United States President Donald Trump's administration flipped the script on US-Europe relations in February. Terrorist activity in Central Asia traces its roots back to the Soviet era - but following the collapse of the USSR in the 1990s, suppressed religious movements evolved into underground Islamist networks, fuelling the rise of jihadist groups in the region. Today, Central Asia faces an increasingly complex terrorism landscape. In this episode of the podcast, Lucas Webber speaks to Bruce Pannier, a Central Asia Fellow at the Eurasia Program at the Foreign Policy Research Institute and a veteran journalist covering the region. The Borat movies were a fun but far fetched parody right? Think again. The Central Asian nation of Turkmenistan is currently ruled by the clownish Gurbangulyýewiç Berdimuhamedow and his son Serdar. He has styled himself as an action hero. Unfortunately he isn't very good at racing, handling horses, firing guns, singing, dancing, weight lifting, rapping or any of the other "talents" he likes to demonstrate. He is also a tyrant, presiding over an oppressive system of government that has seen untold numbers of political opponents thrown into horrific dungeons. How did he get the job? Well because he was the dentist of his predecessor the equally bizarre Saparmurat Niyazov. Makes sense right? Of course it doesn't but it is true and my guest today -- revered journalist Bruce Pannier a fellow of the Foreign Policy Institute was in Central Asia when the USSR ended and this peculiar new system of government arose from its ashes. We discuss Bruce's firsthand insights into the hermit-like nation. He shares amusing anecdotes about the seemingly insane rulers, and shares his thoughts on more serious topics including life for the Turkmen people, terrorism, and international relations. Sadyr Japarov has been the President of Kyrgyzstan since 2021. Japarov's rise to power came after his country had experienced three revolutions in 15 years, in a part of the World unused to political upheaval. Today's episode investigates whether the three Kyrgyz revolutions, so unusual for Central Asia, have benefited the country's development. On the one hand, they sent a message to national and regional elites that their people had a voice, and were willing to use it. On the other, Japarov has made political hay out of the disorder visited upon Kyrgyzstan as a result of 15 years of turmoil, and is now rolling back democratic freedoms in the country. My guest today is Bruce Pannier. Bruce is a Central Asia Fellow in the Eurasia Program at the Foreign Policy Research Institute and a longtime journalist and correspondent covering Central Asia. He also writes Radio Free Europe/Radio Liberty's blog, Qishloq Ovozi.

Sparked by the ruling Georgian Dream party's proposed law on the "transparency of foreign influence", the stand off between the government, NGOs, protestors - both those of the formal opposition and not - and even some within the European Union, has deeper roots and a far from clear trajectory. Today's episode begins with an outline of the tensions surrounding the proposed law, some informative aspects of Georgia's recent history, and both how domestic dynamics and a dramatically changing geopolitical situation are animating the crisis. Then we have a discussion with Anatol Lieven and Almut Rochonawski on a range of topics related to the current crisis including the peculiar role of NGOs in Georgia, the European Union, Georgian political economy, a proposed "offshore bill", and how a shifting geopolitical picture is shaping the political calculus of elites in Georgia, the EU and beyond. Anatol Lieven is Director of the Eurasia Program at the Quincy Institute for Responsible Statecraft. He was formerly a professor at Georgetown University in Qatar and in the War Studies Department of King's College London. Almut Rochowanski is an activist who specializes in resource mobilization for civil society in the former Soviet Union, including in Georgia and Russia. The end of February marks the second anniversary of Russia's invasion of Ukraine. The conflict has long since developed into a brutal trench war in the east and south of Ukraine. Russia has built a land bridge from its territory to the Crimean peninsula, which it has annexed since 2014. Hundreds of Ukrainian and Russian soldiers are dying every day. The USA, Germany and the EU are supporting Ukraine in its defense with weapons, ammunition, training, financial resources and humanitarian aid. Peace negotiations, let alone the reconstruction of the country, are a long way off. While Republicans and Democrats in the US Congress are unable to agree on a new aid package, the European Council was able to initiate new aid deliveries worth 50 billion euros after a lengthy blockade by Hungary. At the same time, other geopolitical developments such as the war in the Middle East are diverting the West's attention away from Ukraine. Is a war of attrition becoming more and more entrenched? Where was the West wrong in its assessment of the war, and what are the consequences? To what extent does the dispute in Congress affect US support for Ukraine? What would happen to US support for Ukraine if Donald Trump were to win the presidential election? This August, the What the Hell crew brings you a summer reading series! Our first pick is Chip War, a book the NYT hailed as a cross between Mission Impossible and the China Syndrome. Nominally, this is the story of the semiconductor industry, but it is really a forecast of modern grand strategy, great power conflict, and the security of the global economy. It is no mistake that the book's author, Chris Miller, set out to write a book about military strategy – and then realized that military strategy today is defined by applying advanced chips to systems. Beyond just military however, advanced chips make the world as we know it work. They are in your iPhone, your dishwasher, your car… the list goes on. The clincher? Almost all of these highly technical chips are made in Taiwan – one of the most geopolitically tense areas in the world. Chris Miller is an Associate Professor of International History at Tufts University and a Jeane Kirkpatrick Visiting Fellow at AEI. He is also the co-director of the Fletcher School's Russia and Eurasia program and the director of the Eurasia Program at the Foreign Policy Research Institute. In addition to Chip War, Miller's books include We Shall Be Masters: Russian Pivots to Asia from Peter the Great to Putin (Harvard University Press, 2021), Putinomics: Power and Money in Resurgent Russia (University of North Carolina Press, 2018), and The Struggle to Save the Soviet Economy: Mikhail Gorbachev and the Collapse of the USSR (University of North Carolina Press, 2016).
