On le compare parfois au Giec sur le climat : le premier panel de l'ONU sur l'intelligence artificielle a démarré ses travaux en ce mois de mars. Ce comité comprend une quarantaine de scientifiques du monde entier, dont la chercheuse sénégalaise Adji Bousso Dieng. Informaticienne, chercheuse, enseignante à la prestigieuse université de Princeton aux États-Unis, elle a également fondé l'ONG The Africa I Know pour encourager les jeunes du continent à se lancer dans les sciences et le numérique. Adji Bousso Dieng plaide pour plus de diversité numérique, et le développement d'IA africaines. Elle est l'invitée de Charlotte Idrac. RFI : Quelle est la mission de ce tout nouveau panel de l'ONU sur l'IA ? Adji Bousso Dieng : Le constat est que l'IA progresse à une vitesse inédite. Et face à cette accélération, beaucoup de gouvernements et de décideurs se trouvent dans une forme d'incertitude. Ils perçoivent le potentiel immense de l'IA, mais ils peinent encore à en saisir pleinement les implications, à comprendre comment en faire un levier pour le bien commun et comment, en parallèle, se prémunir contre ses dérives. C'est précisément dans ce contexte que les Nations unies ont souhaité créer un espace de réflexion scientifique indépendant. « Indépendant », c'est un mot très important : Nous ne travaillons pas pour un gouvernement ou pour une institution. Et le but, c'est de produire des analyses scientifiques rigoureuses afin d'éclairer les décisions publiques. Il s'agit au fond de rééquilibrer les dynamiques en cours pour éviter que la gouvernance de l'IA ne se concentre pas entre les mains de quelques acteurs ou de quelques organisations, mais puissent bénéficier à l'ensemble de la communauté internationale. Comment est-ce que ça se développe plus précisément sur le continent africain ? En Afrique en ce moment, il y a des communautés autour de l'IA comme il y a GalsenAI, il y a Deep Learning Indaba, il y a aussi des entreprises qui commencent à vouloir utiliser l'IA. Mais je ne suis pas satisfaite de la façon dont ça se fait présentement, particulièrement en ce qui concerne les biais : Les modèles très performants de l'IA, maintenant, utilisent des données qui sont principalement de la culture de l'Ouest, qui ne reflètent pas la diversité des populations. Et donc je pense qu'il y a un réel besoin que l'IA qu'on utilise dans différentes parties du monde, y compris l'Afrique, soit des IA locales. Une grande partie de ma recherche est d'introduire la diversité qui contribue à encourager l'exploration, la capacité à envisager plusieurs solutions et plusieurs hypothèses. Nous avons développé un outil mathématique qui s'appelle le « Vendi Score » qui sert à mesurer et structurer cette diversité pour guider les systèmes d'IA vers des formes d'intelligence plus exploratoires, plus créatives, et en un sens plus proche de ce que l'on attend d'une démarche scientifique. Est-ce que ça vous semble possible de développer à terme une IA panafricaine ? Oui, c'est une de mes perspectives en ce qui concerne le développement en Afrique : Que dans presque tous les domaines, on doit avoir une approche panafricaine, mais pas le panafricanisme tel qu'on le chante un peu partout en ce moment, en termes de « oui, nous sommes souverains, nous sommes panafricains »… Politique… Oui, politique. Je milite pour un panafricanisme plus pragmatique qui consiste à collaborer dans différents domaines, y compris la technologie et l'IA. Vous avez parlé dans le passé d'une forme de « colonisation numérique de l'Afrique ». Qu'est-ce que ça veut dire ? Par exemple, il y a eu quelques controverses liées au labelling des données. En IA, on a besoin de labelliser les données afin de pouvoir développer des algorithmes qui sont plus performants et qui sont plus sains. Et donc ce qui se passe, c'est que les grandes compagnies vont en Afrique comme au Kenya par exemple, et elles font libeller ces données-là au Kenya dans des conditions qui ne sont pas très équitables. Ils ne sont pas bien payés et ils sont soumis à des données qui peuvent être traumatisantes. Il n'y a pas encore de cadre juridique qui encadre ce travail-là. Et donc ça, c'est une forme de colonisation numérique. Il y a aussi tout ce qui est souveraineté des données. Les données peuvent être utilisées sans compensation. Il y a en ce moment dans le continent un grand enthousiasme en ce qui concerne l'IA. Il y a cette idée que l'IA va résoudre tous les problèmes. Mais je pense que c'est une vision erronée parce que la réalité de l'IA en Afrique en ce moment est plutôt la même chose qui se passe avec nos ressources naturelles, où on est des consommatrices plutôt que des transformatrices et des créatrices. La même chose risque de se produire avec l'IA et je ne pense pas qu'on en parle assez. Vous êtes née à Kaolack, au Sénégal. Vous avez fait vos études en France puis aux États-Unis où vous êtes toujours aujourd'hui. Qu'est-ce qui vous a guidé, vous guide encore dans votre parcours ? J'ai été très chanceuse d'avoir cette expérience au Sénégal, en France et aux États-Unis. Ce qui est resté constant, c'est mon amour de la connaissance. Je suis très curieuse et j'aime réfléchir. Et une passion très forte pour la science qui me tient debout jusqu'à présent. Et le travail que l'on fait dans mon groupe de recherche à Princeton, c'est quelque chose auquel je crois vraiment. Est-ce que vous pensez revenir un jour au Sénégal ? Oui, c'est quelque chose auquel je pense. Mais la réalité, c'est qu'il y a beaucoup de barrières au pays. Par exemple, la recherche que je fais maintenant, je ne peux pas la faire au Sénégal parce que cela demande des ressources que je ne peux pas trouver au Sénégal présentement. Mais c'est quelque chose qui me revient en tête et on verra ce que l'avenir nous réserve.
