In this episode of Work in Progress, we're talking about the integral role adult basic education plays in helping working-age adults achieve literacy and numeracy, increasing their employability. My guests are Sharon Bonney, CEO of Coalition on Adult Basic Education (COABE), and Jacqueline Aguilera, project manager for Houston Mayor's Office for Adult Literacy. Adult basic education covers a range of literacy skills beyond just reading and writing, including numeracy, critical thinking, digital literacy, and contextual skills for careers and life. COABE works to inspire educators and help adults succeed, with national, state, and local partnerships to provide education and skills training for adult learners. Bonney says it is a vast network. "We work with many different partners, over a hundred national partners such as IBM SkillsBuild, Google, Amazon, and Tyson Foods. There's 49 state partners that we work with called State Associations. We have over 2,300 local programs and then we also have 60,000 individual members," she explains. Bonney adds that adult education programs serve a diverse population with significant barriers to employment and economic mobility, including migrants, those who have aged out of foster care, the homeless, formerly incarcerated, and immigrants. The Houston Mayor's Office for Adult Literacy is one of those local programs. "Some individuals need language skills. They need career prep. They need pre-skilling or upskilling. There are different types of programs that actually help to connect the learners to career opportunities. That is very important because adult ed is a talent pool developer," says Aguilera, who manages that program. Bonney continues, "They're working with learners with the most barriers to life and employment, and they have a great success rate. Helping get people to work, and helping to break generational curses. We're helping to feed these learners into the workforce and into community college." Adult education matters and it makes a difference to the community, says Aguilera. "Passion, commitment, and the dedication to the success of not only the individuals, but of the community and the families, and then the impact that they can have, again, returning to the economic health of the city, which benefits the states, which benefits the nation." Bonney, Aguilera, and I discuss how, despite their enormous impact, these programs are often significantly underfunded and how they try to overcome that. Welcome to Game Changers with Jeff Newkirk, where we speak with people who have done something to make this world a better place. It's simple: inspire, educate, and let's go change this world! On today's episode, Jeff welcomes guest Elaine Roberts, Attorney and Executive Director of the Dispute Resolution Center in Montgomery County, Texas. She is a graduate of the University of Houston Law Center and has extensive experience as a civil rights attorney and mediator in both the public and private sectors. Before joining the DRC of Montgomery County, she served as Director of the Houston Mayor's Office for People with Disabilities, Legal Director of a statewide disability rights organization, and was a volunteer mediator, trainer, and board member for the DRC of Harris County. To begin, Elaine shares that she was the recipient of the prestigious 2020 Justice Frank Evans Award. Each year, the state board recognizes an individual who has contributed to the field of alternative dispute resolution. Since she was a young girl, Elaine knew that she wanted to pursue a career that would allow her to make a positive impact in the world. She studied history and sociology during undergrad, subjects which both apply to law. When discovered the field of disability law, she fell in love with the subject and saw it as an opportunity to make a difference in the world. She began to learn about the discrimination faced by people with disabilities. From there, she focused on her mediation practice, which sought to give people alternative methods to litigation law. The Dispute Resolution Center, Elaine explains, is a 501(c)(3) non-profit that was founded in 1988 by the Commissioners Court and Board Association. From the beginning, the DRC allowed counties to establish alternative dispute resolution centers for their citizens. There are now 17 of these centers across the state. Their core mission is to provide high-quality service and training for people to become mediators. The program actively works with students in their community to instill alternative conflict resolution skills in young people. Over 11,000 children have been through the program at the DRC. They also host an annual bookmark art contest to promote the center and its teachings. Before wrapping up, Elaine gives listeners a look into the DRC's plans for 2024. They will be expanding their juvenile justice programs. They will also be doing a 40-hour general mediation training course in June, during which volunteers will act as experienced mediator mentors. Reflecting on the course of her career, Elaine ends the episode by identifying her own personal and professional game changers. Learn more about Jeff Newkirk. Though the Juneteenth holiday was passed as a federal law in 2021 that derived from a lifelong dream of Fort Worth, Texas resident Opal Lee, many may not know Galveston, Texas is where Juneteenth was actually born. Juneteenth and General Order No. 3, read by Major General Gordon Granger on June 19, 1865 announcing that all slaves were free, is one of Galveston's most important historical moments. In Galveston and around the world, Juneteenth is observed with speeches and song, picnics, parades, and exhibits of African-American history and art. However, when it comes to having events at venues that were the previous grounds of slave plantations, some black people struggle with feeling offended, whereas others of the same race feel it's important to give truth to what happened in these spaces. And what about the pursuit of economic equality for African Americans and its relation to Juneteenth? With organizations like the Galveston Historical Foundation, being able to experience the live tour of their Ashton Villa "And Still We Rise" exhibit is a place where many will be surprised in knowing the bricks that the space was built with were made by slaves before June 19. Then there's the history of Emancipation Park, a place that's said to be one of the most sacred spaces in the city of Houston. While live on location in the birthplace of Juneteenth, we take calls and give our listeners an opportunity to respond to history experts as they discuss why Juneteenth is a celebration of black history, black beauty, and community but also complexity.
