While recent diplomatic efforts to bring Ukraine and Russia to a peace deal and the unexpected Easter truce announced by Putin are bearing no fruit, the situation on the battlefield remains the most influential factor in the future trajectory of the war—including diplomatic attempts to bring the conflict to a halt. Donald Trump seems to believe that Ukraine will inevitably lose the war if a peace deal that can satisfy the Kremlin isn't achieved. But is that really the case? What shape are Ukrainian and Russian forces in in terms of manpower, equipment, and tactics? And what are the potential scenarios for the 2025 campaign?

Three years into Russia's war against Ukraine, two undeniable realities appear to mark its future. Russian President Vladimir Putin believes time is on his side, and ongoing political changes in Washington are stirring worries that Ukraine can no longer count on sustained levels of military, economic and political assistance.  The Kremlin is not deviating from its ultimate goal of making Ukraine unlivable and non-viable while restoring it to Russia's sphere of influence. Ukrainian Volodymyr President Zelensky, on the other hand, is facing acute manpower shortages and continued military setbacks.  As we enter 2025, what does the battlefield picture tell us? How will the advent of the Trump Administration impact America's support for Ukraine? Can Europe fill the gap should America falter? The Trump Administration has begun preliminary talks with Russia about a Putin-Trump summit. What are the prospects for a negotiated settlement to pause or end the war?  Join Aaron David Miller as he engages in conversation with Carnegie analysts and scholars Michael Kofman, Alexandra  Prokopenko, Eric Ciaramella and Andrew S. Weiss to discuss these and other issues in the latest episode of Carnegie Connects.

After nearly three years of war, the mood among many of Ukraine's allies has turned grim. Russian forces are making steady gains; Kyiv is running low on ammunition; and the return of Donald Trump to the White House has only added to anxieties about the conflict, casting doubt over not only the future of American military aid, but also the prospect of a negotiated settlement that is satisfactory to Ukraine. In an essay for Foreign Affairs, titled “Putin's Point of No Return,” Andrea Kendall-Taylor and Michael Kofman argue that the risks are even greater—that Putin's Russia will pose a threat to Western interests even if the current fighting in Ukraine ends. Kendall-Taylor is a former intelligence official and scholar of authoritarian regimes and Russian politics; Kofman is one of the most astute analysts of the war in Ukraine. They speak with editor Dan Kurtz-Phelan about the battlefield dynamics and political dimensions of the conflict—and about Vladimir Putin's enduring ambition to reshape the global order. Lawrence Freedman and Michael Kofman walk us through the post-Cold War history of the Kremlin as commander. In the second episode of this multi-part series, they focus on Russia's intervention in the Syrian Civil War and its first assault on Ukraine in the aftermath of Euromaidan. In Syria in particular, Moscow thinks it makes major progress on command and high-tech targeting, but that later proves to be something of a mirage. The Western intervention in Libya is also an important part of this period, informing how Vladimir Putin views threats to his own power and influence. Ukraine soon reveals itself to be an unresolved issue for Moscow. Don't miss the first part of this discussion, which focuses on the First and Second Chechen Wars as well as the Russo-Georgian War of 2008. In these episodes, Freedman draws on his new book, Command: The Politics of Military Operations from Korea to Ukraine.

Can Putin salvage his campaign? Michael Kofman helps us understand these issues and more, encouraging people to think more temporally about Russia's mobilization pipeline and delivering a warning: We are in uncharted territory.

Mike explains what has happened so far in this operation, centered around Kherson, and how observers should think about it as it unfolds. The two also discuss what Ukrainian combined arms warfare looks like, manpower challenges on both sides, the airpower picture, and how the counter-offensive is affecting the war in different parts of the country. Also, what is happening in Belarus as far as this war is concerned? And is either side prepared for how long this war is likely to last?

With military circles abuzz that Ukraine might be preparing to launch a counter-offensive against Russian-held Kherson, Michael Kofman of CNA's Russia team helps us parse the facts. What are the four means by which Russia is trying to squeeze more military power out of its population short of a total mobilization? What of the Turkish-brokered grain export deal? While Ukrainian forces have proven remarkably successful at repelling the Russian advance so far, Russian forces have continued to make slow and steady progress into the country, with no clear resolution in sight. Anderson sat down with Michael Kofman, director of the Russia Studies Program at CNA and a leading analyst on the Ukraine conflict.
