Au Mali, nouveau carnage dans le centre du pays. Selon le gouvernement de Bamako, 132 civils ont été tués froidement samedi et dimanche derniers par les jihadistes de la katiba du Macina. Le massacre s'est produit dans plusieurs villages de la commune de Diallassagou, dans le cercle de Bankass. Pourquoi de telles tueries ? Ousmane Diallo est chercheur Sahel à Amnesty International. En ligne de Dakar, il répond aux questions de Christophe Boisbouvier. RFI : Ousmane Diallo, comment expliquez-vous ce nouveau carnage dans le centre du Mali ? Ousmane Diallo : Oui, ces derniers jours on a vu que les membres de la Katiba Macina et du Groupe pour le soutien à l'islam et aux musulmans (Jnim)ont attaqué plusieurs villages, en particulier à Diallassagou et aussi à Niondo et jusqu'à Ségué, et ça s'explique comme des représailles à la suite d'opérations militaires effectuées par les forces armées maliennes et au cours desquelles des habitants de ces villages-là ont été accusés d'avoir servi de guide aux autorités maliennes. Et on voit que ça s'inscrit dans le cycle d'intimidations et de violences perpétrées par le Jnim dans le centre du Mali pour dissuader ces populations-là de collaborer ou bien de s'affilier à l'État malien. Est-ce à dire que les jihadistes du Jnim et de la Katiba Macina veulent punir les villageois de la région de servir éventuellement de guides aux militaires, c'est cela ? Ousmane Diallo : Exactement, c'est une forme de punition collective. Comme on le sait, au cours des dernières années, les membres de cette katiba-là avaient établi des accords locaux avec plusieurs villages de la région, notamment avec des clauses qui leur permettaient d'avoir accès aux terres agricoles, et en échange de ne pas collaborer avec l'armée malienne, que tous les hommes portent la barbe, ou bien que toutes les femmes portent le voile. Et on voit que à la suite des dernières opérations qu'il y a eu lieu dans cette zone-là, il y a des représailles violentes pour, d'une certaine manière, montrer aux populations le prix à payer à cause de cette collaboration-là. Le problème c'est que les militaires interviennent et ensuite ils s'en vont, c'est ça ? Ousmane Diallo : Exactement, et ça pose toute la question de la protection des civils parce que si on implique des communautés villageoises et qu'on les engage dans des actions militaires contre les groupes armés, sans pour autant avoir une présence territoriale solide dans la région et sans pour autant établir des dispositifs permettant de protéger les populations civiles de ces représailles-là, on les expose d'une certaine manière à la violence de ces groupes armés-là qui sont les premiers responsables de la mort de ces populations civiles ; mais il y a des questions à se poser, notamment sur les relations entre l'État et ces populations-là dans les zones où interviennent ces groupes jihadistes. Est-ce que les militaires maliens, qui sont intervenus ces dernières semaines, ont été accompagnés de supplétifs, notamment de la milice armée Wagner ? Ousmane Diallo :  Dans le sud de la région de Moptice n'est pas tout à fait avéré, nous n'avons pas d'informations en ce sens. Ils ont été beaucoup plus actifs dans la zone de Djenné, il y a eu plusieurs opérations et patrouilles conjointes avec ce que l'État malien appelle les instructeurs russes, mais dans la zone de Bankassnous n'avons pas d'information de patrouilles entre Wagner et les forces armées maliennes dans cette zone.   Alors depuis six mois, les autorités de la transition malienne affirment qu'elles reprennent au contraire du terrain sur les jihadistes, notamment au centre du Mali, est-ce qu'il n'y a pas tout de même quelques succès militaires de la part du pouvoir de Bamako ? Ousmane Diallo : Succès militaire, moi je ne saurais l'évaluer exactement, mais ce qu'on note c'est qu'il y a plus de violence contre les civils. Au-delà de l'incident de Moura,on peut voir que, par exemple, dans la région frontalière de Ménaka,il y a une offensive de l'Etat islamique dans le Grand Sahara (EIGS) depuis le mois demarsqui a causé des centaines de pertes de vie de populations civiles, que ce soit à Tamalat etInchinane. On peut le voir récemment, plus dans le centre du Mali avec les attaques contre les populations civiles de Diallassagouet deNiondo. Donc il y a une nécessité, d'une certaine manière, qu'il y ait une meilleure collaboration entre les États et partenaires de la région, dans un contexte de forte polarisation géopolitique qui dessert beaucoup le respect des droits humains, le droit international humanitaire et la protection civile.

Au Tchad, on les appelle les mahadjirines, l'équivalent des talibés d'Afrique de l'Ouest. Envoyés en ville par des familles débordées des provinces, ils tâchent de récupérer de quoi subsister, parfois sous l'autorité de marabouts peu scrupuleux. Un phénomène qui prend de l'ampleur et contre lequel les autorités et les associations comme le Réseau des associations pour la protection des enfants au Tchad (Reaspet) ont peu de moyens de lutter.  De notre envoyé spécial à Ndjamena, À chaque carrefour ou zones passantes de Ndjamena, ce sont des grappes d'enfants qui tendent leurs écuelles, dans l'espoir d'obtenir quelques billets. Près du petit marché d'Ardep-Djoumbal, le long de l'avenue Goukouni Weddeye, en plein cœur de la ville, un petit groupe de cinq d'entre eux prend quelques minutes pour nous voir à l'invitation du Réseau des associations pour la protection des enfants au Tchad. Ousmane, Mahamat, Alam et leurs copains ont entre 8 et 12 ans, ils sont originaires de la région de Dagana, au nord de la capitale. Leurs voix sont si fluettes qu'elles sont couvertes par le bruit de la circulation, leur timidité si maladive qu'il est difficile d'obtenir quelques mots de leur part. Nous faisons la mendicité ici, au marché, avec nos tasses, on appelle à la charité des passants. L'objectif c'est de ramener au marabout de notre centre 250 francs par jour. Mais si on y parvient pas, on ne nous fait pas de problèmes. Moi, je suis ici en ville depuis 1 an, je suis venu de mon village dans le Dagana, vers Massakori. On nous a envoyé ici pour apprendre le saint coran, c'est tout ce qu'on sait, c'est notre objectif, et nous ne savons pas combien de temps nous allons rester.Des enfants venus de toutes les régions du Tchad et de pays voisins Leur marabout se prénomme Gouni Yaya. Il accueille dans son centre entre 200 et 300 jeunes de 8 à 30 ans, à qui il apprend le texte sacré. Ils viennent de toutes les régions du pays, certains ont fuit le Nigeria voisin. « Je cherche la bénédiction de Dieu dans ce que je fais », explique Gouni Yaya. « Je gagne ma vie au pressing, je tire mes revenus de cela, et après les enfants doivent essayer de ramener 250, 300 francs qu'ils me donnent, et on tâche de se nourrir avec ça. » Puis il poursuit : « Quand les jeunes sont adolescents, certains partent, retrouvent leur famille, d'autres restent, ils trouvent du travail, font du ménage, participent, mais souvent ils préfèrent rester avec moi et étudier le Coran. Dans la religion, amener son enfant vers une éducation religieuse est importante, la lecture du Coran, c'est important, c'est la base de l'éducation et de la culture. » Responsabiliser les parents, y compris devant les tribunaux S'il n'existe pas de statistiques du nombre d'enfants contraints de mendier au Tchad, l'augmentation de la population du pays et le peu de ressources disponibles contraignent les familles les plus précaires à envoyer leurs enfants en ville dans des centres d'étude du coran. Chez certains, cela s'apparente à une véritable exploitation accompagnée de violences physiques.  Le pays manque notamment de familles et de centres d'accueil et de réinsertion. La police, elle, ne lutte pas contre la mendicité, pourtant interdite depuis les années 1960 dans le code pénal. Ahmat Mahamat Hissène, ancien ministre de la Justice, connaît bien le sujet puisqu'il fut lui-même un mahadjirine. Il insiste sur la nécessité de responsabiliser les parents, y compris devant les tribunaux. « C'est l'expression de la misère, de la pauvreté et des privations. Si les parents sont sanctionnés par la non-prise en compte de la responsabilité de leur progéniture, s'il y a des cas comme cela, traduits devant les tribunaux, je crois que cela pourrait être un bon signe pour conscientiser les parents », martèle l'ancien ministre. Conscientiser les parents, mais attention, le phénomène est avant tout le résultat d'un concentré de pauvreté, prévient l'ancien ministre.

I taught this week on the call of Abraham and the development of God's missionary call through the nation of Israel as they were responsible to communicate the truth of God to the cultures around them. They were given that great commission. The great commission didn't start in Matthew 28. It started with Abraham in Genesis 12 —the first three verses there —Abraham, chosen by God to raise up a nation who would then be God's priests to the world so that they would be a blessing to all of the nations. They had a unique role in the great monotheistic religion. The Jews were supposed to reflect morality to the world. Israel was to witness to the name of God. When they talked about the name of God and witnessing to God's name, that does not mean that they were to let everybody know what they called God, "Yahweh." Their goal wasn't to cover the countryside with evangelists who just let everybody know what the right word for God was. Ousmane Ndiaye's path to becoming the director of Senegal's national meteorological service was an unlikely one: Born in Senegal as the youngest of 10 children, he lost his parents at a young age and was raised mostly by one of his sisters. That sister was deeply committed to her little brother's education, and Ousmane ended up being the first in his family to start high school. But that was just the beginning of an academic career that led him from Senegal to Algeria, and then to the US, where he started a PhD at Columbia University. At Columbia's International Research Institute for Climate and Society (IRI), he worked on developing better ways of predicting the west African monsoon a few months ahead of time. These forecasts are important for farmers, who can use them to inform their decisions on the types of crops they want to plant on their fields. Equipped with a doctorate, Ousmane decided to go back to Senegal rather than to pursue an academic career in the US – not an easy decision, especially since Ousmane already had a family with four children at the time of his graduation. But he had a strong desire to bring his knowledge back home, and to share it with the communities that could directly benefit from it. Ousmane understood that the value of the forecasts would be limited not just by how accurate they were, but by whether their potential users understood them and valued them, or not. And he also knew that in order for that to happen you have to understand the users and their needs. So when he got back to Senegal he started holding meetings with farmers, to learn how they think and how they work, and to develop practices of forecasting and forecast communication that would work for them. The meetings served a social purpose – they were a way of gaining the farmers' trust and respect – as well as an educational one, with Ousmane explaining for example the probabilistic nature of forecasts: In the training, I was trying to explain to them that maybe sometimes our forecast can be wrong, and we have only probabilistic ways to estimate. We are not 100% sure […], it's just a likelihood, it's our best guess. I was […] trying to emphasize [that] again and again. There was an older farmer sitting back, and he just raised his hand while we were explaining, and […] he says: "Don't worry about it. We know that only God knows 100% what will happen. We know your forecast sometimes will go wrong." Ousmane's work was successful, and in 2019 he became the director of Senegal's national meteorological service, where he is responsible for everything related to weather and climate, and where he continues to use all his resources – his time, research, knowledge and connections – for the important work he's doing. On the coldest day of 2021, musician and writer Samira Dainan went to Poppodium Duycker in Hoofddorp to meet with Ousmane Ag Mossa, the bandleader of Tamikrest. Named the new legend of Tuareg music, Ousmane speaks on what it means to write music in the solitude of the Sahara desert. In this podcast, he speaks on the power and the meaning of his music, and how each song breaths a whole life-world and history. Founded in 2006, in Kidal in Mali, Tamikrest call themselves ‘the children of Ibrahim', after Ibrahim Ag al Habib, the founder of the leading Tuareg band Tinariwen. In spite of ongoing riots and regional conflicts, which have a gripping force on their lives since the independence of Mali, Tamikrest seeks to make music reflecting their Tamasheq poetry and culture: “A desert hosts us, a language unites us, a culture binds us.” About Samira Dainan: After finishing her degree in Law, Samira's love for music evoked a long-term research into her Arabic, Berber and African heritage. This brought her to Morocco and the Sahara, where she played and collaborated with local musicians¬, ranging from Amazigh, Trans Sahara to North African folk. Because of its powerful sound, message and healing rhythm, countless alternative bands in Morocco and North Africa such as Tuareg bands Tinariwen and Bombino are emerging in the music scene. Yet, in the Netherlands this genre of music is still in the margins. In this episode, we discuss the new edited volume, Islamic Scholarship in Africa: New Directions and Global Contexts, with its editor, Professor Ousmane Kane, and his colleague, Dr. Ebrima Sall, who wrote the conclusion. This volume is the product of two conferences convened at Harvard by Professor Kane in 2017 on "Texts, Knowledge, and Practice: The Meaning of Scholarship in Muslim Africa" and "New Directions in the Study of Islamic Scholarship in Africa" that brought together scholars of diverse disciplines from around the world to explore the understudied tradition of Arabo-Islamic scholarship in Africa. Professor Kane and Dr. Sall talk about what led them to want to bridge the divides between different knowledge traditions and comment on the contributions of 19 scholars to this volume on themes that include Islamic scholarly networks, textuality and orality in Islamic scholarship, the transformation of Islamic education in Africa, and the role of 'Ajami and Sufism in the transmission of Islamic knowledge in the region. Ousmane Kane is Prince Alwaleed bin Talal Professor of Islamic Religion and Society at Harvard Divinity School and Professor of African and African American Studies at Harvard University.Ebrima Sall is the executive director of Trust Africa and former executive secretary of the Council for the Development of Social Science Research in Africa (CODESRIA). Where Do Just Ideas Come From?

Now treated as a prescient representation of the 1968 generation that forever transformed left-wing politics, Jean-Luc Godard's 1967 film La Chinoise portrays a group of French students forming a Maoist collective and living together in a cosy Parisian apartment where fierce discussions over politics and revolutionary strategy happen with religious devotion. On the only occasion an outsider enters the secret enclave, it's to deliver a seminar on the “Prospects for the European Left.” The gentleman, introduced only as Omar, is also the film's only black character. In the seminar's Q&A, one of the French students asks if a non-socialist revolution can peacefully be changed into a socialist one. In answering the question (“Yes, but under specific conditions”), Omar claims it is based on a false, underlying notion, and asks back: “Where do just ideas arise? Where do just ideas come from?” Of course, we know that this man is the only true revolutionary in the film because Omar Blondin Diop was a revolutionary in real life. His appearance in the film counts as the only record of him speaking available, and part of a handful of visuals in general. Blondin Diop never had much of a chance to fully announce himself to the world—at 26 years old, he suspiciously died in Senegalese detention in May 1973, 14 months into a three-year sentence handed to him by Léopold Sedar Senghor's regime. Senghor is equally thought of as a revolutionary, and a significant intellectual for theorizing Négritude. But why would one revolutionary be an existential threat to another? Writing of the “Senghor myth,” https://africasacountry.com/2020/06/the-senghor-myth (AIAC contributor Florian Bobin notes that) “Once you've exhausted all the Negritude quotes, you have to confront the fact that Leopold Sedar Senghor ran Senegal as a repressive, one-party state.” Senghor was the quintessential philosopher-king, and as Bobin further observes, “Under the single-party rule of Senghor's Senegalese Progressive Union (UPS), authorities resorted to brutal methods; intimidating, arresting, imprisoning, torturing and http://roape.net/2018/07/19/senegals-street-fighting-years (killing dissidents).” A prime example was when Senghor accused Mamadou Dia, the president of Senegal's Council of Ministers, of attempting to stage a coup against him. Dia had long been advocating for decentralizing power and vesting it in the hands of peasant communities. Despite being a fighter, moving to wage a military campaign against Senghor's regime, Blondin Diop was thinking against him too. In his segment in La Chinoise, Blondin Diop (who at 21, was already a student-professor) answers the question he puts to the group by affirming democracy, political and economic. Just ideas come from social interaction, from the fight to produce, and scientific research, but above all, “From the class struggle. Some classes are victorious, others are defeated. That's history. The history of all civilizations.” Who is victorious in Senegal? In this AIAC Talk then, we want to investigate Senegal's post-colonial history, especially to grapple with it in the context of Senegal's ongoing civil unrest against incumbent president Macky Sall. This will not be the first time a popular uprising has emerged in Senegal's recent history to resist creeping authoritarianism. On June 23, 2011, the Senegalese people mobilized to challenge former president Abdoulaye Wade's attempt to change the constitution to permit him to run for a third term and to win elections by securing less of the vote. The moment produced the M23, a broad movement for democratization in Senegal, as well as groupings like “Y'En A Marre”; which means “Fed up” and is a collective of mostly rappers and youth disgruntled with Senegal's political and economic stagnation. What have become of these movements in the 10 years since their inception? How do we make sense of the fact that, this time round, dissident energy is rallied behind Ousmane
