt administration building. It was announced recently that groove metal band PANTERA was planning a reunion tour. For some fans, the concept might seem a bit strange considering the two creative driving members of the band, Vinnie Paul and Dimebag Darryl Abbot, are both no longer with us. Guitarist and drummer Zakk Wylde and Charlie Benante have been announced to fill in for the late Abbot brothers. While both are very respected in the metal community, the Abbot brothers brought a very unique sound to the band which is very difficult to replicate. Not to mention both Wylde and Benante have very unique styles of their own. How will this change the dynamic of the band Pantera on what can really be considered both a reunion and a tribute tour.  In this episode, Jamie, Bret and Wayne discuss not only Pantera but other bands as well who have replaced a member of the band and remained successful… if not more successful in some instances. Whereas other bands attempted to do the same thing but fell short. Why is it that it worked for AC/DC or Van Halen but it was less successful for the Doors or Aerosmith. Or in that case, you could never picture the Beatles or Nirvana continuing with anyone other than the members of the classic line up. Listen in and draw your own conclusion.

Okay, we've been threatening it for a long time and the day has finally arrived. We're going into the thrash genre this week. Aside from the M&M episode that focused on favorite Metallica and Megadeth songs, we've shied away from the harder-edged stuff. Why? Well, we learned early on that a large amount of our listeners are not big on thrash metal. That said, there have been a number of requests for us to delve into the genre and we think we've come up with an interesting way to do this that will, hopefully, be entertaining to everyone (including the non-thrash lovers). If not, we'll see you next week for episode 100 (please leave us a voicemail HERE to help us celebrate 100 episodes). Thrash metal was, and continues to be, a non-mainstream form of music. The only exception, of course, would be what's referred to as, The Big 4. This elite club is, typically, filled out by metal gargantuans Metallica, Megadeth, Slayer, and Anthrax. While the mainstream music listener would almost certainly agree that these bands deserve their spot in this exclusive club, there are a ton of great thrash metal bands out there that go under the radar due to the Big 4 taking up so much of the spotlight. Our goal this week is to pose the hypothetical question: "What if the Big 4 became the Big 5?" What bands would be considered for elevation to such lofty status? Aaron and, most certainly, Chris' picks are going to surprise some and enrage others. Thrash fans are a lot of things and "passionate" would be at the top of that list. So, before we get into the meat of the episode, a quick disclaimer: The following episode of the Decibel Geek podcast is being done with tongue planted firmly in cheek. While some of these songs and bands definitely could be considered for Big 5 status, certain choices by the hosts of this episode are being made and hypothetically elevated to Big 5 status in good-natured fun. The Decibel Geek podcast, it's staff, and their wives do not claim to be experts and/or authorities on thrash metal. Before threats of castration and the carving of the Slayer logo across our foreheads take place, remember this episode is being produced in a lighthearted manner and is only intended for entertainment purposes and to turn you on to some thrash metal that you may not know about. Thank you for your time and attention.....and put that knife away. - Editor We kick things off a band that has been nominated by many thrash fans for Big 4 status, so Aaron's pick of Testament is definitely warranted. With a rich history of metal music, Testament is still one of the tightest bands in thrash today. We take a listen to a track from their 1992 album The Ritual. Chris' first pick is, undoubtably, not what comes to most thrash fans minds when you think of the top of the heap of thrash. With that said, Onslaught, an English thrash metal band from the 1980's, released a real gem back in 1989 with their In Search of Sanity album. This was their only album to feature the vocal stylings of former Grim Reaper front man Steve Grimmett (many will remember him from Beavis and Butthead). While Grimmett's look caused a rather comedic reaction in many, there's no doubt that the guy had some serious pipes. Aaron's next pick of a track from Suicidal Tendencies' 1990 album Lights....Camera....Revolution! shows that thrash metal doesn't have to always abide by a strict set of guidelines. S.T. were always pushing the genre envelope and this track shows that they could really pack a punch when it was called for but still maintain a swagger within the song to keep things interesting. When you think of the upper echelon of thrash metal you think of Artillery.......right? Well, maybe not but Chris' choice of a track from this Danish-born technical thrash band's third studio album has this talented group showing off many twists and turns in their sounds complimented by some powerful Dio-esque vocals.  While Scott Ian and Charlie Benante are members of Big 4 act Anthrax, they are a part of another awesome New York-born thrash band from the 1980's. The Stormtroopers of Death featured Ian and Benante along with bassist Dan Lilker and vocalist Billy Milano. Aaron's track choice from their 1985 debut album Speak English or Die is a relentless number that will leave your ears pummeled with enjoyment. Whle Kirk Hammett is the longtime lead guitarist for Big 4 member Metallica, he helped form Bay-Area thrashers Exodus back the early 1980's. Never getting their just-due, Exodus has released 9 albums since 1985's Bonded by Blood release. Chris' choice of track from that first album features some solid riffing by guitarist Gary Holt.  While we're rarely focused on thrash metal on the show, one band that transcends that and has been played a number of times is Overkill. One of Aaron's all-time favorite bands, it would be impossible to not include them on this list; especially considering how overlooked they've been by the mainstream music-buying public. His choice of a track from their 1991 Horrorscope release explains the band's sense of gratitude towards that lack of support. We close out the show with Chris' choice of a band that is credited with helping develop the genre of thrash music in the first place. Originally from San Francisco and then via Aberdeen Washington, Metal Church formed in 1980 and took their influences from the New Wave of British Heavy Metal and added some speed and precision to help solidify the thrash metal genre with their eponymous release in 1984 and have been putting out quality material ever since.
