Chief's Chat #19: Closing the Gap on School Threat Laws ft. State Rep. Mike Giallombardo

A legal loophole exposed by a recent school threat case in Cape Coral has sparked an urgent conversation about public safety and legislative reform. When an individual made a verbal threat that was subsequently recorded and posted online, the Cape Coral Police Department was able to charge the person who shared the video, but not the person who actually made the threatening statements. In this week's episode of the Cape CopCast 'Chief's Chat,' Chief Anthony Sizemore shifts to co-host with Public Affairs Officer Lisa Greenberg. We sit down with State Representative Mike Giallombardo to unpack this critical issue and explain the path toward closing this significant gap in Florida's threat laws. We dive into how legislation actually works—the methodical, multi-layered process designed to produce thoughtful, effective laws.State Rep. Giallombardo walks listeners through the complex journey of a bill, from initial conception through committee stops in both chambers of the legislature, highlighting the deliberate "speed bumps" built into the system that prevent emotional reactions from creating problematic laws. The conversation reveals the careful balance legislators must strike: addressing genuine threats that endanger school safety while avoiding overcriminalization, particularly when it comes to young people who may say foolish things without genuine intent to cause harm. This behind-the-scenes look at government collaboration demonstrates how professional relationships between law enforcement and elected officials can lead to real-world solutions that protect communities. Listen in to gain rare insight into the machinery of government actually working as intended—identifying problems, formulating solutions, and navigating the complex path toward meaningful change.Learn more about State Rep. Giallombardo here: https://www.flhouse.gov/Sections/Representatives/details.aspx?MemberId=4783&LegislativeTermId=91

“You can't expect to do better unless you know better. Understanding who we are collectively - Asian-Americans and non-Asians.” Representative Jennifer Gong-Gershowitz, serves in Illinois' General Assembly - representing Illinois' 17th District since 2019. Jennifer was the co-sponsor of a recently passed the nation's FIRST Asian-American history curriculum bill - the TEAACH (Teaching Equitable Asian American Community History Act) - which is a big deal. Not just that it passed (long overdue), but that it will hopefully prove as a template in many other states around our country. Jennifer's many things - a politician, a lawyer, and advocate, a mom. She's the granddaughter of Chinese immigrants who fought deportation under the Chinese Exclusion Act. Her sense of justice was instilled from an early age through her parents - active in the civil rights and women's rights movements - making Jennifer a determined fighter for the voiceless and the vulnerable her entire adult life - taking on transnational human traffickers and aggressively defending the rights of unaccompanied immigrant children. Providing access to justice to our community's most vulnerable residents - developing legal capacity to represent Dreamers, domestic violence survivors, and low-income residents. For Jennifer - the law is a piece of a greater system to be shaped to be more inclusive for all. But it's ultimately about building greater empathy and understanding amongst ALL Americans. “Systematic phonics is the great equaliser,” states https://www.cogsci.mq.edu.au/members/profile.php?memberID=4 (Anne Castles, distinguished professor in the department of cognitive science at Macquarie University). “If the child does not have rich language background, you can teach them phonics then they can go and read and supply themselves with that rich language, which is so key for their ability to access the curriculum later on.”Speaking on this week's episode of Tes Podagogy, Castles argues the evidence this is the case is now compelling.  “There have been thousands of studies that have looked at phonics in various ways, various forms and using various measures,” she reveals. “We are at a level of confidence now where we can say we have a pretty good understanding that if a phonics programme follows a set of principals then most likely it will be effective, because it would fit with the broader evidence base we have.” Evidence for phonicsDespite this evidence base, however, she admits to understanding why the topic of phonics remains controversial. “It is certainly true that is has been more difficult to document evidence of the success of phonics in the long term, but we are starting to see that evidence come through,” she says. “However, we do need more of it. “And a lot of teachers have used whole language methods for a long time and have experienced success. There are plenty of children who will learn to read regardless of the method being used. So it is very hard for teachers, as they have seen a method bring success, to be told there is a better method.” She says there has also been a tendency on both sides of the argument to claim phonics should be the totality of reading instruction in the early years - or that this is what people wish to happen - and this has fanned the flames of the debate unnecessarily. It's an issue she touched on in a co-written article for Tes earlier this year and one she revisits in the podcast. “There should never be a suggestion that the only reading instruction children should be getting is phonics,” she says. “They should be read to, they should be enmeshed in a reading environment, they should be engaged in all sorts of reading instruction.” A balanced approachAnother claim she says is unhelpful is that, if well taught, every child will ‘get' phonics. That is simply not the case, she says, but what phonics can do is help teachers spot those with reading disorders sooner.  “i don't believe it is true that all children will ‘get' phonics if they are taught properly,” she explains. “There are some children who are instructional casualties - they have no reading disorder but have not been taught explicitly and have needed the instruction - but there will also be a group who will continue to struggle way past the first few years of schooling [despite good phonics teaching]. What phonics can do, is help us spot those children who do have reading difficulties. By having a phonics check in place, you can pick out the ones who do not seem to be responding well and get some intervention in place. “ In the podcast, she goes on to discuss the evidence base in ore detail, to talk about the commercialisation  and politicalisation of phonics and how that influences the debate, and also about the problems with identifying language problems at too early an age.

I reached the zenith of my erstwhile career as a “technology commentator” in 1995. The previous summer I had produced a summer series for the local Island Morning show called “A User’s Guide to the Future.” It was all my friend Ann Thurlow’s fault. And, also, I suspect, due to Ann’s patronage, I found myself in the Morningside rolodex filed under “technology.” And so it came to be that I found myself standing beside a van in the field outside the Robertson Library at the University of PEI one May morning in 1995. The inimitable Barry Vessey was at the controls in the van and, through the magic of radio, I was hooked up with Peter Gzowski, Kevin Kelly, and Gerri Sinclair talking about, as Gzowski put it, “a swing of the pendulum.” We were gathered together as a part of a series called “The New World” to talk about the impact of the “new technology” on all of us. Thanks to my father’s compulsive documentary instincts, I’ve come into possession of a recording of the panel. Oh how young I sound — almost chipmunk like; I’d like to think that is an artefact of the audio compression, but I fear I simply was that young and urgent. My favourite part of the session comes near the end: Me: I wonder if we should maybe just all calm down a little bit… ah, not us here specifically, but society in general… Gzowski: Ah, the voice of Prince Edward Island… calm down! Me: Yes, indeed… I just… I’m thinking about the fact that I’m sitting here in a field on the campus of UPEI talking into a little metal thing talking to someone in Toronto and someone in Ottawa, that seems pretty amazing to me in the greater context of technology… radio’s been around for 100, 150 years and I still think it’s amazing, and I don’t think we’ve explored the boundaries of it at all yet. Oh to be characterized as the calming voice of Prince Edward Island. Those were the days.
