Welcome to your weekly UAS News Update. We have five stories for you this week; the FAA dropped Section 2209 NPRM, the public comment window is closing on DJI's FCC Covered List challenge, a record-breaking 218 drone incursions over wildfires last year, ACSL is Partnering with Draganfly, and today marks 7 years of uninterrupted drone news! First up this week, the FAA has finally filed its long-overdue Section 2209 Notice of Proposed Rulemaking, or NPRM. This opens a 60-day comment window that will determine how fixed-site facilities can apply for permanent drone restrictions over their property. The 181-page rule creates a new 14 CFR Part 74 framework with two tiers: a Standard Unmanned Aircraft Flight Restriction and a Special UAFR. The FAA proposes limiting eligibility to 16 critical infrastructure sectors, which could encompass more than 9,000 eligible facilities. The proposed rule includes a transit lane for commercial operators! Drones operating under Parts 91, 107, 108, 135, and 137 will be allowed to transit a Standard UAFR if they broadcast Remote ID, transit in the shortest practicable time, and notify the facility. Unfortunately, recreational flyers are not on that list. This rule explicitly does NOT grant facility operators counter-drone authority, such as jamming or drone capture. It is strictly an airspace designation. Next, the deadline to submit public comments on the FCC petition regarding DJI's placement on the Covered List is rapidly approaching on May 11, 2026. DJI is challenging the FCC's December 2025 decision that effectively blocks the authorization of new affected products for sale or import into the United States. DJI has pursued legal action in the U.S. Court of Appeals for the Ninth Circuit. So far, more than 460 comments have been submitted, and the Department of Defense has recently urged the FCC to reject DJI's petition.Third up, the U.S. Forest Service reported a staggering 218 drone sightings over active wildfires in 2025. Most of these happened during the Eaton and Palisades, which includes the one on January 9, 2025 where a privately flown drone actually collided with a Canadair CL-415 Super Scooper aircraft, punching a 3-by-6-inch hole in the left wing. Remember, DJI removed mandatory geofencing enforcement from its consumer drones in early 2025, shifting to advisory warnings. Check for TFRs on tfr.faa.gov.Next up, Draganfly Inc. and ACSL signed an exclusive master distributor agreement on May 7, 2026, making Draganfly the sole Canadian distributor of ACSL's drone technology. The agreement also includes technical integration work between the two companies' platforms. The initial product offering is the ACSL SOTEN. Under the integration component of the agreement, Draganfly's Apex and Commander 3XL drones will be made compatible with SOTEN's swappable payloads and the TAITEN ground control station, allowing operators to mix components across both manufacturers' systems. SOTEN joins Draganfly's existing lineup of Apex, Commander 3XL, and Heavy Lift platforms.And last up, Today marks 7 years of uninterrupted drone news! Aviation News Decades of aircraft and ground vehicle near misses at LGA preceded fatal crash CRJ900, courtesy Air Canada. A tragic runway incursion at New York's LaGuardia Airport on March 22, 2026, ended in disaster when an Air Canada Jazz CRJ900 landing there collided with an airport rescue and firefighting vehicle on the runway. The crash claimed the lives of both pilots and left dozens seriously injured. The interim general notice (Notice (GENOT) JO 7110.801 – Interim Helicopter Separation Procedures) suspends the use of visual separation between airplanes and helicopters in Class B and Class C airspace, and Terminal Radar Service Areas (TRSAs). The DOT said, “Many helicopter operators who are used to obtaining immediate approval to transit through certain areas may have to adjust their flight routes or be delayed while controllers ensure they maintain safe distance from other aircraft. When helicopter pilots, conducting urgent medical or LEO missions, request to fly through these heavy-traffic areas, airline operations to those airports may be disrupted in order to allow these missions priority clearance.” Exclusive: Airbus seeks Pratt & Whitney damages over engine delays, sources say Airbus is frustrated with Pratt & Whitney over the slow delivery of GTF engines for the A320 family. The issue stems from an allocation crunch, with demand coming both from Airbus for new aircraft and from airlines waiting on repairs to get problem engines back in service. Reports suggest Airbus may be seeking potential damages. This stems from a manufacturing problem where contaminants were introduced into the nickel-based powdered metal used to forge certain rotating engine components. (Turbine disks and some HPC parts.) These engines face an increased risk of microscopic cracks and premature failure, particularly those produced roughly between late 2015 and 2021. Instead of waiting for routine shop visits, these engines required accelerated inspections and life‑limit reductions. NASA Second X-59 Flight Cut Short from Warning Light The second flight of the NASA X-59 supersonic demonstrator ended after nine minutes when a warning light illuminated shortly after takeoff. An unrelated caution light indicated an issue prior to the flight, but after a system reset, the flight was approved to proceed. The first flight took place on October 28, 2025, when the demonstrator reached 12,000 feet and 200 knots. The second flight was intended to last an hour and reach 20,000 feet and 225 knots, but ended up matching the first flight. A-10 Warthogs Are Prowling For Iranian Boats In The Strait Of Hormuz The Pentagon has long sought to retire the A-10 Warthog, but Congress has kept it flying. In the meantime, A-10 pilots have been training for a maritime mission: attacking Iranian fast boats in the Strait of Hormuz. AH-64 Apache attack helicopters are also now performing this mission, as well as shooting down Iranian drones. The A-10 has long been considered a close air support aircraft for ground forces, but it also has a maritime role. JetBlue and American Airlines Bid to Serve Presque Isle Airport The U.S. Department of Transportation has received proposals from JetBlue and American Airlines for the next Essential Air Service contract for Presque Isle International Airport. JetBlue has provided the service since 2024 with seven weekly round-trip flights to Boston. The 140-seat Airbus A220s depart early in the morning and return late at night. The airline is proposing to continue that service. American Airlines is proposing at least 12 round-trip weekly flights on a 65-seat jet, split between Boston and Philadelphia. American is seeking a two-year contract with an average annual subsidy of $8.2 million. JetBlue is seeking an $11,521,129 in each of four years, or a two-year contract worth $11,745,899 annually. Recently, BAE Systems was awarded a contract by Robins Air Force Base in Georgia to support and sustain the U-2's AN/ALQ-221 Advanced Defensive System (ADS). In a press release (BAE Systems to modernize Advanced Defensive System for the U.S. Air Force U-2 reconnaissance aircraft), BAE said, “Under the contract, BAE Systems will provide continuous field service support for the aircraft's electronic warfare (EW) system, complete repairs to maintain system availability, and provide software updates so it can detect and engage new threats.” Mentioned Stories about Flying. Back in April 2021 we covered news about a record breaking 25 Chinese air force aircraft including fighters and nuclear-capable bombers that entered Taiwan's air defense identification zone (ADIZ). At the time 25 seemed like an alarming number. It was the largest incursion by Chinese military planes into Taiwan's ADIZ to date. Related Links: https://talkingtaiwan.com/chinas-alarming-gray-zone-tactics-around-taiwan-and-its-neighboring-nations-in-asia-ep-340/ To be clear these sorts of activities had been going on long before this and long before September of 2020 which about the time that Taiwan's Ministry of National Defense started to publicly report China's incursions. The China's People's Liberation Army has shown no signs of letting up. The PLA's gray zone tactics, have also included the use of drones and balloons. Incursions by warplanes and naval ships into the airspace and waters surrounding Taiwan are now a daily occurrence.. And they have completely shattered the record 25 aircraft in Taiwan's ADIZ many times over. Major military exercises have included the Joint Sword-2024A. Three days after Taiwan's President Lai Ching-te's inauguration in May 20 of 2024, China's PLA conducted two days of military exercises in the air and sea space around Taiwan. More recently, at the end of 2025 on December 29 and 30, People's Republic of China (PRC) military forces carried out a large-scale exercise in the air and ocean areas around Taiwan called "Justice Mission-2025." This two days of PLA military exercises involved at least 200 warplanes. Unfortunately these types of gray zone tactics by China have become commonplace and while they have been more widely reported on, even more troubling are the other gray zone tactics that the PRC has been levying on Taiwan, which include the presence of Chinese owned and operated oil rigs in Taiwan's exclusive economic zone (EEZ) and on January 16th the New York Times reported that China quietly mobilized thousands of fishing boats twice already, most recently in the first few weeks of this new year. Quoting from the New York Times, "By January 11, they had assembled into a rectangle stretching more than 200 miles. Maritime and military experts said the maneuvers suggested that China was strengthening its maritime militia, which is made up of civilian fishing boats trained to join in military operations." This was not the first time, a month earlier on December 25th the Times reported that "about 2,000 Chinese fishing boats assembled in two long, parallel formations on Christmas Day in the East China Sea. Each stretched 290 miles long, about the distance from New York City to Buffalo, forming a reverse L shape" According to the New York Times, "The unusual formations were spotted by Jason Wang, the chief operating officer of ingeniSPACE, a company that analyzes data, and were independently confirmed by The Times using ship location data provided by Starboard Maritime Intelligence." In 1970, Nixonauthorized an incursion into Cambodia to destroy NVA sanctuaries and supply lines, but the operation failed strategically as the enemy simply retreated deeper into the country and returned later. While the invasion widened the war and ignited massive domestic unrest, including the fatal shootings at Kent State, it also consolidated Nixon's political base, the "Silent Majority." This polarization was evidenced by the "Hard Hat" riots, where workers attacked anti-war protesters, demonstrating that a significant portion of the country still supported the administration's efforts.
