The US and the EU seem to have agreed to speed up trade talks after President Trump issued and then postponed a 50 percent tariff threat. In this episode of Report in Short Aaron Schwartzbaum speaks with András Tóth-Czifra about his recent report, “The Kremlin's Balancing Act: The War's Impact On Regional Power Dynamics.” In the report, Tóth-Czifra explains the shift of government control, highlights instances of pushback, and identifies limitations on the Kremlin's strategy going forward. The Kremlin's centralization drive has manifested in several ways, including tightening control over regional and municipal political institutions, expanding financial control over regional budgets and policy priorities, nationalizing and indirectly mobilizing business assets, and introducing new priorities in personnel policy. These changes have created winners and losers, resulting in friction and resistance from regional elites who perceive their interests and autonomy as threatened. The sustainability of the Kremlin's strategy is uncertain, and risks intensifying tensions and worsening government instability.András Tóth-Czifra is a Fellow in the Eurasia Program at the Foreign Policy Research Institute (FPRI) and contributing author for FPRI's Bear Market Brief. United States President Donald Trump's administration flipped the script on US-Europe relations in February. European officials were berated for being antidemocratic and were told their involvement was not needed in ending the Ukraine war. Meanwhile, US and Russian officials started meetings to end that war. Anatol Lieven, director of the Eurasia Program at the Quincy Institute, argues that European fears of Russian expansion are greatly exaggerated. But Melinda Haring, senior fellow at the Atlantic Council's Eurasia Center, tells host Steve Clemons that it's dangerous for the US to reverse course on Ukraine and normalise relations with Russia.

The Borat movies were a fun but far fetched parody right? Think again. The Central Asian nation of Turkmenistan is currently ruled by the clownish Gurbangulyýewiç Berdimuhamedow and his son Serdar. He has styled himself as an action hero. Unfortunately he isn't very good at racing, handling horses, firing guns, singing, dancing, weight lifting, rapping or any of the other "talents" he likes to demonstrate.  He is also a tyrant, presiding over an oppressive system of government that has seen untold numbers of political opponents thrown into horrific dungeons. How did he get the job? Well because he was the dentist of his predecessor the equally bizarre Saparmurat Niyazov. Makes sense right? Of course it doesn't but it is true and my guest today -- revered journalist Bruce Pannier a fellow of the Foreign Policy Institute was in Central Asia when the USSR ended and this peculiar new system of government arose from its ashes. We discuss Bruce's firsthand insights into the hermit-like nation. He shares amusing anecdotes about the seemingly insane rulers, and shares his thoughts on more serious topics including life for the Turkmen people, terrorism, and international relations.  Guest: Bruce Pannier is a Central Asia Fellow in the Eurasia Program at the Foreign Policy Research Institute and a longtime journalist and correspondent covering Central Asia. He currently writes Radio Free Europe/Radio Liberty's blog, Qishloq Ovozi, and appears regularly on the Majlis podcast for RFE/RL. Prior to joining RFE/RL in 1997, Bruce worked at the Open Media Research Institute in Prague. In 1992, he led a sociological project in Central Asia sponsored by the University of Manchester and the Soros Cultural Initiative Foundation. During that time he lived in villages in Kazakhstan, Kyrgyzstan, Turkmenistan and Uzbekistan. Bruce studied at Tashkent State University in the summer of 1990 and studied at Columbia University under Professor Edward Allworth. Bruce has also written for The Economist, Janes Intelligence, Oxford Analytica, Freedom House, The Cairo Review, the FSU Oil & Gas Monitor, and Energo Weekly.   Music: Performed by Gurbanghuly and Serdar Berdimuhamedow -- yes the "rap" song is actually written and performed by the President and his son. Go check them out at WorldHistory.org or follow this link: World History Encyclopedia.

Sparked by the ruling Georgian Dream party's proposed law on the "transparency of foreign influence", the stand off between the government, NGOs, protestors - both those of the formal opposition and not - and even some within the European Union, has deeper roots and a far from clear trajectory. Today's episode begins with an outline of the tensions surrounding the proposed law, some informative aspects of Georgia's recent history, and both how domestic dynamics and a dramatically changing geopolitical situation are animating the crisis. Then we have a discussion with Anatol Lieven and Almut Rochonawski on a range of topics related to the current crisis including the peculiar role of NGOs in Georgia, the European Union, Georgian political economy, a proposed "offshore bill", and how a shifting geopolitical picture is shaping the political calculus of elites in Georgia, the EU and beyond. Anatol Lieven is Director of the Eurasia Program at the Quincy Institute for Responsible Statecraft. He was formerly a professor at Georgetown University in Qatar and in the War Studies Department of King's College London. Almut Rochowanski is an activist who specializes in resource mobilization for civil society in the former Soviet Union, including in Georgia and Russia. The war in Ukraine has reached a pivotal moment. After months of an apparent stalling on the frontlines, Russia has recently made a series of critical breakthroughs. Now the race is on for Kyiv to get newly approved military aid to the front line before Russian forces attack Ukraine's second largest city, Kharkiv. The 60 billion dollar bill passed in America's congress at the end of April allows for Ukraine to push back against Russian forces and prepare to mount an offensive next year. But a gap in the supply of missiles has left Kyiv dangerously exposed and huge questions remain about how Ukraine's President will act next. So, on this week's Inquiry, we're asking ‘Has US military aid come in time for President Zelensky?'Contributors:Gustav Gressel, senior policy fellow with the Wider Europe Programme at the European Council on Foreign Relations' Berlin office. The end of February marks the second anniversary of Russia's invasion of Ukraine. The conflict has long since developed into a brutal trench war in the east and south of Ukraine. Russia has built a land bridge from its territory to the Crimean peninsula, which it has annexed since 2014. Hundreds of Ukrainian and Russian soldiers are dying every day. The USA, Germany and the EU are supporting Ukraine in its defense with weapons, ammunition, training, financial resources and humanitarian aid. Peace negotiations, let alone the reconstruction of the country, are a long way off. While Republicans and Democrats in the US Congress are unable to agree on a new aid package, the European Council was able to initiate new aid deliveries worth 50 billion euros after a lengthy blockade by Hungary. At the same time, other geopolitical developments such as the war in the Middle East are diverting the West's attention away from Ukraine. Is a war of attrition becoming more and more entrenched? Where was the West wrong in its assessment of the war, and what are the consequences? To what extent does the dispute in Congress affect US support for Ukraine? What would happen to US support for Ukraine if Donald Trump were to win the presidential election? Podcast host Stormy-Annika Mildner, Aspen Institute Germany, discusses these questions with Max Bergmann, Director of the Europe, Russia and Eurasia Program and the Stuart Center at the Center for Strategic and International Studies (CSIS) in Washington, D.C. and Julia Friedlander, CEO of Atlantik-Brücke.

This August, the What the Hell crew brings you a summer reading series! Our first pick is Chip War, a book the NYT hailed as a cross between Mission Impossible and the China Syndrome. Nominally, this is the story of the semiconductor industry, but it is really a forecast of modern grand strategy, great power conflict, and the security of the global economy. It is no mistake that the book's author, Chris Miller, set out to write a book about military strategy – and then realized that military strategy today is defined by applying advanced chips to systems. Beyond just military however, advanced chips make the world as we know it work. They are in your iPhone, your dishwasher, your car… the list goes on. The clincher? Almost all of these highly technical chips are made in Taiwan – one of the most geopolitically tense areas in the world. Chris Miller is an Associate Professor of International History at Tufts University and a Jeane Kirkpatrick Visiting Fellow at AEI. He is also the co-director of the Fletcher School's Russia and Eurasia program and the director of the Eurasia Program at the Foreign Policy Research Institute. In addition to Chip War, Miller's books include We Shall Be Masters: Russian Pivots to Asia from Peter the Great to Putin (Harvard University Press, 2021), Putinomics: Power and Money in Resurgent Russia (University of North Carolina Press, 2018), and The Struggle to Save the Soviet Economy: Mikhail Gorbachev and the Collapse of the USSR (University of North Carolina Press, 2016).
