In his most recent book, Human Rights in a Divided World: Catholicism as a Living Tradition (Georgetown UP, 2024), Jesuit scholar and Georgetown professor, Fr David Hollenbach explains the Judeo-Christian roots of our concept of human rights and the contributions of secular institutions like the United Nations Universal Declaration of Human Rights (1948). He explains further when it is right for a country to intervene in the affairs of its neighbors, codified by the UN in 2005 as the Responsibility to Protect in answer to the 1994 Rwandan Genocide that gave lie to the world's promise of “never again” after the horrors of the Holocaust. He contrasts the doctrine of R2P with the tragic case of a homicide in Kew Gardens in 1964 where 38 witnesses, all law-abiding “good people,” failed to intervene because they assumed someone else would do it. “Am I my brother's keeper?” Cain asked God (Gen 4:9). “Who is my neighbor?” The lawyer asked Jesus (Lk 10:29), to which Our Lord told the parable of the Good Samaritan.  Perhaps these questions are a little more complicated between sovereign nations than they are between travelers on a dangerous road, but Fr. David guides us through the Catholic Church's moral teachings, the principles of proportionality and of just war, and the ability and desire to do something even when we can't do everything. Abiodun Williams is Professor of the Practice of International Politics at The Fletcher School of Law and Diplomacy and The Tisch College of Civic Life at Tufts University.  He was Director of Strategic Planning to UN Secretaries-General Kofi Annan and Ban Ki-moon and is past Chair of the Academic Council on the United Nations System (ACUNS).  His latest book is “Kofi Annan and Global Leadership at the United Nations.” Annan was a proactive leader who launched monumental programs that improved the UN, such as the Responsibility to Protect (R2P), the UN Human Rights Council, the UN Global Compact and the Millennium Development Goals, which were the precursors to the 17 Sustainable Development Goals. Annan was also a transformational visionary who strengthened UN peacekeeping and involved academia, NGOs and the private sector in helping overcome many international problems. Annan was quite accurate in his critique of President Bush's illegal invasion of Iraq.

A new month means a new president of the UN Security Council. On July 1, Russia took the helm of the most powerful body in the United Nations system and announced that Foreign Minister Sergei Lavrov would chair two Security Council meetings during Russia's presidency. The problem is, Lavrov is under a travel ban and asset freeze by the United States for his actions related to Russia's invasion of Ukraine. In our first segment, we discuss what happens when leaders under American sanctions come to the United Nations in New York? We also discuss Russia's plans for its month-long presidency and why the credibility of the Security Council is not really impacted by Russia taking its turn at the helm. Our second segment examines the diminished role that the Responsibility to Protect (R2P) plays in the UN system today. R2P was enshrined in the UN charter nearly 20 years ago as a way to confront genocide and mass atrocities, but its relevance has decreased ever since it was invoked to justify a Security Council-backed intervention in Libya. The world is marking 30 years since the Rwandan genocide. Inside Geneva talks to those who witnessed it. “We came to one village where there were a few survivors and a man came to me with a list and said ‘look, the names have been crossed out one by one, entire families, they were killing everybody from those families,'” says Christopher Stokes, from Médecins Sans Frontières (Doctors Without Borders). Charles Petrie, former United Nations (UN) humanitarian coordinator, recalls: “She thought there was a good chance that the Interahamwe [militia] would find the kids, the children, and she said, ‘pray that they don't hack them to death, pray that they shoot them'”. Why was it not prevented? “The paralysis of the UN system, the paralysis of all the major players to respond to what was pretty clearly a massive genocidal operation,” says Gareth Evans, former Australian foreign minister. Senior diplomats worked to make the UN stronger in the face of atrocities.   “Instead of talking about the right to intervene, we talked about the responsibility to protect. There are some kinds of behaviour which are just inconceivably beyond the pale, whatever country we live in, and just do demand this response,” says Evans. Has “responsibility to protect”, or R2P, worked?  “I don't think there's been significant progress. Two decades ago, leaders from around the world had a moment of reckoning. The images and news reports of genocide in Rwanda and the former Yugoslavia were still fresh memories, and many countries recognized they hadn't done enough to respond or prevent the violence. So diplomats at the United Nations had a bold idea. That countries have a collective responsibility to protect their people from war crimes, crimes against humanity, and genocide. This responsibility includes using diplomatic, humanitarian, and other peaceful means to help each country protect its own citizens, but nations also agreed that they were “prepared to take collective action” when peaceful means prove inadequate and national authorities fail to act.  Today, the responsibility to protect, or R2P as it's often called, is being tested as mass atrocities occur around the world – from Ukraine to Myanmar to the Democratic Republic of the Congo. But, whose responsibility it is to protect – or act – is uncertain.Even at the U.N., no clear direction has emerged. In June, the U.N.'s top official on R2P, George Okoth-Obbo, said he would resign from his role as Special Advisor after just 17 months. Okoth-Obbo isn't alone. The previous two R2P Special Advisors left after less than 3 years. The Special Advisor's short tenure leaves people facing atrocity crimes without an ally and advocate at the U.N. Joining the show to discuss the R2P Special Advisor's role, and why the office has seen so much turnover, is Rebecca Barber. A Montgomery County resident, Josh is heavily involved in all areas of the community throughout the DMV. Dr. Zach Baker, DPT, SCS serves as Chief Clinical Officer at Rehab 2 Perform (R2P) and is also the Program Director of the Sports Residency at R2P. As Chief Clinical Officer, he is responsible for overseeing and implementing initiatives for the company's approach to clinical care, onboarding of new clinicians, and continued mentorship and educational offerings for all staff members. Within the Sports Residency, he plays an active role as an administrator, teacher/lecturer, and mentor. In addition to these roles, he still actively treats patients 20 hours a week. Zach has been with R2P since its beginning in December 2014, when Dr. Josh Funk, owner of Rehab 2 Perform, brought him in as the company's first hire. In the last 8 years, Zach has had the unique opportunity to assist and facilitate the growth of the company from 2 to 50+ employees and from 1 to currently 8 locations (as of August 2022), playing a hand in expanding clinical operations and getting a behind the scenes look at the business side of PT and how it all integrates synergistically.
