February 28th, 1997 was a wild day in North Hollywood when two suspects decided to rob their 3rd bank in just over a year. These two had gotten away with robbing 2 Bank of America's in 1996 with heavy weapons and made off with over $1.5 million dollars. As luck would have it, 3rd time was not a charm for these two on that day. Having been spotted going into the bank and hearing gun shots the call was made to alert LAPD. Within the 8 minutes the two were in the bank, more than 300 officers were ready for their exit. Join us on today's show to explore the next 44 minutes and what happened on that day.

Two heavily armed AND armored bank robbers engaged police in a lengthy shootout outside of a Bank Of America location in North Hollywood. About 1,700 rounds were fired when it was all said and done and this incident paved the way for arming rank-and-file police officers with semi-automatic weapons, previously only issued to swat teams. On Episode 60 of The 911Strong Podcast, Aram Choe and Kristen Jauregui are joined by the daughter of an LAPD Sergeant who survived the infamous North Hollywood Shootout only to take his own life few years later. This is the untold story with Crystal Street
On the morning of February 28, 1997, Larry Phillips Jr. and Emil Matasareanu entered the Bank of America at the intersection of Laurel Canyon Boulevard and Archwood Street. Both men were heavily armed and armored and their plan was to steal $750,000 from the bank vault. As they walked in, two LAPD officers spotted them entering and called it in. While the men were robbing the bank, LAPD began surrounding the bank. When the two men left the bank (one out through the north exit, one through the south), a 44 minute shootout ensued. Phillips ended up taking his own life as his gun jammed. Matasareanu was shot in the legs multiple times three blocks away. He was arrested but bled to death while waiting for the ambulance that showed up 70 minutes after Matasareanu was handcuffed. In all, almost 2,000 rounds of ammunition was fired by the suspects and LAPD.

This episode is a replay of Firearms Nation Podcast #69 where I interviewed John Caprarelli who wrote the book "Uniform Decisions". The book talked about what it was like responding to the North Hollywood Shootout between two bank robbers and the LAPD. John responded back on February 28th, 1997 which is now having its 25th year anniversary. I wanted to share the show again because that event had such a tremendous impact on law enforcement and it's a part of history that we should learn from. On February 28, 1997 LAPD officers responded to a bank robbery in progress in North Hollywood. For the next 44 minutes over 400 officers would find themselves involved in the biggest and most violent shootout in law enforcement history. Outgunned and out armored by the two robbers, the first wave of responding officers would find themselves in a terrifying fight for their lives.

There have been a few events in law enforcement history that went on to change policies across police departments. On February 28th, 1997, the North Hollywood Shootout would leave a gaping wound of how outgunned police really were. In the second episode of the Deconstructing Gunfight series, I talk with former Los Angeles Police Department officer John Caprarelli who was one of the responding officers that fateful day. John had spent 15 years as a police officer and had been in various units but nothing would have prepared him for what he was going to face that day. Larry Phillips and Emil Matasareanu were a pair of bank robbers who had escalated to murder during a previous heist. Their acts of violence got worse each time they committed another robbery. On Feb. 28th, 1997 they hit the Bank of America in North Hollywood. They were prepared. Each of the men were covered in layers of body armor and both carried fully automatic rifles and hundreds of rounds. The LAPD had handguns and shotguns. What follows is a first hand account that comes from the book John wrote called “Uniform Decisions”. In this second episode I’ll find out what is was like to face men who had no regard for life or the law. Men who would rather die than get caught. We also discuss the aftermath and the wounds not just of the body but of the mind and John’s second fight, the fight with PTSD. It was truly an honor to speak to John who now enjoys retirement about what it was like to be there amid the rounds flying through the air and a city on edge in this second episode of Deconstructing Gunfights. Break down of the 1997 North Hollywood Shootout. 20 years ago this year, two dudes brought the LAPD and a few assisting agencies to their knees during a bank robbery that turned into an epic gunfight. Amazingly, the only two fatalities that day were the bad guys, but there were about 20 others wounded (civilian and police). Some of the big take aways have to do with the proliferation of long guns and armored vehicles in law enforcement, shooting “two the body, one to the head,” and how we apply the concept of shooting at the center of whatever mass is available. We also talk briefly about how this event might have been charactized as an active shooter in the early stages and how we might have handled this differently today.
