Hoy Tomás nos muestra que todo señorío procede de Dios por razón del fin: Toda acción humana tiene un fin, y cuanto más racional es un ser, más actúa orientado hacia un propósito. Como Dios es inteligencia suprema, también sus acciones tienen un fin, y en toda meta de la creación se reconoce su “prudencia divina”. Cuanto más noble es el fin de algo, más participa de la acción de Dios; por eso el gobierno de las comunidades es una de las tareas más elevadas. El legislador debe conducir a los ciudadanos a la virtud, porque el fin de la ley es la caridad, y sin la acción divina eso no es posible. El rey debe aspirar a la bienaventuranza eterna para sí y para su pueblo, siguiendo el modelo de Jesucristo, que da vida abundante. La irradiación divina actúa de tres modos: recto (directo sobre príncipe y pueblo), oblicuo (por medio del príncipe hacia los súbditos) y circular (de Dios a los hombres y de vuelta a Dios). El poder justo viene de Dios y está ordenado a dos fines: el último, que es Dios mismo, y el próximo, que es obrar con justicia.
